The mining industry continues to experience a skills shortage and this is having an impact on the ability of mining companies to operate sustainably. Apart from a few exceptions, there is a dearth of geologists, mining engineers, metallurgists as well as environmental scientists and other professionals in the global mining industry. This relates to both quantity and quality. It makes good business sense for mining companies to employ local professionals rather than expensive expatriate staff. In some cases a mining company could employ more than 10 local mining engineers for the cost of one expatriate. However, in many countries local professionals are not always equipped professionally to work on mine sites. The result is that many companies are not operated optimally due to human resources gaps. In some cases, particularly in key areas such as mine planning, this threatens the sustainability of the operation or at the very least results in sub-optimal resource utilisation. This paper briefly presents some of the issues and strategies being implemented and that might be implemented to maintain a sustainable supply of quality minerals graduates to the industry in 2011 and beyond.

Introduction Industrial safety professionals recognize that adequate illumination is essential to a safe and productive work environment. The need for effective, lighting in underground coal mines is even greater.1 Designing appropriate lighting systems for these mines is no easy [ ] task because of the unique environment and work procedures encountered in underground coal-mining operations. Miners must depend totally on artificial lighting systems to see. Moreover, the working face is a low-reflectivity and low-contrast environment and is continually advancing or retreating.2 Laboratory mock-ups have been a major part of the process lighting equipment manufacturers must under- go to design an underground machine-mounted lighting system. The mock-ups often have taken considerable time. Furthermore, modifications to a lighting system (using different luminaires with an existing configuration or changing a luminaire's location, orientation, etc.) could require more time with additional mock-ups and laboratory measurements. Understanding the need to improve this situation, the US Bureau of Mines has developed an alternate method for facilitating lighting system mock-ups. A PC-Program (CAP),* with the latest software technology enables users to design, alter, and evaluate under- ground machine-mounted illumination systems. Lux levels and distance are measured as the luminaire is moved incrementally through angular traverses about horizontal and vertical axes. The measurements and angles subsequently are entered into the model. From this input data, three-dimensional isolux or isofootcandle profiles are constructed for luminaires that can be placed at various locations and orientations on a mining machine. As an example, Figure 1 shows a computer display of 21.5 Ix or 2.00 fc profiles for luminaires mounted on a simulated mine-shuttle car. Using this information, the model allows the user to determine the lux level at different locations in space about the shuttle car. How the model calculates illumination During initial development of the CAP model, the isolux profile of the luminaire was determined using the inverse square law (ISL) .3 The method of gathering data comprised recording a single measurement of distance at 21.5 ± 1.21x (2.00 ±11 fc) for angular traverses following 0.09 rad (5 degree) increments. This data was then used to find the illumination in space for any other distance at a given azimuth and elevation using the ISL. Limitations, however, exist with this method.4 The main one is that the ISL assumes a luminaire is a single point source of light, so long as the distance is greater than five times the 1al;gest dimension of the luminous area of the luminaire.5 Also, by using a single measurement to calculate the illumination for a given luminaire in the CAP model a large error could result from an inaccurate measurement.

This paper briefly reviews the adequacy of existing management theories and practices and the managerial proficiency or competency in the South African mining industry. The investigation revealed that existing management practices are totally inadequate to enable all employees on all the levels of the mining industry to achieve the results required from them, in all aspects, at all times. As a result, the South African mining industry is gradually losing its long standing reputation as a relative cheap, competitive, and reliable supplier of minerals to the local and global markets. According to some prominent management authors and theorists, an all-inclusive unified management theory does not exist at present. In this paper the authors summarize the main aspects of a newly developed comprehensive, practical, and integrated management method. It is believed that the application of this method would significantly improve the future performance and competitiveness of the South African mining industry

The placer mining industry of the West Coast region of the South Island is based largely around the production of alluvial gold, although other valuable minerals are also present. Since the first major discoveries in 1864-65, reported gold production has totalled around 264 t (8.5 Moz). During the past 10 years, annual production has totalled around 1460 kg (47,000 oz). It is anticipated that gold production over the next three years will continue at a level of 1400-1800 kg.   Annual gold production peaked during 1866 at approximately 17,170 kg (550,000 oz) and has not exceeded 100,000 oz since 1885. This reflects the ease with which gold was won from shallow, rich deposits that were present at many localities. Subsequently, there has been a general decline in the availability of this type of deposit, a trend that will continue in the future. This paper outlines the present state of placer mining in the West Coast region, gives some historical background to the industry and briefly predicts future trends.

