The Purpose of this paper is to present an overview of research underway at the Los Alamos Scientific Laboratory to investigate some of the more attractive options for controlling trace element contamination of coal refuse drainages. * The control methods under consideration include chemical and physical methods to immobilize or remove undesirable contaminants prior to refuse disposal, the treatment of refuse disposal sites with attenuating agents to prevent the discharge of contaminated water, and the direct treatment of refuse drainage as it emerges from the refuse disposal site. The results from these laboratory studies suggest that many of these techniques are technically feasible for controlling trace element contamination of refuse dump drainage.

METALLURGISTS have long believed that martensite in steel forms as plates along the octahedral {111} planes of austenite. Much has been written about mechanisms whereby units of the austenite lattice are pictured as transforming to martensite by shearing movements initiated along the octahedral planes of austenite, supposedly resulting in plates of martensite lying parallel to these planes of shear. A critical inspection of two or three photomicrographs of quenched hypereutectoid steel led us to the conclusion that the orientation habit of martensite, at least in hypereutectoid austenite, could not possibly be octahedral. Inasmuch as recent studies30,31 of the martensite-type reaction in nonferrous alloy systems have established the irrational orientation habit as characteristic of this type of lattice transformation, the need for a thorough restudy of the crystallography of martensite formation in steel was evident. The present paper reports the results of such a study, extended to include both cementite and some of the products of constant-temperature decomposition of austenite. Also reported are a few of the results obtained from a microscopic and X-ray study of the austempering process in very high-carbon steel.

THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. Further details of the 97th meeting of the Institute, at Spokane, have been sent to members in the Special Circular of May 8, 1909, and for convenience a summary of the additional information is given later in this announcement. In spite of the present small number who have joined the party, final arrangements have been made to complete the itinerary given in the circular. It is greatly to be desired, both in behalf of the Institute and in recognition of the special courtesies to be extended on the trip, that the party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. . For those who cannot take the entire trip, it may be possible to provide special Pullman accommodations after leaving the Yellowstone Park. In order to make the necessary arrangements, however, the names of members and guests contemplating this partial trip should be sent at once to Mr. Theodore Dwight, .39 West 39th St., New York, N. Y. A special train of Pullman cars will leave Chicago September 16. This train will be side-tracked at all places visited, and the sleepers will be available for lodging and the dining-car for meals (luring the entire trip, except while taking the tour through the Yellowstone Park. The best currently available description of the longitudinal mixing properties of a porous medium is an equation of the form which relates the effective longitudinal dispersion coefficient Dp to the molecular diffusion coefficient Do, the electrical resistivity factor F, the porosity <f> and a Peclet number. If the parameters dpa and m are determined for a porous medium of known porosity and electrical resistivity factor, then a dispersion coefficient may be estimated for a given flow rate and a given gas pair. A new method, featuring on-line gas analysis by thermal conductivity and on-line data reduction by analog computation, was developed and used to determine these mixing parameters for eight naturally occurring sandstones and two dolomite samples. The exponent m of the above equation was found to vary between 1.0 and 1.5. The characteristic length dpa in the above equation was found to vary between 0.25 and 1.9 cm, with an average value of 0.4 cm for sandstones. Measurements were made on two cores in which paraffin wax had been deposited by evaporation from a pentane solution. They indicated that the presence of an immobile phase such as connate water could increase the dispersion coefficients significantly. INTRODUCTION While the petroleum and chemical industries have studied the mixing of miscible liquids flowing in consolidated porous media and of miscible gases flowing in unconsolidated porous media, relatively little data have been presented to describe the mixing of gases flowing through consolidated porous media. Such data are of particular interest to the gas storage industry. For instance, the U. S. Bureau of Mines is storing large quantities of a rich helium-nitrogen gas in contact with a natural gas in a dolomite reservoir. Since the rich gas occupies only 15 percent of the total reservoir volume, it is essential that the extent of rich gas-natural gas mixing be predicted and understood as a function of rock properties, pressure and rate of movement. This investigation was concerned only with the determination of longitudinal dispersion coefficients. It is understood that a transverse dispersion coefficient, which characterizes mixing perpendicular to the direction of flow, may be an order of magnitude less than the coefficient characterizing mixing in the direction of bulk flow.5719 It should also be recognized that the use of any dispersion coefficient is in itself a simplification. It is necessary to assume that mixing in a porous medium may be characterized by the equation for flow in a single direction. A number of authors1 l8,19 have pursued the mixing problem, not in terms of the so-called "dispersion model" described by Eq. 1, but in terms of a "mixing cell model". This model supposes that a porous medium is constructed of a large number of small mixing chambers and that the concentration of the diffusing component within each mixing chamber is uniform. Fick&apos;s law (Eq. 1) assumes that there is no gross by-passing of one fluid by another, and that there are not stagnant pockets of gas in the system under consideration as discussed by Coats and Smith.8 These assumptions are not always valid for flow through porous media and it is important to recognize the limitations upon Eq. 1. Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY&apos;S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners&apos; rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.&apos; They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.&apos;In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

