The dynamic response of holdup in a continuous ball mill has a direct influence on the rate function of grinding kinetics and is useful for predicting the variation in the size distribution of the finished product with time.A model was proposed involving three interacting, completely mixed chambers and this was used to derive analytically the transfer function of the system, from which the unit impulse response and the unit step response of the holdup with feed rate were obtained.The theory was confirmed by comparing it with previously published experimental data for the residence time distribution of particles passing through a ball mill.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

Additive manufacturing (AM) brings disruptive changes over the ways parts and products are designed, tested, qualified, assembled, inspected and marketed. With these changes come real technical challenges, therefore, concerns that mainly stem from the maturity and diversity of today’s AM processes, the feedstock materials, and the interactions between the numerous process parameters. Additive manufacturing is somewhat similar to laser and electron-beam conduction-mode welding and involves a multitude of dynamic physical events between projected feedstock and moving heat source that influence process robustness, thus deposit properties. For this paper, a simple air vent, selected for its size, thin-wall, hollow geometry and materials (specifically 316L) was made using a laser-based powder blown technology (Construction Laser Additive Direct or CLAD) and systematically inspected by optical microscopy, microhardness indentations, and electron-back-scattering diffraction (EBSD). This exemplary part is first analyzed to broadly discuss metallurgical phenomena in additive manufacturing, particularly solidification and texture development. The paper then expands to other alloys and continues correlating metallurgical observations to process parameters and part properties, also borrowing from past experience with the same 3D printing CLAD system.

"In early 2000, CANMET-MMSL was engaged by the Ontario Ministry of Labour (OMOL) to conduct an international study of the practices, in several key mining jurisdictions, of determining the criteria that are used to decide when the wire ropes used in mine hoisting are to be retired from service. Subsequently, the author visited key officials and institutions in Canada, the United States, the Republic of South Africa, the United Kingdom, Germany, and Poland. Material from the Australian province of New South Wales and Hungary was also included.The report that resulted included, among other sections: (1) the history of wire ropes and trends in manufacturing technology; (2) a review of mine hoisting practices; (3) the requirements regarding safety factors; (4) a review of the various operations and their potential future development; (5) the criteria for rope replacement; (6) potential future developments that could take place in both hoisting and rope inspection practices in Canada; and (7) recommendations.Subsequently, the report was issued by OMOL, and as a CD-ROM by CANMETMMSL. In this paper the author presents the key findings and the recommendations made in the study."

All 231 Canadian primary gold mines that produced from 1946 to 2004 were analyzed with respect to their production and economic characteristics. Trend analysis revealed that the average annual capacity of Canadian gold mines, as measured by ore processed or gold produced, has increased over time. Conversely, the average grade of gold mines has decreased over time. The distribution of gold output is highly uneven: for example, the 22 giant mines producing more than 100 t (metric tonnes) of gold account for 62% of total output. Small mines producing less than 10 t Au account for 54% of total mines, but less than 4% of total gold. Each historical mine in the database was evaluated on the basis of a set of economic and technical assumptions to determine if it would be economic to develop today. Based on the net present value using an 8% discount rate, only 103 of the 231 mines were determined to be economic. About 80% of the uneconomic mines had less than 10 t of contained gold, and 63% had less than 5 t. It is concluded that these small mines would not be viable today due to a combination of real capital cost increases, and more stringent permitting and environmental regulations. The implication is that future gold supply in Canada will hinge on the discovery and development of a new generation of larger mines. Given that only one giant mine has been discovered in the past 20 years, it seems likely that gold output will decrease in the future.

"Lake Shore Gold is engaged in commercial gold production at both the Timmins West and Bell Creek mines, located in Timmins, Ontario. Run of mine ore is processed at the Bell Creek mill which consists of a conventional gold mill flow sheet involving crushing, grinding, gravity concentration and carbon-in-leach (CIL) for gold recovery. Since 2009, the operating capacity of the mill has been upgraded from 2000 tpd tonnes per day (tpd) to over 3,000 tpd. The most recent expansion involved the installation of a low aspect ratio SAG mill to replace the secondary crusher. Without operational data on the low aspect mill, combined with a site team that was new to SAG milling, there were many challenges in achieving the target throughput from the circuit. Through the implementation of AwaRE advanced controllers, running in closed loop with PRC fragmentation cameras as well as embedded PARC modules within the Allen Bradley PLC, the site was able to rapidly develop a best operating practise and has been successful in creating a stable and consistent operational environment. Phase 1 of the expansion was completed at the end of 2012 and involved enhancements and capacity addition to the leaching and adsorption circuits, which increased the mill’s capacity to 2,500 tpd. Phase 2 of the expansion commenced at the end of July 2013 and involved the expansion of the crushing and grinding circuits. The expanded front-end of the mill now has a capacity of 5,500 tpd, and processes ore from both Bell Creek and Timmins West mines. The updated flow-sheet, as shown in Figure 1, illustrates the replacement of the two-stage crushing and ball milling circuit with a single stage crusher and a low aspect ratio SAG mill."