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. This "barren liquor" results from sulphuric acid leaching of Radium,Hill uranium concentrate, followed by separation of solid residues and removal of uranium from the clear solution by ion exchange. The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

Heavy structures in central Cleveland, Ohio, are supported on raft foundations, driven piles, or caissons. Settlements can be predicted and structures are designed to accommodate such settlements. On one project the settlements were not provided for in the design of the structure. Soils are sands, silts, and varved clays to shale. A rift in a central area is 600 feet deep. Solutions to problems, and results, are detailed.

Following the 1989 Loma Prieta earthquake, California Department of Transportation (Caltrans) expedited an effort to evaluate and retrofit important state-owned toll bridges to en­hance performance of the state's transportation systems during and after major (credible) earthquake events. Imbsen and Associates, Inc. (IAI) along with their sub-consultants, were awarded a contract to conduct seismic evaluation and to develop retrofit design for Benicia-Martinez Toll structure, to meet a "Serviceable" performance requirement after the event of a "Safety Evaluation Earthquake." This paper describes the design and construction specifications for the deep foundations supporting the main spans of the Benicia-Martinez Bridge. Benicia-Martinez Toll Structure (George Miller Bridge), a high-level deck-type welded truss bridge with welded girder approach spans, carries Interstate Route I-680 over the easterly end of Carquinez Strait near San Francisco, CA. The nearly 5000 ft long main truss structure consists of ten spans, ranging from 330' to 528' in length, supported on cellular reinforced con­crete pier structures. Foundation systems across the waterway, consist of cellular reinforced concrete footings, supported by groups of 6' diameter, concrete filled, steel caissons, resting on 5' deep rock sockets, at depths of 50' to 150' below the water level. Seismic evaluation of the existing foundation systems accounted for spatially varying ground motion along the length of the structure, variability of foundation material strength (i.e. at bed-rock), variation and effects of scour depth on the performance of the foundations, and dy­namic soil-structure interaction. Performance of caissons beyond their elastic strength, as well as their effects on the behavior of the foundations and substructures were evaluated and considered in establishing foundation vulnerabilities. Several retrofit strategies were considered leading to a final retrofit strategy to strengthen end connections of existing caissons, as well addition of new caissons to provide adequate lateral force resistance for the foundations. Final design package includes specifications as well as construction methods and requirements for existing and new caissons, under traffic, and pile load testing procedures for design loads of up to 12500 kips per caisson.

AH pilot and commercial plants working with Mesabi Range taconite employ wet magnetic separation. Progress is being made with a dry magnetic process, but this has not yet been applied to taconite except in the laboratory and pilot plants. Flowsheets in all five plants are similar, including multiple stages of grinding, each followed by magnetic separation, which rejects a finished tailing. The flowsheet in Fig. 1 is used in the preliminary and commercial plants of the Erie and Reserve mining companies and in Unit C of Oliver's Pilotac plant. At Erie the desliming operation is omitted. In the Reserve plants two ball mills are used with each rod mill. Pilotac uses flowsheet 2 in Unit A-B and has also tested flowsheet 3. Principal differences in the three flowsheets are the number of grinding stages and the type of roughing. The terms open-circuit roughing and closed-circuit roughing are best defined by the diagrams. Special Test Data Given in Table I: For the Erie and Reserve commercial plants, Table I reflects routine conditions. Pilotac, the experimental plant, has been run with several flowsheets, including those followed at Erie and Reserve's commercial operations. Pilotac data for these last two flowsheets are similar to commercial plant results and are not repeated in Table I; statistics are given, however, for special test conditions. using other flowsheets. when the objective was to 'to extra-grade concentrate, Variations Among Taconites: Although crude ore tributary to these plants is generally classified as taconite, there are important differences in mineralogy and fineness of dissemination.

