DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

With a total value to date of well over $200,000.000.00 for its ore production, the Tintic mining district, which is about 100 miles southwest of Salt Lake City, ranks as one of the three main ore producing areas of Utah. In it are located the biggest silver mines of the country, silver having been the chief metal produced in the camp since its start. Tintic's silver production to date has a total value of over $1 00,000,000, approximately half of the value of the camp's ore production, the balance being roughly divided among lead, gold and copper. Discovery of the camp was made in the late sixties. Lack of transportation and ore reduction facilities delayed extensive development of the area for nearly a decade. In recent years Tintic's ore production has ranged from 350,000 to 400,000 tons annually. In 1924 the camp produced one-eighth of the silver produced in the nation with an output of 7,729,700 ounces. Its lead production was 77,765,000 pounds and its gold production 26,285 ounces.

The results of scale-up studies on a continuous, multistage horizontal mixer-settler extractor are presented. The chemical and mechanical system involves the separation of lanthanum from a mixture of rare earth chlorides using di(2-ethylhexyl) phosphoric acid as the solvent and dilute HCl as a scrub solution in a bench scale extractor. Each stage has a hold-up of 2.6 l. A single stage unit is utilized for scale- up studies. Results are obtained on four sizes of geometrically similar units, the largest being six times the volume of the original bench size. A unit operations technique is chosen so that mixing and settling can be examined independently. Variables examined include type of continuous phase, flow rate of inlet streams, and power input to the mixer. Inlet flow-rate ratios are kept constant for all tests. TWO potential methods of unbaffled pump-mixer scale-up are explored; the maintenance of constant impeller tip speed and constant power input. For the settler, the previously successful method of basing design on constant flow-rate per unit cross- sectional area is used.

There are seven basic comminution circuits that can be used to prepare beneficiation feed from the product of a primary crusher. This paper gives a comparison of these circuits based on average process and economical data. The paper is principally devoted to a discussion of the test work required to obtain the process data needed to evaluate each circuit. The results of the test work in conjunction with geographic and economic factors can be used to narrow down the choice of possible circuits to one, two, or three before making a detailed engineering study.

THE present ruling principle in shop and factory, induced by conditions of. keen competition, is to do the greatest amount of work in the shortest time, or in other words, to secure the greatest output at least cost, a condition which generally necessitated the substitution of machinery for manual labor. The chemical laboratory in our industrial establishments has remained a factor of minor importance, and, for this, reason, not only has progress been permitted to lag, but the methods of analytical work have been carried on along individual traditional lines. Some works-laboratories are equipped with such conveniences as Gooch filters, suction-pumps, compressed air, shaking-machines, centrifugal machines, crushers, etc., yet there is much room for improvement, particularly in laboratories of metal smelting and refining plants, in which long series of filtrations and stirrings are performed singly by hand in a slow and laborious manner. There are also many other instances in which collective handling appears rational. As a rule the chemist wastes much time by such manual labor, which, in a modern establishment and under up-to-date management, could be more advantageously applied to useful chemical work; and such higher chemical work is gradually and surely becoming recognized as an essential extension of old-time methods of assaying. While it maybe said that in some laboratories, boys and not chemists do the manual labor, it should be borne in mind that all chemical work requires care and accuracy and in these respects boys are naturally a source of concern to the responsible chemist. Moreover, the cheapness of child-labor is largely offset by the increase in the expense-account of laboratory materials, caused chiefly by breakages resulting from care¬lessness. THE shipments of high-grade manganese ore, con-taining 35 per cent or more of manganese, from the mines in the United States in 1926 were slightly less than half as large as similar shipments in 1925, accord-ing to the United States Bureau of Mines, Department of Commerce. The shipments in 1926 by 45 producers amounted to 46,258 long tons as compared with 98,324 long tons by 42 producers in 1925. This decrease was due to the falling off of the shipments from Montana. The domestic production of metallurgical ore in 1926 was 26,530 tons; that of chemical ore, 19,728 tons. Montana was the largest shipper with 5713 tons of metallurgical ore and 17,904 tons of chemical ore. The largest individual shipper of metallurgical ore was the Crescent Mine in the Olympic Mountain Region, Clallam Co., Washington, from which the shipments for the year were 3162 tons. The mine was operated by lessees and reverted to the owners in July, and thereafter to the close of the year no .ore was shipped.

