The 31st annual American Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Tucson Starr Pass Resort on Saturday, Dec. 7, 2013. Each year, one living inductee, two Medal of Merit recipients, honorees from mining?s past, an industry partnership award, as well as a special citation, are recognized by the MFSW for their respective contributions to the mining industry. James D. Toole, past president and chief executive officer of Southwest Energy LLC, will be the Hall of Fame inductee, guest of honor, and featured speaker at the awards banquet. Toole founded Southwest Energy LLC in 1973 and is credited with introducing innovative explosive technology, providing even greater value to its mining customers. Medals of Merit will be awarded to Joseph M. Keane, principal metallurgical engineer for SGS Metcon Research/KD Engineering, and Sean D. Dessureault, associate professor at the University of Arizona. Keane is recognized for his metallurgical expertise, especially in design development and pollution abatement. Dessureault is recognized for his advanced mining research, with more than 25 journal publications, and his entrepreneurship as the founder and chief executive officer of two mineral-related companies. To honor mining?s past, the hall of fame will induct Bartolomé de Medina for his invention of the patio process for recovering silver; Ben Williams for his management of the Copper Queen Mine in Bisbee, AZ; Charles E. Mills for his contributions at Morenci and Inspiration Copper and founding Apache Powder Co. and The Valley National Bank; John S. Finlay and Edwin B. Royle for their invention of the mucking machine; and Louis Caryl Graton for his ore deposits research and teaching economic geology at Harvard University.

The liberation of intimately disseminated impurities from the coal matrix often demands that the material be ground to a high degree of fineness. Similarly, some technologies for coal utilization require superfine particles (i.e., sizes less than ten microns). This implies additional costs for coal preparation plants due to the high energy and media costs associated with fine grinding operations. Besides, there are problems such as sever product contaminations due to media wear and impairment of the quality of coal. Hence, proper choice of grinding media type is important from the viewpoints of cost reduction and product quality.

The 500-kt/a (550,000-stpy) refinery in Burnside, LA, owned by Almatis Inc. produced specialty alumina used in the abrasives, ceramics, chemical and refractory industries. The 1.2-Mt/a (1.32 million-stpy) refinery in Gramercy, LA, owned by Noranda Alumina LLC produced alumina mostly for use in aluminum smelters but also produced specialty alumina. An upgrade project at the Gramercy refinery to convert 200 kt/a (220,000 stpy) of capacity to produce more profitable specialty alumina was completed in the first half of 2018, and another project to increase capacity was started but a completion schedule was not available. The amount of new capacity was not disclosed, but it would be used to produce nonmetallurgical grade alumina. The 2.3-Mt/a (2.5 million-stpy) refinery in Point Comfort, TX, which was temporarily shut down in March 2016, remained closed throughout the year."

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. "The New Face of Mining is a recognition of the central role of human beings in mining and the underappreciated power they can have in generating breakthroughs in business performance and shareholder value. The key is people creating, aligning on, and subsequently enacting the future of mining. A methodology that is effective creates a corporate environment for alignment to be possible and then transforms operations by embedding the necessary behaviors, processes and practices. The people within the organization then are empowered to find and to implement solutions quickly, as measured business results demonstrate in case histories of diverse mining challenges around the globe and over the decades.Urgent case for actionThe physics of mining does not change fundamentally over time, but the context in which it operates changes rapidly, periodically requiring a new face of mining. “The New Face of Mining,” which has been used as a metaphor for the campus-wide mineral resources research organization at the University of Arizona, has many facets, including societal, generational, technological, financial and environmental, but at the center, always, is humanity. The New Face of Mining is not necessarily about age, it is about people first imagining and then creating a new future for mining. The challenges facing the global industry evolve from year to year and differ in individual companies or mines at any one time.Quantified outcomes from case studies indicate that a methodology, now also offered annually in a four-day, open-enrollment leadership program tailored to the mining industry, is effective at generating breakthrough results in the mining business. Such challenges range from those with important technical components to others that are mostly social challenges. Our focus, however, is the centrality of people in aligning on and enacting the future of mining. We use the phrase New Face of Mining for leadership and ways to empower people in organizations that commonly are overlooked in the mining industry. Some of the material in this article is based on the ideas of Werner Erhard and on the book by Steve Zaffron and Dave Logan (2009), The Three Laws of Performance: Rewriting the Future of Your Organization and Your Life.At Davos, Switzerland in January 1992, nine visionary mining chief executive officers (CEO) gathered to create the Global Mining Initiative. Much has changed in the 26 years since that meeting:• The world GDP has increased from US$25.4 trillion to $75.8 trillion.• The annual number of U.S. patent applications increased from 186,000 to 629,000.• The number of websites has increased from 100 to 1 billion.• The number of academic references to artificial intelligence has climbed from more than 16,000 to more than 1 million.• The number of cell phone subscribers grew from 11 million in the United States to four billion globally."

