In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

Utilizing the technology developed for oil well stimulation by hydrofracing, a disposal system which permanently fixes the waste has been proven. Large quantities of radioactive waste can be processed by a single well system making this method an attractive method for permanent radioactive waste disposal. The system depends on locating a relatively thick formation of impermeable, but easily fracturable rock such as a shale, creating a horizontal fracture, pumping the waste into the fracture in a form which will subsequently solidify and seal the fracture from the well system. The paper presents the theoretical considerations from creating and extending horizontal fractures and how these considerations were used in designing a waste disposal system which is now operating.

Stillwater Mining Company is developing a second underground palladium and platinum mine approximately 21 km (13 miles) west of their existing Nye operation in south central Montana. A 5650 meter (18,550-foot) tunnel is required to gain access to the ore bearing horizon (J-M Reef). Access and primary mine development can be accelerated through the use of two 4.6 meter (15-foot) diameter tunnel boring machines (TBM). One TBM was purchased new while the other was purchased used. Machine specifications, site support facilities, portal/launch chamber construction, TBM assembly, startup and operation are discussed in this paper.

The 2,250-MW, coal-fired Navajo Generating Station located in Page, AZ draws water from Lake Powell using submersible pumps installed in five inclined shafts. Drought threatens to lower the reservoir to below the existing intakes. A system of new steel-lined intake shafts located on the same site was required for uninterrupted plant operation. The small size of the site, and the need to keep the existing system in operation, required detailed designs and placed significant limitations on construction equipment and activities. The Navajo Sandstone that forms the near vertical shoreline of the reservoir is 98 percent very fine grained quartz, highly abrasive and contains highly fractured intervals that presented numerous challenges to drilling the new 152-m (500-ft) deep, 109-cm (43-in.) diameter intake shafts inclined 23° to 26° from vertical. Spatial constraints, submersible pump design and operational criteria required that each shaft have a unique inclination and orientation and hit a small breakout target located 76 m (250 ft) under water. Sophisticated drilling equipment and techniques as well as state of the practice downhole survey technology and methods were used to make adjustments and maintain drilling accuracy with less than 1 percent deviation. Environmental requirements mandated water as the drilling fluid and grout was not allowed in to the lake under any circumstances. The shafts were videotaped and the breakout locations were examined using an underwater remotely operated vehicle (ROV) to verify shaft locations and rock conditions, and to guide placement of pneumatic packers to ensure grout did not transmit to the lake during the steel liner installation. In anticipation of the invasion of quagga mussels, the shaft design included an allowance for a chemical dosing system and a copper-rich alloy at the exposed portions of the steel liner.

The cost savings from their optimization efforts, with little capital investment, have been “enough to cover the annual salaries of our metallurgy department and then some,” Kippers said.Considering the environmentDavid Lemieux, of Dundee Sustainable Technologies (DST), talked next on “Cyanidefree process for gold extraction,” presenting the results obtained from a demonstration campaign of the company’s novel chlorination process for gold extraction and associated arsenic stabilization process. Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