Streak brownish black, grayish, olive-green, a little shining. Opaque. Comp. -A uranate of uranyl, lead, usually thorium (or zirconium), often the metals of the lanthanum and yttrium groups; also containing the gases nitrogen, helium and argon, in varying amounts up to 2'6 p. c. Calcium and water (essential?) are present in small quantities; iron also, but only as an impurity. The relation between the bases varies widely and no definite for- mula can be given. Radium was first discovered in this mineral and it has been shown that it and the helium present are products of the breaking down of the uranium.

EXAMINATION by metallographic and X-ray diffraction means of an austenitic steel containing 0.06 pct C, 1.26 pct Mn, 0.38 pct Si, 21.15 pct Ni, 18.72 pct Cr, 3.07 pet W, and 9.14 pet Mo indicated that a - phase, which had not been reported in the literature, existed in this steel. Both the s and car-bides of the M6 C type were present in the as-forged steel. The carbides dissolved completely in the aus-tenite at approximately 2200°F (1205°C). The s, however, was present at all temperatures up to the solidus temperature of the steel at approximately 2375°F (1300°C). Ferrite was not found in any condition of the steel. The faintness of some of the s lines in X-ray patterns obtained from samples of the steel made it desirable to isolate the s prior to verification of its entire pattern. It was found that the s phase could be separated from samples of the steel which had been water quenched from 2250°F (1230°C) by dis-

Under the auspices of the Geophysical Committee of Michigan College of Mining and Technology, an investigation was made in Michigan's Upper Peninsula to obtain geophysical data related to the regional subsurface geology in the area covered by Paleozoic sediments. The area surveyed includes that portion of the Upper Peninsula which lies between R18W to R26W and T41N and T49N, covering approximately 1300 square miles. On the index map, Fig. 1, it is represented by the cross-hatched zone west of Munising. Four of the five sites of detailed investigation are indicated by the letters A, B, C, and D. A detailed gravity and magnetic survey had previously been conducted by J. G. Wilson near Perkins, 8 miles north of Rapid River, on a local anomalous area. Results of his work, which showed a large positive magnetic anomaly associated with a gravity anomaly, aroused interest in the possible economic significance of the formations underlying the Paleozoic sediments in this part of the Upper Peninsula.

