At present, over 85% of the world’s rare earth oxides are produced from the bastnäsite ores, found mainly in China. Meanwhile, the ion adsorption ores are the most important sources for heavy rare earth production. As the demand for rare earth materials in the world increases, other forms of rare earth deposits will become new potential resources of rare earth production in the future. In this paper, flotation performance of a steenstrupine ore from the Kvanefjeld deposit for rare earth recovery was studied through laboratory bench testwork. The effects of various factors including grinding size and collector dosage on recovery and selectivity of the selected rare earth elements, La, Ce and Y, were investigated. A rare earth concentrate with the grades of La 2.8 wt%, Ce 5.1 wt% and Y 1.0 wt% at recoveries of 80.5% La, 79.8% Ce and 55.3% Y was obtained in optimum conditions. In 2001 Platinum overtook gold in foreign revenue earnings for South Africa. The export sales from platinum group metals amounted to R29.3 billion as opposed to gold export sales of R28.6billion1. Organizations must undertake new ventures to replace old, worn-out and obsolete assets with new ones. These assets could be a building, a new product or process, a new mine, or anything that can help the organization to achieve its objective. These ventures are projects by their nature. When a project is pronounced a success, the judgement is usually based on some factual evidence, although not every one uses the same data. From the literature, it is obvious that there is a lack of consensus and objectivity as to what constitutes a successful project. The purpose of this paper is to address the following questions: ?What constitutes a successful project? ? How does one measure project success? ?How can one work toward project success? This paper addresses the requirements for project success of three of the primary stakeholders of a project, namely the business or client, the employees as far as the project team is concerned, and the local community. Indicators are developed into a work breakdown structure (WBS)-like chart to demonstrate success indicators. These indices take cognisance of all the constituents required for project success. The indicators are further developed to take cognisance of the requirements of the local communities. These indices are then weighted to arrive at a total score for the respective stakeholders. Using these WBS models, the success and performance of a project can be evaluated. This score is considered an objective measure of project success. Projects are evaluated more consistently across different projects and the project manager is provided with a management tool that can assist him/her in ensuring greater project success. The shortcoming of this approach is that the weights of the different indices have been estimated at this stage. Research will have to be conducted to more accurately reflect the weights assigned to the indices.

Deposits of copper-porphyry type occupy a leading position in the mineral resource base of the world copper industry. They are characterized by large and gigantic scales, often complex composition, their development is carried out in an open way. The raw material base of the Russian copper industry is mainly sulfide copper-Nickel and copper-pyrite ores. Exploration of copper-porphyry deposits and the creation of long-term large mining facilities on their basis is one of the most promising and priority tasks for the Russian industry. This task is especially acute for the copper enterprises of the Urals in connection with the depletion of copper - pyrite ore reserves. In recent years, Russia has carried out a large complex of studies on the composition and technology of processing of copper-porphyry ores of different subtypes. In this work the complex poor copper-molybdenum-gold ore of one of the deposits is investigated. The chemical and mineral composition of the ore containing 0.49% copper, 0.020% molybdenum, 0.39 g/t gold, 5.85 g/t silver was determined. The forms of finding metals and their distribution by size classes are established. The dependence of extraction of metals into concentrates of collective-selective flotation on the size of ore grinding, pH of the medium, reagent consumption is shown. Under optimal flotation conditions, copper concentrate with 18.6% copper content and 92.32% extraction and molybdenum concentrate with 21.5% molybdenum content and 73.4% extraction were obtained. With a high concentration of molybdenum in selective flotation products, it is possible to conclude about the expected molybdenum concentrate with a content of 45% and a recovery of 70%. In a pulp environment, the surface properties of magnesite and dolomite tend to be similar, due to the re-adsorption of dissolved calcium species, which makes the flotation separation difficult. In this paper, the chelating reagent EDTA is introduced to eliminate the adverse influence of the calcium species and to restore the selectivity of magnesite-dolomite separation using sodium hexametaphosphate (SHMP) as a depressant. Flotation experiments confirm that the recovery of magnesite improves significantly in the presence of EDTA. Zeta potential experiments confirm that the negatively charged EDTA4+ and HEDTA3+ species can form soluble and stable chelates with positively charged Ca2+ and Ca(OH)+ species preventing their adsorption on the magnesite surface. Adsorption measurements prove the addition of EDTA can decrease the adsorption of depressant SHMP on the magnesite surface. X-ray photoelectron spectroscopy (XPS) measurements further confirm the transformation from the surface of magnesite to dolomite in the presence of calcium ions, and the possible adsorption mechanism of EDTA and SHMP on the magnesite and dolomite surface. Professor G.T. van Rooyen has guided the Department of Materials Science and Metallurgical Engineering at the University of Pretoria in South Africa for the past 32 years. During this period, 54 masters' degrees have been awarded in the Department, and 17 doctorandi promoted. He has also made a major contribution to industry by his incisive analysis, relevant and practical synthesis, and his exceptional talent in innovative design. He is still active in fracture analysis, thermal fatigue, weld simulation transformation kinetics, and fracture mechanics, and continues to contribute to a better understanding of metallurgical problems encountered in practice. He has advised many companies, and has received many honours and recognitions.

