REDUCED activity of mining, because of the business recession, had the effect of lowering working time, hence of reducing exposure to accidents, so it is probable that 1938 will be found to have had a lesser number (both fatal and nonfatal) though the accident rate may remain about the same as in 1936 and 1937. During periods of re-employment, such as occurred during 1936, 1937, and 1938, the new men entering the industry are less experienced and not as well trained in accident prevention as are the older, more experienced men and are frequently subject to more accidents. This situation should tend to correct itself as the new employees be- come better trained.

THE Metal Sales Department, with offices in New York, is responsible for the sale of the Company's products, with the exception of gold and coal. At present the department handles the sales of lead, zinc, silver, antimonial lead, , cadmium, bismuth, arsenic trioxide, and tellurium; gold is shipped direct to the United States Mint and coal is marketed by United States Fuel Company's own sales organization. The department keeps in close touch with the metal markets and collects information on marketing conditions, which it makes available to other departments of the Company. The electrolytic lead produced at the U. S. S. Lead Refinery, Inc., is a high-uality product marketed as corroding grade under the "U. S. S.-ELECTRO" brand. It is largely sold to manufacturers of paints, pigments, lead oxides, and storage batteries.

LOCAL yearly taxes levied on bituminous coal lands in Pennsylvania have become a cost of first importance to the coal industry of the State. In Pennsylvania there is no State tax on real estate, but local taxation of real estate furnishes the greater part of the revenue necessary for the small governmental unit, as counties, townships, boroughs, and local school, road, and poor districts. Coal in place in the ground, whether or not title thereto has been severed from ownership of the surface, is assessed as real estate and on its supposed sale or market value. There are eight classes of counties in Pennsylvania, based on population; in populous counties of the first, second and third class, assessments are made by a county board appointed by the county commissioners and are fairly uniform throughout the county. In counties of the fourth to the eighth classes inclusive, property assessments are made by property assessors elected by and for each township within a county. In these counties the board of county commissioners acts as a board of equalization and review to hear appeals. In most counties, therefore, where there is a large unmined reserve of coal, assessments on that coal vary for each township, irrespective of the fact that the coal bed is continuous under many townships.

THE development of huge production facilities and of new or improved processes for manufacturing magnesium from its raw sources has been an outstanding achievement of this war. Furthermore, at least one new method has reached a stage of pilot production that offers promise. Its potentialities seem to indicate that a reduction in cost and simplification or elimination of problems incident to the use of at least one of the present processes are quite within the realm of possibility. Although magnesium of very high purity (99.9 per cent and higher) is obtained, and the rate of recovery reasonable (60 to 70 per cent), the ferrosilicon reduction process is open to a serious objection, which at the time its use was proposed was thought to be sufficient to raise some doubts as to its success, at least on a high production basis. The temperature range at which the reaction is carried out-namely, 2100° to 2150°F.-is very close to the failure temperature of the material of which the retort is made. It is so close that for a time it was assumed it might make commercial use of the process an impossibility. However, at the time under discussion, the demand for magnesium was so great that it was felt by those who had to go ahead and produce this essential metal that the emergency warranted their taking a chance on this process. Subsequent developments have fully justified the soundness of their decision. Fortunately for the war effort, when the plants were put into operation it was discovered that although the retorts did collapse in rather short periods of time, as predicted, they could be blown back into operable shape by application of high-pressure air. This practical method of operation so relieved the situation that the problem disappeared. Nevertheless, if the process had not been successful, or the production of magnesium by the electrolytic process had not been able to keep pace with demands, our war program would have been seriously impaired. "FIRELESS COOKER" PROCESS For this reason a program was set up and assigned for the development of a new method that had been suggested to the War Production Board in 1941. It is believed justifiable in terming the method "new" for several reasons: (1) while utilizing the same (ferrosilicon) process as the Pidgeon, hence involving similar reactions, the type of retort or furnace is essentially different, (2) the method of operation, reaction temperatures, etc., differ materially, and, most important of all, (3) the problems to be overcome in making the process successful were not and could not have been anticipated by anything previously known about the Pidgeon process. The behavior of collectors at the mineral-solution interfaces is usually explained in terms of an ionic adsorption process. Through the distribution of collector ions between the solid surface and the co-existing solution phase the mineral is believed to acquire a water-repellent surface coating. Quantitative adsorption studies have been made on simple flotation systems only within the last few years. Such investigations were made possible by the adoption of the radiotracer method of analysis. As a consequence of these studies a new parameter has been added to aid the understanding of the flotation process.

