Risk exposure in tunnel projects is extremely high due to various factors such as variability of subsurface conditions, selection of inappropriate design and tunnelling methods, improper risk assessment on adjacent surface and subsurface structures and utilities, and inadequate contractual practices. The risks in tunnelling must be borne by the contractor, designer and the owner of a tunnelling project. There have been a number of improvements in the last ten to 15 years in the manner in which tunnel projects are developed and implemented in terms of their design, construction, financing and operations. One significant improvement has been the manner in which underground conditions and their risks are being managed. Owners are less willing to transfer the full responsibility to the contractor for managing the underground conditions, although this is a familiar manner in which underground major urban projects have been previously contracted and managed. The owners of tunnel projects in Singapore have advanced the risk management process for their projects through geotechnical interpretative baseline reports (GIBRs), geotechnical data reports (GDRs) and project specifications (PSs). This paper discusses industry practice and its development as well as the application during the preparation and use in Singapore on the Deep Tunnel Sewerage System (DTSS) and the Marina Coastal Expressway (MCE) project in Singapore. The DTSS trunk sewer is 48 km and ranges from 3.3 m to 6 m finished diameter up to 50 m below the ground. The underground conditions ranged from Old Alluvium, strengths of about 1 MPa to competent Bukit Tima granite, with strengths of over 230 MPa. The total route length of the MCE is about 5 km. About 3.6 km will be constructed underground, consisting of dual five-lane carriageways. The underground construction will be cut-and-cover, and 2.6 km will be constructed about 13 m underground, and 1 km of tunnel will range from 13 m to 24 m as the tunnel passes under a 420 m wide reach of Marina Bay, whose crossing will be constructed as a two-phase cofferdam.

On 26 June 2000 a hydraulic fill retaining barricade failed at the Bronzewing mine in Western Australia. The barricade failure resulted in the release of 19 000 m3 of saturated hydraulic fill into the mine, which caused the deaths of three miners. Following this tragic accident, the practices and procedures of mines using hydraulic fills came under intense scrutiny by regulatory bodies and mining companies. At this time, the use of hydraulic fill at NormandyÆs zinc/copper Scuddles mine was suspended and waste rock became the sole backfill material in use underground. By 2003, development of the mine adjacent to Scuddles, Gossan Hill had progressed to a point where a self-supporting fill material was required to enable full recovery of high-grade ore. Cemented hydraulic fill (CHF) was identified as the optimal fill type and work began on designing appropriate management procedures and controls to ensure the safe implementation. This work included definition of the fill properties, plant design and construction, reticulation system design, design of stope barricades and drainage systems and fill placement control and monitoring practices. CHF placement began on 16 July 2004 and has continued to date. Significant operational experience has since been gained in areas including plant performance, fill product quality assurance, barricade construction, stope drainage and in situ performance.

An integrated and dynamic water balance and water quality model for a proposed base metal mine has been created using the GoldSimÖ software package. The model was initially developed to address the water quality of the Tailings Management Facility pond and how pond discharge would potentially affect downstream water quality. However, due to changing project objectives, the modelling has expanded over time through an iterative process to encompass the full mine site and all receiving environment water quality. The model results have been used as part of the mine planning/design process but are also intended to be used for the environmental impact assessment and permitting process. The model has been built to allow for changes to input terms to be readily made as additional data becomes available. The model results serve as a prediction of water quality and the potential project impacts to the receiving environment water quality. This paper presents the process by which data from a wide variety of sources was used to construct the model and how the model results were used to guide development of a conceptual water management plan. In addition, the role of the model in establishing proposed discharge criteria will be highlighted. The model has been delivered as a fully functional application with the intent that the end-user can be other than the modeller, the development of this aspect shall also be covered. A growing demand within the minerals industry for sustainable development and the introduction of carbon taxes have resulted in a significant focus on improving the energy efficiency of comminution circuits. However, in this drive for improved energy efficiency the role of classification has been overlooked. Inefficient classification and large recirculating loads reduce circuit capacity, result in over-grinding and higher specific energy consumption.It is well understood that classification increases mill capacity; therefore, closed ball mill-cyclone circuits have become an industry standard. However, due to limitations in cyclone classification efficiency, the optimum recirculating load is limited to about 250 per cent. A simple relationship quantifying the effect of classification efficiency and recirculating load on grinding circuit capacity is presented in this paper. The possibility of improving the capacity of ball mill circuits by improving classification efficiency is discussed, considering the current practical limitations of classification equipment. Simulation tools were used to evaluate circuits with cyclones and with high frequency screens to identify opportunities to improve energy efficiency. Any future developer of underground mining on the Bendigo goldfield will need to understand the unique geology and gold occurrence of this field. The development and sloping system employed will be primarily designed around these unique features. Modern techniques and equipment used in narrow vein mining will be applicable in this situation.The purpose of this paper is to examine the important geological features of the field as well as the known historical occurrences of the type of gold deposition in the ore bodies. This information will point to a system of development and extraction which will accommodate these features.