"Compagnie Miniere Esperance operates a gold primary ore body. The ore is processed through crushing, grinding and gravity concentration generating tailings with remaining fine gold. Analyses of the tailings proved a residual gold grade sufficient for a chemical treatment.As lab tests proved the technical feasibility of a pre-concentration using flotation, an on-site pilot operation has been carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for the industrial circuit sizing.Data collected during the pilot campaign have been used for calibrating a process simulator built with the USIM™ PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain a good fine gold recovery in a small amount of concentrate. A preliminary capital cost has been achieved to assess the flotation workshop profitability.INTRODUCTIONCompagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation in two stages: a top plant and a bottom plant. A “coarse” pond contains tailings of the top plant; this product feeds the bottom plant. Tailings of the bottom plant are stored in the “fine” pond.Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and meteorological conditions).It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility."

The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

The Coal Mine Roof Rating (CMRR) was first presented at this Conference nine years ago. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, and extended cut evaluation. It has also become truly international, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. The purpose of this paper is to bring the mining community up to date with recent improvements and applications of the CMRR. The most important new development is a streamlined process for determining the CMRR from exploratory drill core. Just three types of information are now required: •Fracture spacing (or RQD) •Uniaxial compressive strength (or axial Point Load Testing) •Diametral Point Load Testing The moisture sensitivity adjustment has also been changed, and new research has related the immersion test to slake durability. Most recently, the CMRR has been implemented in a computer program, which can be obtained from NIOSH free of charge. The program facilitates calculation of the CMRR from either underground or drill core data. Values from many locations can be saved in a single file, and an interface with Autocad allows CMRR contour plots to be integrated into mine planning.

Flash Smelting Furnace (FSF) hot dust-laden is cooled in a waste heat boiler (WHB) and then dedusted in electrostatic precipitators (ESP’s) before being treated, together with the Peirce Smith Converters off-gases, in the sulfuric acid plants for SO2 removal. FSF dust is sulfated by SO2 and O2 in the WHB. Typically, 70% of the dust from the FSF drops in the WHB while the remainder is caught in the ESPs. The collected dust is recycled to the FSF for Cu recovery. Some smelters have developed hydrometallurgical treatments to recover Cu from the dust; impurities, such as As and Bi, are bled as leach plant residues. This paper presents a study (laboratory scale), of leaching the FSF dust, generated in Atlantic Copper Smelter using the weak acid bleed from the gas scrubbing/cooling section (GSCS) of sulfuric acid plants. Leaching was performed with 0.5 mol L-1 sulfuric acid concentration, 60ºC, and a solid/liquid ratio 1/3. After leaching, H2O2 was used for arsenic and iron oxidation. pH was adjusted for precipitation of arsenic and iron as scorodite or as scorodite and arsenical jarosite. The precipitation was carried out at 95ºC during 3-6 h. Liquids after precipitation are suitable for subsequent treatments of electrolysis. INTRODUCTION The copper smelter dusts are usually recirculated totally or partially to the flash furnace. This practice increases the amount of impurities feeding the furnace. Some authors have developed processes for treatment of these materials for copper and zinc recovery and for arsenic, antimony and bismuth inertization. The processes for the treatment of copper smelter dusts can be pyrometallurgical (Yu, 1987; Carter, Vance, Aldridge, Zaw, & Khoe, 1994; Fu, Jiang &Wang, 2000), hydrometallurgical, or mixed processes (Yin et al, 1992; Mulale, Mwema, & Mashala, 1999; Gorai, Jana, & Khan, 2002). Hydrometallurgical processes have been extensively studied and, in some cases, applied to an industrial scale. The most important chemical reagent proposed for leaching the dusts has been sulfuric acid (Roman-Moguel, Plascencia, Pérez, & Garcia, 1995; Gabb, & Evans, 1997; Larouche, 2001; Morales, Cruells, Roca, & Bergó, 2010; Cáceres, Cruells, Morales, & Roca, 2012; Ecometales, 2013; Yang, Fu, Liu, Chen, & Zhang, 2017). Processes developed in alkaline media, and in some cases with the presence of sulfide, have also been carried out (Gabler, & Jones, 1988; Morales, Hevia, & Cifuentes, 2009; Alguacil, Garcia-Diaz, Lopez, Rodriguez, & Alonso, 2013), as well as by using a bioleaching process (Massinaie, Oliazadeh, & Seyed Bagheri, 2006; Bakhtiari, Atashi, Zivdar, Seyedbagheri, & Fazaelipoor, 2011).