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

Many of the economic resources of Egypt have been recognized and exploited for thousands of years (e.g. gold and copper). Most of these minerals, particularly those from hard-rock sited deposits, are found in complex form along with other components while those present in sedimentary sequences are largely in simple compounds or as native elements. Recognition of their characteristic settings (structure, basin development, environment of formation etc.) is the main clue in predicting and locating their presence. The main economic minerals exploited in Egypt today come from sedimentary sequences and include sodium and potassium chlorides, gypsum, sulfur, and sedimentary iron ores. Large amounts of low grade sedimentary phosphates are known but are not of economic value at today's prices. Recent intensive investigation in the north-eastern Sinai (EI Arish) and along the southern coasts of the Gulf of Suez has revealed new and extensive sulfur and chloride deposits, and considerable oil and gas are now being exploited from closely related sediments. Tin is the only mineral that is produced from hard-rock sources, and gold and copper deposits are present but not of high enough grade to be economically viable. However, a significant part of Egypt has not yet been studied in enough detail to close the door on future discoveries. Another point of considerable geological interest is the presence of diverse, modern evaporitic settings, from which we may draw the analogs for many of the older gypsum, anhydrite, chloride and sulfur de-posits. In fact these analogs are so well displayed that both the Sinai and Gulf of Suez-Red Sea evaporites (Middle and Upper Miocene) can be readily compared with these modern deposits.

Despite a global slowdown in most mining sectors, Caterpillar, the world?s largest mining equipment maker continues to forge ahead with new, and improved offerings to the global mining industry. On Nov. 10, as part of its Loading and Hauling Mining Focus Session at its Tinaja Hills proving grounds south of Tucson, AZ, Caterpillar unveiled to customers and media its two latest mining products, the 994K wheel loader and 6020B hydraulic shovel. The Caterpillar 994K wheel loader builds on a nearly 25-year history of the 994 model but with one noticeable difference ? the 994K is bigger ? much bigger. Weighing in at 239,142 kg (527,218 lb) the 994 K is up to 20 percent larger and comes with up to 30 percent increase in payload capacity. This behemoth of a machine is currently being tested at Caterpillar?s Tucson Proving Grounds, Anglo Gold Ashanti?s Cripple Creek and Victor gold mine in Colorado and Taseko?s Gibraltor copper and molybdenum mine in British Columbia, Canada.

A short review of the current practice and recent developments is followed by a description of a newly developed approach for the solution of the optimum ultimate pit limit problem. The new approach utilizes the network modeling of the problem for solution by maximum flow algorithm. The latest developments in the implementation of maximum flow algorithm present significant time and memory savings as compared to initial development due to Ford and Fulkerson. Results of a series of computational tests are presented to demonstrate how this approach performs as compared to the well-known Lerchs Grossman algorithm. It is also shown that the solution by the new method will automatically include several optimal solutions based on predetermined number of benches to be included in the analysis.