This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main 'minerals' û gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone. The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production. The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10 000 000 000 per year. The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However, as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate, they are presented here only as they affect the economy of the mining operation. Finally, there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.

When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

"The oil sands industry is still fairly young with the first viable oil sand operation having been started in Alberta in 1960. Since then numerous modifications and improvements have been tried and implemented. The current process makes use of high velocity pumping of oil sands slurry with hot water (hydrotransport) to achieve separation of bitumen from the sand.A number of the oil sands processes have been adapted from unit operations that are used in mineral processing, such as crushing, screening, flotation, cycloning and thickening. This paper outlines a typical oil sands process flowsheet and investigates the differences and similarities in technologies and costs to other mineral processing industries. It also considers the very large throughputs required, and presents some of the difficulties and challenges currently faced by the industry as a result of high demand for oil and environmental pressures.INTRODUCTIONOil sands (also known as tar sands) deposits are found throughout the world. The Athabasca Oil Sands deposit in Aberta is the largest of these. Oil sands consist of a mixture of crude bitumen (a semi-solid form of crude oil), silica sand, clay minerals, and water. The early to mid 1980s was a period of mining consolidation, and many senior design engineers retired from the mill industry. Similar conditions have existed in the last few years. This creates a loss of a tremendous amount of experience. This paper is a look back by two senior mill designers who survived the dips in both time periods. From a continuous design practice of over 25 years, mill designs and fabrication practices are surveyed with a view of identifying what works, and is necessary, and what doesn’t, or is not necessary, in the creation of a safe, economic, long-lived grinding mill.

The conventional practice in open cut coal strip mining has been to blast the overburden or coal layers in separate blast events. This is done in order to maximise the benefits from throw blasting and also to limit coal losses. Each blast event usually has a particular design of hole diameters, burdens and spacings, explosive charges and blast timing in order to achieve the required blast outcome for either the overburden or coal. This means that each blast has to be separately cleaned on the surface after excavation of the previous blast. Hole locations then have to be individually surveyed and marked, holes drilled, explosives and initiators loaded and the blast fired. Each of these actions takes considerable time and resources and therefore impacts on mine productivity. The mine has to be cleared for each blast event and every blast presents a new potential source for noise, dust or vibration disturbance to the neighbouring population. Exposed highwalls are also subjected to vibration and damage from each subsequent blast event

Northern Iron Ltd (NIL) is an Australian listed company that recently brought the historic Sydvaranger open pit Magnetite Mine (the Project) in Northern Norway successfully back into production. NIL made the decision to operate the Project on an owner mining basis, due to limited large scale mining expertise amongst Norwegian mining contractors, a long mine life, a limited range in planned mining rate and to minimise costs. As a new mine operator in a country where labour practices are strictly regulated, there was the desire to reduce the risk associated employing and managing skilled personnel. This was achieved by coupling the purchase of the required mining equipment from the original equipment manufacturer's (OEM) regional dealers with OEM supported Maintenance and Repair Contracts (MARC). This paper examines the process that was followed to implement an owner mining operation in a short time frame; approximately 12 months from the initial requests for quotation to actual delivery of mining equipment to site, and some of the challenges faced. By following a formal and well-tested process, not only was the implementation achieved in the set time frame, but significant value was added through the cost savings achieved in the equipment purchase price and MARC rates that were negotiated through this process.

A computation model of soil-pile (wall) interaction under lateral loading is presented in this paper. The model has been applied to some engineering projects, and the comparison between computation result and measured result shows good agreement, so the model is proved to be correct and practical.