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. Net Present Value Impact of Discount Rate The Discounted Cash Flow (DCF) method of valuations is universally used and accepted. The main criticism of the method is that it does not recognize the value of projects long life projects. This can be seen in the preceding graph where the present value of cash flows in later years are small for discount rates over about 10%. This graph covers a project that has a 25 year operating life. It is clear from the low height of the NPV bars at 10% and 15% in the last years of the project that an additional 25 years would add almost no value to total project NPV. As an example of this effect, an colleague undertook the evaluation of a pulp and paper project. The plant could be justified, but it was not possible to justify planting the trees as they took too long to grow and so had not appreciable NPV. The plant had to purchase wood to feed the plant.

This paper describes a series of small scale tests conducted to investigate the loading applied to a flat plate by the detonation of a cylindrical charge very close (between two and three charge radii from the center of the charge) to the structure. The testing used very small quantities of explosive (PETN): Two different series of tests were conducted. In the first test series, impulse loading on the target plate was investigated using three different sizes of charge. In the second series, pressure time profiles were determined. The charge size was 6 g or less. Impulse was found using high speed video of the target plate to determine its displacement as a function of time, from which initial plate velocity was obtained. Kolsky Bars, placed at the same distance from the charge as the target plate, were used to determine the free-field pressure time profile of the output of the charge at this distance. Two different types of target plates were used in the impulse study. One was just a plate while the other was a plate constrained with a steel frame.

"SkimAir®, Outotec’s Flash Flotation unit, is placed in the grinding circuit to float the valuable liberated mineral particles from the circulating load of the grinding process while still relatively coarse. Esperanza copper-gold deposit located near Sierra Gorda, Chile, hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. A series of laboratory and pilot flotation tests were conducted to find out the flotation performance of different ore types both with and without the Flash Flotation. This data was used in modeling and simulating to find the optimal flow sheet for the highest Au and Cu recoveries with required Cu concentrate grade. Simulations with the HSC Chemistry 6.1 software showed that with the SkimAir® and Flash Cleaning it is possible to achieve the required copper grade of 27% Cu with 5% higher recovery for gold and 2% higher recovery for copper compared to the circuit without the Flash Flotation. The pilot tests with simulations were the back up for the installation of four Outotec SkimAir® SK 2400 Flash Cells in the Esperanza circuit for the processing 95.000 tpd of copper-gold ore.INTRODUCTIONEsperanza copper-gold deposit is located near the town of Sierra Gorda, 2nd Administrative Region in Chile. Deposit hosts 535 Mtn ore grading 0.57 % copper, 0.27 g/t gold. The main copper minerals are chalcopyrite and bornite. Gold is carried by native gold and solid solution of copper.Antofagasta Minerals S.A. conducted a series of flotation studies at SGS Minerals Services. The studies included both laboratory and pilot scale work. In the pilot scale study the applicability of the Flash Flotation technology was studied with High-grade Andesite and High-grade Porphyry samples (SGS Mineral Services). The Flash Flotation technology gave significantly higher recovery for gold than the conventional flotation circuit. The recoveries for copper were slightly higher using the conventional flotation."

HOWARD H. PRESTON, professor of economics and business at the University of Washington, presented a paper before the North Pacific Section, A.I.M.E., on Jan. 23, on the "Economic Aspects of Gold and Silver." He carefully reviewed recent governmental actions that have affected those metals and gave an interpretation of their effects. A brief excerpt from his address; follows: Including the proclamation of March 6, 1933, the principal steps of the present Administration which have carried the United States off the gold standard and led up to the present program have been: (1) The Presidential proclamation of March 6 controlling gold. (2) The monetary sections of the Emergency Banking Act of March 9. (3) Mobilization of gold under Executive orders issued March 10 and April 5. (4) The gold embargo by Executive order, April 20. According to the U.S Department of Energy (DOE), mineral processing activities including comminution (size reduction) uses 4% of the world electrical energy consumption. Such numbers reinforce the need to invest in energy savings initiatives in order to produce more using less. ENERGY EFFICIENCY OPPORTUNITIES AND CHALLENGES IN MINING OPERATIONS In addition, DOE, in its Mining Industry Energy Bandwidth Study, has identified huge potential for energy savings for the coal, metals and mineral industries. Even knowing the overall causes of energy waste and some potential tools for remediation, mining companies may struggle to apply such tools and get the desired results due to the following reasons: ? Limited staff ? Lack of accurate economic and investment analysis to justify energy savings projects ? Lack of knowledge to identify low or no-cost savings opportunities ? Internal competition for resources According to the workforce and talent management experts, the Talent Strategy Advisors, the demand for mining engineers is expected to exceed supply by 30% by 2013. Mining personnel are likely to be burdened with increasing and varied workloads with limited training. This will result in the need for automated and simple tools to support energy efficiency activities. Mining engineers will simply not have the time and resources to create such tools, collect and analyze the data to make decisions, and track results.
