In 1988, Albania's centrally planned economy continued to decline. The country's officially published yearend economic report did not contain concrete results such as the growth of national income or industrial output. 2 The shortfall for central budget earnings for 1988 amounted to 9% below the planned target. Losses in industry were attributed to poor management and organization, as well as to low technical standards and excessive consumption of fuels and raw materials. The construction, energy, and mining sectors of industry did not meet their annual production plans. As in 1987, within these sectors, the chromite and petroleum extracting and processing industries continued to lag in output. Both chromite and petroleum remained Albania's chief sources of foreign exchange; the production downturn of these commodities continued to negatively affect the country's foreign trade position, especially in view of constitutional prohibitions against using foreign credit to finance trade. The chief events in the minerals industry in 1988 included the construction startup of the first of four planned new concentrators at the Bulquize chromite mine, as well as the construction startup of new ferrochromium capacities at Elbasan. Also, the copper mining industry reported the completion of facility expansion at the Perlat mine in the Mid-rite district. Albania began new facility construction at the Dinamo heavy-equipment enterprise at Tirana to maximize self-sufficiency in mining equipment production. Upon completion, the new factory would double the out-put of mining equipment at the enterprise and would introduce new designs for electric trucks and pneumatic drills for the mining industry. The new facility would also increase the production of new machinery and equipment for the country's beneficiation plants.

Eleven major pyrometallurgical processes and operations suggested for recovering manganese from domestic resources are described. These include seven pyrometallurgical processes that usually yield a ferroalloy or a product from which ferromanganese can be produced in one operation. The remaining four involve pyrometallurgical operations whose products require either an additional two-stage process to produce ferromanganese or chemical processing to recover a high-quality manganese oxide product.

The ignition source of fires and explosions in coal mines is sometimes difficult to explain because resulting widespread destruction often erases valuable evidence that might reveal the cause. However, through years of experience, investigators have been able to piece together enough evidence to establish the reasons and, thereby, have been equipped to recommend corrective or preventative measures. The pattern of hazards is not constant. It changes with the development of new practices and new equipment. Important among the new hazards to coal mining are those introduced by electricity. In addition to the dangers of electric shock, fires and explosions from heat and arcs, and premature blasts, certain others have developed as a result of stray electric currents from direct-current traction systems. The conventional direct-current power-distribution system in coal mines is conducive to electrolysis damage to mine tracks, metallic pipelines, grounded power conductors, and structures in a position to become conductors of stray currents. The voltage drop resulting from power demand on intentionally grounded power conductors and accidental grounds on insulated conductors are common sources of stray currents in coal mines. Uncontrolled electric cur-rents flowing through the earth and metallic structures can be a menace, and these contribute to the estimated $6,000,000,000 annual loss caused by corrosion. The purpose of this publication is to discuss some of the electrolysis hazards in the coal-mining industry and to outline corrective measures to alleviate them.

The U.S. Bureau of Mines made an economic appraisal of the Buttermilk study area, Inyo County, California in October 1980. Results of surveys indicate no potential for metallic, non-metallic, or energy resources in the area. However, glacial till covering most of the area prevented bedrock examinations by the appraisal teams or earlier prospectors. No mining claims are known to be in the area. INTRODUCTION Present Studies The U.S. Bureau of Mines, Western Field Operations Center, searched county mining claim records and other data available concerning mineral deposits, claims, leases, production, and mining activity in the area. The Bureau conducted field work in October 1980 searching for prospects and claim locations. Fourteen reconnaissance lode and placer samples taken from the area were analyzed for gold, silver, and tungsten; a spectrographic analysis also was run on selected samples.

A majority of continuous mining machines employ a water spray system and a machine mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays, and scrubber airflow on dust and gas levels while using a 12.2 m (40 ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1 m (20 ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complemented the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut as compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

Essentially, carbonization is destructive distillation in which the volatile matter of coal is released when coal is he ted above its decomposition temperature and passes through a plastic stage before solidifying and forming coke. The mechanics of coke formation are complex, and the specific properties of certain coals that tallow them to "cake" or form coke are still unknown. Coke is a hard, cellular, carbonaceous mass, formed by heating coal in the absence of air. It is porous, irregular in size and shape, and is similar in appearance to wood charcoal. Coke, however, is denser, more porous, and more abrasive than charcoal.

