The coal-fields of the United States have been variously classified as to their geographical positions. In 1887 I proposed slight changes to the classification generally used, for more convenient description of our coal-fields in my report on the statistical history of coal in the States during 1886 for the United States Geological Survey. JUDGING from the inquiries that are constantly being received by the Utah Engineering Experiment Station as to the "Why," so to speak, of the flotation process of concentrating minerals, it occurred to me that perhaps a brief statement of the more important theories might interest those who have not followed the technical literature. Like many other industrial processes, flotation has hitherto been developed on an almost purely empirical basis, with relatively little practical contribution from the fundamental chemistry and physics on which the phenomena are based. In fact, its development by the trial - and - error method has been perfected to such a high state that it is becoming generally thought that further important advances can be brought about only by a thorough understanding of the actual mechanism of the process. Natur¬ally, such a complicated process has brought forth numerous theories, most of which have failed to withstand the test of time. It is significant that no theory has yet been advanced which is universally accepted.

Mechanical moles have developed through a tedious process of evolution. At times it has seemed that tunnel borers have been subject to the same Darwinian rules of evolution as their zoological namesakes who, despite their efficiency, are highly specialized and still restricted to soft soil conditions near the surface of the ground. HISTORICAL HIGHLIGHTS The Robbins Co. began its work in this field in 1947 with the development of a twin-bore continuous coal miner. Although these machines were used primarily in coal, two of the early prototypes were used to bore tunnels through shale. Disk cutters were first used on these machines and showed promising results as core breakers between drag-bit kerfs. In 1953, James S. Robbins and Assocs. undertook the development of a 25-ft 9-in.-diam circular tunnel borer for Mittry Construction Co. to be used at Oahe Dam in South Dakota (Fig. 1). This is believed to be the first rock tunnel-boring machine built since the end of the 19th century when short sections of the Channel tunnel were successfully bored in chalk from both the English and French shores. Another Oahe Dam machine was built in 1955, and then a series of three small-diameter machines for the company's first real experience with medium-hard and hard rock (Fig. 2) None of these three could be considered a success, although they laid the groundwork for the success that followed. Interbedded shale and limestone in Pittsburgh and hard limestone in Chicago quickly pointed up the weaknesses in these machines which were used by Perini, Dravo, and Healey. Among the problems were the high breakage rate of tungsten-carbide drag bits, too much flexibility in the drive shafts, failure of high-pressure hydraulic systems, chain-conveyor failure, and general lack of rigidity and strength. SAFETY and industrial hygiene have always been recognized as highly important in company policy, and the co-operative support of the company officials and entire plant personnel has contributed largely to the present success of the Company's program in this field. Growth has necessarily been slow, and dependent, at times, on trial and error but the program in its present form combines the regulations, working methods, and equipment that have proved their value under actual operating conditions. Every effort is made to keep the program on a practical basis. Continuous experimental work is carried on in conjunction with the health and safety program, with resultant periodic changes for improvement. As a proof of accomplishment, in 1945 the frequency and severity rates for accidents were the lowest in the history of the operation. A full-time safety engineer was employed in 1933 and an assistant safety engineer in 1936. The following paper deals almost exclusively with the results of practice at the works of the Pennsylvania Steel Company at Steelton, Pa. From the records of the furnaces at this plant, both acid and basic, large and small, are drawn the data for the various demon strations, and on a long and intimate experience with their opera tions are founded many theories and generalizations. It may seem that universal laws should not be built upon a basis so restricted ; but in reality the condition is the strongest guarantee of validity. Each table investigates some- certain variable, and by virtue of the common origin of the factors, we have good ground for assuming the corresponding agents to be equal. The examples may or may not be instances of good practice, and may be open to criticism if regarded solely as exponents of • metallurgical success. But it must be remembered that the lists are not made up of selected specimens, nor are they chosen to show su perior results; they are gathered to investigate, by strict scientific methods, the formula? of the operation. In such work no untoward results should be eliminated, save those which bear upon their face the stamp of experimental error. If the worst members be omitted, then the best must also be omitted. Only by using every available case can an honest attempt be made to deduce a true average. It is recog nized, however, that with the most careful selection it is difficult, if not impossible, to collect data representing universal conditions. In each table the records tell of a special practice, and all conclusions drawn from them are true only within the limits between which the equations have been integrated. Mississippi has had oil production for only the past six years and natural gas production of minor magnitude since' 1926. The search for oil and gas commenced in 1903 and 1496 wells had been drilled in search of oil and gas up to Jan. 1, 1946. As the year 1945 ended, 659 wells were producing oil and gas from 23 separate reservoirs. The production for the year was 8,353,719,000 standard cubic feet of natural gas measured on a pressure base of 15.025 lb. per sq. in. abs., 15.316,009 bbl. of oil¬field water and 19,093,766 bbl. of crude oil and condensate. Production for the year 1944 was 2,636,067,000 standard cubic feet of gas, 14,979,793 bbl. of salt water and 16,420,346 bbl. of crude oil and condensate.