Professor ArnolD, of the Sheffield Technical School, who has done so much excellent work in metallurgical research, recently produced, with the aid of aluminum, a sound ingot and bar from the purest known Swedish brand containing 99.8 per cent. of pure iron. (Wilkes-Barre Meeting, June, 1911.) My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. 'Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. GENERAL. THE Tooele plant of the International Smelting & Refining Co. is situated at the mouth of Pine canyon, Tooele county, Utah. It is connected with the main line of the San Pedro, Los Angeles & Salt Lake railroad by the Tooele Valley railway, and is about 7 miles from Tooele Junction. Fig. 1 is a general view of the plant. The location of the plant was selected on sloping ground with the idea of using gravity to the fullest extent and thus keeping labor at a minimum. New Mexico produced 39,475,388 bbl. of oil in 1944, the greatest amount in one year in the oil history of the state. This production was 593,046 bbl. or 1.25 per cent more than in 1943. New Mexico retained its position as the seventh largest oil-producing state. The maximum per well allowable on Jan. I, 1944 was 48 bbl. daily and at the end of the year it was 45 bbl. daily. Allocations as set by the New Mexico Oil Conservation Commission closely followed the recommendations made by the' Petroleum Administrator for War. The average daily pipe-line runs were within 4 per cent of the allocation. Production by counties was as fol1ows;Lea County, 33,509,548 bbl.; Eddy County, 5,504,498; Northwestern New Mexico 461, 342. Drilling activity for New Mexico in 1944 was well above that of 1943, with 362 completions. Of these, 283 were oil wells, 12 gas wells and 67 dry holes. The ratio of dry holes to producers, about I to 4, was an improvement over 1943. Wildcat drilling during 1944 was responsible for the discovery of six new fields and the extension of two present producing areas. Drilling records were established in New Mexico during 1944 with the deepest producer ever completed, the Humble Leonard Oil Company's No. I at 11,969 ft., in the Ellenburger section of Ordovician age near Jal, Lea County. The discoveries in Lea County during 1944 were as follows: West Lovington field, where Fred Turner, Jr. drilled his No. I State B .in C SE SW sec. 4-17-36 and completed it for 122 bbl. of oil in 8 1/2 hr., in the San Andreas section of Permian age. The Tonto field, where the T-exas Company completed its No. I Baskin at a total depth of 3586 ft. in Seven Rivers lime of Permian age, with an initial production of 254 bbl. of oil in 21 hours. The Drinkard area, where the Gulf Oil Corporation's Drinkard No. I flowed 782 bbl. of oil in 14 hr. from the Yeso section of lower Permian age, thus opening the first lower Permian production in the state. The total depth of this discovery was 6508 ft. and oil was 38.8" A.P.I. gravity. The Dublin area, where the Humble Oil and Refining Co. established a drilling depth record of 11,969 ft. drilling and completing its No. I Leonard Oil Co. well in the Ellenburger lime of Ordovician age. This well flowed 221 bbl. of oil per day, of 48.9º A.P.I. gravity oil. It is in sec. 12-26-37. The new pay horizon discovery of the Continental Oil Co. in the Skaggs area, where the company completed its Skaggs B-23 No. 2 in sec. 23-20-37 for 236 bbl. of oil in 21 hr. from the Wolfcamp section of lower Permian age, at a total depth of 7725 ft. This well was drilled to granite at 10,465 ft. and plugged back to the Wolf-camp for a new pay zone completion.

DESPITE the fact that a combination of metals-aluminum-zinc-tin, and sometimes aluminium-zinc-cadmium-is extensively used for aluminum solders, as well as for die-castings, the constitution of these alloys has not yet been made clear. I. BINARY SYSTEMS The system aluminium-zinc is the basis of the ternary alloys under consideration. Their composition was made sufficiently clear by the investigations of Roscnhein and Archbutt,1 Bauer and Vogel,2 Sander .and Meissner,3 Hanson and Gayler4 and Isihara.5 Only the temperature of decomposition of the crystals s seems still to be doubtful, whether it is considered as a compound of Al2Zn3 (according to Bauer and Vogel) or as an intermediate phase of variant composition (according to Hanson and Gayler). This temperature is given by most of the authors, as in the neighborhood of 256° C., only Isihara giving 280° C. As its accurate determination is of special importance in the study of the ternary alloys under consideration it was experimentally controlled in the following manner: An alloy corresponding in composition to the formula Al2Zn3 was made, in which the temperature effect was found to be the greatest. This was drilled and a silver-constantan thermoelement inserted into the cavity so as to be in direct contact with the alloy. The whole was then very slowly heated and the heating and cooling curves determined. The transition temperature from the heating curve was found to be 281° C., whereas-from the cooling curve it was 252° C.

