A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

In 1992, AQUILA Mining Systems began the development of technology for monitoring, controlling and positioning mobile mining equipment. In 1993, AQUILA completed its first field test with GPS receivers onboard ablasthole drill, and thus demonstrated the viability and strategic relevance of this technology in surface mining. Since then, AQUILA has installed GPS-based technology on drills and shovels in several Canadian mines. This paper will review the development of these systems and discussthe benefits the mining industry could realise through their production implementation."

Rock excavation for tunneling projects occurs on a regular basis in the Cleveland area. These tunnels are being constructed to increase the capacity of the sanitary sewer system. Controlled blasting must be performed to remove rock in a number of phases of the project. The rock excavation for construction of a junction chamber is just one case where blasting is the safest and most efficient method available.

Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small- scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single- hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

AFTER more than fifty years of investigation and continuing failure in service, a satisfactory mechanism to explain stress corrosion cracking in homogeneous alloys is still lacking. The relative chemical activity of grain boundaries and adjacent grains, inferred from the boundary structure, has been used to explain intergranular cracking in a brass.' This concept is probably correct as a general hypothesis, but it requires much more extensive development in order to explain satisfactorily the observed phenomena. For example, the specific function of the solute in an alloy must be considered, because intergranular failure does not occur in pure metals,' which are structurally similar to homogeneous alloys. Also, in this connection, an inter crystalline fracture path in binary copper alloys can be changed to a transcrystalline path by relatively small ternary additions.' The fracture path in ß brass is predominantly transcrystalline,' in contrast with an inter crystalline path in a brass. Whether the two different fracture paths are the result of a difference in composition, crystal structure, or the state of long range order is unknown and cannot be determined with ß brass, because only the ordered state can be obtained at room temperature. The study of chemical activity at structural sites in the Cu-Zn system is restricted by the formation of opaque films in an ammonia environment in which stress corrosion cracking is generally observed. Furthermore, both components of the alloy are chemically active and the interpretation of observations is therefore relatively complicated. The Cu-Au system is a better choice for the purpose of studying structural factors. In particular, CuAu is very susceptible to cracking in ferric chloride and opaque films are not formed in this solution; it may be obtained in different states of long and short range order; and, finally, only copper is oxidized in dilute ferric chloride, which considerably simplifies the chemical problem. To provide information necessary for a more general explanation of stress corrosion cracking in homogeneous solid solutions, the following structural factors have been investigated in a Cu-Au alloy having a composition corresponding to Cu,Au: 1) the effect of long and short range order; 2) the structural sites from which copper is removed from the annealed and cold worked polycrystalline alloy; and 3) the effect of annealing time and temperature on structural reactions in the cold worked alloy. Experimental Procedure A Cu-Au alloy of nominal Cu3Au composition was cast from cathode copper and high purity gold and fabricated into sheet and wire. Chemical analysis for copper and gold indicated 48.92 wt pct Cu and 51.01 pct Au. Quantitative spectrographic analysis indicated 0.01 pct Ag, 0.002 pct Pd, 0.001 pct Pb, and 0.002 pct Fe, with traces of magnesium, silicon, and zinc. Presumably most of the remaining 0.055 pct corresponds to the limits of analytical precision. Heat treatments of wire and sheet were conducted in argon or vacuum. The new Woodrow Wilson Bridge (WWB) will replace the existing bridge over the Potomac River to connect Alexandria, Virginia to Prince Georges County, Maryland. The new WWB will extend approximately 1.1 miles across the river, with a 367-ft long bascule span in the main river channel where the water depth is about 36 ft. The subsurface soil profile consists of up to 50 ft of a soft organic silty clay layer that is very vulnerable to scour, underlain by a deep deposit of hard sandy clay. Foundation construction in the Potomac River required the use of cofferdams to allow structural concrete work to be performed in the dry. This paper will the present the types of cofferdams used to construct the foundations for the WWB replacement project. The bridge is primarily comprised of fixed spans in relatively shallow water and a bascule span over a navigation channel in relatively deep water. Foundation construction included the installation of 48? to 72? open end steel pipe piles and cast-in-place concrete pile caps. To achieve the desired bridge appearance, pile caps were required to extend below the water surface and below the existing river bottom in shallow water locations. Conventional steel sheet pile cofferdams with tremie concrete seal were used to construct fixed span, shallow water piers. Selection of deep water bascule span foundation cofferdams was governed by several factors including contraction scour, environmental considerations and cost. Potomac River cofferdams, i.e., relatively shallow depth cofferdams that are supported by the foundation piling were selected. This cofferdam system provided a shallow profile which minimized contraction scour and the amount of filling in the river. Design issues include load selection and cofferdam stability in very soft alluvial soils. Construction issues include erection sequence, tremie concrete mix design and placement procedures.