It has been observed that upon invasion of a sand containing oil or gas and connate water by mud filtrate the hydrocarbons are more rapidly flushed by the filtrate than is the connate water.' In time, it appears that the following displacement pattern emerges: oil (or gas) is being swept ahead by connate water which, in turn, is pushed by invading fluid. Eventually the connate water may have "banked up" sufficiently to form a zone of appreciable thickness leading the invading front. In the extreme case, Fig. 1 shows how the situation will develop.' Immediately adjacent to the borehole (radius r) there is a zone, the invaded zone proper, where the connate water has been flushed out completely and which contains only residual oil or gas and mud filtrate. This zone (extending out to a radius ri) grades more or less abruptly into the next (thickness A), which contains only residual hydrocarbon and connate water. Beyond it, again more or less sharply bounded, extends the virgin formation with the original interstitial water saturation Sw. The various saturations are indicated in Fig. 1. The three zones generally will be marked by resistivity contrasts owing to their different fluid contents. As the connate water is usually more saline than the invading fluid, the second zone having a high connate water saturation forms a concentric cylindrical ring or annulus of low resistivity R, around the borehole.',' It will be referred to as the "low zone." Fig. 1 shows schematically the resistivity profile. It is clear that the phenomenon of a low zone could not occur in invaded water sands. The presence of a low zone, therefore, would be a qualitative indication of a hydrocarbon-bearing formation. Granted that the phenomenon is real, if it were pronounced enough to be detected, one might thereby have a means of locating oil or gas in the ground. This is the aim of the "displacement logging" method.' In any case, the presence of a low resistivity zone will affect the reading of electric logs. Using conventional log interpretation techniques, one must be aware of this and, if necessary, correct for it. Whether correction or detection should be the goal will depend primarily on the magnitude of the effect. The type of log which is likely to be affected most is the induction log. The current pattern of an induction log is concentric with the borehole. Any concentric ring of low resistivity, therefore, will tend to become crowded by current lines. This zone of maximum current density will obscure the relative contributions to the current conduction by other portions of a bed making, for instance, the contribution of the virgin formation less significant and thus detracting from the value or the induction log as an R, reading device. The present note is intended to ascertain the maximum possible effect of a low zone in the extreme case portrayed by Fig. 1 on three commercially available types of induction logs, sc., 5 FF 27, 5 FF 40 and 3 F 60. Type 5 FF 27 or 5 PF 40 is currently run in conjunction with a 16 in. normal and SP log. This combination is gradually replacing the regular electric survey (two normals and one lateral) as a standard log in many areas. On the basis of the scheme of Fig. 1 (sharp boundaries between successive zones), the thickness of the low zone may be computed for various amounts of infiltration measured by the ratio of invaded zone diameter to hole diameter D,/d. Referring to Fig. 1, we can set up a material balance for the water displaced from the invaded zone proper and the water present in the low zone. The volume of connate water displaced from invaded zone upon flushing by mud filtrate is: V1 = e p (r2 - r2) ? Sw . where c = bed thickness ? = porosity Su, = original connate water satu-ration. Low frequency-internal friction measurements on annealed chromium have shown a marked increase in damping below - 40°C which is strongly strain amplitude dependent. An interpretation of these results is given in terms of the motion of antiferromagnetic domains assumed to exist below - 40°C. A time effect on internal friction was measured after slight overstraining. After heavy deformation a pemzanent, five-fold increase in internal friction was observed at -45°C and the character of the internal friction us temperature curve markedly changed. Full recovery of damping was not attained until after heating to 800°C. A qualitative interpretation of some of these effects is given. THE aim of this preliminary investigation was to study the internal-friction characteristics of chromium containing comparatively small quantities of interstitial solutes in the fully annealed and heavily worked condition. Marked anomalies in a number of physical properties of chromium at temperatures near 40°C have been observed1 and an investigation by neutron diffraction' has shown that chromium at room teyperature is weakly antiferromagnetic with a Nee1 temperature at approximately 200oC. No irregularities in the degree of antiferromagnetic ordering have been observed at -40°C, the transition temperature, and a complete explanation of this transition in chromium is still awaited. Recently weiss3 has suggested that an ordering effect of nitrogen in the face-centered interstices of the bcc lattice of chromium could be responsible for the superlattice detected below 200 °C in the neutron diffraction experiments. INTRODUCTION During the past 40 years, there has been in the United States of America and other industrialised Western countries a distinct displacement in the procurement of minerals from domestic sources towards an increased dependence on imported minerals. This was caused in part by one or each of the following: a lack of local supply of particular minerals, domestic source depletion or exhaustion and the relative ease and inexpensiveness of obtaining minerals from comparatively unexploited sources in underdeveloped and some developing countries, notably in the Middle East, South America, Southern Africa, and Australasia. Governments of the industrialised nations, concerned about the reliance of their economies on imported raw minerals examined both the degree of reliability and the extent of mineral resources in the countries and regions supplying the essential minerals. This brought a painful awareness of the vulnerability of industrialised countries as a result of the possible interruption of their mineral imports. In this regard, the United States of America may be quoted as a case in point: a report by a House of Representatives Subcommittee on Mines and Mining (Santini Subcommittee)1 revealed that the United States in 1980 was dependent on foreign sources for more than 50 per cent for 24 of the 32 minerals essential for national survival. The Subcommittee also acknowledged that although the United States may develop its own alternative energy sources, there are in many cases no substitutes for the strategic + minerals imported from foreign sources, from countries which are often unstable at best, hostile at worst. This resulted in various policy responses as well as contingency measures, amongst other, renewed emphasis on the utilisation of domestic mineral resources, an intensified search for substitutes of critical minerals and increased stockpiling programmes. Increased attention was devoted to analyses of the political and economic conditions prevailing in the regions from which strategic and other minerals are exported to the industrialised countries, and the formulation of policy measures vis-a-vis those regions. One region which attracted a considerable degree of attention has been Southern Africa, and in particular South Africa.2 The Santini Subcommittee affirmed that while the bulk of the minerals imported by the United States is supplied by a number of source countries, a host of critical[t] minerals vital to the well-being of that country (and this includes all the Western industrialised countries) originates from Southern Africa, a region, deservedly referred to as the "Persian Gulf of Minerals". Apart from the Republic of South Africa the mineral-rich countries concerned are Angola (diamonds, iron ore, oil), Botswana (diamonds, coal), South West Africa/Namibia (diamonds, uranium), Zambia (copper, cobalt), Zaire (industrial diamonds, copper, cobalt) and Zimbabwe (gold, nickel, chromium, asbestos). The Subcommittee however noted that, with the exception of cobalt, the greatest portion of the reserves of the critical minerals listed, lies within the borders of South Africa. SOUTH AFRICA A RELIABLE PURVEYOR OF MINERALS In view of the continual instability and political risk, along with the nationalisation of mineral industries in third world countries, importing industrialised nations have in recent years become more and more concerned about security of long-term supply, and have in consequence begun to diversify their mineral enquiries to areas where the following conditions prevail: • Long-standing record of consistency of supply; • An economic system of private enterprise; • Political stability; • A well integrated infrastructure, with a maintenance of transportation and development costs at realistic levels, and • Attractive investment opportunities, with security of the return of profits.

