The operation of gaseous mines is a problem, due to the fact that we have not only the ordinary mine accidents to guard against, but have also the ever present menace of a mine disaster involving a large number of human lives, and the destruction of valuable property. In looking over the reports of mine disasters throughout the country in the past several years, we find that methane gas, coming in contact with an ignition agency of some kind, has been the source of at least 75 per cent of our mine explosions. Coal dust, of course, plays its part in propagating the explosive action throughout the mine workings and rendering it more violent and destructive; nevertheless, the initial ignition of a body of explosive gas-sometimes of very small volume-has been the primer for the large majority of our mine disasters. We find also, that the places of initial ignition are most frequently found at the working faces, or in close proximity thereto. This is mainly due to the following reasons: First-The working faces are, as a rule, the places where methane gas is most freely generated. Second: They are places that are most poorly ventilated. Third-They are the places where ignition agencies are most frequently found. The sources of ignition, as a rule, consist of naked lights, the shooting -of shots, defective flame safety lamps, and electrical arcs. The problem, then, in the operation of gaseous mines, is primarily to so ventilate the working faces that an explosive mixture is not likely to occur, and to endeavor to keep away from the working faces all sources of ignition. To do both of these things may seem impossible. Nevertheless, by working along both of these directions, a great many disasters can be avoided. The efficient ventilation of the working faces is paramount. By efficient ventilation, we mean the continuous passing of large volumes of air at the working faces. This can only be accomplished by adequate ventilating equipment, capable of being driven by at least two independent and distinct sources of power, together with large, clean, straight air courses which are free of short turns, constructed areas, and leaky doors and stoppings. In other words, furnish a suitable course for its travel through the mine. Many of us sharpen our pencils and rack our brains to properly estimate the proper size pump and pipe equipment that may be needed to handle a certain amount of water. We estimate the size of copper conductors to a nicety. We immediately rush to repair leaks in our water, compressed air or electric lines. But how many of us give serious thought to the travel of the air through our mines, the health and safety-giving fluid on which so much depends! In driving air courses, a certain economical cross-sectional area should be adopted and maintained as standard. When turns are necessary, they should be made with long radius curves, and the cross-sectional area should be increased on the curves. All entry stoppings should preferably be built of monolithic concrete, with suitable hitches into floor and ribs, and after the concrete has set, they should be examined and leaks due to shrinkage and settling should be eliminated. Overcasts and their approaches should have cross-sectional areas larger than the entries leading to them, to allow for the sudden change of direction, bearing in mind that air wants to travel in straight lines. Mr. Chairman and Gentlemen: The subject, "Shake It for Results," may or may not suggest just what is to be shaken, or just what results are to be obtained. I can assure you that if you are thinking about anything outside the realm of pure mining application you have come to the wrong meeting, and if this be the case, you have come to hear a subject discussed that I am not prepared to undertake-at the moment, at least. At the very beginning of time, results were definitely obtained by shaking. If you will recall, Eve shook a certain tree of forbidden fruit-need I recount to you the results that were, and are still, being credited to that bit of engineering? To get closer to the subject at hand, it is the intent of this paper to touch generally on the shaking, principally the vibratory shaking, of materials on a piece, or pieces, of perforated metal or screen cloth. Through the evolution of such a motion we find that great strides have been made toward a highly efficient "operation which is an essential factor in the mining world of today. The object of the shaking motion is to more efficiently separate one size material from another, according to the openings in the screening medium over which it is passed. Sizing is an important operation in every ore dressing, coal prepara¬tion or other mineral-preparing plant for reducing the product to a form more concentrated or more convenient for utilization than that in which it was mined. In coal preparation, market requirements, convenience, custom, and efficiency in combustion necessitate grading mined coal by sizes. All ore-dressing or coal preparation plants therefore must have what is called screening, sizing, or grading apparatus.

(Referring to map) If there are any methods to improve on this I would like to have some suggestions on it. The maps there are on a scale of one inch to two hundred feet. At the time of each extension a letter is used and a line drawn across the entry and the room. The date of the extension is given up in the margin of the map. Here is an extension made April 6th. Extension L is shown in each one of the rooms, November 29th. N-you see the two rooms have been finished down into here. 0-the last extension, has just been stopped, and the three working rooms. Now, one of the features of this plan, when the rooms have been stopped, the line is drawn straight across. When the room or entry is still going, there is a small projection beyond the line, indicating that the next cut is changed. When the distance cannot be ascertained by the engineer, he gets the distance from the mine boss or some other source which is reliable, and that is put on in a dotted line. That gives you a complete story. Anyone looking over the map can see immediately every place that was working at the time of this extension, every place that is inaccessible, and get a complete picture. The extension of the coal is put on the extension at each extension. The survey stations are put in, showing each survey point. The pillars when they are pulled-only the pillars that are pulled are cross-hatched. The whole map is in cross-hatch without any regard as to what pillars are pulled. If a little stump is left in, that is shown on the map. The engineer only shows what pillars are pulled that he has actual knowledge of, or has been given to him in detail by the mine foreman. I believe that concludes the work on the mine map, and there is certainly room for a lot of improvement on most of the mine maps which we have been getting into the office. PRESIDENT PRYDE: Does anyone want to ask any questions? Any questions about the leasing regulations? I want to say there are several leases in the Rock Springs field, and when Mr. Smith comes on one of his visits the Rock Springs Institute have asked him to address them on the leasing proposition.

