In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

Abundance data are presented for a comprehensive range of elements in oil shale samples from deposits located in Queensland. The techniques of instrumental neutron activation analysis and spark source mass spectrometry were used to obtain concentration data for up to 50 trace elements in each shale. These techniques were supplemented by other spectrometric methods to obtain data for major, minor and some trace elements. Sixty-four elements were determined quantitatively. This comprehensive characterisation of oil shale samples from the major deposits in Australia provides inorganic abundance data not previously available. It also provides important background information for processing studies and the associated environmental aspects of shale oil production and waste disposal.

In the course of work being carried out in the Lubricants and Bearings Section of the Council lor Scientific and Industrial Research on the production of copper4ead 'bearings for 'use in aircraft, it has been found necessary to develop special metallographic methods. For proper control of the production of steel-backed copper-lead bearings it is necessary to adhere to rigidly controlled conditions, and it is essential that a method of examination be adopted which will readily detect actual defects or any variations in quality. Some defects can be observed with the naked eye, whilst others are detected by radiographic examination. This latter method is invaluable as a rapid, reliable test in the production of aircraft bearings, but it is necessary to observe the structure of the alloys under the microscope, both to be able to interpret the radiograph correctly and to determine what has occurred to the metal during and after solidification. The use of a sound metallographic technique is'particularly important in developmental work and research connected with these bearings.Polishing TechniqueCopper and lead are practically immiscible in the solid state, but whilst they are miscible only in certain limited proportions in the liquid state; consequently "alloys" of copper and lead consist of a mixture of the constituent metals. The metallographic difficulties are obvious. Copper is a relatively tough metal, although it readily scratches, whilst lead is extremely soft and easily deformed. It wouId be expected if any normal polishing technique were applied that the lead would be readily torn out of the surface being prepared, and, in addition, that the lead would tarnish very easily.Grange(2) has described a method by which these difficulties can be overcome. The method involves an etch-polish procedure using "chrome regia" as an etchant for the copper. The chrome regia was a solution of chromium trioxide and hydrochloric acid in water. This type of etchant has been adopted, but it was found necessary to make certain changes.The method now adopted in this laboratory is as follows: The specimen (which is usually mounted in bakelite) is wet ground in a series of successively finer Hydro-Durexsil emery papers down to 60.0· grit paper.The specimen is then etched in the chrome regis, etchant (the composition of this etchant will pe discussed later) for approximately five seconds.Most efficient etching is obtained by swabbing the surface of the specimen...

When establishing an underwater testing site for the energy measurements of the explosives, the dimensions of the measuring pool have to be measured to find out what is the maximum weight for the test charge. Secondly one has to decide the distance between the pressure gauge and the shooting point. Thirdly the pool has to be calibrated because of the reflections of the explosions by measuring the bubble periods of the calibration charges. The calibration shots can also be used to estimate the minimum weight of the explosive charge for the reliable energy measurements by calculating the shock, gas heave and total energy values and their standard deviations.

The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

The classification performance of a Dutch State Mines (DSM) Rapped Sieve Bend has been investigated in a series of experiments. Coal slurries of a nominal 0.5 mm size were classified in the separation range of 0.10 to 0.14 mm at pulp densities from 6 to 21 per cent by mass of solids, and flow rates of 110 to 1375 litre min-1.The results obtained showed that the partition curve and water split io oversize was dependent on the solids flow rather than slurry flow rate or pulp density. For most of the operating conditions considered an accurate classification of the fine coal was obtained. The undersize efficiency was susceptible to solids flow rate, and was less than 70 per cent for solids flow rates greater than 16.7 tonne hour-1 metre-1 width of screen.

