A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

Active geothermal fields show many of the characteristics seen in hydrothermal ore deposits but there are important differences as well. There are, for example, many differences in geology and chemistry between individual geothermal fields, even some nearby, and these include variations in host rock types (volcanic, sedimentary, plutonic and metamorphic), structures controlling fluid flow (normal, lateral, and, rarely, reverse faulting occur) and hydrological setting (valleys to elevated terrain).

Iron ore beneficiation plants are facing economic pressures to treat more challenging ore types, improve efficiency and improve product quality. Better control and stability of the plant process in the face of increasing feed ore variability has been a goal for many of the operations facing these challenges.Prompt gamma neutron activation analysis (PGNAA) technology has proven to be a successful measurement technique within an iron ore beneficiation plant. PGNAA was first developed in the early 1980s for the measurement of the elemental composition of bulk materials. Today, PGNAA technology is applied for elemental analysis within the iron ore industry on both bulk materials and slurries.Traditional composite sampling throughout the wet iron ore beneficiation process provides a delayed measurement of average properties but does not capture the true variability of the process in real-time. As such this is a limiting factor towards stabilisation and optimisation of the process. A PGNAA analyser provides real-time slurry elemental analysis of feed, concentrate and tails streams within the processing plant. The analytical data from the analyser can be exploited with a control strategy to correct and stabilise the plant on a much shorter time scale, delivering significant economic benefits and greater operational flexibility. Initial analysis of Long Offset Time Domain Electromagnetic (LOTEM) data has traditionally been made in terms of early and late time apparent resistivities. By using more than one grounded bipole as a source, a tensor analysis technique analogous to the method used to analyse DC resistivity multiple-source bipole-dipole surveying may be formulated. We define the æinstantaneous apparent resistivity tensorÆ as the tensor that relates the total electric field vectors at each instant to the steady state (DC) uniform half space current density vectors due to each source. Instantaneous apparent resistivity tensors calculated for a 3D resistivity model suggest that profiles of LOTEM measurements across simple 3D structures can be used to create an image that reproduces the main features of the subsurface resistivity. Where measurements are distributed over an area, maps of the tensor invariants or the tensor ellipses at different times can be made into a sequence of images which provide a way of ætime slicingÆ down through the target structure.

Recent exploration has identified the presence of detrital iron deposits (DIDs) associated with banded iron formation (BIF) units in the north-west of the Congo Craton, Gabon. The regional geology comprises a complex of granitoids and gneisses assigned to the Archaean Chaillu Complex, within which older slivers of lower amphibolite-grade greenstones are preserved including muscovite-biotite-garnet-bearing felsic schist, amphibolite and BIF. These units are typically overlain by several metres of residuum comprising colluvium, eluvium and duricrust. The residuum is overlain by a regionally extensive loess cover from 2 m to 10 m thick.The DIDs occur within the weathered residuum as mostly unconsolidated gravels with lesser canga (CAN) duricrust draped over deeply weathered hematite. Head grades are in the range of 45 to 52 per cent Fe. Fresh BIF, located from 30 to 50 m below surface, is comprised of magnetite-quartz±amphibole. The detrital iron gravels are comprised of rod- and plate-shaped clasts of hematite (martite)-maghemite-goethite composition, in a ferruginous sand to clay-sized matrix. The DID form ridges and plateaus that coincide with magnetic highs defined using high-resolution ground magnetic surveys.The field relations and petrography indicate that the detrital iron accumulations are the result of weathering (including enrichment) and erosion of primary BIF. This includes removal of quartz, further oxidation and re-cementation of BIF to form ferruginous caprock. This cap and the in situ oxidised BIF were subsequently disaggregated and liberated, and further weathered to form the detrital iron accumulations.Metallurgical test work on bulk detrital iron samples has shown this material can be upgraded to lump and fines iron ore products with grades of 62 to 65 per cent Fe using simple scrubbing and wet screening, followed by dense media separation of the -1 mm fraction, with overall mass yields from 75 to 85 per cent. The Golden Bar pit is part of the Macraes mine, the largest gold mine in New Zealand. The Macraes mine is mainly developed in the late metamorphic Hyde-Macraes Shear Zone. However, the Golden Bar pit was developed in a mineralised zone about 200 m structurally above the Hyde-Macraes Shear Zone. The host rocks are dominated by massive quartzofeldspathic schist (5 - 10 m layers) with minor intercalations (1 - 5 m scale) of micaceous schist. All the host schist has disseminated pyrite (micron to mm scale) from pervasive late metamorphic hydrothermal alteration.   In addition, there has been more localised (metre scale) relatively intense hydrothermal alteration controlled by shears subparallel to foliation. Gold occurs in three types of mineralised rock: silicified schist, which dominates, fissile black sheared rock, and cross-cutting quartz veins. There are three principal structural zones in the deposit: 1.   a strongly sheared micaceous and graphitic zone at the base of the structural sequence; 2.   a weakly deformed schist zone cut by relatively flat-lying (= 20¦ dipping) quartz veins; and 3.   a stack of imbricated schist pods and deformed silicified schist confined between two sub-parallel low-angle (ca. 30¦) shears.   These structural zones were juxtaposed during thrust deformation. The lower black shear zone has m-scale folding and over-thrusting packages, kink folding and foliation stacking with associated striations that imply west-directed thrusting. Striations and imbrication geometry between the upper two shears imply oblique thrusting that was directed towards the west. Post-mineralisation normal faults locally disrupt the mineralised zone. The Golden Bar pit mineralised zone has some of the structural and mineralogical characteristics of the main Hyde-Macraes Shear Zone, and may be genetically related.