One of the problems of the fabricator of metals and alloys is the propensity of some composition rarnges toward abnoermal grain growth during certain stages of fabrication. In this respect magnesium alloys are no exception among alloys. Fortunately, convenient foundry control methods have been developed by which the abnormal grain growth possible in certain magnesium-alloy castings can be suppressed. An unusual characteristic of magnesium alloys, however, is that castings of some composition ranges are subject to local grain growth during heat-treatment without the necessity of intentional mechanical stressing of the part prior to heat-treatment. This effect occurs only under certain critical casting conditions, and only in certain alloys of greater than about 8.5 per cent aluminum content, such as C alloy (Mg, 9 per cent A1, 2 Per cent Zn, 0.2 Per cent Mn) and G alloy (Mg, 10 per cent Al, 0.2 per cent Mn). The first observation of this phenomenon in cast magnesium alloys occasioned much surprise, since it is not observed in other meta1s- Jeffries and Archer1 have stated that "the grain size of cast metals, provided they have not been plastically deformed, cannot be changed by heating below the melting point." The study of the conditions leading to abnormal grain growth in cast magnesium alloys, and of the mechanism of this phenomenon, has led to some very interesting observations. Perhaps the most significant of these was the observation that stresses originating from cooling contraction in magnesium-alloy castings are the only stresses necessary, under certain conditions, to cause local recrystallization and subsequent grain growth in the casting during heat-treatment. Before recent developments, this phenomenon of abnormal local grain growth Was a definite problem in the production foundry on C alloy sand castings. Illustrated (Fig. I) is a picture of a casting scrapped because of this defect. A mottled effect is produced in coarse-grained areas by suitable etching solutions. The properties of metal in the affected area are much impaired by such grain coarsening. Ultimate tensile strengths of half the normal value have been measured in metal of this nature. In this paper are described the techniques that have been developed by The DOW Chemical Co. for studying, and in large measure solving, this production problem. Also discussed are studies of the mechanism by which excessive grain coarsening occurs, and the fundamental conditions that produce this effect. The abnormal grain growth discussed in this paper will be referred to as "germinasium since this term has been definedl as any process leading to an abnormally coarse grain size. ONE of the most unusual oil field engineering accomplishments of the past two years is the development and rapid advance in the directed drilling of wells. Directed drilling as referred to herein is the controlled steering of the drill stem in the required direction to a given location in the oil sand. The deliberate drifting of holes is an act so far removed from what has been considered good drilling practice that all of the old questions of correlation, drillability and production difficulties are revived. Only a few years ago, during the boom days of Seminole and Santa Fe Springs, the crooked-hole problem, as it was then called, occupied a primary position among the topics of the day in the fields of California and the Mid-Continent. ON THE QUESTION of postwar controls there are today three schools of though ; some advocate state control of everything the socialists ; second are those who advocate the removal of all governmental control over industry - the freedom of enterprise ideal ; and third are those who advocate a middle course - sufficient control to stabilize economic and industrial life, and to prevent violent fluctuations such as we saw in the interwar years. I advocate this third course. I firmly believe un free enterprise, but not in freedom of enterprise, or laissez faire, and there is a great and significant difference between these two.

(San Francisco Meeting, October, 1911.) THE value of any particular ore, coke, or limestone, for iron-making, depends upon its effect, first, upon the quality or value of the resultant product; and second, upon the cost of smelting. The factors under the first head are the percentages of phosphorus, manganese, and other elements, which remain in the pig-iron ; while those under the second head are the percentages of iron, carbon, or lime, the slag-forming constituents, which must be fluxed, and any other ingredients which give rise to variations in cost of fuel and flux. The first of these criteria of value is perhaps not capable of being reduced to a general formula embracing all cases, since it must vary to a great extent with market-fluctuations. For example, Bessemer pig is worth sometimes more and sometimes less than foundry-pig ; and the premium paid for high manganese varies within wide limits. The second, or smelting-value, however, can be expressed numerically with a fair degree of accuracy; and it is with this phase of valuation that the present paper is concerned. The utility of a means of comparing numerically the relative smelting-values of different ores, cokes, and limestones, is self-evident, although it may not have importance in Northern practice, where materials are largely standardized. On the other hand, there are, especially in the South, many furnace-managers who must use a great variety of materials of widely varying grade; and it is with special reference to this district, and in connection with the efficiency-methods which I have elsewhere proposed,1 that the methods herein described were devised.