INTRODUCTION Laboratory testing for magnetic concentration circuit design is a requirement, just as it is for most other types of concentration. Natural variations in raw materials allow on1 y the broadest of generalities to be made regarding magnetic separation. Further, magnetic fields are geometry dependent, leaving fundamental models of a separator overly dependent upon the exact conditions for which the models were derived. Despite this, an understanding of the basics of magnetic separation and of the problem to be attacked can result in rapid progress towards the final circuit design with a relatively simple testing program. Magnetic Separation Basic Principles A magnetic field can readily be understood in terms of lines of flux. A familiar demonstration of these lines of flux is the pattern of iron filings on a sheet of paper when a magnet is placed underneath. Lines of flux2 are measured in Gauss (1 line/cm2) or Tesla (10000 gauss). Regions of high field strength have a greater number of lines. Field direction is indicated by a convergence of lines. When a particle is placed in a magnetic field it cuts the lines of flux and alters them in one of three basic patterns. These patterns are referred to as diamagnetic, paramagnetic and ferromagnetic. Diamagnetic materials have electronic structures which react to oppose an applied magnetic field. This opposition acts to locally reduce the applied field slightly. The visualization is that lines of flux diverge and go around the particle. Because of this divergence or opposition, a diamagnetic particle will tend to move towards regions of lower flux density. That is to say that the particle will be repelled by a magnetic field. Aluminum oxide and napthalene are examples of diamagnetic materials. Paramagnetic materials have an electronic structure which increases an applied magnetic field. Although these materials also exhibit diamagnetism, they have randomly oriented impaired electrons which align with the magnetic field. This paper describes development of a cost report that is descriptive, logically oriented, and concise. Since the costs involved relate to mining, this reporting technique could help bridge any possible communications gap between "mining men" and computer personnel, at the same time giving the computer-oriented mining individual information to assist him in his job performance. As computers become entrenched in the mining world, meaningful report assimilation becomes a major task. No one should be more capable of defining required results than the man requesting a report. If he is able to clearly state his needs and has researched his problem, it will be reflected in the computer output. During 1970, The Anaconda Company's Berkeley Pit Operation, at Butte, Montana, received many different computer-generated equipment cost reports. Up to thirty-six different components for each type (class) of pit equipment contributed cost data to the Berkeley Pit cost system files for both operating and repairs during current month, year-to-date and accumulation-to-date time periods. This reporting approach was taken to facilitate analyzing this voluminous data. SUMMARY A Major Component Cost Analysis (Exhibits 6-A thru 6-C) developed by arranging the top ten operating and repair percentages (component cost divided by total cost) in descending order, and then accumulating these percentages to a possible one-hundred percent. "Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

Numerous underground coal mine ventilation seals have been installed in the United States of America prior to 2006 and after implementation of the Mine Improvement and New Emergency Response (MINER) Act. Seal engineering, design, placement, and construction is regulated in industry, but post-construction monitoring of seals is limited to visual inspection of the outby face and seal perimeter, convergence measurement, and atmospheric monitoring. To monitor seal integrity and to provide safe working conditions, a form of non-destructive testing (NDT) is necessary to accurately reflect the health of the seal by detecting post-construction changes, deterioration, or defects within in-situ seals in underground coal mines. Previous research from the National Institute of Safety and Health (NIOSH) has indicated the potential for utilizing ground penetrating radar (GPR) for assessing in-situ mine seals. This paper provides an update to the assessment of proposed NDT methods for seal evaluation using commercially available GPR technologies and systems. Full-scale free-standing seals and large-scale seal specimens were analyzed with an array of GPR units from various manufactures using multiple frequencies.

Dry separation was the predominant method of coal cleaning in the United States from the 1930s to 1980s. The application peak of dry separators for cleaning raw coal was in 1965, when about 23.1 Mt of cleaned bituminous coal was produced. The main advantage of dry coal cleaning is the elimination RIWKH GHZDWHULQJ VWDJHV DQG VLJQL¿FDQWO\ UHGXFHG moisture in comparison to wet processing. In addition, developed dust control systems have made dry cleaning method an environmentally friendly process. The largest air-based coal cleaning plant was built in Pennsylvania in 1968 and could clean 1,272 t/h of raw coal sized smaller than 19 mm. This was followed by a decline in dry coal cleaning to less than 3.6 Mt in 1988. Functional Description Figure 1 is a typical flowsheet for a system for solid fuel addition to filter cake. Solid fuel, coal, coal breeze, or charcoal, is fed from a,stockpile to a surge hopper. The solid fuel is metered into a grinding mill. The fuel is dried and ground in a grinding mill. The on-size particles are removed from the mill by air sweeping. The ground solid fuel is separated from the air stream by a cyclone and stored in a surge hopper. The ground solid fuel is then pneumatically conveyed to a small hopper in the balling area. The fuel is proportioned into the filter cake just prior to mixing. An efficient mixer is very important to have a successful operation. The exact flowsheet would depend on a number of factors including what fuel is used, how the fuel is received, and the cnaracteristics of the fuel as received. Availability of floor space in the plant may also affect the flowsheet. For example, drying air may be supplied from the pellet furnace if the grinding mill can be located near the grate, or the pneumatic conveying system and a surge hopper may be eliminated by placing the grinding mill adjacent .to the mixing area. Also, for a multiple line plant, a ball mill rather than a roller mill may be more suitable.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