A research team at the Iron and Steelmaking department at Primetals Technologies has established new upgrading measures for improving the efficiency of the beneficiation process in ironmaking plants, relying largely on pre-existing equipment. After the upgrade, the iron content in the final iron ore concentrate was shown to be significantly higher. Remarkably, the costs for employing the respective measures are surprisingly low.This case study is based on a Kazakh iron and steel producer, whose beneficiation process is currently generating a magnetite concentrate with a final iron content of 65.65 per cent. The study shows that the implementation of Primetals Technologies’ intelligent modification measures to the current beneficiation process, the realisation of more effective dewatering, and the utilisation of an innovative binder lead to an increased iron content in the resulting pellets, reaching a concentration of 69.17 per cent (iron ore concentrate) and 66.5 per cent (pellets).The current operation consists of three closed circuit grinding stages, four stages of low intensity magnetic separation, vacuum disc filters and straight-grate pelletising. By dividing the slurry after the second stage of grinding and the third stage of low intensity magnetic separation, it is possible to divert the more iron-rich fines before they would enter the third grinding stage and the fourth stage of magnetic separation. This then reduces the load on the existing third stage ball mill. Afterwards, the ground material is treated in an additional low intensity magnetic separator and mixed with the previously diverted fraction of the fines. An improved filtration procedure, combined with the application of a highly sophisticated binder, further reduces the amount of additives needed, so that a genuine direct reduced (DR)-grade iron concentrate is produced as a result.All laboratory, pilot and pelletising test work was executed at Primetals Technologies’ laboratories in Austria.CITATION:Martens, J, Petzold, L and Hiebl, B, 2017. At the Red Dome and Mungana deposits in north Queensland, Australia, it is proposed that mineralisation and alteration developed as a 'telescoped' overprinting continuum, ranging in style from hypothermal to epithermal, reflecting the major changes that developed in the regional setting over the period circa 325 - 290 Ma. Regional assessment suggests that this also applies to many other precious and base metal deposits within a 40 km length of the host Siluro-Devonian Chillagoe Formation.   A ten stage paragenetic sequence of structural preparation, multi phase intrusion and associated mineralisation, alteration and brecciation is postulated for the Chillagoe district.

