New Zealand lies astride a convergent plate boundary that extends north-eastwards from the Taupo Volcanic Zone (TVZ) to Tonga. This boundary is marked by the Kermadec arc, c. 1200 km of which falls within New Zealand’s EEZ, and which is host to numerous volcanic edifices both on the arc and in a zone immediately behind the arc to the west. In 1999, thirteen volcanic centres in the southern 260 km of the arc were surveyed for their hydrothermal plumes with seven of them discharging vent fluids into the surrounding ocean. Three of the seven volcanic centres have had mineralised rocks recovered from them during dredging and submersible operations, namely Brothers, Rumble II West and Clark. Presentday plume data combined with mineralogical evidence indicate that the vent sites at Rumble II West and Clark are waning, although the presence of Cu-rich sulphides in samples recovered from Rumble II West suggest there may be a massive sulphide (Cu-Zn-Pb-Ba ± Au) deposit located within the caldera. Brothers volcanic centre is host to the largest polymetallic mineral deposit discovered along the Kermadec arc and has numerous, up to 7 m tall chimneys within a c. 600 x 200 m area located on its NW caldera wall. Geochemical data indicate that concentrations of base metals are variable and depend critically on sample type. When combined with mineralogical and plume data, this indicates addition of a magmatic fluid component to the vent fluids.

Within 2006 BGR will conclude a contract with the UN International Seabed Authority (ISA) for the exploration of polymetallic nodules. The contract covers an area in the Pacific nodule belt between the Clarion and Clipperton fracture zones, that which is about 75.000 km2 in size at water depths between 4200 and 5000 m (see Fig. 1). Up to now, 7 consortia or state parties have acquired similar exploration “licenses” for polymetallic nodules in the central Pacific Ocean and the Indian Ocean. These licenses of the UN authority are required according to the UN convention on the law of the sea (UNCLOS) as the areas of interest are located outside of national EEZs. The “licenses” then reserve exclusive rights to the applicant for a time span of about 15 years.

Nautilus Minerals, the world?s leader in exploration and development of deep ocean seafloor resources, is today focused on the recovery of high-grade copper and gold in seafloor massive-sulphide mineralization. These targeted mineralized belts, analogous to land-based volcanogenic massive sulphide deposits, are located near plate boundaries in the back arc basins of the Western Pacific. The first deposit to be developed by the company is located at a depth of 1,600 meters at Solwara 1, in the benign waters of the Bismarck Sea. This location lies within the territorial waters of Papua New Guinea. From 2006 to 2009 the company completed detailed environmental and geological studies at Solwara 1, culminating in a number of world firsts, including the first Environmental Permit granted for the extraction of seafloor massive sulphide deposits and the first NI 43-101 compliant seafloor massive sulphide deposit resource statement. Nautilus has relied heavily on proven deepwater technologies from the oil and gas industry in the design of its production system. Pipeline trenching units, workclass ROVs, deepwater production risers and drill cuttings removal systems will be adapted to initiate this new and exciting industry. Key contractors used by Nautilus on this innovative project have all been selected for their deepwater experience (gained in the oil and gas industry), creativity and determination to launch this new industry successfully. Innovation is at the forefront of Nautilus? success to date. This paper summarizes the progress to date of this development which will provide a new source of minerals for the world and which will contribute to sustainable growth for the future.

The National Geophysical Data Center (NGDC), Marine Geology and Geophysics Division and co-located World Data Center-A for MGG archives and distributes global marine sediment data from U.S. and international sources. NGDC is part of the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service. NGDC offers a variety of digital marine sediment data sets including sediment descriptions, textural analyses, geochemistry, paleontology, paleomagnetism, and well logs. Some data sets are compiled by outside sources and sent to NGDC for distribution; many are received under exchange agreements and through the World Data Center system. Other data sets are compiled at NGDC, frequently in cooperation with other government agencies or academic institutions. One of the best examples of the latter is the Index to Marine Geological Samples, or "Core Curators' Database".

Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. Introductory remarks will be made by the speaker, chiefly on recent and current developments in the industrial, agency and academic sectors that relate to the status of marine mining and mineral exploration programs and to recommendations for strengthening and continuing these programs. Subsequent to these brief comments, a selected panel with representation from industry, academe and government will address the following related topics: 1) development and objectives of new centers for marine mining technology, 2) cooperative R. and D. programs between academe and the user groups, 3) arrangements for specialized training and student instruction that will provide for educational components, and 4) funding and other support for implementing new centers and new programs. The panel discussion will be open to all UMI participants and whose contributions will be both solicited and encouraged.