Approximately 2.4 million ounces of gold and 11.3 million ounces of silver have been produced from the Umuna Lode by Misima Mines Pty Limited between June 1989 and the end of Decemeber 1996. Reserves remaining at the end of December were 32.1 million tonnes at 1.0 gram per tonne gold and 9.7 grams per tonne silver. To attain precious metal production of this volume, an estimated K60,000,000 (1996 Kina) was spent on exploration alone. from the 1940s to the present day. Exploration expenditure for the 1996 calendar year was approximately K4,400,000. With such a large investment in exploration, large quantities of data were generated and stored in various forms. To make best use of this data, it was necessary to organise and systematically store this data in a form compatible with a modern Geographical Information System (GIS). The Umuna Lode on Misima Island is a low sulphidation gold- silver deposit dated at 3.5 ¦ 0.2 Ma. The deposit is controlled by the 50 to 100 metre wide Umuna Fault- a moderate dipping, brecciated clay- chlorite- carbonate altered, normal fault zone. There is approximately 230 metres of mostly dip slip offset on this fault, which is measurable by the offset of the Cretaceous schist, marble and greenstone host sequence. Late Miocene microdiorite spatially related to the Umuna Lode does not appear to be genetically related to the gold- silver mineralisation. GIS was introduced to Misima at the end of 1995 and until recently has been mostly used for data storage and retrieval, the over- laying of various data sets to assist in targeting prospective areas, and as a drafting tool. The use of data-driven, predictive data analysis is the most recent effort in maximising the use of the extensive Misima database. By characterising the key controls and properties of the Umuna- type mineralisation, a Weights of Evidence, data-driven analysis produced a prospectivity map of Misima Island. The purpose of this map was to identify prospective areas yet to be explored and to assess the effectiveness of exploration to date.

When only wide-spaced drilling is available, for example at concept, prefeasibility and feasibility stages, properly implemented linear estimation (including ordinary kriging) predicts grade tonnage relationships that are over-smoothed compared to final production estimates (and production). Non-linear estimation and conditional simulation are alternative geostatistical approaches that can provide more reliable estimates of the recoverable tonnage and grade from wide-spaced drilling. Non-linear estimation and conditional simulation have been rarely used on iron ore deposits. However, these techniques have had wide application in other commodities such as gold and base metals. Conditional simulation has been used in the iron ore industry (eg Guibal et al, 1997); however, its use here is outlined as a means of generating non-linear estimates, not just its use for variability and drill spacing analysis. As a rule, regardless of commodity, the decision to use non-linear geostatistics will necessitate increased skills and require more time. This decision must therefore be justified in terms of cost-benefit. Such cost-benefit analysis is not straightforward, and to help an approach for determining when linear estimates are inadequate is presented. Recommend in this paper is a well-established non-linear geostatistical approach, the global ædiscrete Gaussian modelÆ (DGM) of change of support, as a tool to establish whether moving from linear to non-linear estimates will materially improve estimate results. Also discussed is the additional use of DGM as a block model validation tool. One specific factor contributing to the lack of application of non-linear geostatistical methods in iron is the added difficulties that arise when conditional simulation and non-linear estimates are required to reproduce the numerous and often important correlations between variables in iron ore deposits. Consequently, presented in the paper is a synoptic review of non-linear estimation and simulation methodologies applicable to correlated variables.