Five of the winners were present as RMCMI guests at the June convention at Kalispell to receive their recognition plaques at the welcoming session held Monday, June 30, 1986. In addition to the plaques, each winner will receive $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the 1985-86 season, will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing. Criteria for these awards is (1) That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U. S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. Members of the Institute: It is with great pleasure and honor that we welcome you to the thirty-ninth regular meeting of the Rocky Mountain Coal Mining Institute. I assure you that Mr. Krippner, the General Chairman, and his associates have an outstanding program in store for you, and trust it will be of much interest to the industry. I note by the program they have me slated for an opening address, but I am going to defer that, proceed with the remainder of the program, and endeavor to go on schedule and keep matters on schedule as outlined on our program. The first item on the program is the reading of the minutes of the thirty-eighth regular meeting by the Secretary. I might say that it has been customary in the past that we omit the reading of the minutes. If that is not agreeable, we will read them; otherwise, I would like for someone to make a motion that we dispense with the reading of the minutes, inasmuch as they are published in our annual report each year. The Morning Session of the Forty-Eighth Meeting of the Rocky Mountain Coal Mining Institute convened in the Little Theater of the Broadmoor Hotel, Colorado Springs, Colorado, at 10:00.a. m.; June 2, 1952, Howard B. Crandell, President, presiding. PRESIDENT CRANDELL: Gentlemen, the meeting will come to order. I presume most: of you have heard the decision of the Supreme Court in the steel case. The decision was six to three that the President had no legal authority to seize the steel industry, and it is reported that the strike is already under way. Gentlemen, it is both a pleasure and an honor to talk to you who come to the meeting of the Coal Mining Institute, many of you, from long distances. Our program committee has suggested that the president give a 30-minute talk, but you may be at case because I assure you I won't take anywhere near that long, when we will pass to more instructive and enlightening subjects. Another reason for the short talk that I am going to make is that many men in this audience know more about coal mining, specialized subjects, than I do.

The Tuesday morning session opened at 9:00 a.m. and was presided over by Mr. Homer Hyatt, Safety Director, North American Coal Corporation, Western Division, Castle Gate, Utah. Mr. Hyatt introduced Mr. Richard F. Walker, Vice President, Engineer & Planning, Electric Department, Public Service Company of Colorado, Denver, Colorado. Mr. Walker is a native of the State of Nebraska, a graduate of the University of Colorado with a BSEE degree in 1949. He has been associated with the Public Service Company of Colorado for almost twenty years and in the above capacity for the last one and one-half years. Mr. Walker?s subject was "Our New Plants and Coal. (See index for printed text of Mr. Walker's paper.) Mr. John F. O'Leary, Director, U.S. Bureau of Mines, Washington, D. C. spoke on the ?High Cost of Economy.? Mr. O'Leary graduated from George Washington University in 1950 with a degree in Economics. In 1950, he joined the Bureau of Mines. In 1963 he was appointed Deputy Assistant Secretary, Mineral Resources, U.S. Department of the Interior. In 1967, he was appointed Chief, Bureau of Natural Gas, Federal Power Commission. In 1968, appointed Director, U.S. Bureau of Mines, Washington, D.C.

?Twowinters ago, what had been a mediocre safety record at West Virginia?s Sago Mine grew dramatically worse. Over 23 months beginning in February 2004, two dozen miners were hurt in a string of accidents, some of them caused by rock chunks falling from the mine ceiling. Federal safety inspectors slapped the mine with citations 273 times, or an average of once every 2 ½ days. Despite this record, the price paid by Sago?s operators was light. Government regulators never publicly discussed shutting down themine and never sought criminal sanctions. The biggest single fine was $440, about 0.0004 percent of the $110 million net profit reported last year by the mine?s current owner.? -Washington Post, January 8, 2006

The first session of the Rocky Mountain Coal Mining Institute was called to order by Past President, R. R. Williams, Jr., Manager of Mines, The Colorado Fuel and Iron Corporation, Pueblo, Colorado, who introduced the President, W. K. Dennison, Jr., Superintendent, Raton Operations, Kaiser Steel Corporation, Raton, New Mexico. His speech of welcome to the Institute follows: The President's Remarks Guests and Members of the Rocky Mountain Coal Mining Institute: It is my privilege and pleasure to welcome you to the 56th regular meeting of the Institute. A look at the program will show that the various chairmen and their committees, headed by General Chairman A. Z. Dimitroff, have been hard at work to prepare a program which I am sure you will find to be informative as well as entertaining. I think that a special vote of thanks and appreciation is due Glenn Sorensen, who stepped in to head the Program Committee when Clint Cornelius moved from this area.