The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. A thermal neutron irradiation technique using a mCf neutron source has been developed and applied to thp.simultaneous determination of iron and aluminium (expressed as AI2O3) in iron ore fines (-6 mm particle size) on a moving rubber conveyor belt.While the determination of iron with this technique is based on the use of a NaI(TI) detector to monitor the characteristic prompt gamma rays (7.64 MeV) emitted by thermal neutron capture reactions in the iron, the etermination of AI2O3 is based on the use of a second Nal(Tl) detector to monitor the characteristic gamma rays (1.78 MeV) emitted after thermal neutron activation of the aluminium. The second detector is located downstream from the first. Although the speed of the conveyor belt has no direct effect on the iron measurements, it must not exceed about 3 m/min if good accuracy is required for the AI2O3 measurements. Consequently an auxiliary conveyor belt is required in order to avoid interference with normal ore processing.Dynamic trials of the technique, using 1500 kg samples of ore on a 460 mm-wide rubber conveyor belt moving at 1.7 m/min, have demonstrated that the method can achieve accuracies of 0.7% Fe and 0.1% AI2O3. At the present stage of development, it is recommended that lump ore be crushed to a particle size of 6 mm before analysis.In addition to iron and AI2O3 determinations, measurements of total moisture content and bulk density are possible. The determination of Si02 is also feasible, but a separate fast neutron source (e.g., Am-Be) and a separate gamma ray detector are required.

The Ebor Volcano in north eastern New South Wales is an eroded example of a central-type intraplate volcanic-intrusive complex. It is of Miocene age (19 - 20 Ma) and has similarities to other central-type volcanoes in eastern Australia which may represent manifestations of sub-lithospheric hotspot activity. Thick lava flows are exposed around the Great Escarpment and are dominated by a tholeiitic basaltic suite, ranging from ol-tholeiite to qz-tholeiite to icelandite with ages of 19.2 - 19.6 Ma. On its western edge, the tholeiitic lava suite probably overlies remnants of basanite flows belonging to the Eocene (~48 Ma) Doughboy province, but elsewhere, minor alkaline basaltic lavas may be coeval with the tholeiitic suite. Several felsic bodies were emplaced into the volcano at ~19.0 - 19.2 Ma and include subalkaline and peralkaline types. The Crescent Complex is a Miocene-age, strongly differentiated mafic to felsic intrusion in basement rocks and centrally located in pre-erosion reconstructions of the Ebor Volcano. It is interpreted to be a major feeder for the tholeiitic lavas based on age and composition. Evolution of the dominant tholeiitic suite proceeded from a parental ol-tholeiite magma, through qz-tholeiite, icelandite and small volumes of felsic rocks by fractionation of plagioclase, olivine, clinopyroxene and titanomagnetite, accompanied by enrichmentof SiO2, SFeOlMgO, alkalies and HFSE.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. The Winton Basin is one of three Southland sub-basins. The oldest known sediments are Early Oligocene terrestrial shales, sands and lignites deposited in half grabens formed as a result of oblique extension. A marine transgression in the Oligocene deposited mid-outer shelf to upper bathyal mudstones. Shallowing of the basin and tectonic quiessence lead to limestone deposition in the Early Miocene. Regional tilting led to uplift in the north and east and deposition of terrestrial lignites and gravels across the basin and the basement high to the south.

