The Banda arc, a U-shaped orogenic belt which separates oceanic crust of the Banda Sea from continental crust underlying the Australian- New Guinea shelf, has been interpreted to mark the convergent boundary between the northward-moving Indian Ocean- Australian plate and the Southeast Asian plate (Hamilton, 1979; von der Borch, 1979; Bowin et al., 1980). East of the island of Sumba (Fig. 1), the oceanic crust of the Indian Ocean has been completely subducted and Australian crust is now thrust under the Banda arc. Controversy has centered over the interpretation of the Timor trough as the surface location of subduction and the significance of the Savu Sea between Timor and Flores as either a forearc basin or the continuation of the Java trench (Karig et al., 1987). Two concentric island ridges, called the inner and outer Banda arcs (Hamilton, 1979), separate Australian continental crust from the oceanic crust of the Banda Sea (von der Borch, 1979) (Fig. 1). The inner arc is a typical volcanic island arc composed of calc-alkalic volcanic rocks of Neogene age, while older (Permian and younger) complexly deformed sedimentary and metamorphic rocks make up the outer arc. Timor is the largest and most extensively studied island of the outer arc and is separated from the inner arc by the Savu Sea. The triangular-shaped Savu Sea appears to be a complex forearc basin divided by a series of buried basement ridges (Karig et al., 1987). The history of potential large scale development at Stawell in northwestern Victoria dates back to 1914, when Great Boulder Mines Limited, of Kalgoorlie, Western Australia, took up options on some of the major mines in the Stawell Goldfield. Despite this and other attempts by various groups over the next thirty years, mining activity on the field gradually dwindled to the retreatment of old mill tailings.A static price for gold and indifferent drilling results prevented a major effort towards reopening the field until the late 1970's. A renewed exploration effort led to the discovery of sufficient reserves to justify installation of a carbon-in-leach gold treatment plant.

"This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. In mid-1998 Atlas Copco Rock Drills AB introduced the first member of a new family of drill rigs. This new family, Rocket Boomer L1C/L2C/L3C, is based on modern computer technology and also on what is characterised as information technology. The design of the drill rigs are modularised both in hardware as in the software. This means that the functionality of the drill rigs is upgradable step by step. Added upon the basic drill rig functions are the new options as ABC Regular (known also as Contour Control), ABC Total, drillplan generator and communication products. The main objectives of these functions are to facilitate real quality drilling.

The Mt Keith Mining Alliance operates a fleet of large capacity hydraulic face shovels and more than 40 X 240 t capacity haul trucks to deliver annual production in excess of 40 Mbcm per annum. The Mt Keith Nickel mine is currently operating at a depth to 300 m below surface with a planned final depth of the order of 500 m. As is the case with any large open pit managing the health of the workforce on continuous shift operations is of critical importance to achieving outstanding safety and production outcomes. Fatigue management at Mt Keith is effectively managed by the personnel operating the mining equipment, with assistance and understanding of the management team and supervisors. The program has been driven through the introduction of Fatigue Champions and a comprehensive management plan that includes education, individual health plans and the use of new technologies. Mt Keith has been instrumental in trialling new technology which assists in monitoring fatigue in operations personnel. Insight into these developments is provided in the context of the overall fatigue management plan. The field trials of the OptAlert(TM) system and how it assists in measuring fatigue is explained. The implications for individual operators and the context for a fleet wide approach to fatigue management is also discussed. Mt Keith has recently completed the second phase of trials with the result that this new and exciting technology is being considered for adoption globally across BHP BillitonÆs open pit mining operations.

The Epithermal and Mesothermal Gold Prospectivity Modelling Projects recently completed by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250 000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, which was to stimulate mineral exploration and investment in exploration, has been successful with new companies acquiring new tenements and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were undertaken at a national scale and consequently not all exploration data were compiled into the prospectivity models. HPD New Zealand Ltd recognised the value of the prospectivity modeling work and committed exploration funds to continue the modelling process started by the projects. They recognised the need to compile the remaining data and run the models again to allow detailed exploration targeting.