"The versatility and specificity of rare earth elements (REEs) have led to their use in an ever increasing variety of applications in new technologies. Consequently, demand for REEs has increased significantly. However, to separate REEs safely and effectively is a complex and expensive process. While China has consistently invested in R&D of REE processing technologies, there have been only sporadic activities in REE mineral processing in North America in the past 20 years. This paper presents a review of REE mineral processing technology, providing an update on current capabilities in REE mineral processing. This paper reviews REE extraction from the major commercially valuable REE-bearing minerals such as bastnaesite, monazite, and xenotime, and also from the ion-absorption type of REE deposits. Currently, there are four major REE mining areas in China, one in the United Sates, and one in Australia. A review of the REE extraction processes in these major REE mining areas closes out the paper.INTRODUCTION The rare earth elements (REEs) include the 15 lanthanide elements, plus yttrium and scandium. The lanthanide elements are normally categorized in two groups: the light rare earth elements (LREEs), i.e. lanthanum through europium (atomic number (Z) = 57 through 63); and the heavy rare earth elements (HREEs), i.e. gadolinium through lutetium (Z = 64 through 71). Yttrium is usually grouped with the HREEs due to similarity in physical and chemical properties. Table 1 lists the REEs, atomic numbers, and abundances in earth’s crust (Taylor and McCleannan, 1985). Promethium is the rarest due to lack of stable isotopes. REEs with low atomic numbers are more abundant than those with high atomic numbers. More interesting is that the REEs with even atomic numbers are much more abundant than adjacent lanthanide elements with odd atomic numbers as shown in Table 1."

The contract initially involved specialty mechanical, electrical and instrumentation maintenance and has developed to encompass maintenance planning and plant control systems.The integrated partnership has delivered excellent results in the areas of improved availability, reliability and return on investment. The operation is now amongst the industry leaders in plant availability.The integrated maintenance service has delivered: An increase in plant availability from 93%, in the first year, to 96.5% today, generating approximately $50 million additional income per year, Quality work procedures, Process and equipment improvements, Major shutdown planning involving more than 700 personnel, 6000 parts and over 2 000 discrete activities.The ongoing success of the partnership requires a high level of understanding between both companies. A commitment to maintain a long term sustainable relationship, based on a ""win - win"" culture, is the key to this success. Capital cost is an important factor ae it 1R the unit of measurement for process engineering economic decisions. As a result of ever increasing complexity, alternatives of process and remoteness of site, there is an ever increasing emphasis on accurate estimating and the attendant cost control systems in the international market of today for the Mineral Industry where initial plant costs are becoming a more important factor than operating costs. An undervaluation means trouble ahead. An over-cautious assessment may bring an unnecessary abandonment of a project. Consequently, the ultimate cost must be predicted early and accurately and must be controlled to this parameter during the design and construction phases. Cerchar Abrasivity Index (CAI) is one of the commonly used tests to evaluate rock abrasiveness for cutter life/cost estimations of TBM projects. There are at least 3 style machines, 2 different pin hardness, and the test could be run on fresh rock surface VS a sawn surface. Each of these parameters has a meaningful effect on the results, but its impacts were not fully understood nor its implications well explored. This paper reviews the current practice of Cerchar testing and its implications on geotechnical investigations related to TBM tunnels and provide a set of guidelines on testing and reporting of the test results for future projects.

THE object of the present paper is to give a brief description of the metallurgical process followed by the Grand Junction Co, and the results obtained therefrom. All figures quoted are from the actual working of the plant over a period of six months from January to June, 1910. The short ton of 2000 lb. is used by the company. Its gold is valued at 84s. per oz. fine, silver at 2s. per oz. fine. The ore consists essentially of a gangue of quartz and calcite, with 8 to 10%sulphide-pyrite, sphalerite, galena, chalcopyrite, and traces of arsenic and antimony. The colmtry-rock is a highlyaltered dacite. Small stringers of highly-mineralized ore penetrate the footwall of some of the lodes, forming a valuable stockwerk up to 3 ft. in thickness. In stoping, this is mined with the well defined lode, thus bringing into the mill at times a considerable quantity of hard country-rock. The gold exists in an exceedingly fine state of division, consequently rendering it necessary to grind very fine to obtain a satisfactory extraction.