The objectives of mining grade control are presented and examples of the techniques used in various open pit and underground mines are used to define the attributes of good grade control. Reasons are discussed for the success of various improved practices. The progressive development of grade control is presented and the balance between quantitative and qualitative data is analysed. The skills and resources required for grade control on mine sites that are using best practice are also presented. A number of problems in grade control have been solved recently however there are still issues that need to be addressed. Examination of the grade control process frequently stops after sample quality has been examined. There is much more beyond this that can now be optimised using conditional simulation models. Other future directions of mining grade control are also suggested. An extensive bibliography of published papers on grade control is included that will be maintained and updated on a website.

The western Cordillera of North America, including more than 99% of Alaska, is made up of an agglomeration of litho-tectonic terranes, some of which have undergone large rotations and (or) translations. The larger terranes can be broadly grouped into a small number of composite terranes based on affinities in their lithology, structure, and tectonic evolution. The terranes reflect repeated episodes of marginal rifting as well as formation of marginal arcs, island arc chains, back-arc basins, and oceanic plateaus since late Proterozoic time. Accretion to the continental margin occurred mainly from Middle Triassic through Early Cretaceous time. Major northward dispersal of terranes was largely during the existence of the Kula plate from about 85-55 Ma. Major rotations are the mid-Cretaceous opening of the Arctic Ocean basin with counterclockwise rotation of Arctic Alaska and Laramide oroclinal bending of western Alaska. The present complex Cordilleran geology along the northeast Pacific rim is a sum of these earlier accretionary processes together with continued Cenozoic faulting and deformation that has been superimposed upon the agglomerated displaced terranes over a broad segment of the continental margin.

Various analysis techniques are used to determine the nature of a large seismic event that was triggered by a mass blast in an underground mine. This event was recorded by surface accelerometer arrays whose output was doubly integrated using a stable filter to determine the dynamic displacements. The peak dynamic displacements during the blast were 0.09 mm, and during its latter stages, this blast induced a seismic event having a peak dynamic displacement more than ten times larger at 1.26 mm. Polarisation analysis, based on the complex covariance matrix, showed that the seismic event was caused by movement of a known underground fault, close to the blast, which radiated most of its release motion as a shear-horizontal (SH) wave. The change in frequency content with time for the blast and seismic event was initially determined using the Fourier-based reassigned S-method. This analysis showed that the large amplitude seismic event had frequency content significantly lower than that of the blast. Nevertheless, this Fourier technique still retains the problems associated with short time windows as well as the fact that most realistic signals are non-stationary. In order to eliminate such influences, the more recently developed empirical mode decomposition (EMD) was used to obtain the intrinsic mode functions (IMF) of the seismic wave propagation. The EMD vibration analysis showed that each IMF generally exhibited distinct frequency changes throughout the blast and a significant reduction in frequency throughout the subsequent event. It is shown that most of the energy of the seismic event is contained in IMF modes 2, 3 and 4 of the SH wave; the high-frequency first mode (IMF1) contains little energy. Ground subsidence due to mining is a common dilemma confronting the underground coal mining industry. The effects of underground longwall mining on river valleys have come under scrutiny, especially when mining is located underneath catchment areas. As public awareness of mining impacts on the environment increases, there is the need to develop damage mitigation strategies. Results of numerical modelling show that river valley response to underground longwall mining can be simulated and evaluated.