Many present direct reduction processes utilize iron ore concentrates for the production of sponge iron and the sponge iron is usually preferred as an agglomerate. Pelletizing a high grade iron oxide concentrate prior to reduction is a simple approach to the high capacity production of a uniform and agglomerated sponge iron product. The present paper describes the effect of different atmospheres and physical characteristics on the reduction of pelletized iron oxide concentrates. The kinetics of iron oxide reduction have been I studied by numerous investigators1-4 and a rate equation for the hydrogen reduction of hematite and magnetite has been proposed. Mc Kewan' obtained kinetic data for the reduction of hematite spheres sintered at 13'70°C (2498'F'). The kinetics of magnetite reduction was studied by Quets. He compacted the oxide at a pressure of 1 ton per sq cm and sintered the specimens to densities of 95 to 96 pct of theoretical. These studies demonstrated that the reduction of iron oxide is a topochemical process and that the rate of reduction is proportional to the receding surface area of remaining iron oxide. Thus, the measurement of the kinetics of iron oxide reduction depends upon the development of a measurable and well defined interface between metal and reacting oxide. It is evident that the reduction rate will be constant only when the rate of formation of the reaction product layer is constant. It was recognized by Joseph' and Edstrom' that the physical character of the oxide will determine the configuration of the interface between oxide and metal. The reduction of oxides which exhibit few pores or no interconnected pores should proceed by topochemical processes. However, if a massive or dense crystalline ore cracks during the reduction of the oxide, thus allowing the reduction to Proceed away from a well defined oxide/metal interface, then the observed reduction rate will vary or change during reduction. From a process standpoint, it would be difficult to apply absolute reduction rates determined for crystalline or nonporous iron oxide to the direct reduction of a porous pellet of iron ore concentrate. Most present direct reduction processes are attempts to utilize iron ore concentraates in the production of sponge iron. The sponge iron is usually preferred in an agglomerated form for subsequent melting practices. Pelletizing a high grade iron oxide concentrate prior to reduction is a simple approach to the high capacity production of a uniform and agglomerated sponge iron product. One process for preparing such a product has already been de-scribed. This paper describes the effect of different atmospheres and physical characteristics on the reduction of pelletized iron oxide concentrates. ORE CONCENTRATES STUDIED A magnetite concentrate from Reserve Mining Co. and a hematite concentrate from U.S. Steel Corp. were used in preparing pellets for these experiments. A head analysis of these concentrates is given in Table I. To compare the reduction rates of pelletized concentrates, it was necessary that each pellet contain equal amounts of oxygen which could be removed by reduction, regardless of the oxidation state, i.e., Fez% or Fe304. Also, because of the difficulty in preparing spherical pellets of uniform size, weight, density, and porosity for experimental purposes, pellets of a cylindrical shape were formed in a press.