The Reclamation Program for the Northern Zone of the Indus Plains in West Pakistan involves the construction of 30,000 irrigation wells to serve 20 million acres with an annual pumpage of nearly 40 million acre-ft. Detailed hydrologic studies indicated that mild steel would be satisfactory for casing; however, within two years after construction, about 10% of the wells began to fail due to encrustation and corrosion of the casing. A search to find a noncor-rosive substitute for the steel casing disclosed that only fiberglass-reinforced plastic pipe satisfied all requirements. The results of initial use of fiberglass have been highly satisfactory and have resulted in a lower over-all well cost. Advances in technology pomise further reduction in prices and improvement in performance. The northern zone of the Indus Basin comprises a vast area of essentially level land in West Pakistan which is irrigated by means of a complex system of canals that distribute more water to more land than any other irrigation system in the world. In spite of the development of this extensive irrigation system, production of food and fiber has not met the requirements of the country. The major reasons that crop production has not reached anticipated levels are the lack of adequate irrigation supplies and effective subsurface drainage. As a result, yields per acre are among the lowest in the world for areas where irrigation is practiced, and many thousands of acres of valuable crop land have been removed from production or seriously affected by salinity and waterlogging. To rectify the problems of irrigation supply and drainage the Government of Pakistan has undertaken a program of Salinity Control and Reclamation which is being administered by the Water and Power Development Authority. The Authority retained Tipton and Kalmbach, Inc., of Denver, Colo., as engineers for the program in the northern zone of the Indus Basin. This program consists of the construction of about 30,000 irrigation wells to provide drainage for waterlogged lands and full irrigation supplies, including leaching requirements, for all cultivated lands. "Mining companies have recognized that characterization of ore breakage plays an essential role in the design and optimization of comminution circuits.Recently the Julius Kruttschnitt Mineral Research Centre (JKMRC) has developed a new breakage model incorporating the effect of particle size, and a new breakage characterization testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions.Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalized validation program using machines designed and manufactured by Russell Mineral Equipment (RME). The first unit was installed and commissioned at the Anglo Platinum laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the validation program in 2008, including Barrick, BHP Billiton, Rio Tinto and Teck Cominco. The results from validation tests at the JKMRC and Anglo Research have shown that the JKRBT generates statistically similar breakage parameters to the traditional Drop Weight Test, but with significant advantages over its predecessor. Application of the JKRBT in geometallurgical testing with the AMIRA P843 GeM project has confirmed the JKRBT device offers a rapid and consistent method for determining the hardness of drill core samples. The JKRBT has the potential to revolutionize ore testing, with applications in laboratory impact breakage characterization of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control and management of comminution circuits since the concept is readily adaptable to on-line ore hardness measurement.INTRODUCTIONMining companies have long recognized that the performance of a comminution machine such as a crusher or an autogenous / semi-autogenous grinding (AG/SAG) mill depends not only on the machine operating conditions, but also on the “hardness” of the feed material to be broken. This recognition has driven significant interest in laboratory particle breakage characterisation and testing. The laboratory breakage characterization tests can be roughly classified in two broad groups based on their primary breakage modes: tumbling and impact/compression. The famous Bond ball/rod mill tests (Bond, 1952 and 1961) represent the typical tumbling test and have become the industry standard for estimating the specific energy (kWh/t) of rod and ball mills. However, as the energy application in the single particle impact tests can be well defined and controlled, the latter have received significant attention in the last 30 years. It was estimated that mining companies worldwide spent over three million US dollars on single particle impact breakage characterization testing in 2006."

The discussion in this paper centres on examples of mining that are drawn mainly from the coal mining industry. The intention is to review the opportunities that exist for incorporating environmental planning into mining industry practice in New Zealand. The coal mining examples serve to make some general points which have some application for many types of mining.