President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

Are hydrothermal emissions from subduction-related volcanic arcs important to the total hydrothermal burden of the oceans? While historical observations of hydrothermal venting of fluids at mid-ocean ridgecrests, intra-plate hotspots, and backarc spreading centers are numerous, we remain poorly informed regarding the contributions from hydrothermal systems associated with oceanic submarine arcs. Here we report the chemical results from the first systematic assessment for hydrothermal activity at an intra-oceanic arc front. We discovered that 7 of the 13 submarine volcanoes that define a 260-km-long segment of the southern Kermadec arc north of New Zealand are hydrothermally active. Most significant here is that the chemical compositions of the various hydrothermal systems, inferred from back-extrapolation of observations of hydrothermal plumes, are diverse, and in many instances enriched in the concentrations of gases (e.g., CO2 and H2S) and metals (e.g., Fe and Mn) compared to effluents commonly discharged from mid-ocean ridges. If our results are generally representative of submarine arcs, whose global extent may equal one-third that of ridgecrests, the answer to our leading question could be a resounding yes in terms of both volume and chemical composition.

Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. The Continental Shelf Division is administered by The Mississippi Mineral Resources Institute (MMRI) of the School of Engineering at The university of Mississippi. In June of 2013, Odyssey Marine Exploration conducted sea trials of the newly installed SeaBat 7150 full-ocean multibeam sonar system on the M/V Dorado Discovery over the Fierberling Guyot in the northeast Pacific Ocean. Fieberling Guyot is located approximately 990 kilometers west of San Diego, California and it rises abruptly from the deep ocean floor (~4300 meters) to a minimum depth of approximately 438 meters. The SeaBat 7150 operates at two distinct frequencies, 24 kHz (shallow to 3000 meters) and 12 kHz (full-ocean depth greater than 2000 meters). Onboard operational data are managed by a suite of state-of-the-art software. A SQL Server 2012 database provides the highly specific management and visualization tools as ArcGIS 10, Micromine 2013, and Geobank 2013 database. The 7150 is mounted on a gondola one meter lower than on previous system and greatly reduces bubble interference. The 7150 generates 880 beams

In 1995 the Marine Minerals Technology Center (MMTC) of the University of Hawaii conducted a sidescan sonar survey and sampling expedition of the submarine geology and hydrothermal systems surrounding the active volcano White Island. The island is located in the Bay of Plenty, within the geothermally active Taupo Volcanic Zone off-shore of the North Island of New Zealand, and is the site of numerous shallow-water hydrothermal systems. The survey system, an EdgeTech DF1000 sonar, was a dual frequency 100 kHz & 500 kHz sonar capable of imaging the seafloor at better than 1 m resolution and possibly detecting gas bubbles within the water column. Sidescan imagery clearly shows sand channels, debris slumps, submarine landslides, and volcanic ridges all around the island to roughly 800 meters offshore. However, analyses of the both raw and processed acoustic data indicate that the sonar was not able to image any of the shallow-water hydrothermal gas seeps known to exist around the island. Vents were located using a commercial fish finder and knowledge from local tour guides and divers. Eleven gas samples from three different sites were collected by divers for analysis of chemical and isotopic composition. Rock samples were collected from thirteen underwater outcrops for correlation with existing data on subarial island flows sampled by previous investigators. Thin sections and XRF analysis were done for each rock to determine mineral assemblages along with major and trace elements, which were used to tie submarine samples to specific subarial stratigraphic layers.

The Alaskan Continental Shelf covers 76 % of the total shelf area of the United States. There are a lot of potential gravel deposits in the Alaskan offshore region. The gravel resources are currently not feasible for mining for the following reasons (U.S Congress, 1987): 1. Much of the glacial gravel is poorly sorted. 2. Gravel deposits are overlain by sandy and muddy layers. With the sea level expected to rise 70 cm in the next 100 years (Intergovernmental Panel on Climate Change, IPCC, 2001; Day, 2004), erosion of coastlines will be a major problem not only in Alaska but worldwide. Hence beach nourishment projects designed to minimize erosion will require large volumes of sand and gravel. Offshore areas will become a logical source for the fill material because of their proximity and ready availability. It is likely that future supply of coarse aggregate in Alaska may involve exploitation of marine deposits. The Chukchi Sea is a potentially favorable region for this type of mining because of extensive deposits of paleo beach and other relict gravel found in the near shore region (Stauffer, 1987). However a systematic analysis of potential gravel resource has not yet been conducted and it is the purpose of this research to estimate the size, extent and variability of gravel material that may be available in the continental shelf, offshore Kivalina.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.