Unmanned mining technology in underground mines offers high efficiency, safety, and low cost. However, ground operators face challenges in accurately perceiving the underground environment through videos. This paper presents an augmented reality (AR) platform developed to enhance the unmanned mining process. The platform uses cameras and 5G technology to transmit high-fidelity video streams to the ground, where key targets are identified and virtual models are registered in the video to enhance the real scene. Tests in the Xinli stope of the Sanshandao gold mine showed the platform’s effectiveness in improving ground operators’ perception and production efficiency.

Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

Elevated total dissolved solids (TDS) content in waters downstream from surface coal mines in Central Appalachia is an increasing concern, as unnaturally high TDS and/or associated specific conductivity (SC) may contribute to deteriorated stream ecosystem health. The aim of this preliminary study was to explore the efficacy of accelerated leaching as a means of minimizing long-term TDS/SC generation by problematic overburden materials. Five spoil samples were collected and leached using simulated rainwater solutions under ambient and acidified pH conditions. SC and pH were monitored during each leach cycle, and ICP-MS was used to determine how leaching conditions affected release of specific ions. This paper highlights the results of both jar and column leaching tests. Among the most significant findings was that, for certain spoil materials, SC in leach column effluent was effectively reduced when spoil was leached first with acidic rainwater followed by ambient rainwater (vs. ambient rainwater leaching alone). This suggests that accelerated leaching might aid in long-term stabilization of some materials.

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.

Injuries due to work-related musculoskeletal disorders (WMSDs) are not uncommon in heavy industry like mining. Researchers acknowledged that occupational exposure to ergonomic risk factors is the chief causative factor in the development ofWMSDs. The aim of this study was to perform an ergonomic assessment of musculoskeletal disorders among surface mine workers in India. Standardized Nordic Questionnaire was used to collect subjective response from 500 workers. A stratified random sampling method according to surface mining work activity type was used to obtain the sample. Data was collected by means of a structured questionnaire, and the Statistical Package for Social Sciences (SPSS) was used to analyze data using descriptive and inferential statistical methods. A response rate of 85% was obtained out of 500 targeted groups. TheWMSDs prevalence for the 12-month period was estimated to be 44.23%. The mean and standard deviation of workers’ age were 41.31and 8.927, respectively. The study has shown that the operators of dumpers, dozers, and graders along with electricians were found to be the most susceptible to developWMSD problems. Among the most affected body parts, back disorder reported the highest. Further, it was found that working with static posture over the longer duration has a significant association with the lower back disorder (with p = 0.020) and bouncing and jarring has also significantly associated with the lower back disorder (with p = 0.023). Similarly, a significant association was found between repetitive work and neck pain (with p = 0.016). The study depicted a significant association between ergonomic hazards and WMSDs, like working with prolonged static posture, bouncing and jarring, and repetitive work.

In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build these mills owing to what is perceived as an excessively large design risk. This risk results from the fact that traditional predictions for mill-scale-up to large diameters are not always accurate. It is apparent that alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses, i.e., grinding kinetics, material transport, and classification, are capable of predicting the performance of small- and intermediate diameter mills (up to 4.3 m (14 ft)) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline" large ball mill (4.7x5.5 m) at Asarco's Sacaton operation, a ball mill (5.0x5.8 m) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5x6.1 m), at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm diameter batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equation is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.

Subsidence from underground coal mining alters surface water discharge and availability. The magnitude and areal extent of these impacts are dependent on many factors, including the amount of subsidence, topography, geology, climate, surface water - ground water interactions, and fractures in the overburden. These alterations may have positive and/or negative impacts. One of the most significant surface water impacts occurred in July 1957 near West Pittston, Pennsylvania. Subsidence in the Knox Mine under the Coxton Yards of the Lehigh Valley Railroad allowed pan of the discharge in the Susquehanna River to flow into the mine and create a crater 200 feet in diameter and 300 feet deep. Fourteen railroad gondola cars fell into the hole which was eventually filled with rock, sand, and gravel. Other surface water impacts from subsidence may include the loss of water to the ground water system, the gaining of water from the ground water system, the creation of flooded subsidence troughs, the increasing of impoundment storage capacity, the relocation of water sources (springs), and the alteration of surface drainage patterns.