The Work Health and Safety Act 2020 (WA) (WHS Act; DMIRS, 2020) and associated Work Health and Safety (Mines) Regulations 2022 (WA) (WHS Regulations; DMIRS, 2022), supporting guidance materials and other laws, such as the Sex Discrimination Act 1984 (Cth) (SD Act), have imposed new duties on every person or business conducting an undertaking (PCBU) in Western Australia, including those operating in the mining industry. These laws and associated guidance materials combine to require owners, operators and contractors to discharge positive duties and better report and manage psychosocial hazards in the workplace. For mine operators, there is a positive duty to not only identify and eliminate hazards relating to psychological harm, sexual harassment and gendered violence at work, but to also report incidents to the safety regulator that could result in serious harm, even while internal and police investigations are ongoing. Traditional mines safety teams are navigating the evolving frontier of psychological and gendered safety as the duties relating to psychosocial safety and sexual harassment at work continue to expand. This paper will review the legal obligations on PCBUs to conduct internal investigations into critical psychosocial incidents and gendered violence on mines, whilst balancing the demands and sensitivities of investigations by the safety regulator and police. There are emerging approaches to safety investigations that can aid PCBUs in managing their investigations of psychosocial incidents and gendered violence, including trauma-informed investigation techniques, collaboration with psychological experts and the use of limited legal privilege. Well managed and sensitive investigations can foster trust amongst workers, result in improved incident reporting by workers and lead to enhanced safety outcomes for the resources industry whilst preserving the legal positions of involved PCBUs. Specifically traversing the new duty to consult, cooperate and coordinate, this practical session will arm mine managers, safety professionals and human resources professionals, from mine operators and mining contractors alike, with tools and processes to bring to safety investigations, particularly on residential mine sites.

In recent years, Chinese companies have invested billions in Australian mineral exploration, development and processing. In 2008 - 2009 alone, the Foreign Investment Review Board approved $26.4 B of investment. Much of this investment has been by merger and acquisition (M&A) of Australian resources companies. This paper sets out to investigate how Australian CEOs perceive the cultural and institutional challenges in operating Australia mining companies recently acquired by Chinese interests. HofstedeÆs cultural dimensions and institutional theory from management science were used to develop a structured questionnaire, which was subsequently used to conduct telephone interview of the CEOs of six recently acquired mining companies. Analysis of the survey results indicated that, in all cases, few changes were made to the operational management of the Australian companies post-M&A. The three major benefits for Australian companies as a result of the M&A are the ability to; access long-term debt at lower cost; secure finance for growth plans in financially volatile times; and maintain existing management structures. Some perceived negatives involved longer and more convoluted decision-making as a result of Chinese state approval required for investment decisions. The study identified building æGuanxiÆ and an aversion to losing æfaceÆ as important cultural learnings for Australian CEOs. It is a great pleasure to accept the invitation to open this Joint Conference of The Australasian Institute of Mining and Metallurgy and the American Institute of Mining, Metallurgical and Petroleum Engineers. It is the second invita- tion to participate in the Conference that I have accepted. When it was being planned, the President wrote to me to invite me to be one of the speakers in one of the technical sessions. I wrote accepting the invitation, and when my present appointment was announced, there was a nice question about the earlier commitment. The upshot of it all is revealed by the present arrange-., ment: you get me as opener and the more sub- k stantial speech is to be given by Professor Rupert Myers, my friend and former colleague who will not only be able to contribute from the standpoint of an experienced University admini- strator, but will also speak from a professional training and experience much more closely relat- ed to the concerns of this Conference than I possess. Though it is a joint meeting and the speakers will include distinguished figures from North America, I hope that since the venue is Australia, I may be permitted to speak with an Australian emphasis. I have recently had a brief glimpse of part of the Australian mining industry. In the course of a journey through the Northern Terri- tory we-my wife and I-visited Gove, Groote Eylandt, and Tennant Creek. At Gove we saw the remarkable Nabalco development in bauxite and alumina and the very impressive town plan- ning development at Nhulunby, the major man- ganese enterprise at Groote Eylandt, and the gold mining activity at Tennant Creek. For lay people like us, a gold pour was arranged at Tennant Creek and that was a spectacular sight. On earlier occasions, and before my present appoint- ment, I had visited Mount Isa and the Utah fields, and Queensland Alumina at Gladstone. I have not seen the cradle of the modern mining industry, using cradle perhaps loosely, at Broken Hill, nor have I seen the great Pilbara develop- ment, nor Weipa. This is not for want of generous invitations and it is my hope that within the not too far distant future this will be rectified. Then there is the Australian petroleum industry and the great industries which make their products from the minerals mined which I have yet to See.