An ocean outfall is currently under construction in Christchurch, New Zealand to transfer treated wastewater from the existing treatment ponds at the city wastewater treatment plant to diffusers located 3 km offshore. The New Zealand $85 million project comprises a new pump station and 5 km of 1800 mm diameter pipeline with a design capacity of 6.0 cumecs. The pipeline comprises 2.3 km of concrete pipe installed by microtunnelling and 2.7 km of polyethene marine pipe installed by dredge and lay. This paper describes the consent process, key environmental and community constraints, the tender process, risk provisions included in the contract, the type of contract, partnering provisions, geotechnical design issues and the pipejacking construction activities and issues.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

The lignite mines in the Latrobe Valley of Victoria/Australia have been using continuously operating mining systems for more than 50 years. The relatively small bucket chain dredgers of the early years have been progressively displaced by bucket wheel dredgers with increasing size, increasing capacity and increasing service weight. The large machines for the new open pit Loy Yang have a bucket wheel outreach of 46m, an effective capacity of 3350 bm' coal/h respective 2500 bm' overburden/h and a serv- ice weight of approx. 4500 t. The time between signing of con- tract and starting of operation for these machines is at least four years. The high service weight, the resulting high capital invest- ment and the long period for design, design review, manufac- turing, erection and commissioning of these machines directed the SECV to investigate a possible application of compact dredgers for the Latrobe Valley.

The theme of the conference this year is diversification. One way to diversify is through acquisition. The principle underlying the winner's curse is that in competitive bidding situations where the value of the asset bid for is uncertain the winning bid will overstate the true value of the asset. The successful bidder is blessed with the winner's curse. What this paper will explore is to what extent this is true; how acquirers can avoid being blessed with the winners curse; and show how joint venture deal structures are used within the mining industry to avoid the winners curse.

GeoScience Victoria has completed quantitative assessments of undiscovered gold endowment in the northern parts of the Bendigo and Stawell Zones. The under cover area in the Bendigo Zone (10 000 km2) is likely to contain approximately 1000 t and at least 290 t of gold in undiscovered mesozonal orogenic gold deposits. For the under cover area in the Stawell Zone (30 000 km2), the estimates are approximately 1200 t and at least 200 t of undiscovered mesozonal orogenic gold. A basic question in preparing this review was how to define sulphur mineral occurrences as being associated with the Pacific Rim. This question will be reconsidered later. The isotope composition of sulphur- containing minerals may be considered in terms of two primary sources - 1. deep- seated sulphur, devoid of crustal contam- ination with a 634S value near 00/0o and 2. oceanic sulphate which fluctuated in value between +10 and +300/00 over geological time (Claypool et al., 1980). However, minerals have seldom been directly derived from these primary sources as even evaporites have been dissolved and reprecipitated. The marine source is differentiated biochemically and isotopically in recent sediments where sulphide from bacterial sulphate reduction may be significantly depleted in 31S. The question of chemical interaction of ascend- ing magma with upper crustal rocks has become one of degree rather than whether or not it occurs. Mineral deposition is considered increasingly in terms of mixing of fluids and their chemical reactions with rocks rather than direct precipitation from magmas or hydrothermal fluids derived from them.

