I. INTRODUCTION. WHEN so much has been written upon a subject on which so little definite information is available as upon this, some reason must needs be assigned for adding to the volume of literature. A sufficient reason is found in the probable great future importance of China as a producer of mineral wealth. The present undeveloped state of mining in the Empire is due to many causes, among which the most important are the relatively simple needs of the population, the lack of transportation-facilities, the inelastic regulations governing the industry, and the superstitious reluctance of the people to make excavations which might disturb the spirits of the earth and air, or of ancestors. Iron is the metal most in demand, yet the needs of the population, until recently, only made necessary a production of approximately 0.5 lb. of iron per capita per year. The present annual production of iron for domestic consumption, in the United States, is nearly 600 lb. per capita. The curious state of development of transportation in this interesting country has been a greater handicap upon the mining industry than upon any other. The point upon which it hinges is the absence of a road-system. Except for a few military roads, now almost impassable, there are no roads in China; that is to say, there is no land which is set aside as a right of way, belonging to the commonwealth. Throughout the agricultural districts, generally speaking, the entire area is in private ownership, and the lines of travel are between fields. In the second half of the nineteenth century, bimetallism progressively replaced by gold standard. After World War I and 1931-33 depression, gold mainly reserved for official international transactions and internal use restricted. Changes since 1971 have shrunk official international use of gold. International payments deficits and surpluses now financed by private and official credit, rarely by gold. Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

Wildcat strikes in the Appalachian coal fields, primarily in West Virginia, have resulted in an estimated 4.5 million ton loss in coal production during July and through the first week in August. Since then, the strike intensified further, and on August 9, nearly all of West Virginia's 60,000 miners were off the job with another 10,000 miners on strike in eastern Kentucky. The Bureau of Mines estimates that West Virginia's coal output is currently (8/9) eight million tons below last year when the state produced 108 million tons. West Virginia, the Nation's second largest coal producer of coal behind Kentucky, has not failed to mine over 100 million tons a year since 1938. At the end of the second week in August, nearly all coal miners in West Virginia remained out. The strike is a protest against a cutback in union health and retirement benefits. An announcement June 23 about the United Mine Worker's health and retirement fund precipitated the strike, Fund directors said that because of inflation and production losses caused by earlier wildcat strikes and the severe winter, miners would have to pay the first $250 of hospital costs and 40 percent of doctor bills, up to $500 a year. Previously, the funds paid all hospital and doctor bills. According to the West Virginia Coal Association each day of the strike in West Virginia results in a loss of coal production of 500,000 tons, a loss of $3.8 million in miners wages and $1 million in contributions to the UMWA's health and retirement fund.

Mine exploitation is a broad subject whose focus is the technical skills or efforts needed for the extraction of mineral from a known ore body. Mine exploitation can be considered the very core of the mining engineering discipline. It begins at the conclusion of the exploration and development stages of mining and ends when the ore body is exhausted and the mine (or mines)closes and is reclaimed. Section 8 on mine exploitation is comprised of seven chapters: (1) classification of mining methods, (2) mine surveying and mapping, 3) systems engineering, (4) computer methods, (5) labor relations and training, (6) management and administration, and (7) mine closure, sealing, and abandonment. Each chapter focuses its efforts towards providing detailed and useful information for the engineer on basic mine exploitation principles. The information can be applied to a broad range of mining problems without regard to mineral type or mining method.

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

The most common approach used in the mining industry for mineral resources modeling is to estimate the grades using ordinary kriging and report the recoverable resources based on this deterministic estimated model. Mineral resources calculated with kriging are a smooth representation of the actual distribution of grades and do not provide an assessment of uncertainty. Unlike kriging, simulation reproduces the variability of the grades in the mineral deposit and provides an assessment of uncertainty. Reporting mineral resources directly on high-resolution simulation results would assume perfect knowledge of the grade at the time of mining and selectivity at the scale of the data. There will always be uncertainty left at the time of mining, so assuming perfect knowledge of the grade in the future is incorrect. There are two concerns when geostatistical simulation is used for resources modeling: the information and the mining selectivity effects. A new framework for resource estimation is proposed with two separate modules to address those concerns. The information effect is accounted for by anticipating the additional production data that will be available at the time mining to guide the destination for the mined material. The mining selectivity effect is addressed by mimicking the grade control procedure to get mineable dig limits at a chosen selectivity, represented by a minimum mineable unit size. In addition to a prediction of recoverable resources that will be closer to the material mined in the future, the framework proposed provides an assessment of local and global uncertainty for risk management.

Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

Talc is a hydrous magnesium silicate having the chemical formula H2Mg3 (SiO8 ) 4 ; it is often called steatite, soapstone or potstorie, and by the trade names talc clay, agalite, asbestine, and verdolite. The term talc may be used to include all forms of the pure mineral, whereas steatite denotes particularly the massive, compact variety, and soapstone the impure, massive form that often contains only 50 per cent of talc. Merrill 1 says: The name soapstone is given to dark-gray and greenish talcose rocks, which are soft enough to be readily cut with a knife, and which have a pronounced soapy or greasy feeling; hence the name. Such rocks are commonly stated in textbooks to be compact forms .of steatite, or talc, but as the writer has elsewhere pointed out, and as shown by the analyses here given, few of them are even approximately pure forms of this mineral, but all contain varying proportions of chlorite, mica, and tremolite, together with perhaps unaltered residuals of pyroxene, granules of iron ore, iron pyrites, quartz, and, in seams and veins, calcite and magnesian carbonates. When pure, talc is soft, having a hardness of 1, but when impure or when it grades into its varieties, the hardness increases to 3 or 4. Talc ranges in color from pure white and silvery white through gray, green, apple green, gray green to dark green, nlso yellow, brown, or reddish when impure. It is rarely, if ever, found in wellformed crystals, but often occurs in foliated plates or in fibrous aggregates. It is commonly compact or massive or in fine granular aggregates. Several analyses of talc from different regions ·are given in Table 1. Talc has several varieties, the most important of which is Rensselaerite. This variety, found in a small area near Gouverneur, St. La.wrence County, N. Y., is a hard, fibrous, -waxlike mineral having the same chemical composition as talc, but lacking its softness and its peculiar greasy feel. Its hardness and its peculiar fibrous form, even when ground, have made its grinding and separation a separate problem. In addition to the varieties of talc and soapstone, the mineral pyrophyllite or agalmatolite, a hydrous silicate of alumina, with the formula H2Al2 (Si08 ), is also mined and sold as talc. It resembles talc in color, feel, luster, and structure, and may be successfully substituted for true talc for most uses. In this paper it will be considered as one of the commercial forms of talc.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

On November 9, the Reynolds Metals Company cut production by 12 at its primary aluminum smelters at Troutdale, Oreg., and Longview, Wash., as a result of an earlier 25% power cutback by the Bonneville Power Administration due to lower than normal stream flow in September, the Aluminum Company of America had closed one potline at its Vancouver smelter because of the power cutback. Nearly 700 union workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., walked off the job when their contract expired or, November 15, after rejecting a proposed 3-year contract. The smelter has an annual capacity of 180,000 tons mid accounts for 50% of Anaconda's aluminum production. No talks are scheduled.

This glossary is publi~hed- by the Bureau of Mines as a contribution' to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining, quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; an<lgeological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for' each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted. In a compilation of this magnitude, it is difficult, within a reasonable time to verify all definitions as to the latest usage. Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. The output or oil and gas rrom the producing fields in the United States is rapidly deelining. Coincident with this decline is a steadily increasing demand ror petroleum and its products, but at present there are no commercial substitutes ror gasoline and lubricating oil. Undoubtedly, many new fields will be discovered in this country during the next rew years. Indeed, there may be periods or temporary flush production that ror a rew months or a year or perhaps two years will afford a surplus. Such peaks are temporary and should not be given too much weight in considering the relation between petroleum supply and our national lire. In considering this problem we must regard a long period or time, and, ir we do that we shall see that domestic production will be unable to keep pace with consumption. Hence, the public good demands t~at the highest efficiency obtainable be practiced in the production or oil. To accomplish this end, the operator or to-day should so organize his rorces ror development and production that he recovers every barrel or oil that can be recovered at a profit. This necessarily involves the use or eeonomical and scientific methods or development a:nd production and the elimination or waste. The Bureau or Mines has ror years urged the conservation or petroleum and its products, and has pointed out that -such conservation should start before the oil is brought to the surface rather than arter it is in storage tanks. Losses or petroleum underground have undoubtedly been rar greater than losses in storage, in transportation, and in refining. The quantity lost usually is indeterminate, and hence difficult to express in terms or money, but by remembering that entire oil fields have been ruined by invadIng waters some idea may be gained or the importance or underground waste. The petroleum engineer is coming to be recognized as an extremely important aid in the intelligent development or oil fields. In this paper an effort is made to outline ror the engineer and producer a field or work whereby science and engineering not only can but have been applied practically. The mining engineer has been the direct- ing hand in the development of mines, and it is being recognized more and more that the petroleum engineer has a similar function in developing oil properties. Thispaper aims to show the general method of procedure in studying underground conditions in producing oil fields and how such study may not only correct but even prevent great unnecessary losses. Such work provides the company with maximum insurance for the field against loss and is accompliphed at minimum cost and minimum risk. Throughout the paper reference is made to oil wells and oil fields, but to a certain degree many of the suggestions relating to oil wells are applicable in the care and protection of gas wells and in solving gas problems.

The Bureau of Mines&apos; Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. As a producer of gold and platinum, Colombia is most emphatically an important country. Last year it produced 656,000 oz. of gold-twice as much as any other country in South America, in fact accounting for a third of the production of that continent. In platinum, world data for 1941 are not available, but in 1939 Colombia exported 39,000 oz., apparently ranking fourth among the world&apos;s producing countries, being exceeded only by Canada, Russia, and the Union of South Africa. Colombia was always a mining country. Centuries before the Conquest, Indians mined gold, copper, silver, salt, and emeralds. The Spaniards simply intensified mining. The Bank of the Republic states that from 1493 to 1940 52,177,427 oz. of gold was produced by Colombia, and official Chocó statistics show that about $60,000,000 worth of platinum was mined between 1908 and 1941. These figures are impressive indeed considering that only rich pockets and surface showings were mined by the ancients.

IN 1933, the monetary metals were produced in a ratio of 6.7 oz. of silver to 1 oz. of gold, the lowest relatively for silver since the period from 1851 to 1865. At the beginning of that period, the virgin placers of California -and Australia began producing almost simultaneously; in consequence, there was an abrupt fall in the high silver side of the ratio that had prevailed through the centuries after America was discovered. The output from the Comstock and other silver-bearing lodes, located a decade after this influx of new gold began, soon restored the production ratio to its former proportion, that is, a relatively large weight of silver compared to gold.

Real economic growth for the year will most likely exceed the Administration&apos;s estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

The Black Hills Mineral Atlas briefly summarizes all important data available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold; First, from available data the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.