Since the late 19405, St. Joe has operated rubber-tired, trackless mining equipment underground in its Southeast Missouri Lead Belt operations. At first, the trackless equipment was operated in conjunction with rail haulage equipment in the room-and-pillar operations, but was to later replace rail haulage completely. The first pieces of equipment to travel on pneumatic rubber tires were short-haul shuttle cars of 12-ton capacity hauling rock from the heading to the mainline railroad. Early-model drill jumbos were the next pieces of production equipment to be carried on rubber, along with mobile slusher ramps. Mobile diesel equipment, in the form of conventional rear-dump trucks, made its appearance underground in the early 1950s, introducing the era of relatively high-speed mobile equipment as compared to the electrically powered shuttle cars. Haulage distances for rubber-tired vehicles were no longer dictated by trolley lines and trailing cables and tires were subjected to increasingly severe applications. St. Joe's first completely trackless mine, the Hayden Creek Mine, was opened in 1952, employing rubber-tired drill jumbos, electric shuttle cars, and for the first time, an articulated diesel truck consisting of the tractor unit of a conventional earthmoving scraper and a rear-dump rock wagon. Those machines rolled on the first true earthmover tires to be used underground by St. Joe. The articulated truck concept proved to be very successful, and constitutes an In- creasing portion of the underground haulage today.

"In response to the severe drought on the Colorado River basin and in order to preserve existing water capacity to the Las Vegas Valley, the Southern Nevada Water Authority contracted a new deep-water intake (Intake No. 3) located in Lake Mead. The current project (Contract No. 070F-01-C1) includes 5 km (3 miles) of tunnel with very difficult geological conditions and a 200- m (650-ft) deep shaft and marine works. This paper will present the current status of the design-build contract being constructed by Vegas Tunnel Constructors and the challenges and problems faced and the innovative solutions developed to handle the difficult conditions encountered during tunneling with up to 15 bars of pressure.ProjectbackgroundThe Las Vegas Valley receives the majority of its water from Lake Mead, which is located approximately 30 km (20 miles) east of the Las Vegas, NV metropolitan area. Due to the severe drought that has hit the southwest region of the United States, the water level in Lake Mead has receded from its high water level of 372 m (1,221 ft) above mean sea level (amsl) to a low of 330 m (1,076 ft) amsl in June 2015. Should the lake level continue to fall, at elevation 320 m (1,050 ft) amsl, the current water intakes will not be able to draw enough water to meet the needs of the local area. The risk of losing water capacity has prompted the construction of a new deeper intake. Not only is the new Intake No. 3 situated at a lower elevation in the lake at 262 m (860 ft) amsl, the new Intake No. 3 is also located to draw better quality (Fig. 1).Project challengesThe project has had several difficult challenges to overcome:• The work consisted of a 1.2 kt (1,300 st) structure constructed on a barge and lowered 100 m (330 ft) into Lake Mead anchored with 9,200 m3 (12,200 cu yd) of tremie concrete.• The drill-and-blast starter tunnel was impacted by three inflow events, resulting in a one-year project delay.• One of the main challenges was selecting the tunnel boring machine (TBM) and excavating the tunnel with expected hydraulic head pressure of as much as 17 bar (16 bar was the highest pressure recorded during the drive), crossing faulted areas, low rock cover and the risk of tunnel instability due to direct connection with the lake.• Extensive pre-excavation grouting with a constant head pressure ranging from 12 bar to 15 bar.• Structural repair of the cutterhead in difficult hydrogeological conditions [water inflow of approx. 800 m3/hr (4,000 gpm)].• Complete repair of the cascade sealing system for the main bearing and two replacements of the pinion bearings.• The TBM approach to the intake structure."