"In 2013, Coeur Mining had more than $55 million in general and administrative (G&A) costs and less than $100 million in cash flow. This year, its G&A costs stand at $30 million, down by more than 40 percent, its all-in sustaining costs have shrunk by more than 30 percent, and its cash flow is above $200 million. To realize this, the company aggressively reduced both its corporate overhead cost and operating cost and repaid more than $300 million in debt.The more robust balance sheet meant the precious-metals producer was well positioned to reap the rewards of an upsurge in commodity prices in the early part of 2016. Its stock price soared from $1.75 in January to $15.98 in August. Although the stock price has since dropped to around $9 due to a stronger dollar and a more hawkish Federal Reserve that recently raised U.S. interest rates, shifting the opportunity-cost argument away from buying gold and silver, Coeur remains attractive to analysts in light of its prudent spending and improved fundamentals.Focus on balanced portfolioCoeur is the largest primary silver producer and one of the largest gold-producing companies in the United States and one of the largest silver companies in the world. Sublevel stoping is the most popular and practiced mining method in underground hard rock mines. Proper planning and its execution is the key requirement for stope extraction using this method. The stope extraction has been a challenging task since decades. The major reason is the unavailability of free faces as compared to opencast bench blasting. The geological and geotechnical parameters change gradually even within the stope itself. So, the blast design parameters should be planned according to the scenario of the upcoming ring. The blast design parameters like burden, toe spacing, inclination of blastholes, diameter of blastholes, charge density of explosive, etc., play an immense role in the rock damage. For the proper breakage of rock, the movement of burden is the prime objective. To study this, an explicit dynamic based modeler of M/s Ansys was used. The burden values were varied from 20 to 65 times of blasthole diameter to assess the optimum burden value during the study. The models were simulated for the rock having uniaxial compressive strength as 35 MPa and 102 mm blasthole diameter. Three holes were simulated having depth around 14–14.5 m. Different blast design parameters and respective blast-induced ground vibration have also been measured at the experimental site. The core samples of the rock present at the experimental site have been used for the evaluation of geotechnical parameters. These geotechnical parameters were used in the simulation models. The volume of rock excavated along the free face has been calculated in each model by varying the burden. It has been found that the burden value can varies from 35 to 40 times blasthole diameter (3.6–4.1 m) to achieve a greater volume of rock along the free face for 102 mm blasthole diameter and rock of 35 MPa uniaxial compressive strength.

"With seven new applications for plans of work for exploration in the international Seabed Area approved by the Council during its twentieth session of the International Seabed Authority, 26 total approvals have been made by the Council up to date. Among them, three contracts were made with COMRA. On 8 August 2014, China Minmetals Corporation submitted another application to the Authority for approval of a plan of work for exploration for polymetallic nodules in the Area, which is also sponsored by the Government of the People’s Republic of China.China is one of the main contributors to the international seabed regime. The Presentation will describe China’s activities in the Area, such as exploration, technology development, environmental protection and policy making.JIAOLONG is a submersible with capacity of 7000 meters. JIAOLONG’s sea trials were carefully made in 4 years, from 2009 through 2012 and it successfully dove to a depth of 7062m in June 2012 at Mariana trench. A so called "Test Application Phase" started thereafter, and is planned to last for 3-4 years. Two cruises and 4 legs have already been made since then. A wide-range of findings were obtained during dives in South China Sea, and in COMRA’s Exploration Contract Areas for polymetallic nodules and cobalt-rich ferromanganese crusts. This presentation will reveal the colorful findings."