Oroya Mining LimitedÆs Mt Gibson Gold Project, 280 km north east of Perth, is one of Western AustraliaÆs more recent discoveries of a major gold resource. Modern gold mining commenced in 1986, on a shallow laterite reserve of 6.62 million tonnes averaging 1.50 g/t gold. By the end of 1998, mining had progressed from an initial three shallow laterite pits to a series of 14 open pits with maximum depth of 100 m, on three separate trends with a combined strike length of over 10 km. The Project has yielded 868 400 ounces of gold from 16.5 million tonnes of ore at an average recovered grade of 1.64 g/t gold, from near surface laterite, supergene and primary sulfide ores. This includes a 160 m deep underground decline operation which mined 120 000 tonnes at an average grade of 9.1 g/t gold and a four million tonne Dump Leach on a synthetic base which yielded 68 900 ounces. The Project was placed on Care and Maintenance in 1999 pending drilling to refresh reserves. Hosted by strongly tectonised and altered Archaean volcanic rocks within and adjacent to a major regional shear, primary gold mineralisation occurs as structurally emplaced sulfide and quartz lodes. On the main Gibson Trend, multiple zones of mineralisation occur within a zone up to 600 m in overall width. The overall footprint of known mineralisation exceeds 20 km2 and the potentially mineralised domain exceeds 100 km2. The current estimate of a combined resource of 9.4 million tonnes averaging 2.47 g/t gold (749 500 ounces) is derived from a database of 10 500 drill holes, of which only four per cent test below 100 m vertical depth. Ore envelopes which remain open at depth and major gaps in the drilling pattern beyond the currently defined resources promise straightforward potential to define additional resources. Oroya Mining Limited and its joint venture partner Barrick Australia are targeting a major gold mining operation from this potentially world-class mineralised system. Oroya has the exclusive right to produce up to 500 000 ounces and is working toward the completion of a feasibility study into a resumption of mining using the existing 1986-built 1 Mtpa processing plant. The joint venture is in the early stages of testing the depth and lateral potential of the Mt Gibson mineralised system. Mining options currently under review include progressive open pit extension and amalgamation leading to one or more large open pits, and underground operations. It is too early in the development of the Project to offer definitive economic models of potential large-scale mining operations.

Because of the coincidental location of orebodies and population in Australia, the mineral sands industry has been subjected to numerous land use conflicts, resulting in the sterilisation of strategic ore reserves and a severe downturn of activity in the eastern states. All tiers of government of various political persuasions were responsible for the decisions leading to this sterilisation. As such, it became a community response to intense land use pressure along an attractive and popular coastline. The resultant high public exposure of the industry has placed it in the forefront of developments in rehabilitation technology. In eastern Australia, the industry has operated in a wide range of ecosystems, many with conservation values. Rehabilitation ech- niques have been developed to suit these varied conditions, and much of this technology is now widely adopted throughout the mining industry. Land use considerations in Western Australia are somewhat different to those of the eastern states. Nevertheless, the same basic principles of rehabilitation apply with modification to suit local conditions and land use objectives. The development of rehabilitation in both Eastern and Western Australia is reviewed, and the direction of future trends is indicated.

Plenary SpeechI have given considerable thought about what I might say to such a group of professionals, given that I am not an extractive metallurgist. It was immediately apparent that I would quickly be out of my depth if I tried to present some technical aspect of extractive metallurgy. So, instead I thought it might be useful to review the subject from the minerals business management point of view in order to improve understanding for the extractive metallurgist who some times finds it difficult to comprehend directions being given by management.

As a result of cheap Maui gas and plentiful hydro-electricity, over the past few decades New Zealand has enjoyed some of the cheapest energy of any OECD country. The situation is changing; at best we are facing some radical changes in energy use, at worst we are facing a crisis resulting from the following:   Cause 1: Maui gas will be exhausted by 2012. Distorted pricing and supply contracts; resulted in Huntly Power Station, a coal mine mouth generator running on 70 per cent Maui gas until very recently!   Cause 2: Investment in new generating capacity (and transmission) is woefully inadequate; as a result hydro lake levels are being continually pushed to the limits.   Cause 3: Distorted thinking is everywhere, for example; æWe will find more cheap gasÆ. æGas is clean û coal is dirtyÆ. Hot air  û ægreen alternatives such as wind generation will save usÆ. æNo NuclearÆ. The outcomes of the distorted thinking will be price increases, then shortages (there is nothing like "black-outs" to focus national thinking) and finally recession.   But what can NZ do? - Mine Coal. Coal jump-started the industrial revolution, it can provide the transition to post-gas and oil. NZ has the second highest reserves of coal per capita in the world, yet we use less that any other country with significant coal reserves. Our exports of our best coal have increased threefold, yet out own consumption has remained static at about 1-1.5 Mtpa for the last 30 years. Our coal is NZ owned and inexpensive relative to other energy sources, even allowing for infrastructure and environmental costs.   What can we do? We as mining professionals can promote informed responsible development and investment in the country's mining and energy business. We can galvanise public opinion on issues such as æunbundlingÆ our entire energy chain from mine-to generator-through transmission, even if the nuclear issue has to wait! With oil above US$70/bbl substitution is feasible. For individuals, there is always solar!

