Gentlemen and guests of the Rocky Mountain Coal Mining Institute: This is the thirty-second regular meeting of our Institute, and rather than try to make some extemporaneous remarks, I thought it best to write them out, so I could in that way give them to you, and probably give you a new thought for the future conduct of our Institute. The thirty-first regular meeting of the Rocky Mountain Coal Mining Institute was held in Salt Lake City, June 22, 23, and 24, 1932, and due to rapidly changing conditions in the coal industry, subsequent meetings have been postponed from time to time, as many of our members and our Secretary have been tied up with code and labor matters. Since our last meeting, at which was discussed problems of vital interest to all of us, especially the production and marketing of coal safely and economically, and the stabilization of our industry, which has already suffered two years of deplorable conditions, almost two more years have been added to the record, but during the past six months miracles have happened, and an industry which formerly was unable to govern itself, has now, through the aid of our Government, at least learned how to make a proper start in that direction. Whether we like it or not, and whether or not the things being done are in agreement with our various political beliefs, without doubt, we are in a much better position today than prior to this transformation. However, it is a pleasure to all of us to note that safety has not been lost sight of in the interim, and without doubt, as later papers and statistics will substantiate, the period since our last regular meeting has probably shown the most remarkable safety achievement of any period in recent history.

The final session of the meeting was preceded by a movie, "Contact That Kills," which was a color film clearly pointing out various causes of electrical accidents in mines and how such accidents could he prevented. This film was made underground and produced by the U. S. Bureau of Mines for use in teaching accident classes. President R. R. Williams, Jr., called the meeting to order and introduced Mr. Leif Arentzen of the Lee-Norse Company, Charleroi, Pennsylvania, who spoke on "Coal Mining in Australia." The text of his address is as follows: "I arrived in Australia in February of this year-my father sent me over there for an installation. He preceded me as he does in most things, and set up a showing of our machine in Australia. We had 200 of the top level coal mining men visit this showing. They were interested in what the Americans are doing and what the American manufacturer had to offer them. Conditions in Australia are very similar to our mining conditions in the United States and they have looked to us, the coal industry in general, because we have the know-how in answering some of their problems. They feel that European methods and their type of machines are too inadequate to cope with their conditions. My visit was to South Wales, 60 miles south of Sidney. Their mining operation resembled mining coal in Florida. The work is on about a 500-ft. elevation about three miles from the ocean and when you turn around and see about 30 miles of beach, it is quite a picture - the Pacific Ocean is so blue. The coal seam is about ten feet of relatively clean coal. Labor relations are very, very taught right now. They are agitated by a strong Communistic influence and their weekly publication is known as the ?Common Cause,? which is against mechanization of coal mines." Mr. Arentzen enlarged on the fact that America was the example they held before them and described the Australian coal men and their character.

Mr. President, and Members of the Rocky Mountain Coal-Mining Institute-Gentlemen : I appreciate the distinction of addressing this representative body of men upon a subject that lies so close to the heart of each one of us, and which is one of the principal objects of our gathering here today, in this beautiful city-so beautiful, with its grand and glorious mountains looking down upon us, that its charm makes us almost forget the men we left toiling "underneath the ground." But that object-the safeguarding of our coal-miners, who spend the greater part of their lives delving in the bowels of the earth-is the cause of our gathering from the "rock-ribbed" States of Utah, Wyoming, New Mexico, and Colorado. And, as I look about me, my eye lights on the face of many an old-time friend- on some with whom I have walked for more than thirty years; so, whatever the merit of this little talk of mine, it cannot be said that it was made by a "tenderfoot." You must not for a moment think that I shall attempt the impossible task of completely covering so comprehensive a subject as '(Accidents in Coal Mines,' and take much more time than has been allotted me, or would be advisable for me to consume. So I shall confine myself, as briefly as possible, to some of the most common causes of accidents, and the possible means by which these disasters may be diminished. For a great many years the cause of mine accidents and their prevention have been the subject of grave thought and investigation by both national and state governments. As early as 1835 Great Britain appointed a royal commission of talented men, possessing special knowledge in the conduct of coal- mining, also eminent authorities in science and its application, to search into these matters. The thirty-ninth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Cosmopolitan Hotel, Denver, Colorado, Thurs- day, June 26, 1941, at 11:20 a.m., by President Charles M. Shott, following which President Shott made his opening address. On motion of H. C. Marchant, duly seconded, voted and carried, the reading of the minutes of the thirty-eighth regular meeting was dispensed with. On motion of Ronald C. Oliver, duly seconded, voted and carried, the President was authorized to appoint auditing, new members, resolutions and nominating committees, which appointments he then announced would be made at the afternoon session. An interesting talkie entitled "Coal Mine Explosions" was shown by Mr. William Forbes for the U. S. Bureau of Mines.