Hydrothermal sulfides were recovered from the16°50?S triple junction area in the North Fiji Basin, at a water depth of ca. 1900 m. The chimney samples can be divided into three groups according to their major metal contents: 1) type 1 (Fe-Cu-rich), 2) type 2 (Fe-Cu-rich with minor Zn), and 3) type 3 (Zn-rich) chimneys. Type 1 chimneys are mainly composed of chalcopyrite and pyrite, and are enriched in elements commonly precipitated under high temperature conditions (> 300°C), such as Cu, Co, Mo, and Se. Type 3 chimneys consist dominantly of sphalerite and marcasite with traces of pyrite and chalcopyrite, and are enriched in elements commonly associated with low temperature (150 to 250°C), such as Zn, Cd, Pb, As, and Ga. Type 2 chimneys show mineralogy similar to that of type 1 chimneys but their metal contents range between type 1 and type 3 samples. Trace element compositions of basaltic rocks indicate that magma generation in the triple junction area was influenced by two different sources: N-MORB and E-MORB. Sulfur and lead isotope patterns of the hydrothermal chimneys show distinct differences between the type 1 and type 3 chimneys. For example, type 1 sulfides are depleted in 34S and have lower Pb isotope ratios compared to type 2 and 3 chimneys. The d34S values (0.4 to 5.6?) of chimney sulfides are typical range of sulfur isotope composition of sediment free mid-ocean ridge hydrothermal system. Type 2 and 3 sulfides show slightly higher d34S values than type 1 sulfides, which can be explained by subsurface boiling of hydrothermal fluids followed by mixing of saline solutions with ambient seawater. Lead isotope compositions of the chimneys indicate that the Pb in type 1 and type 3 chimneys originates from hydrothermal leaching of N-MORB and E-MORB volcanic rocks, respectively. Considering that both these chimneys are located in the same area, our model suggests that type 1 chimneys formed by hydrothermal circulation controlled by an intrusion of N-MORB magma; the fluids were not influenced by boiling during the formation of type 1 chimneys. In contrast, type 3 chimneys are younger and were formed by hydrothermal circulation closely related to E-MORB magma intrusion at shallower depth. The necessary conditions for phase separation of the hydrothermal fluids that formed the type 3 chimneys might result from changed P-T conditions in a shallower high-temperature reaction zone beneath the hydrothermal venting site. Under these conditions the fluid may cross the two-phase boundary for seawater, ensuring subcritical phase separation. The mineralogical and geochemical properties of these chimneys suggest that type 1 and type 3 chimneys were probably black smoker and white smoker, respectively. Type 2 chimneys might be product of low-temperature replacement of type 1 chimneys, which is related to formation of type 3 chimneys.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

In the past marine mining technology has focused on bulk mining of base metals from polymetallic massive sulfides. This has not been very successful because of the relatively low unit value of these metals and other reasons such as water depth, etc.. The process of gold enrichment in hydrothermal deposits is controlled through five different factors: (1) nature and source of the solution, (2) source of the gold, (3) a mechanism for mobilizing and transporting, (4) a mechanism for deposition, and (5) a mechanism to preserve the deposit. Gold has been identified in marine polymetallic massive sulfides from various locations on the ocean floor (e.g., spreading centers, seamounts) with contents ranging up to 5 ppm Au. This is within the current range of 1.0 to 7.0 ppm gold content which classifies gold ores. The gold appears to have been derived during hydrothermal alteration of the oceanic crust. Until the present there has been little attention to the possibility of mining gold or other precious metals in the marine environment. However, the magnitude of hydrothermal alteration (seawater can penetrates to a depth of 5 km into the oceanic crust) and primary gold contents of the rocks in the pathway of the fluid indicates that major gold deposits must have formed on or in the ocean floor, but they have not been found. To find a big deposit might only take an exploration model exclusively designed for gold exploration on the ocean floor.

Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

Magmatic-hydrothermal activity in the South-West Pacific and SE Asian island arcs during the Tertiary has created a premier copper-gold province with numerous, commercially attractive base and precious metal deposits. This activity continues to the present day, especially in submarine sectors of those arcs where modern technologies enable direct observation of ore-forming processes in action. Until recently, however, the volcanic island arcs of Indonesia escaped such attention. The Indonesia-Australia Survey for Submarine Hydrothermal Activity (IASSHA), involved three cruises with KR Baruna Jaya VIII, focused particularly on the Sangihe arc; Tomini Bay, Sulawesi, including the vicinity of isolated Colo volcano; and the Sunda Strait including the neighborhood of Krakatau volcano. IASSHA 2001 and 2003 cruises studied the arc and behind-arc sectors of the Sangihe volcanic island chain extending northwards from Quaternary volcanoes on the northeastern tip of Sulawesi, near Manado, to the Kawio Islands near the border with the Philippines (Fig. 1). This chain lies above a west-dipping Wadati-Benioff seismic zone whose subduction trench is obscured by accreted sediments and mélange, forming the Talaud-Mayu ridge. West of the main active chain and extending northwards from Manado there is a subparallel ridge (The Manado Line) surmounted by a number of high (>2000 m) seamounts of uncertain age.