Melbourne Water (MW) is responsible for a section of existing gravity trunk sewer servicing the Melbourne central business district, Docklands, Port Melbourne and other adjacent areas, known as the Melbourne Main Sewer (MMS). MW has determined that the 2.2 km long 110 year old sewer will not adequately service these areas into the future or provide the level of reliability needed. The Melbourne Main Sewer Replacement project (MMSR) involves the replacement of the MMS with a new gravity sewer main and six key manhole shafts, known as the Melbourne Main Reliever (MMR).The majority of the MMR sewer tunnel is situated south of the Yarra River and will be constructed using an earth pressure balance (EPB) tunnel boring machine (TBM) and will be lined with precast concrete segments. The tunnel will be 2.4 m internal diameter and will have a 1.8 m diameter glass fibre reinforced plastic (GRP) sewer pipe positioned within it. This project represents the first large-scale, modern, mechanised tunnel project in MelbourneÆs Yarra Delta Quaternary sediments. There is little precedence known to the authors of similar scale tunnelling projects in these particular geological units. During the recent detailed investigation and design stages of the project, significant effort has been spent on characterising the geotechnical conditions along the alignment and predicting the effects of the new tunnel on the existing environment. Some of the key design issues that have been identified and managed through the design process include short-term surface settlement due to tunnel excavation and the predicted effects on surface infrastructure, potential spalling of the steel fibre reinforced concrete segments under full TBM ram loads and tunnel lining design in geological units with highly variable stiffness.Construction of the new MMR sewer tunnel is expected to commence in mid-2008 with a capital cost of approximately $160 million. Sewer system commissioning is scheduled for completion by early 2012.

The U. S. Department of Interior's Bureau of Mines, in conjunction with a cooperator in the U. S. A., are developing a new highwall mining system (HMS) for coal extraction in unreclaimed and active contour strip mines. This prototype system is comprised of a computer-based remote control (CBRC) system to monitor and remotely control a thin-seam continuous miner (TSCM) and a 76*m long multiple-unit continuous haulage (MUCH) conveying system, plus other manually- operated support equipment located on the highwall bench. The TSCM and MUCH coal haulage system are both controlled remotely by a single operator in a protective enclosure at an ergonomically- designed workstation located on the highwall bench. Two other personnel work on the bench to operate other support equipment. Full-scale mock-up fabrications were employed in the design of the unique remote control operator workstation. The HMS should allow the safe and economical exploitation of increased coal reserves where they outcrop in hilly regions of the United States. It should also be competitive with conventional auger mining and other coal extraction techniques, with a productivity goal at a highwall site of 20 tonne/man-h. Extensive simulated surface tests of the miner and haulage system should be completed in early 1988 at Bureau test facilities at Pittsburgh, Pennsylvania. These will be followed by actual coal production trials of the entire system in 1988 at a highwall site in West Virginia/USA.

The distribution of p(~rphyt1 copper deposits, in time as well as place, is used to propose an occurrence model based on the genesis models of Sillitoe and Rona. A magmatic source of the metals is accepted. The characteristic metallogenic epoch and the migration of the mineralization event along an elongate metal province are explained as the result of subduction of an obliquely- oriented strip of mineral-enriched material on the oceanic plate. Two mineral-enriched trails emanate from a hot-spot source of high-intensity hydrothermal activity in an oceanic rift. Because the whole plate system moves relative to hot spots, the hydrothermal source appears to migrate along the rift, and the two trails are not parallel to transform faults, but form a broad "V" centred on the hotspot. Source loci are spaced at intervals of about 3000 km, resulting in the possible repetition of metallogenic epochs, in a subduction zone province, at about 100 m.y. intervals. The position of the mineral-enriched strip can be found graphically, given ages of a series of deposits in a province, and the plate convergence vectors. This knowledge provides an exploration tool at regional scale and, by reflection across the rift, the potential for exploration is extended across oceans. The model has implications for commodities and deposit types other than porphyry coppers.