This paper is one of a series describing the mineral resources of the Nation, including location, history, production, ownership, geologic setting, and mining methods for most of the known manganese deposits in New Mexico, With few exceptions these descriptions are the result of field examinations by the writer. Of 32 counties, the 12 which occupy the western half of the State contain all the known manganese deposits, These counties are Catron, Dona Ana, Grant, Hidalgo, Luna, Rio Arriba, Sandoval, Santa Fe, Sierra, Socorro, San Juan, and Taos. This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

The current laboratory methods for assessing the vibration attenuation performance of seats involve repetitive trials with a number of human occupants, and raise certain ethical concerns. Moreover, the measurements with human subjects yield considerable variability in the data. Alternatively, several anthropodynamic manikins have been developed for effective assessments of the coupled seat occupant system [1]. The effectiveness of a manikin in predicting the response of a coupled seat-occupant system lies in its ability to reproduce the biodynamic response of the seated human body in terms of force-motion relationship at the body-seat interface, such as apparent mass (APMS). A number of prototype manikins have thus been developed on the basis of biodynamic characteristics of vertical vibration-exposed seated occupants of different body masses in the vicinity of 5th, 50th and 95th percentile male population. This study concerns with the analysis of a passive prototype manikin to enhance its ability to reproduce the idealized APMS response characteristics of the vibration-exposed seated human subjects defined in ISO-5982[2] for mean body masses of 55, 75 and 98 kg. Methods The APMS responses of a prototype anthropodynamic passive manikin were thoroughly characterized in the laboratory under different excitations and body mass configurations. The manikin was designed with sufficient flexibility to configure mechanical-equivalent models corresponding to seated body masses of 55, 75 and 98 kg, by adding/removing specified masses and springs (Fig. 1). The manikin, configured for a specific body mass, was positioned on a rigid seat without a backrest, which was fixed to the force platform of a whole-body vertical vibration simulator. The simulator was programmed to synthesize random vertical vibration with flat acceleration power spectrum in the 0.4-20 Hz frequency range with two different magnitudes: 1 and 2 m/s2 overall rms acceleration. The total static and dynamic forces of the manikin to and the seat were measured using the force platform, while a single axis accelerometer was installed on the seat pan to measure acceleration due to vertical excitation. Standing crib supports have been applied in underground mining programs to resist large roof movements and sustain high-loads. The strength and deformation capability of these systems has been documented under both laboratory and field conditions. The parameter that has not been examined and is not well understood is the effect that a crib or other types of standing support has on the primary and secondary bolting systems. A crib support system with low system stiffness may allow large amounts of closure and deformation and cause the bolting systems to yield or even fail. Conversely, cribs or standing support that are too stiff may experience brittle or buckling failures, negating the advantage of the intrinsic supports previously installed. Utilizing a combination of field measurements and 3-dimensional finite element modeling techniques, the relationship between system stiffness and the subsequent performance of the installed bolting system is evaluated. Additionally, a simple method for calculating the combined system stiffness for standing supports, when using materials with different strengths such as steel, concrete, wood, etc., is presented.

This study was performed by the Bureau of Mines to evaluate the potential supply of primary copper from domestic resources. A tonnage-price relationship was developed indicating the quantity of copper that could be produced economically from known deposits at various copper prices and at various rates of return on the required capital investment. Costs of production are based on estimated capital and operating costs for mining, concentrating, smelting, and refining the copper. Total known recoverable copper resources are 189 million short tons of which 83 million tons could be economically recovered assuming a price of $0.50 per pound of copper, credit for the recovery of byproducts, and a 12-percent rate of return on capital investment. The quantities of recoverable byproducts associated with the 83 million tons of recoverable copper are molybdenum, 1.8 million tons, gold, 43 million troy ounces, and silver, 740 million troy ounces.

During development mining, ventilation capacity may decrease and the ventilation requirements may depart from initially planned values depending on the mining rate, increases in the methane emission rate, and changes in ventilation airway leakages. Insufficient ventilation air quantities and the occurrences of high methane liberation rates can overwhelm the existing quantity of ventilation air and result in elevated levels of methane gas during development mining. This condition can both limit the development of that section and increase the risk for an ignition that may lead to an explosion. Thus, the prediction of ventilation air requirements prior to mining can enhance worker safety by reducing the likelihood that explosive methane-air mixtures form. This study presents an approach for prediction of methane inflow rates using coalbed methane reservoir modeling. For this purpose, a two-phase coalbed reservoir model of a three-entry type roadway is developed. In the model, grids are dynamically controlled to simulate development of entries. Examples are given for methane inflow and ventilation air requirements as a function of mining rate, development section length, mining height, and the existence of degasification boreholes. This technology can be used to limit the methane concentrations occurring as a result of the influences of various coalbed and operational parameters.