The pressure of low commodity prices forced the design process for the second lift of Northparkes E26 Mine to adopt a continuous improvement philosophy. The emphasis was to minimise capital expenditure while still maintaining the excellent low operating costs achieved on Lift 1. Although the first block cave lift at Northparkes is the most productive underground mine in the world and is held up as a benchmark for the use of technology in mining, areas for improvement were identified. Every area was critically assessed and investigated for the possible application of new techniques and technologies. Key learnings from the construction and production phases of Lift 1 were captured, documented and used as the starting point for the Lift 2 design. This paper shows how and why the design parameters initially used onLift 1 were changed to become the current E26 Lift 2 developmentproposal. The main differences between the two block caves arehighlighted. "Over the years many differing approaches have been developed to clearly understand the nature, mode of occurrence, associations and deportment of both free-milling and refractory gold in a wide variety of differing geologic environments and plant products. Many approaches can be taken to characterize the ore which may occur as complex fine grained gold, ultra-fine grained gold, coarse nuggetty gold, complex Asrich refractory gold and double-refractory gold. The approach taken in assessing small drill core composites from Novo Resources Beaton Creek Paleoplacer gold project located in the Pilbara region of Australia was complicated by the nature of the ore, the small amount of sample available from current exploration work, and the gold grade and the grain size distribution. In this case the scope of the study was limited by sample availability although significant amounts of valuable information was also gained. This gold characterization study included the following elements:??Size fraction assays??Ore microscopy??Preparation of heavy mineral concentrates from sized fractions (screening) of crushed or milled head using heavy liquids and Superpan table.??Systematic scans of the heavy mineral concentrate, middling, and tailing fractions using TIMA Automated Scanning Electron Microscopy integrated with an Energy Dispersive Spectrometry to provide semi-quantitative elemental analysis of the individual grains found in the sample.The unique methodology employed to detail the gold deportment was the combination of the Tescan Integrated Mineral Analyser (TIMA) and the Oxford INCA GSR software. This technique not only allowed us to document the deportment of gold but recognize other associated minerals, which included gersdorffite, chalcopyrite, uraninite, coffinite, brannerite and several Rare Earth-bearing minerals.INTRODUCTIONGold deportment studies are commonly carried out on preliminary gold exploration projects in order to determine the various limitations, which may effect processing of the potential ore. This is often because it may be expected that there may be a refractory component to the gold, which may limit physical separation techniques and suggest more costly hydrometallurgical techniques. Often when carrying out gold deportment studies the mineralogical methods may be limited to assuming that the gold will be fine and easily found using standard techniques of optical microscopy or Scanning Electron Microscopy. This may not always be the case as various geological environments may pose their own individual problems to determining the deportment of the gold grains."

The formation of the gas emission zone in longwall mining and the potential amount of gas in this zone are factors of local geology and spatial variability within this geology. Therefore, geostatistical methods can be used for modeling and prediction of gas amounts and for assessing its uncertainty in the gas emission zone of longwall mines. This study used core data obtained from 64 exploration boreholes drilled from the surface to the bottom of the Pittsburgh coal seam in a mining district in the Northern Appalachian basin. After identifying important coal layers for the gas emission zone, semivariogram modeling was conducted for different coal seams to define the distribution and continuity of various attributes. Sequential simulations were performed for stochastic assessment of these attributes to calculate gas-in-place (GIP) in each coal seam. GIP calculations for coals of various gas emissions zones were combined and ranked for their cumulative distribution function to find GIP in the caved zone and in the fractured zone at the 5%, 50%, and 95% quantiles. Fifty percent quantile results were later used to isolate a panel from the whole area and create a mosaic representation corresponding to the daily advance rate of the longwall face. This approach helped to estimate the daily emissions of this panel from the caved zone and from the fractured zone. Results showed that gas-in-place in the Pittsburgh coal seam, in the caved zone, and in the fractured zone showed spatial correlations that could be modeled and estimated using geostatistical methods. This study showed that gas-in- place volumes in the study area may be as high as 12.3 Bscf and as much as 3.5 MMscf per acre of mining.

The utilization of diaphragm wall construction in Hong Kong began in 1974 with the construction of the New World Center, the first diaphragm wall job built in the British Colony. That landmark job of which I am presenting a few slides and a schematic description, embodied all of the difficulties and problems which are encountered in the difficult geology of Hong Kong. A small rocky island in the South China Sea, Hong Kong provides one of the finest natural harbors in the world. It is its splendid harbor, coupled with the enterprising attitude of the Hong Kong Chinese and the laissez-fair attitude of the British government which has resulted in the explosive growth of this speck of land soon to revert to the political control of mainland China.