MOTHER example of the broad field that is covered by the mining industry is the recent erection by the Phelps Dodge Corp. of a modern hospital building at Douglas, Ariz., and an identical one at the rejuvenated mining town of Morenci. Managers of even small mining properties are often called upon to build schools, houses, stores, maybe a jail, and provide sanitary arrangements, possibly the while acting as mayor of the town. Those who direct larger properties may have to build hospitals, as in the present instance, construct sewage disposal plants, and sometimes even build and manage railroads. A mining camp achieves its reputation among mining men not entirely by the grade or amount of its ore, or the skill of the operating staff in mining and milling it at a profit-the operation soon acquires a reputation as either a desirable or an undesirable place to live, regardless of its remoteness from what is euphemistically termed civilization. Such a community is indeed fortunate if it can boast of a good hospital.

LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep¬resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geological Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals. Coal, although it is, one of the most important minerals, was omitted because not more than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

NOTHING stands still. We go forward or backward. As a distinct group of educators, our immediate concern is with the preparation of young men and women for participation in the mineral industries on a professional basis. I am going to have the temerity to state emphatically that for a long time as a whole we have remained in a static position. We are now confronted with the choice of advancement or retrogression. We are still in a position to make a choice and our ultimate fate will depend upon the course of action we elect to follow. Wars always have been great catalysts and social and scientific advancements mature under military stimulus in a fraction of the time normally consumed. We are now in the midst of a conflict whose duration or final effects cannot be estimated. However, the record already demonstrates that this war as never before is a mineral war in which incentive, strategy, and outcome are directly related to the distribution and utilization of minerals. The inevitable result is a drain upon our resources now reflected in our record production and a growing public consciousness of the importance of minerals in the role of human affairs. It is evident that we must seek new mineral frontiers beyond the borders of the United States and take every other precaution to forestall a "have-not" position in the world.

