When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

The Beckman Air Comparison Pycnometer is as accurate as the specific gravity bottle for the determination of the volume of fine powders, or particles, up to 50 c.c. in volume. The determination using the air comparison pycnometer is performed in a much shorter time.A graph of density versus iron content for samples from four different iron ore deposits shows that iron contents can be obtained to within 4 per cent iron. Field geologists should be able to obtain quick and relatively accurate iron contents of ore samples using the air comparison pycnometer at these deposits.INTRODUCTIONA Beckman Model 930 Air Comparison Pycnometer was purchased to decrease the time required for the determination of the volume of stones and powders. The liquid displacement method was used previously and the time required per determination varied from a few minutes for stones to half an hour, or more for fine powders. With the air comparison pycnometer, the determination takes approximately 2 min and can be quickly checked for accuracy by a further determination. The point of the anode effect on carbon anodes of dcfincd surface area. during electrolytic decomposition of alumina dissolved in molten fluorides. has been determined from current-voltage curves. The reproducibility and accuracy was found to be better for cell voltage than anode current density. Results have been obtained for the effect of alumina concentration temperature and carbon type. The point of the anode effect was strongly dependent on both the alumina concentration and the carbon type. For high alumina concentrations it has been found that the anode effect approaches reversibility. From these results it is concluded that co-evolution of CO, and CF. occurs prior to the onset of the anode effect. The anode effect results when the CF, content becomes sufficiently high for the melt not to wet the electrode surface and is maintained because of the slow desorption of CF, and the high electrode potential that results.

The head loss caused by metallurgical sampling for slurry streams can be reduced by metallurgical sampler design. When the process volumetric flow rate is reduced by vertical static cutters before the sampling by an equal number of moving cutters to the static cutters, the installation requires less installation head space than other sampling arrangements and is easy to accommodate at suitable locations in the process. Low head loss reduces building costs for the processing plant and operational costs during the lifetime of the plant.The presence of a possible systematic bias in the particle size distribution, solids density and elemental composition between an Outotec MSA 2/50 metallurgical slurry sampler sample and MSA 2/50 manually sampled reject have been studied by a customer. The paired samples were taken as simultaneously as possible. The customer evaluated the possible bias using a paired t-test and provided the assay results to Outotec for further evaluation.The results of the paired t-test showed no systematic bias in particle size distribution, solid density or assayed analytes, except in one analyte with low content and a high relative error. The high relative error in one analyte may have been caused by the same calibration model used in a X-ray fluorescence analyser for both high elemental-content concentrate and very low elemental-content tailings samples. The sampled stream is the tailings of a previous process stage.The results of the t-test were studied further using analysis of variance to reveal the error sources in samples. The results showed no bias between the samples collected from the MSA 2/50 reject and composite samples collected of the MSA 2/50 sample stream. Tyres account for 25-30 per cent of the operating costs of large capacity haul units as used in open-cut mines.Tyre operating costs can be substantially reduced and often contained in real terms by applying knowledge that is now available.This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs.

The Ohaaki Rhyolite and the Rautiwiri Breccia are two volcanic units occurring in the shallow and deep parts of the Broadlands-Ohaaki geothermal system. Alteration of these units by chloride waters results in distinct mineral assemblages that also have distinct whole rock compositions. The Ohaaki rhyolite is altered to an assemblage dominated by quartz, adularia, illite and pyrite as a consequence of silica, potassium and sulfur metasomatism. Locally, these rocks contain up to 0.5 ppm Au. The Rautiwiri Breccia by contrast is altered to an assemblage dominated by albite, adularia, quartz, illite, chlorite and pyrite in association with modest sodium metasomatism. Whole rock oxygen isotope compositions of altered rocks range between 3.3 and 7.5 ë, and are generally lower compared to their fresh rock equivalents having values of 9.5 to 10.6 ë; the result is broad pattern of lower values with increasing alteration intensity.

The placer mining industry of the West Coast region of the South Island is based largely around the production of alluvial gold, although other valuable minerals are also present. Since the first major discoveries in 1864-65, reported gold production has totalled around 264 t (8.5 Moz). During the past 10 years, annual production has totalled around 1460 kg (47,000 oz). It is anticipated that gold production over the next three years will continue at a level of 1400-1800 kg.   Annual gold production peaked during 1866 at approximately 17,170 kg (550,000 oz) and has not exceeded 100,000 oz since 1885. This reflects the ease with which gold was won from shallow, rich deposits that were present at many localities. Subsequently, there has been a general decline in the availability of this type of deposit, a trend that will continue in the future. This paper outlines the present state of placer mining in the West Coast region, gives some historical background to the industry and briefly predicts future trends.

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. This "barren liquor" results from sulphuric acid leaching of Radium,Hill uranium concentrate, followed by separation of solid residues and removal of uranium from the clear solution by ion exchange. This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main 'minerals' û gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone. The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production. The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10 000 000 000 per year. The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However, as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate, they are presented here only as they affect the economy of the mining operation. Finally, there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.

