THE most important non-metallic mineral industries from a tonnage standpoint are those that are allied with the construction industries and are engaged in handling sand and gravel, crushed stone, building stone, cement, lime and gypsum. The greatest problem facing a number of these industries at this time is over-production. They have experienced un- usual, and in some instances phenomenal, growth during recent years, stinlulated by extensive highway and building construction, but in some localities expansion of producing plants has far outstripped industrial needs. The cement industry is operating at about two- thirds capacity. Over-production tends toward price- cutting and unprofitable and interrupted operation, involving maintenance expenses for idle plants and disorganization of working forces. This condition has encouraged active efforts toward reducing production costs by the introduction of labor-saving equipment. Also, there is a tendency toward the location of manufacturing plants, wherever possible, near the centers of consumption rather than at points of production of raw materials. In order to reduce overhead expense, or for other reasons, many consolidations of companies into larger units have taken place. An economic study of conditions in these industries is highly desirable. The U. S. Bureau of Mines has taken one step forward in this direction in the issuance of Economic Paper 7, entitled "Economics of New Sand and Gravel Developments." Briefly, this report emphasizes the importance of making a thorough study of all the economic factors involved before undertaking new .enterprises.

THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. Basic features occurring on tensile fracture surfaces in rock are hackle marks, steps, and rib marks. Rib marks define the leading edge of the fracture and indicate that it was free of irregularities. In turn, fractures characterized by these features are believed to have propagated elastically and to be truly brittle. On the other hand, most fractures in rock exhibit hackle marks and steps in a plumose arrangement, indicating a ductile fracture process. Accordingly, the edge of the fracture apparently advances by extending en echelon fingers, each of which is in turn a small plumose fracture. Plastic-like deformation takes place in this zone prior to complete rupture. Some of the propagation is directed sideways and some shearing also occurs in this direction. Such lateral movement contributes little to forward propagation and may make this process particularly sensitive to load rate and duration and help account for greater fracture strengths of materials under dynamic loads.

THE Nichols Copper Co., associated with the Phelps Dodge Corp. and the Calumet & Arizona Mining Co., has constructed at El Paso, Tex., and is now operating a copper refinery with a yearly capacity of 100,000 tons of anodes. Transportation facilities were perhaps the most important of the considerations that led to the selection of this site. The rapid industrial development of the Middle and Far West has increased the consumption of copper there. The advantage of local refining as against shipping the copper to the Atlantic sea- board is apparent. Copper refined in the Southwest is equally competitive for export shipment, either from the Gulf or the Pacific Coast ports. The tonnage of copper produced in the Southwest not only justifies the construction of this plant, but may warrant considerable expansion in years to come.

THE 142D MEETING of the Institute is rapidly shaping up with splendid prospects of a strong technical program and the lighter side of this annual occasion amply provided for. The date is February 20 to 23. The technical sessions will be held in the Engineering Societies building; the smoker-dinner, the informal dance, and the annual reception and dinner, at the Commodore Hotel, Monday, Tuesday and Wednesday respectively. The news to date on the technical side is as follows: Mining Methods-Subsidence The Mining Methods Committee has prepared an interesting program which will be divided into two sessions to be held early in the week. At the first there will be papers on mining methods and development, including a description of the "Sinking and Equipment of No. 2 Shaft at Minas de Matahambre," by Dudley D. Homer and R. H. Cromwell. They describe in considerable detail the equipment used and the practice followed in sinking this important shaft, giving detailed costs and performance figures. Hoist¬ing ?arrangements and mining practice at the "Red Ore Mines of the Woodward Iron Co. at Bessemer, Ala.," are described by Tenny C. DeSollar, superintendent of mines, in a second paper. At this session of the Mining Methods Committee, H. M. Roche and R. E. Crockett, of the Committee on Eastern Magnetite Mining and Milling Methods, will present their paper, "Iron Ore Mining at the Scrub Oak Mine." This mine is in the highlands of New Jersey about 40 miles west of New York City. Prof. Robert K. Warner of Yale University will present a paper on "The Selection of a Mining System," which should have an interesting discussion. Pierre R. Hines, of Portland, Ore., will present, with stereopticon slides, his paper on "The Owyhee Tunnels, U. S. Reclamation Project, Owyhee, Oregon," describing one of the recent irrigation undertakings.

Zinc metal production in the operating plants in the United States during 1948 was approximately equal to that of the year 1947, although new developments during the year assure higher output in 1949, if economic conditions are favorable. In the Western plants, the man-power shortage was almost completely overcome and new capacity has been or is in the process of being added to three plants; thus by December of 1948 daily zinc metal production had risen to the highest point since May of 1944 despite strikes in one large primary smelter and in one secondary plant.