THE first session of the Institute was held on Tuesday evening, September 16th, in the William Molson Hall, of McGill University, Dr. T. Sterry Hunt, Chairman of the Local Committee of Arrangements, in the chair. Dr. Hunt introduced Monsieur S. Rivard, Mayor of Montreal, who spoke as follows : GENTLEMEN: We welcome you with pleasure to our city, and we are proud to find that you have deemed it worthy of your visit. I understand that your association was founded in 1871 with some thirty courageous members, and that so valuable has it been esteemed, and so attractive was it found, that nearly one thousand have now enrolled their names as members and associates. But we must regard your profession as dating back to the stone age and mingling therewith ; how remote that is none of us can tell. Much of civilization is due to the discovery of metals, and the magnitude of our works to their widespread abundance. If you have not accomplished what the alchemists aimed at, which was to turn the ruder materials into gold, you manage, by your subtle skill, to turn stones into gold value. Europe has long since been-dug into and perforated with shafts and galleries in search of metals, and great wealth, and power, and comfort have arisen there-from ; but by an increase of knowledge, and more than European enterprise and energy, America is following rapidly in the race, and by means of natural advantages of a geological character has out-stripped the Old World. (Pittsburg Meeting, March, 1910.) IT is recognized that, in all metallurgical operations, the greatest possible uniformity in all conditions is essential to the best results. It is the constant aim of metallurgists to secure this uniformity, and their success in this respect has been in many cases the cause of great advances in the metallurgical processes themselves. Of all such processes, the production of pig-iron in the modern blast-furnace is perhaps the most complex and the most difficult of control. Notwithstanding the great progress of recent years, there is still great difficulty in obtaining anything like uniform conditions and results in the manufacture of pig-iron. The reason is not far to seek. The ores vary in composition and physical properties, often carrying a varying amount of gangue material, unevenly distributed The coke may vary in composition, cell-structure, moisture, hardness, and other properties. The blast, the weight of which far exceeds that of any other constituent, varies in its moisture-content and consequently in its chemical composition ; and its temperature, by reason of the method of heating, is not uniform, but, besides varying from time to time with atmospheric and other outside conditions, has a maximum and minimum for every changing of stoves. Now, with regard to these variations, the modern demand for uniformity has been greatly aided. THE Boston meeting, August 29-31, was in many ways one of the pleasantest the Institute has enjoyed in years. Much hard work had been done by the committee, and with excellent results. The program had been purposely restricted with the idea that a smaller, more homogeneous audience formed the best basis for a regional meeting, and the event fully justified the plan. The one hundred and sixty-three members and guests attending were dominantly interested in geophysical methods or their application, and, despite the highly technical character of the papers and the unusual heat, attendance and interest in the technical sessions were well sustained. The exhibition of geophysical instruments and aerial maps added greatly to the meeting.