Over the past half-century, researchers have commented on the complexities of ion-exchange processes, but have been forced to use gross assumptions to simplify the associated mathematics sufficiently for mathematical models to be of practical use, given the available computational power. This paper reviews the development of increasingly complex models as computational power has increased over the past half-century, from the direct application of Fick's Law in 1947, through to today's models requiring finiteelement methods. The assumptions required for and the associated limitations of the various models are presented and the associated computational complexities are discussed. A case study is presented in which a continuous loss of capacity in an acid resin was observed over about sixty cycles of loading and elution. Resin poisoning does not explain this observation. This paper presents the capacity loss data, speculates on possible causes of the phenomenon, discusses why conventional kinetic and equilibrium mechanisms cannot explain it and concludes that the need to develop a more rigorous model is apparent. The significance of this observation is that standard tests done for a new resin application could significantly overestimate the commercial performance of the resin concerned, highlighting the importance of computer simulation in this field of process engineering.

The University of Maryland (UMD) has conducted a series of small-scale tests using explosive charges buried in saturated sand. Twelve different combinations of depth of burial of the charge and height of the target plate above the soil were tested. The target plates did not deform plastically. High-speed video was used to track the motion of the plate. The video data are analyzed to determine the position and velocity of the plate as a function of time. The results of this analysis are compared with computations performed at NRL using the BUB2D computer code. This code treats the saturated sand as an incompressible visco-plastic fluid which yields according to a Drucker-Prager (frictional-cohesive) yield surface. Comparisons of simulations with experiments are presented. In the cases examined so far, the velocity grows very quickly to a peak and then slows, first with a deceleration greater than one “g,” which then transitions to an approximately one “g” deceleration. An analysis of air drag on the plates has shown that its effect is negligible in the time span of interest. In all cases in which the BUB2D code can be applied, the computations compare favorably with the results of the data analysis. This suggests that the code and model used in the computation are properly capturing the physics of the interaction between the soil and a non-deforming plate.

The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.

The importance of the heavy mineral sands to southern African economic well-being cannot be over emphasized. The value of the worldwide titanium dioxide industry is estimated at $7 billion. Six out of eight of the world?s proposed new project areas are in southern and eastern Africa, and a seventh at Tamil Nadu in India is partly owned by a South African company, Kumba Resources. The HMS industry can be highly lucrative; its return on capital is the best in the mining industry. There are, however, problems, particularly in the smelting technology. The often considerable affect of mining on environmentally sensitive coastal dunes is also becoming increasingly important. The medium-to long-term demand for Ti-dioxide pigment and ceramic grade zircon appears very healthy. If, as predicted, the costs of producing titanium metal can be reduced, then there is huge potential for the metal. In summary, the HMS industry is an attractive one to be in, with good returns and generally manageable risks. New business opportunities and their economic implications for Africa are discussed.

A new water treatment plant is to be constructed for a portion of the water supply system of New York City. The project includes construction of new water conveyance tunnels crossing perpendicular and sub-parallel to the existing pressurized water tunnel at two locations. A study was conducted to evaluate the impact of new tunnel construction on stability of the existing tunnel and hydrojacking potential in the surrounding rock mass. This paper introduces a practical approach to evaluate tunnel interaction, expressed in terms of rock-liner interaction, stress-induced stability and hydrojacking failures. A simple method to evaluate hydraulic and mechanical properties of concrete liners and jointed rock mass is also presented.

Understanding the effects of the bench on ground motion can improve the design of cast blasts and achieve improved blast efficiency while remaining below vibration requirements. A new dataset recorded in September 2003 from a coal mine in Arizona has allowed us to examine the excitation of short-period Rayleigh-type surface waves from four simultaneously-detonated explosions in and below a topographic bench of a mine. The explosions were recorded on a network of over 150 seismic sensors, providing an extensive understanding of the ground motion radiation patterns from these explosions. We detonated two separate explosions (~3 tons and ~1.5 tons ANFO) in the deepest pit of the mine, thus the explosions were shot to solid rock. Within 25 meters of these two explosions, we detonated two additional explosions of similar explosive yields in a bench, thus these explosions were shot to the free face. Radiation patterns and spectral ratios from the explosions show increased amplitudes (by a factor of 1.5 to 2) at azimuths behind the bench relative to the amplitudes in front of the bench. We compared these findings to seismic observations from two ~1.5 million pound cast blasts at the same mine and found similar radiation patterns. Modeling of these blasts shows that the variations in ground motion are caused by the topographic bench as a result of 1) horizontal spalling of the rock falling into the pit and 2) non- linear scattering near the free- face. We also note that shooting to a buffer (previously blasted rock) causes the azimuthal variations to be significantly reduced.