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

"A self-tramming remotely controlled mobile Dry Scrubber (DS) was developed by J. H. Fletcher and Co. under a contract with the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research (NIOSH OMSHR) to reduce exposure of miners to airborne dust. NIOSH OMSHR laboratory testing showed that the DS averaged greater than 95% dust removal efficiency with the disposable filters and averaged 88% and 90%, respectively, for the optional washable filters in their pre-washed and post-washed test conditions. Although the washable filters could be reused, washing them generated personal and downstream respirable dust concentrations of 1.2 and 8.3 mg/m3, respectively, for a 10-minute washing period. The DS’s velocity pressure regulated variable frequency drive (VFD) fan maintained a relatively consistent airflow near the targeted 1.43 and 4.25 m3/s (3000 and 9000 ft3/min) airflow rates during most of the laboratory dust testing until reaching its maximum 60 Hz fan motor frequency or horsepower rating at 2610 Pa (10.5 in. w.g.) of filter differential pressure and 3.97 m3/s (8420 ft3/min) of scrubber airflow quantity. Laboratory sound level measurements of the DS also showed that the outlet side of the scrubber was noisier and the loaded filters increased sound levels as compared to clean filters at the same airflow quantities. With loaded filters the scrubber reached a 90 dB(A) sound level at 2.83 m3/s (6000 ft3/min) of scrubber airflow, indicating that miners should not be overexposed in relation to MSHA’s permissible exposure level (PEL) of 90 dB(A) at or below this airflow quantity (1). The DS’s washable filters were not used during field testing because of their lower respirable dust removal efficiency and the airborne dust generated from filter washing. Field testing the DS with the disposable filters at two underground coal mine sections showed that it can clean a portion of the section return air and provide about a 50% dust reduction at the face area downstream of the continuous miner (CM) operation. INTRODUCTION Coal mine worker overexposure to coal and quartz dust continues to be a problem at underground coal mining operations in the U.S. The U.S. Mine Safety and Health Administration (MSHA) recently changed the standard for coal mine worker respirable dust exposure from 2.0 mg/m3 average during an eight-hour shift to 1.5 mg/m3 average over the actual working shift, effective as of August 1, 2016 (1). If more than 0.1 mg/m3 quartz mass is found in the coal mine worker dust sample, the applicable respirable dust standard is further reduced to the quotient of 10 divided by the percentage of the quartz in the sample (1). Over 90% of the mechanized mining units operating in U.S. underground coal mines are continuous mining machines (2). MSHA inspector dust samples from 2009 to 2012 showed that 3.7% of continuous miner operators exceeded the 2.0 mg/m3 dust standard, while 8.8% of these dust samples exceeded the new 1.5 mg/m3 dust standard and 9.7% of these samples exceeded the reduced quartz standard (3). Additionally, roof bolter dust samples at these mechanized mining units during this same period have exceeded the 2.0 mg/m3, 1.5 mg/m3, and reduced quartz levels at 1.1%, 3.7%, and 10.6%, respectively (3)."

The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today's optimum designs.

The perennial subject of comminution is deserving of a fresh approach if one can be found. This is attempted here by directing attention primarily to principles rather than to theories. While theories attempt to explain how a certain process acts, principles delineate the laws which the action-must follow. Comminution may be defined as the progressive separation of particulate matter. At the present time this is accomplished commercially by applying energy in the form of compressive and, shearing forces. Such forces strain and distort the particles they contact. When-the applied stress locally exceeds the breaking strength at the weakest flaw in the particle, a crack tip forms. The surrounding strain energy flows to the crack tip, which rapidly extends through the particle as a break. The minute changes in shape and the resulting energy flow cause the failure of other highly stressed flaws, with the consequent formation of a progeny (1) of new smaller particles out of its destroyed progenitor. The applied mechanical energy is transformed into strain energy as the particle is distorted, and then into heat when it fails. Only a tiny fraction of the order of 1/1000 of the applied energy necessary for breakage appears as new surface energy in the product particles. Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties.