The petroleum industry is not peculiar in that it has a problem of stabilization. Economic conditions, not only in the United States but throughout the entire world, are unstable. However, the petroleum industry together with coal mining and agriculture has experienced a longer period of depression than most of the others. It is significant to note that industries engaged in the production of basic raw materials, the primary industries, have not enjoyed as much prosperity since the war as the secondary industries, or those engaged in the fabricating of raw materials and their distribution. The problems of the primary industries are not all the same. Overproduction has existed for several years in agriculture but its causes are not the same as those that have brought about overproduction in the petroleum industry. Unlike agriculture, the institution of property rights and the migratory nature of oil are responsible for the oil man&apos;s troubles. Our laws permit the owner of the oil and gas rights, with certain exceptions, to drill when and where he pleases. Since oil is migratory, the adjacent property owner must go and do likewise—drill. This condition spread over a wide area soon brings to the surface more petroleum than can be readily absorbed by the market, creating a condition of overproduction. It is significant to note at this place that when overproduction occurs the complete units in the industry suffer least. A complete unit is taken here to mean a corporation engaged in all the phases of the industry through production, transportation, refining and marketing. In the present depression the complete units in the industry are not in as bad financial condition as those engaged in single phases of the industry. The same thing can be said of the zinc industry, the lumber industry, and the other industries where there are organizations engaged in all the steps through the production of raw materials to the marketing of the finished product. The reason for this is that the complete units are in better position to coordinate all the factors that would work for a stabilized condition than are the units that are engaged in a single branch of the industry.

Maurice Rey—The influence of cyclone diameter upon the fineness of separation is an important point which, however, cannot be discussed adequately if the injection pressure or the rate of flow are not specified. Perhaps some light can be thrown on the matter by using the formulas derived by Dahlstrom. Let us consider several geometrically similar cyclones where the apertures e and b are equal and proportional to the diameter D and which are operated with the same pressure drop. Eq 8 of Dahlstrom&apos;s paper can be written: Q Q = K D&apos;. " or. if F is constant: Q = K D18 K is a constant of proportionality. Introducing this value of Q in eq 13 gives elimination efficiency = K D0&apos; " Elimination efficiency, in the terminology of Dahlstrom, means the diameter of particles, in microns, which divide equally between the underflow and the overflow. This denomination is regrettable and it would be preferable to call it diameter of separation or characteristic size or any other name connoting a size rather than an efficiency. Whatever the name used, the above equation shows a slow increase in the fineness of separation when the diameter of the cyclone decreases. For example, if a 14-in. cyclone gives a 400-mesh separation (37 microns), geometrically similar cyclones, having the same pressure drop will give separations at the sizes shown below.

ABOUT twenty-five years ago the copper industry had outgrown the Lake Superior production. The electrolytic copper producers had- their process well in hand and the industry was well started in the use of electrolytic copper, both for working into wire and sheet, and for the making of alloys. The trade knew that some brands of copper made good material and that other brands did not. There came together a group of men-a refiner, a rolling-mill man, and a manufacturer of electrical machinery-each of them desiring to know why there was a difference and what .it was. Much investigation was done with wire bars and cakes which involved &apos; chemical analysis, metallographic examination, physical tests and electrical tests. To find the influence of different kinds of copper in making brass 200 carloads of ingots were made into ,eyelet brass under careful observation; each carload was carefully analyzed and tested before used. The alloy was made and rolled under standard conditions and the results recorded.