THE hall of the Western Iron and Nail Associations having kindly been placed at the service of the Institute, the opening session was held at 3 o'clock, Tuesday afternoon, May 13th, with an attendance of about one hundred and twenty-five members. Mr. William Metcalf, of Pittsburgh, read an address of welcome on behalf of the Local Committee of Arrangements, to which President E. B. Coxe responded. The following papers were then read and discussed : Regenerative Stoves; a Sketch of their History and Notes on their Use, by John M. Hartman, of Philadelphia. Some Curious Phenomena Observed on Making a Test of a Piece of Bessemer Steel, by William Kent, of Pittsburgh. On the Use of Determining Slag Densities in Smelting, by Thomas Macfarlane, of Wyandotte, Michigan. After the reading of these papers each member was presented by the Local Committee with a schedule of excursions, a specially prepared map of Pittsburgh and surroundings, and a directory of industrial works, all tastefully bound, and also with a metal badge bearing the seal of the Institute, to be worn on the excursions. AT the meeting of the Iron and Steel Division at Cleveland, Sept. 10-12, the morning of Thursday, Sept. 12, has been set aside for an excursion to visit the ore docks, blast furnaces, and steel plants. A special train, made available through the courtesy of Appleton Cleveland, general superintendent of the Pennsylvania Railroad, will leave the siding near the Auditorium at 8.35 a. m. The trip will be free, but tickets must be' obtained in advance at the booths for registration for excursions at the Auditorium. An hour will be spent at the docks, an hour at the Central blast furnaces, and two hours at the Cuyahoga works of the American Steel and Wire Co. A buffet luncheon will be served, with the compliments of the Pennsylvania Railroad Co., on board the train en route. At the Tuesday morning session, Sept. 10, a motion picture showing the operations in making wrought iron by the Aston process will be shown for the first time.

Development work in mines of St. Joseph Lead Co., Southeast Missouri, using trackless loading equipment shows definite advantages: Speed of cleaning, ability to work on steep grades and sharp crosscuts, good later tracking conditions, and possibility of wasting rock in old abandoned stopes.

IN his review of developments in 1943, Gilbert Seil, Chairman of this Committee on Reduction of the Ferroalloy Ores, tabulated the consumption of the alloying metals in relation to the steel production of that year. IN an engineering fashion we have made an assay of the engineering profession, using as a. sample the engineers listed in "Who's Who in America" (1928-1929). We are aware that some will say it is an unfair sample; that it came from the best mine. This is readily admitted, with this qualification: that all engineers and architects by virtue of their training and experience have been freed of most of the dross to which mankind is heir. They are -a selected group to begin with, having all the potentialities those in the sample possess. We are also aware that some will say a part of those included in the sample are not engineers. Our answer to that criticism is this: An engineer is no less an engineer because for the time being he is president of a bank, a university, an opera company, or a hotel company. Moreover, he is no less an engineer because he is a governor of a commonwealth, a United States senator, a member of the Cabinet, or the President of the United States.

I. INTRODUCTION. IN the summer of 1908, R. B. Cochran, Superintendent of the Compania Metalurgica Mexicana at Sierra Mojada, Mexico, presented to the Department of Geology and Mineralogy at Case School of Applied Science an interesting series of silver-, copper-, and lead-ores from the Veta Rica mine. These ores contained several interesting minerals which were associated in a somewhat peculiar manner, so that I was impelled to make a closer study of their occurrence. The investigation has brought out several new facts concerning the geology of the district and the geological occurrence of the ores, and therefore has seemed worthy of record. Two papers have been published previously about the region, one by Chism1 in 1887, and the other by Malcolmson2 in 1902. These articles, however, treat of the district more from the stand-point of the metallurgist and mining engineer, and not much attention is devoted to its mineralogy and economic geology. II. GEOGRAPHICAL LOCATION OF THE DISTRICT. The Sierra Mojada is situated in the extreme western part of the State of Coahuila, near the Chihuahua boundary. It is reached best via the Mexican Central railroad from El Paso, Tex., to Escalon, Chihuahua, a distance of 494 miles. From this point, a branch line, the Mexican Northern railroad, runs 78 miles in a NE. direction to the mines, which are its northern terminus. The dissolution of gold by cyanide solutions was studied by determining the time required for the solvents to dissolve gold leaf. Minute traces, even 0.5 ppm, of sulphide ion retard the dissolution of gold, and this behavior cannot be accounted for by the presently accepted hypotheses involving oxygen-depletion or thiocyanate formation. On the other hand, traces of the salts of lead, bismuth, mercury, and thallium considerably accelerate the dissolution. The beneficial effect of lead is dependent upon the pH and cyanide ion concentration of the solution.