As a safeguard against excessive clinker troubles, specifications for the purchase of coal can be drawn to include the "softening" or "fusing" temperature of the ash. The value of such information has been recognized by the Bureau of Mines and has induced the bureau to investigab~ laboratory methods of determining the fUSIbility of coal ash, and the bearing of the results on clinker formation in fuel beds. The bureau realized that the fusibility of a mixture of oxides and silicates snch as is comprised in coal ash ,'aries according to the conditions under which tests are made, and that in the absence of any generally accepted method, no agreement is to be expected among tests made in differ«:-nt laboratories. Indeed, Marks a has recently called attention to differences as great as 3900 C. that were obtained with the same sample of ash by two different laboratories. Therefore if a fusion-temperature clause is to have any place in specifications for coal, a standard m('thod of t('sting should be adopted in order to insure comparable results by different laboratories and to obtain the softening or fusing temperature of the ash unde:'r conditions similar to those of a fuel bed. After a consistent method has been devised for obtaining comparable:' results at different laboratories, there will remain the correlation of these results with those from the burning of coal in furnaces before the value of fusibility tests in coal specifications can hE' finally determined.

[Before 1914 Germany held a virtual monopoly on the world supply of potash for fertilizer purposes. During the World War, potash shipments to the United States ceased, and recourse was had to domestic supplies. High war-tine prisms stimulated interest in various sources, and domestic production increased rapidly. At the close of the war, resumption of shipments from Germany mad other sources reduced prices to below pre-war levels, and, as a result, most of the domestic procedures ceased operations. This experience demonstrated that a domestic source of potash was necessary but that it must be of such a nature that it could compete in price with foreign sources. A new generation of hydraulic mine support prestressing devices has been developed. These thin-walled steel shells are machine-welded and can be inflated with water or any liquid to provide prestressing for a wide variety of roof support products ranging from Can supports to props and cable bolts. With an expansion capability of several inches, depending on the geometry and size of the unit, they can also establish roof contact eliminating the need for wooden wedges or crib blocks that are commonly employed with several standing roof support products. Capable of withstanding pressures from 1,000 to 6,000 psi, these cells are able to transfer roof loading into the support structure without rupturing. A recent development has been the addition of an inexpensive yield valve that provides control of the maximum pressure and load development on the support. This paper examines the performance capabilities of these inflatable prestressing units and the impact they have on the performance of various support systems, including an evaluation of the overall stiffness of the support system and the load control during yielding of the prestressing unit. Recommendations are made regarding the design requirements of the prestressing unit to optimize the support performance. A summary of mine applications using this technology is provided with general comments regarding their impact on ground control.

There are no producing or developing mines in the study area. The only mineral production was stone from a basalt deposit near Indian View Point. Cinders and sand and gravel have been produced from deposits within 1/2 mi (0.8 km) of the boundary. Stone, sand and gravel, and cinder deposits inside the area are not considered resources because equal or better quality material is found closer to markets. The study area has no known oil and gas, coal, geothermal, or other energy related deposits. However, in 1982 application was filed on 25,000 acres (10,125 ha) of petroleum and on 15,000 acres; (6,0/5 ha) of geothermal leases.

Remote operation of continuous miners has enhanced the health and safety of underground miners in many respects; however, numerous fatal and non-fatal continuous miner struck-by accidents have occurred when using remote controls. In an effort to prevent these injuries, NIOSH researchers at Pittsburgh Research Laboratory examined the workplace relationships between continuous miner operators and various tramming modes of the equipment using motion captured data, predicted operator response times, and field- of- view data to determine causes of operator-machine struck-by events in a virtual mine environment. Factors studied included machine speed, direction of escape, operator facing orientation relative to the machine, work posture, distance from machine, and operator anthropometry. Close proximity to the machine, high machine tramming speeds, a right-facing orientation and operator positioning near the tail all resulted in high risk of being struck. It is hoped that this data will provide an improved rationale for operator positioning for remotely operated continuous miners.

A computer program for calculating capital and operating costs from material and energy requirements and equipment costs for use in preparing cost estimates for metallurgical process evaluations has been written by the Bureau of Mines' College Park process evaluation group. The program permits rapid recalculation of processing costs when changes of data or equipment are desired, and produces tables of capital and operating costs suitable for publication. Equipment cost summary tables for each process section end supplemental information for input-data checking is included in the computer printout. The program is written in Fortran IV except for several subroutines which are written in machine assembly language for the IBM 7094.3 With a few modifications, the program can be used on other computers.