Discussion of the paper of H. M. Chance, Bi-Monthly Bulletin, No. 23, September, 190S, pp. 791-808. CHARLES CATLETT, Staunton,Va. (communication to the Secretary *):-Mr. Chance's suggestions that the brown hematite ores of the Potsdam formation are due to the alteration in place of iron sulphide, and that their extension may reasonably be expected to contain valuable deposits of unaltered sulphide, are interesting; but the facts marshaled by him are too limited to justify more than the hope that they may serve as a commercial source of sulphur. It is true that these deposits have been the source of large amounts of iron-ore; and it. is common, as stated by him, for the mining operations to extend to a shallow depth only; but this is largely due to the fact that the surface-material represents an accumulation from the breaking down and collection of the ore which formerly reached a much higher level. With, increasing depth comes a decreasing thickness of valuable material. This is especially appreciated by a glance at Mr. Chance's drawings. This is the reason why so many disappointments have resulted when these ores have been followed to greater depths. Even if the ore is largely derived from oxidation in place, it is impossible to ignore the great number of concretionary forms, as well as those showing the evidence of secondary solution and deposition now taking place, such, for instance, as the part replacements of fragments of quartzite derived from the underlying beds. Concretionary form does not necessarily mean long transportation, and may be a variation of material in place; but commonly it is an evidence of collection, and tends to imply that more or less concentration has taken place. THE senior author of this paper has expressed the belief that when gamma iron transforms into alpha iron on reaching the A3 point, each gamma grain does not change bodily into one or more alpha grains but that the alpha phase forms first at the boundaries and along the crystallographic planes of the austenite grains.1 To quote: On cooling through the point A, at about 900° C., iron passes from the gamma condition to a. new allotropic form generally designated as alpha. This transforma¬tion, however, is not instantaneous. There are good reasons for believing that it begins at the grain boundaries and along the octahedral planes of the crystals and that it progresses until each grain of gamma iron is changed into a grain of alpha iron, the resulting structure being similar to that of gamma iron. Were it possible to retain at room temperature pure iron but partially transformed, it seems probable that a Widmanstättian structure, or rather, as later explained, a martensitic structure would be observed (Fig. 1), consisting of alpha iron at the boundaries and at the octahedral planes, and of a groundmass of gamma iron. In order to confirm, if possible, the accuracy of that view, a number of experiments were conducted. Polished samples of electrolytic iron were heated in a vacuum, maintained in the gamma range for several hours and quenched in different media. It was hoped by such means to produce and retain on the polished surfaces a pattern which would reveal the mechanism of the allotropic transformation. The samples were placed in evacuated quartz tubes, heated to 1000° C. and held 2 hr. at that temperature. The tubes were then immersed in the quenching bath. Iced brine and liquid air were used first. The polyhedral austenitic structure existing at the time of immersion was very clearly revealed (Fig. 2). This is generally ascribed to iron volatilizing at the grain boundaries.

THE YEAR 1931 was for most American copper producers one of restricted output but extremely low production cost.. When compared with 1929, the marked reductions in costs achieved in 1931, operating at rates in many instances a third to a half of capacity, can only be regarded as remarkable. In fact, the recent shut-down of several large operations suggests the probability that 1931 costs represent a bare minimum for many properties. Before discussing the 1931 results a few remarks on cost data are appropriate. The type of cost tabulation here presented was first published in 1929, (A. B. Parsons. E. & M. I. June 8, 1929), and has appeared each, succeeding year following in general the calculation method and company set-up of the original article. (. G. W. Tower, E. & III. L, July 8. 1930; S. D. Strauss, E. & M. J.; July 27, 1931). As far as possible the leading American copper companies are included. In considering these cost tabulations it must be borne in mind that the information from which they have been prepared is entirely contained in the annual report of each company; and that a multiplicity of interests and a condensed income statement for some of the larger companies, such as Cerro de Pasco and Kennecott, make the cost figure an arbitrary one depending upon sundry metal credits, metal products, miscellaneous income, etc. For Granby, Howe Sound. Magma, and Noranda, sundry metal credits are important. Furthermore Andes, Chile and Greene Cananea give costs only against copper sold. Although the individual costs here figured are by no means absolute they are computed by the same method each year and offer a basis of annual comparison; and with attention to footnotes the premises on which the costs are based may be easily followed.