A JOINT meeting of the Canadian Institute of Mining and Metallurgy and the American Institute of Mining and Metallurgical Engineers was held at Spokane, Wash., and Cranbrook and Kimberley, B. C., on Oct. 13 to 16, 1926, with a total attendance at one or another or all of the meetings of about 300 members, ladies and guests. At the opening meeting, on Oct. 13, in the Davenport Hotel, Spokane, about 175 were present. The morning was occupied with addresses of welcome by M. H. Sullivan for the Columbia Section, who called on Mayor Charles A. Fleming, President John F. Davies for the Chamber of Commerce, and E. R. Hannibal, president of the Associated Engineers, each of whom heartily welcomed the visitors. Philip N. Moore, former president, and special representative of President Samuel A. Taylor, replied for the A.I.M.E., and Lewis Stockett, president, and Charles A. Banks, chairman, British Columbia Division, Canadian Institute of Mining and Metallurgy, and Henry M. Parks for the visiting A.I.M.E. sections, made appropriate responses on behalf of those they represented. The members and ladies had luncheon with the Associated Engineers. Philip N. Moore addressed the assembly on "The Opportunity of the Engineer"; an excerpt from his address appears on another page. At the afternoon meeting, with Lewis Stockett in the chair, Frank M. Smith was asked to make a brief statement of the proceedings of the Silver Producers Association in Denver. Supplementing his talk by placing a well-prepared statement on "Silver and the Plan of the Royal Commission on Indian Currency and Finance" in the hands of those present, he narrated what had been undertaken by the Silver Producers Association and what they hoped to accomplish.

(Pittsburg Meeting, March, 1910.) SYSTEMATIC exploitation in the Pittsburg coal-seam on a large scale is simple where the boundaries of the property do not interfere by forcing drainage-, ventilation-, and transport-lines of entries to be run to particular confined fronts. A prime condition governing development is the natural direction of the seam's perpendicular cleavage-planes, giving long lines of smooth faces near together and parallel, bearing about 65° to the left of the meridian and therefore crossing the basins. The gradients of dip into the basins change from 10 per cent at the east rim to practical flatness northwestward across the great coal-fields, a hundred miles wide; the clip being halved in rate at each successive crossing-over of an anticlinal crest. Elevations above sea-level on this transverse section, in scope of present development, differ by 1,000 ft. between low trough and high outcrop. Local irregularities of dip are found, but the main feature to be recognized is the pitch of the basins-the general rise northeastward at 20 ft. per mile, from 100 ft, below sea-level at the low point near the. SW. corner of Pennsylvania to 1,500 ft. and more above tide, and the appearance then, at the surface, of the lower coal-seams carried in the next deeper-lying thousand feet of rock-measures; below which series come the oil- and gas-sands of Oliphant's charted column of strata, reaching down altogether 3,000 ft. below the Pittsburg coal-seam. Because of -the general regularity of occurrence of the coal-seam, the mine-map depicting the courses of economic operation to be undertaken and the steps in controlled exhaustion, need be but a projection of two dimensions on the horizontal plane of space, and this for the most part composed of natural, almost unbroken lines, on the face and on the end of the coal, co-ordinating rectangularly.

THE Climax district is in northeastern Lake County, Colorado, on Fremont Pass (elevation 11,320 ft.) where the continental divide runs east-west joining high peaks of the Mosquito Range with the Sawatch Range, prominent ranges of the central Rocky Mountains. The mining towns of Leadville and Kokomo are thirteen miles to the south and seven miles to the northwest, respectively. Good highways lead to Denver (100 miles) by way of Kokomo, Loveland Pass, and Idaho Springs, and to Colorado Springs by way of Leadville. The ore deposit and mine are about one mile east of Fremont Pass and 600 ft. higher on the southwestern flank of Bartlett Mountain, a peak in the Mosquito Range. The molybdenite deposit lies within the Colorado mineral belt extending across the Rocky Mountains from Jamestown and Boulder to Silverton and Telluride. (See Fig. 1.) Fremont Pass is a broad open divide separating the drainage of the Tenmile River (Pacific) from that of the East Fork of the Arkansas River (Atlantic) ; but the mountains to the east and west are extremely rugged; altitudes in the vicinity vary from 11,000 to 14,000 ft.