ZnxHg1-xTe and GUPxAS1-x crystals have been grown from solution by a traveling heater method (THM). In a floating zone type fashion a solution zone sandwich of liquidus composition is made to migrate through feed material of solidus composition by a slow-speed movement of <0.25 mm per hr of the total charge through a stationary radiation or rf heater. ZnxHg1-xTe of composition 0 < x < 0.3 and GUPxAS1-x of composition 0.5 < x < 0.7 have thus been grown from their solution in liquid tellurium and gallium, respectively. A simplified analysis of heat and material transport is given. In this method, Proper adjustment of the temperature distribution along the liquid solution zone axis eliminates instability of the crystal growth front and constitutional supercooling. 1) ZnxHg1—xTe: The solid-solution telluride was grown in sealed quartz tubes at a temperature of 500 to 650°C. For first Preparations mechanical mixtures SINGLE crystals of solid solutions of III-V and II-VI compounds have been grown by various techniques from the melt, from the gaseous phase, or from solutions in of ZnTe and HgTe were used. X-ray determinations showed the resulting crystals to be homogeneous throughout their entire length, except for the end sections. The homogeneity is greatly improved by reusing the ingots obtained from first Preparations as feed material in subsequent crystal growth runs. Ingots of up to 4.5 cm have thus been obtained. 2) GaPxAs1-x: Crystals were grown in a EN crucible at a temperature of 1050°C. For first Preparation a mechanical mixture of Gap and GaAs was cemented together by a minimum amount of liquid gallium through "wet" grinding of Gap and GaAs crystals in the liquid metal and subsequent exuding of excess gallium by compacting of the charge in the EN crucible. Electron microprobe measurements using P-Ka and As-Ka radiation showed uniformity over a length of 0.4 cm. Properties of the various Preparations are described. liquid metals.&apos;-&apos; Their growth from the melt by passing a liquid zone of pseudobinary liquidus composition through a solid rod of solidus composition is generally a convenient method of growth of single crystals of solid solutions of homogeneous composition. Manufacture of lightweight concrete aggregate from common shale is one of the most rapidly growing industries in the field of nonmetallic or industrial minerals. Although expanded shale" has been in use since it was developed by Stephen J. Hayde in 1917, it was not until after World War II that it became a substantial competitor with other aggregates. There are some 70 plants now producing this aggregate in the United States, approximately half of them in states west of the Mississippi River. Expanding plants throughout the U. S. are grouped around major urban centers such as Los Angeles, New York, Chicago, and Denver. Concrete made with expanded shale aggregate combines the desirable features of low weight with relatively high strength, making it especially useful in concrete block, in structural concrete for multi-story buildings and in a variety of specialized concrete products such as prestressed panels and beams, and storage tanks. As the cost of construction continues to rise, lightweight concrete will probably be used in increasing quantities because of its low cost relative to the more traditional construction materials such as wood, brick and steel

DURING the past year, as in the preceding ones, prices continued to fall, production to decrease, and more mines were closed. Much attention is being given by the industry to suggested plans for betterment of its position, and if the scheme recently brought out for consolidation of sales agencies into district agencies is loyally carried out, it cannot but help to improve conditions. The progress in the anthracite industry is shown in the report of its chairman, E. H. Suender; changes in coal preparation are outlined in the report of J. B. Morrow, chairman of Committee on Coal Preparation, while increased mechanization of the western mines is described by Eugene McAuliffe, chairman of the Committee on Machine and Strip Mining. In spite of the depression, interest in the Coal Division has been increasing, its meetings have been well attended, and its committees are active and have been doing excellent work.

F. X. Ferney—We are pleased that this paper was presented at this meeting and thank Mr. Richardson and Mr. Lyons for their effort and work in preparing it. We agree with the authors that it was unfortunate that more comprehensive data were not available when the paper was prepared, this being particularly true since we had no knowledge that the paper was being written and could not make available data which were in our process files. Further, it is our opinion that because the data are not sufficiently comprehensive the results which are presented are erratic and will lead to false conclusions. As we see it, there are three Specific reasons why the data which are presented cannot be considered accurate. 1. The preparation plant was not at equilibrium while the samples were being taken. This is indicated by the fact that the percent of solids in the circulating water varied from 3.9 pct to 10.7 pct during the period when the plant was sampled. 2. We do not believe that the samples of Bird feed which were taken were representative and could indicatc the true feed to the filter. Evidence of this is shown in the data where the dewatered product leaving the centrifuge contains more coarse material than the feed to it, that is, material which is +6-mesh in size. 3. We question if the data concerning screen analysis in the fine sizes is accurate and would conclude (from the data) that these tests were made by a dry-screen method. We have found that wet screening is always necessary to obtain a true picture of the quantity of —200-mesh fines which is present. The test work described in the Lyons-Richardson paper was conducted some time ago and the tests were carried on during a period when the preparation plant had not ironed out all of their start-up problems.