It is predicted that vast volumes of affected mine water will be produced by mining activities in the Mpumalanga coalfields of South Africa. The potential environmental impact of this excess water is of great concern in a water-scarce country like South Africa. Research over a period of more than 10 years has shown that this water can be used successfully for the irrigation of a range of crops (Annandale et al., 2002)1. There is, however, continuing concern from the local regulators regarding the long-term impact that large-scale mine water irrigation may have on groundwater quality and quantity. Detailed research has been undertaken over the last three years to supplement the groundwater monitoring programme at five different pilot sites, on both virgin soils (greenfields) and in coalmining spoils. These sites range from sandy soils to very clayey soils. The research has included soil moisture measurements, collection of in situ soil moisture over time, long-term laboratory studies of the leaching and attenuation properties of different soils and the impact of irrigation on acid rock drainage processes, and in depth determination of the hydraulic properties of the subsurface at each of these sites, including falling head tests, pumping tests and point dilution tests. This has been supported by geochemical modelling of these processes to quantify the impacts. The results indicate that many of the soils have considerable attenuation capacities and that in the period of irrigation, a large proportion of the salts have been contained in the upper portions of the unsaturated zones below each irrigation pivot. The volumes and quality of water leaching through to the aquifers have been quantified at each site. From this mixing ratios have been calculated in order to determine the effect of the irrigation water on the underlying aquifers. Keywords: coalmines, irrigation, gypsiferous mine water.

"The Functional Performance Equation calculated from a plant grinding survey defines two distinct ball mill circuit efficiencies and how they relate to total production rate through the target grind size. The survey data are also used to calculate a complete ball mill size distribution model, represented by the energy specific grinding rates, not just through the target grind size, but through all the size classes. Cyclone separation performance is represented by individual size recoveries to underflow. When these two unit operation performances are entered into the circuit modelling program (Streamline™), along with the circuit feed rate and size distribution, all the circuit survey size distributions and mass flows are perfectly regenerated by the program. The many issues associated with the historical Epstein (breakage-selection) models are eliminated. Once the circuit program is populated, pump and cyclone performance changes can be evaluated using a step-by-step procedure in order to maximize Classification System Efficiency. Mill water use and media sizing opportunities are also diagnosed in order to maximize Mill Grinding Efficiency at the size of interest. An example is provided. This circuit analysis and modelling system, and related training, is provided through a web-based application.IntroductionSince its development (McIvor, 1988), the Functional Performance Equation for ball milling has facilitated new understanding of industrial circuit cause and effect relationships, leading to significant strides in operational performance. Success stories of this refreshing approach to plant circuit performance improvement are now too numerous to list. Finch and McIvor (circa 1986) also discovered that the Functional Performance “Mill Grinding Rate” at the size of interest was the same cumulative grinding rate that is calculated from mill feed and discharge size distributions using a first-order rate equation. By calculating these cumulative grinding rates for all screen sizes, a complete ball mill model is generated (as used by Finch and Ramirez, 1981). Others in industry, Hinde and Kalala (2009), for example, have noted the same. Lacking the complexity needed to maintain their interest, most researchers have ignored this model, broadly opting instead for Epstein’s (1948) characterization of grinding as a chemical reaction, combining “selection rate” and “breakage size distribution” functions. The much simpler ball mill model presented here has previously been incorporated into a proprietary circuit modeling program (McIvor, 2005) and used for plant improvement work (for example, see McIvor and Finch, 2007, and McIvor, 2014). Now, by combining this extremely business-friendly ball mill model with optimization criteria from Functional Performance Analysis, a circuit modeling system (including the needed supplementary steps to assure successful plant implementation of circuit design changes) is at the disposal of every plant metallurgist, grinding equipment/material provider, and circuit designer."

The Federal Bureau of Mines developed a 10,000-ampere cell to determine the economic feasibility of producing high-purity electrolytic titanium from mill scrap or offgrade sponge. Operating variables were investigated, matetial handling procedures were established, and the cost of electrorefining titanium was determined. The prototype cell produced premium-grade metal (<100 Brinell hardness number (B.h.n.)) from very impure Kroll sponge at a processing cost of less than $0.60 per pound. Refined metal was deposited at the cathode in the form of coarse (85 percent plus 34-mesh), hexagonal crystals of a titanium when the cell was operated an 850° C. A cathode current density of 1,000 amperes per square foot and a molten sodium chloride electrolyte containing approximately 5 percent by weight of soluble titanium were used. In continuous operation, at the optimum number of ampere-hours, (40,000), the current efficiency averaged slightly less than 60 percent. It was possible to supply large enough amounts of electric current for electrolysis to maintain the temperature of the bath, thus reducing overall power consumption to less than 5 kilowatt-hours per pound of metal refined.