it may be clearly seen that one of the most rapidly increasing items in mining operations is the cost of the timber alone, to say nothing of the cost of installation. Consequently, any practical means that may be used to lengthen the life of mine timber will greatly tend to decrease mining costs and result in important economies in operation. The four principal agents by which mine timbers are destroyed are, decay, insect attack, fire and mechanical abrasion. Decay and insect attack are credited with more than 50 per cent of the total amount of timber destroyed in the mines. Numerous methods may be used to conserve mine timbers, such as better selection, preparation, storage and segregation. It frequently happens that good timber goes into places where poor timber would do as well, and timber of inferior quality is sent into places where only the best grade should be used. However, the most effective method of conservation is by treatment with some standard preservative to prevent decay. Some of. the benefits to be noted from the use of preserved timbers are; the reduction in operating costs by decrease in timber purchases; cuts down interference with mining operations due to timber failures on main haulageways; prevents excessive falling of roof in entries by maintaining timber in sound condition; conserves timber supplies and makes possible the utilization of inferior woods; reduces the danger of mine accidents; improves mine ventilation; lessens fire hazard. Our experience thus far with preservatives, while not of a sufficient period of time to establish just what length of life we may obtain from timber so treated, results obtained during the past four years indicate that the intelligent use of preservatives will effect sufficient economies in mine timber costs to justify the expenditures made for this purpose. MR. BAKER (Concluding): Now, if there are any questions you gentlemen would like to ask about our particular operations, I will attempt to answer them. J. H. EMRICK (Sullivan Machinery Company, Denver, Colo.) ; I was wondering how much penetration you get. MR. BAKER: We get between one-sixteenth and one-eighth of an inch; it is a dipping process. With pressure treatment you get-a greater absorption; that is, better than one-sixteenth of an inch. As long as there is no mechanical abrasion, it seems to serve the purpose. MR. EMRICK: Does that apply to the condition of the timber before it is treated? If it is perfectly dry, will it absorb more treatment than if it is partly green? MR. BAKER: Certainly; one of the things we do is to have it thoroughly seasoned before it is put into the preservative. We put some green timber into the mine once, and the fungus went after it right away. MR. EMRICK: What was the difference in the depth reached by the preservative? MR. BAKER: It hardly penetrated at all when it was green. It has to be sound and well seasoned. MR. EMRICK: How long was the timber dipped or treated? MR. BAKER: According to the seasoning. If it was well seasoned, it was left in the hot bath for an hour; if not so well seasoned, it was left for about a couple of hours. C. M. BILLINGTON (General Superintendent, Rocky Mountain Fuel Company, Lafayette, Colo.): Have you found it necessary to treat timber that has been charred? MR. BAKER: No. However, I suppose it has the sane effect; in lots of places they char timber for the purpose of treatment. MR. BILLINGTON: Have you ever tried lime and salt? MR. BAKER: No, this is the only thing we have tried, the creosote and the Aczol; the Aczol is a foreign product. WM. LITTLEJOHN: Which I is preferable, the Aczol or the creosote? MR. BAKER: I couldn't say as to that. MR. LITTLEJOHN: Have you had any tests as to the value of either? MR. BAKER: We have had some of the Aczol timbers in service for a little over four years; we have had some creosote timbers in service

We all deplore the high accident rate of our coal mines, but when brought to task we immediately attempt to appease our conscience by calling attention to the high tonnage rate per fatality in American coal mines as compared to European mines, losing sight of the fact that the accident rate per hours of exposure has shown no improvement during the past twenty years. Measuring our accidents in terms of hours of exposure, not in terms of production, is the only correct method. Certainly it can be of only scant satisfaction to the miner to know that his chances of getting killed this year are as great, or perhaps greater, than last year, but the tonnage rate per fatality will have gone up. We cannot help asking ourselves why it is the other major industries, almost without exception, have made wonderful strides toward reducing accidents, while coal mining stands alone as the one major industry in which no improvement has been made. It certainly cannot be charged entirely to the increased use of machinery and the increased productivity per man employed, as the other industries likewise, or to an even greater extent, have increased the use of machinery and the production per man.

Safety, from the Latin word "Salvus" -Safe. 1. The condition or state of being safe; freedom from danger or hazard, exemption from hurt, injury, or loss. 2. Freedom from whatever exposes one to danger or from liability to cause, danger, or harm; safeness: hence, the quality of making safe or secure, or of giving confidence, justifying trust, insuring against harm or loss. (From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.