Synopsis This is a summary of investigations in the field of pressure leaching carried out at the Institute for Extractive Metallurgy of the Technical University of Berlin-West during the last seven years. The efficient dispersion of gas in a liquid and its dissolutions as well as the events at the phase boundary when leaching ZnS are reported. At the end two examples are given for the use of pressure leaching in the processing of smelter by-products. INTRODUCTION About 20 years ago, experiments were independently started in Canada and in Berlin on the subject of dissolving sulfidic ores without preliminary treatment by means of leaching under increased oxygen pressure. In Canada ammoniacal solutions were mainly employed, and F. A. Forward and his co-workers were successful in applying this process on a large industrial scale1, 2. This process is used in Fort Saskatchewan to produce about 15,000 tons of Ni per year. In Berlin, investigations were started on leaching with acid solutions3, 4. This process had also been used on a large industrial scale in the D.S.A., but the choice of unfavourable working conditions led to great difficulties, and to giving up this process for industrial use. Later on in Berlin work was carried out especially on the kinetics of pressure leaching 5, 6, 7, 8, 9 and its applications to the processing of smelter by-products, in particular of mattes and speisses10, 11, 12, 13, 14. The dissolution of ores and by-products can be subdivided into four steps: 1. the efficient dispersion of the gas, so that its dissolution occurs over as great a surface area as possible, since only the dissolved oxygen reacts with the solid, 2. the suspension of the solid, so that the entire surface can take part in the reaction, 3. the phase boundary reaction, 4. the removal of the reaction products. The first two steps belong to the field of process engineering and will be discussed from this point of view. The aim of these experiments15 was to find out first of all the limits of efficiency of self-sucking stirrers in solutions of low viscosity with regard to the mass transfer. In addition, the effect of ultrasonics in the same reaction system was studied. The experiments were carried out in a lucite container as shown in Fig. 1. Four baffles of 0.1 d width were in the stirring vessel. The height of these baffles was adjustable. For every experiment one litre of liquid was used. An infinitely variable direct current motor, which was fixed with a hollow shaft, served as the driving power for the stirrer.

SAMREC (The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves) Clause 7 notes that ‘Documentation detailing Exploration Results, Mineral Resources and Mineral Reserves from which a Public Report is prepared must be prepared by, or under the direction of, and signed by a Competent Person.’ Similar statements with respect to Competent Valuators (CVs) and Qualified Reserves Evaluators (QREs) are contained in the SAMVAL (South African Code for the Reporting of Mineral Asset Valuations) and SAMOG (South African Code for the Reporting of Oil & Gas Resources) codes respectively. What does it mean to be a Competent Person (CP) in the context of compiling/signing-off on SAMCODE (South African Mineral Code) compliant documents? What do the registration and experience requirements mean? Who is ultimately responsible for the report and what does such responsibility prescribe?

Discussion: T. L. Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. Talc (a hydrated silicate of magnesium) and muscovite mica (a silicate of aluminium and potassium) cause pneumoconiosis in their own right. On the other hand

Health hazards of South African . mIne water by P. SMIT, M.B., Ch.B., D.T.M.H., D.P.H. (Visitor) The water supply in South African mines is not as good as most mining engineers would like to believe, nor is sufficient care taken to ensure the safe dispensing, transportation, and consumption of water. As long as cases of dysentery and typhoid continue to occur in large numbers, it can be assumed only that the water supplies are not safe, or that the water-dispensing methods are poor. A dual water supply is a real health hazard. The ideal water supply is a single safe source for human consumption and industrial use.

The object of this study was to investigate the i1Jfluence of nitrogen on the structure and properties of AISI 310S steel. Experimental ingots of the steel with nitrogen contents of up to 0,525 per cent by weight were prepared, hot-rolled, and tested after various treatments. The rollability of the material was adequate. The yield strength, tensile strength, hardness, and fatigue properties of the new alloys improved with increasing nitrogen content. The impact properties improved slightly. Empirical equations were developed for the calculation of the yield and tensile strengths, as well as the difference between these two properties, with increasing nitrogen content.

The analysis of angular atypicality of lineaments as an aid to mineral exploration by J. P. G. PRETORI USc, M.Sc. (Pret.) (Visitor) and T. C. PARTRIDGE, Ph.D. (Natal) (Visitor) In an exploration project, data pertaining to 84000 lineaments in an area of 25 000 km2 were recorded. The total length of lineaments in intervals of one degree was determined. Angular intervals with Iow length densities were regarded as atypical. The proportion (by length) of lineaments with such atypical orientation was calculated for 5 km X 5 km grid squares. This index of angular atypicality was contoured and, used in conjunction with conventional photogeological techniques, contributed in a large measure to the success of the investigation.