The past 100 years the mining industry can be characterised by a focus on increasing financial returns often to the detriment of social, human, manufactured and environmental capitals. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. By determining the value of each capital before and after the application of proven innovations, the presentation will outline how and where value can be created across all five capitals over the life of a project or operation.The paper will demonstrate how the application of proven innovations significantly transforms the value-proposition of a mineral resource project or operation by generating additional value across all of the five capitals, reducing project risk, thus generating value for all stakeholders.CITATION:Jones, M, 2015. The present work proposes a distributed collaborative immersive virtual reality framework for prospective applications in the mining industry. A human-centered approach is described, with people being placed in the central position and surrounded by tasks that are to be carried out. Those tasks can be then achieved through synchronous or asynchronous communication, interactions using properly constructed user interfaces, virtual and/or augmented realities and computer vision. Several examples of such arrangements are presented. One of the applications facilitates an e-learning experience by providing a very familiar object – a book – as a target for users to interact with. Importantly, this system has the potential to provide an ‘enhanced’ teaching medium, as humans tend to remember events/situations better when they experience those events in person, when the immersive factor is involved. The immersive virtual reality environment enables a user to interact physically with various 3D objects and experience behaviours, which in turn reinforces the idea that doing leads to learning. This prototype system can be implemented as an efficient and cost effective e-learning and training platform for different engineering domains. At another level, the same technology can be used in the tele-operation of mining equipment for the future mine.

In 2013, Rio Tinto Iron Ore (RTIO) produced 251 Mt from 15 mines in Western Australia. Throughout the mines, Ore Reserve models are used for long-term and medium-term mine planning. Grade control data aids the accuracy of short-term planning. Reconciliation of models with grade control data is important for maintaining confidence in predictions from the models, understanding the limitations of the models, and identifying issues that may require further work.There are a large number of sites and models, with more than 200 professionals involved in different parts of the reconciliation process. Regular meetings of all involved and enabling effective communication are important in the reconciliation process.Reconciliation data is gathered and processed through a web-based system; Grade Block Reconciliation System. This system cuts each grade block against the required model, stores the results, and allows users to view and analyse the data. Development of this system has occurred over a number of years and all Rio Tinto Iron Ore mine geologists and resource geologists now use it as standard to report reconciliation results. The results can be viewed in many ways including by different time periods or benches. Graphing the results assists identification of trends. Centralising and standardising reconciliation has allowed easier comparison between sites. Flexibility in the system allows users to customise reports to manage issues unique to their particular site.In parallel with system development, substantial effort has been put into ensuring mining professionals get together to discuss and understand reconciliation issues. To facilitate this there are now regular sessions, including site visits. Issues are assessed on a case-by-case basis and decisions on how best to address the issues are made by the relevant stakeholders. The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. Capturing images at 1000 frames per second allows the analysis on a millisecond timescale where detonator timings, fragmentation, venting, fume generation and flyrock can be accurately identified.CITATION:Adermann, D, Chalmers, D, Martin, C and Wellink, S, 2015. In 1984/85 financial year Australia produced 529 thousand barrels per day (kbd) of crude oil. By far the major contribution (453 kbd) was light waxy oil from offshore Gippsland, Victoria. When these discoveries were made in the latter 1960s, imported oil was available in abundant supply and at low prices. Because of this, the Gippsland producers persuaded Government to control the marketing and pricing of their crude, and thus provide the required security of offtake. Political events in the middle East created supply shortages during the 1970s, and dragged up government selling prices for OPEC crude oil. Thus Arab Light crude that sold for less than US$2/barrel (bl) in 1970 reached $34/bl in 1981. Following the consequent decline in world oil demand, in 1982, Australian refiners sought to evade their obligation to lift Gippsland crude. Hence, in 1983, the Government was forced to introduce a floor quota of 385 kbd of Gippsland crude liftings and to allow producers to export any additional production refiners did not require. On expiry of the old arrangements, Government introduced a partial free market from January 1985, whereby the balance in excess of 350 kbd may be sold to Australian refiners at negotiated prices, or exported as before. In 1984/85 exports were some 90 kbd and will be higher in the current year. About half this total has been exported by BHP, providing valuable experience and lessons which are described in the paper.