The state of California produced 310,-996,696 bbl. of oil and about 415,832,000 M cu. ft. of gas in 1944. Nine new fields or new zone discoveries were made during the year, which, according to best estimates, will contribute some 77,000,000 bbl. of new reserves; in addition, the extensions of old fields will increase the new reserves about 165,000,000 bbl., or a combined total, through dis- coveries of new fields, zones, and extensions, of 242,000,000 bbl., offsetting to the extent of about 78 per cent the total oil produced during the year. [The conclusions arrived at by authors in paper read before the Petroleum Division and the California Sections of the Americam Institute of Mining and MetallurgicaI Engineers and the Standardization Division of the American Petroleum Tnstitute, at a joint session held at Los Angeles, Cal., Jan. 21, 1926, are presented below.] From the theoretical discussion and experimental evidence presented in this paper, the following conclusions may be drawn: 1. The efficiency of the oil-well plunger pump is dependent to an important degree upon the submergence provided. 2. Ample submergence must be secured in order to provide sufficient static pressure to force the oil through the restrictions interposed in the oil path at the standing valve and at the plunger nut surrounding the garbutt rod. These restrictions should be no smaller than is structurally necessary, in order to reduce resistance to oil flow to a minimum. 3. A part of the static pressure developed below the standing valve by submerging the pump is dissipated in overcoming the inertia and in providing upward acceleration for oil left between the pump valves at the conclusion of the down-stroke of the plunger, and of oil below the standing valve in the gas anchor above the oil inlet. This loss in effective static pressure can be reduced to a minimum by dispensing with the garbutt rod and placing the working valve at the lower end of the plunger. The valves should be as near together at the conclusion of the down-stroke of the plunger as is consistent with security in avoiding striking of the lower end of the plunger on the standing-valve crown. Gas anchors should be short, and oil inlets should be as near the standing valve as is consistent with proper gas exclusion. 4. Because of the presence of gas in solution in the oil, which tends to escape from solution under the reduced pressure conditions above the standing valve, the effective length of stroke of the plunger is reduced, and the suction effect of the rising plunger is largely nullified. The influx of oil through the standing valve is therefore chiefly dependent on static pressure developed by submergence.

THE application of aerial photographs to all phases of geologic mapping is set forth, indicating the advantages to be gained in different types of country and under varying climatic conditions, Methods of field and office procedure are given from a geological point of view, as well as suggestions regarding the best methods of aerial mapping for different uses and under varying field conditions, including the study of submarine geology. Aerial photographs with accompanying geologic maps are shown to illus-trate the appearance from the air of different geologic features under varying climatic and topographic conditions.

Chemical and mineralogical data on 25 apatitic phosphate ores of diverse origins from commerical deposits around the world were widely variable. From 14 to 18 chemical constituents of each sample were determined, and each sample contained four to ten mineral phases. Altogether there were 34 different mineral phases, many of which occurred in only one sample. Samples contained varieties of francolites, fluorapatites, and mixed hydroxyfluorapatites. The apatite compositions calculated from chemical data showed that certain types of substitutions were characteristic of different apatite varieties, but every variety had some degree of substitution of (CO3)2- for (PO4)3-, and the P205 contents of the apatites ranged from 35.1 %for a North Carolina apatite to 41.9% for a Missouri apatite. In a concentrate with a grade of 32% P2O5, the North Carolina sample should contain about 8.7% gangue and the Missouri sample about 23.7% gangue. To optimize the digestion process of a phosphate ore, it is necessary to consider the dissolution behaviors of different mineral phases during acidulation and their possible effects on chemical properties of a fertilizer intermediate. In the production of wet-process acids or superphosphates, acidulation of certain minerals may cause foaming and formation of sludge, filtration, corrosion, and handling problems.

The trend in both the metallic and nonmetallic mining industry is toward processing increasingly higher tonnages of lower grade ores, thereby resulting in a growing interest in progressively larger volume individual machines in the flotation circuit. Because of the relatively high cost of large flotation machine development and evaluation, it is important to establish a rational basis by which the existing smaller flotation machine experience can be extrapolated to establish the configuration of the next larger family of flotation machines with a minimum of development modification in the field. This Paper reviews the R&D approach used in translating smaller flotation machine experience to the configuration of a 28.3 m3 (1000 cu ft) induced air machine. Internal cell hydrodynamic principles, which governed this extrapolation, and cell (liquid) surface and froth management considerations will be reviewed, and prototype machine mill tests will be summarized.