THE following really forms the second part of, or a sequel to, a paper, " Ventilating Metalliferous Mines: a Method of Attack," read before the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy in May, 1920. In that paper the writer advocated a consideration of the question of ventilation in metal mines from a different aspect to that 'which had hitherto prevailed locally. Various factors regarded as having an important bearing on the subject were set forth, together with the results of observations made during ventilation tests carried out at the mining department of the Zinc Corporation.During the subsequent discussion the question was raised of the possibility of any practical application of the method of attack described, and also whether the theoretical considerations mentioned were likely to be of any real utility to the mining engineer engaged in ventilation work in a metalliferous mine.

"Longwall abutment loads are influenced by several factors, including depth of cover, pillar sizes, panel dimensions, geological setting, mining height, proximity to gob, intersection type, and size of the gob. How does proximity to the gob affect pillar loading and entry condition? Does the gob influence depend on whether the abutment load is a forward, side, or rear loading? Do non-typical bleeder entry systems follow the traditional front and side abutment loading and extent concepts? If not, will an improved understanding of the combined abutment extent warrant a change in pillar design or standing support in bleeder entries?This paper details observations made in the non-typical bleeder entries of a moderate depth longwall panel; specifically, it explores data collected from borehole pressure cells and roof extensometers, observations of the conditions of the entries, and numerical modeling of the bleeder entries during longwall extraction. The primary focus was the extent and magnitude of the abutment loading experienced due to the extraction of the longwall panels. Due to the layout of the longwall panels and bleeder entries, the borehole pressure cells (BPCs) and roof extensometers did not show much change due to the advancing of the first longwall. However, they did show a noticeable increase due to the second longwall advancement, a maximum of about 4 MPa of pressure increase and 5 mm of roof deformation. The observations of the conditions showed little to no change from before the first longwall panel extraction began to when the second longwall panel had been advanced more than 915 meters. Localized pillar spalling was observed on the corners of the pillars closest to the longwall gob as was an increase in water in the entries. In addition to the observations and instrumentation, numerical modeling was performed to validate modeling procedures against the monitoring results and evaluate the bleeder design. ITASCA Consulting Group’s FLAC3D numerical modeling software was used to evaluate the bleeder entries. The results of the models indicated only a minor increase in load during the extraction of the longwall panels. These models showed a much greater increase in stress due to the development of the gateroad and bleeder entries—about 80% development and 20% longwall extraction. The FLAC3D model showed very good correlation between modeled and expected gateroad loading during panel extraction. The front and side abutment extent modeled was very similar to observations from this and previous panels."

This paper presents the results of a comprehensive pre-production pile testing programme for the US$ 800 million 1400MW Coal-Fired Jimah Power Plant Project in Negeri Sembilan, Malaysia. The testing programme included high-strain dynamic testing and fully instrumented static axial and lateral load testing of driven prestressed concrete piles and bored cast-in-place piles. A highlight of the testing programme was the pioneering use of the Global Strain Extensometer (GloStrExt) Method, a deformation monitoring system that uses advanced pneumatically- or hydraulically-anchored extensometers and a novel analytical technique to monitor loads and displacements down the shaft and at the toe of driven prestressed concrete piles. The experience with the testing programme for the Jimah Project also demonstrates the possibility of achieving notable breakthroughs, not only in the monitoring, evaluation and reporting of pile foundation behaviour dynamics but also in our understanding of the mechanisms that underpin such behaviour. These significant gains are undeniably a direct result of the committed and co-operative relationship among the project owner, design/builder, specialist piling subcontractors, pile suppliers and pile instrumentation and testing specialists.

The literature pertaining to the electrochemical reaction at the anode during electrolytic reduction of alumina by the Hall-Heroult process is not in universal llgreement about the gaseous product. The possibility of electrochemical formation of CO at the anode was examined using existing data. Although the thermochemistry favours co-evolution of CO and CO2 with CO as the major product, the mechanism of the reaction shows this is unlikely. Since the origin of CO can be more logically explained by non-electrochemical mechanisims, it is concluded that CO2 is the only product from the electrolytic reaction at all current densities.

An experimental study on the oxidation of chalcopyrite (CuFeS2), pyrite (FeS2), covellite (CuS) and chalcocite (Cu2S) particles was conducted by means of differential scanning calorimetry (DSC) and thermogravimetric analysis (TGA) techniques. The oxygen concentration in the process gas was set to 40% and 70% (by volume) and a heating rate of 40°C/min was used. Response variables included the temperature of incipient reaction, the total exothermic heat of reaction, particle mass, morphology and mineralogy of the reacted particles. Based on the experimental data and phase stability calculations, reaction mechanisms were proposed to represent the behavior of the particles during oxidation. The reaction mechanisms were verified by X-ray diffraction (XRD) analyses of the oxidized particles and by thermochemical and mass balance calculations to reproduce the DSC and TGA data. Overall kinetic models were developed to represent the evolution of the exothermic heat of reaction as a function of time.