Northern Iron Ltd (NIL) is an Australian listed company that recently brought the historic Sydvaranger open pit Magnetite Mine (the Project) in Northern Norway successfully back into production. NIL made the decision to operate the Project on an owner mining basis, due to limited large scale mining expertise amongst Norwegian mining contractors, a long mine life, a limited range in planned mining rate and to minimise costs. As a new mine operator in a country where labour practices are strictly regulated, there was the desire to reduce the risk associated employing and managing skilled personnel. This was achieved by coupling the purchase of the required mining equipment from the original equipment manufacturer's (OEM) regional dealers with OEM supported Maintenance and Repair Contracts (MARC). This paper examines the process that was followed to implement an owner mining operation in a short time frame; approximately 12 months from the initial requests for quotation to actual delivery of mining equipment to site, and some of the challenges faced. By following a formal and well-tested process, not only was the implementation achieved in the set time frame, but significant value was added through the cost savings achieved in the equipment purchase price and MARC rates that were negotiated through this process.

The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment' to be of a permanent nature with furnishings and fittings of modern design.

The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia's export of technology. ò an opportunity to expand Normet's client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.

The main constituents of ferromanganese slags are silicates of Mn, Ca and AI. Factors affecting the recovery of manganese from a low manganese content ferromanganese slag (about 16 per cent MnO) during acid leaching were studied. These included time, temperature, agitation, sulphuric acid addition, solid:liquid ratio and particle size. Agitation rates greater than 300 rev/min. leaching periods greater than 30 min and temperatures above ambient were found to have no effect on Mn recovery. Dissolution of Mn was found to be highly dependent on the amount of acid added.About 90 per cent of the Mn was recovered when 5·5 times the stoichiometric amount of acid was used. About 28 per cent of the Mn was recovered when the stoichiometric quantity of acid (with respect to Mn alone) was used. However, the recovery increased to about 75 per cent when the total stoichiometric requirement of acid with respect to Ca, Al, Mg and Fe as well as Mn was used for leaching. The extent of Mn dissolution also depended on the particle size of the slag. The percentage of Mn recovery (using 5·5 times the stoichiometric amount of acid) increased from about 60 per cent to about 92 per cent when particle size decreased from -36 +52 to -150 +200 mesh (B.S.S.). When the results of this study were compared with those in a previous study involv,ing the leaching of a high manganese content slag (containing about 40 per cent MnO) results were similar except that there was a gr-eater consumption of acid in the present case (i.e. low manganese content slag).

Minerals processing needs a step change in energy efficiency. While the search for new technology breakthroughs is important, huge gains are still available by better using existing research outcomes. This potential remains untapped due to a combination of organisational 'silos', inappropriate performance measurement, and poor science in some areas. It is time to see the elephant in the mill.

In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

The stratigraphy of the Western Coalfield is briefly reviewed and the important units of the Lithgow Coal Measures, particularly the coal seams, are defined. The possibility of coal measures of Tomago age ocurring near the edges of the Sydney Basin is discussed onpresent evidence.Using data obtained from unpublished drilling records, detailed structural, isopachous and lithofaeies maps have been drawn. These show that the structure of the coal basin has been influenced by the underlying basement in many ways.The prominent jointing in the overlying Triassic sandstones is discussed in relation to jointing in the coal measure sediments.It is concluded that in addition to the general knowledge obtained with respect to the coal basin, useful information regarding coal quality and quantity can be gained by the study of broader sedimentary and structural features.INTRODUCTIONThe term "Western Coalfield" covers approximately the area from Katoomba to Rylstone, together with the smaller, separate Ulan area (Fig. 1). The area studied is part of the great sedimentary Sydney basin named by Osborne (1948). The first discovery of coal in Sitlt in the area was made in 1824 by Andrew Brown, although George Bass noted the presence of coal float in the Grose River in 1797. Production is recorded from the Western Coalfield in 1838 but mining was intermittent until 1868 when mines in the Lithgowvalley (producing coal from the Lithgow Seam) came into production. In 1882 the Katoomba Seam was first worked at Katoomba.The work of J. E. Carne (1903, 1908) defined the limits of the Coal Measure sediments and also contributed a great amount of valuable detailed information about the region.

The Otago Schist is being subdivided on a regional scale into structurally, metamorphically and lithologically distinct blocks. Differences between blocks are subtle, and difficult to map in the field. Boundaries are late-metamorphic or immediately post-metamorphic in origin, and are different from later brittle faults which disrupt the schist. Mapping of late-post-metamorphic structural discontinuities has direct application for basic grassroots exploration in the Otago Schist. The mineralised (and currently mined) Hyde-Macraes Shear Zone forms a regional scale boundary between a block dominated by politic schist and a block with massive psammitic schist, pelitic schist, and minor greenschist and chert. The HMSZ forms a metamorphic discontinuity, with garnet and biotite in the underlying schist, and neither index minerals apparent in the overlying schist. The HMSZ is also a structural boundary between domains with differing lineation orientations. The HMSZ can not yet be traced along strike to the northwest to the Rock and Pillar Range, where the only major discontinuities recognised are the Caples-Torlesse boundary and a normal fault separating low grade from high grade schist. Structural and lithological discontinuities in the Dunstan Range break the range up into distinct structural blocks, two of which are separated by the gold-mineralised Rise and Shine Shear Zone.

The paper deals with the metallographic tudy of heat treated chromite and chromite-coke composite briquettes. The briquettes, prepared from chromite concentrate of Orissa Mines using molasses-lime, dextrinelime and tamarind seed as binders, were subjected to different temperatures and examined metallographically. The change of phase with temperature was analysed by X-ray diffraction.