investigations have been undertaken into the flow characteristics of mineral slurries from a number of Australian metallurgical plants including Mount Isa Mines Ltd., North Broken Hill Ltd., and Broken Hill South Ltd. Experimental equipment installed for this work included facilities for continuous recording of flow rate and pressure drop and detection of sedimentation.Although the method has subsequently been described in published literature, it is believed that the investigations included the original application of a method for correlation of the flow rate and pressure drop data. This method depends on solving by graphical methods the values of the constants k, and c in the relationship EQUATION 1 where D is pipe diameter; ?P, pressure drop; L, length; and V, mean linear velocity. Discussion of this correlation also reveals why sedimentation velocity does not necessarily vary greatly with pipe diameter.INTRODUCTIONIn order to design pumps and pipeline installations for a Newtonian fluid, measurements of the fluid's density and viscosity in any of a number of instruments are sufficient. Substitution of these values in well known equations to calculate Reynolds numbers and subsequent correlation to determine friction factors are all that is required for engineering specification.As a result of work during the last decade, particularly that of Metzner and Reed (1955) and Dodge and Metzner (1959), it is now possible to design for homogeneous non-Newtonian fluids using relatively simple instrumental measurements.These methods can sometimes be applied to thick slurries which behave as if homogeneous. With the technique and data obtained in using the blast hole diamond drill for "Removal of Horizontal Level Pillar by means of Blast Hole diamond drilling at New Occidental Gold Mines N.L.," as described in Proceedings No. 133 of 1944, and a series of experiments using the blast hole diamond drill for stoping at New Occidental and New Cobar Mines over the past two years, a benching method of stoping has been developed using 2 inch coring diamond drill bits, resulting in efficient and economical ore extraction in these large ore bodies.During the experimental stages the standard H-inch blast hole was used, but the deflection of the holes, when using this solid bit, either decreased or increased the burden of the hole when it became necessary to drill holes deeper than 45 feet.It was found that after blasting vertical holes deeper than 45 feet, the ore did not break satisfactorily over the full length of the hole; on one occasion as much as 30 feet of bench was left at the bottom of the face, which had to be subsequently re-bored andblasted.As this defect was also noticeable to some extent even when the holes did not deflect, it was then obvious that the explosive had become less sensitive in the lower section of the hole. This was probably brought about by pressure being built up ahead of the detonation wave in H-inch hole, resulting in desensitization of the explosive.Another series of experiments were carried out, using 2-inch solid bits, which enabled a much greater burden on the holes, and the use of primacord for the full length of the hole.This gave satisfactory results regarding breaking and fragmentation, but was uneconomic owing to the excessive consumption of diamonds, and the slow rate of drilling.Further experiments were then carried out using 2-inch coring bits, (Fig. 1) which allowed holes of 90-feet to be bored with little deflection, and proved to be entirely satisfactory as to cost and speed of drilling.

The authors consider the features and advantages of a new promising trend in mineral processing - column flotation. Design aerohydrodynamic and process characteristics of pilot-scale columns are studied. Optimum process parameters for various ores and operations are studied. Flow patterns in cells of various cross-sections are investigated and the relationship between Peclet criterion and specific capacity of cell is determined. On this basis options were developed for optimisation of hydrodynamic characteristics of large capacity cells, including longitudinal sectionalising of the collection zone. It is shown that advantages of high column cells (10 - 13 m) produced in the West can be implemented in a sectionalised machine of smaller height (5 - 6 m). Investigations on the influence of slurry and air bubbles flow patterns indicated that to increase flotation rate of particles of various flotabilities it is expedient to combine co- and counter-current flows of phases in a single column. The proposed designs allow tailings to repeatedly return tailings to the collection zone and alternate co- and counter-current slurry and air flows. For the first time columns with alternating slurry flows (combination of co- and counter-current flows) are developed and commercialised. Unique multi-sectional cells having a number of essential advantages compared to monocells are developed. Design features of the cell allow: implementation of different flotation process flowsheets in a single unit, improved beneficiation process results, reduced specific power requirement, and elimination of sludging of the aerator and cell bottom part. Operational problems restricting introduction of column cells are connected with the aeration unit. The new cells are supplied with pneumohydraulic and stepped airlift spargers, allowing control of bubble size distribution with a service life of not less than three years. Successful operation of the new generation of columns with cell volumes of 15, 25, 40, and 80 cu m and the height of 5 - 6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants in this country illustrated their considerable process and operational advantages and verified the proposed options and relationships. A simulation technique of the flotation process and models for the solution of various problems are developed. A modular model of column flotation is constructed taking into account the kinetic relationship of the process and the hydrodynamic regime in the cell. Based on this, a technique of calculating the column parameters based on laboratory tests is developed (scaling-up), and applied for calculating the design of commercial-scale columns is developed.

Principal component analysis of the variation of Cu, Ni, Zn, Pb, Mn, and Cr in a control group of 96 samples of surface ironstone from the Yilgarn Block, Western Australia, was used to derive a simple graphical method, based on only Cu, Ni, and Cr, for discriminating between massive nickel gossans and other ironstones.When the graph was tested by plotting 400 control samples, it failed to correctly classify only nine out of 176 gossans and 11 out of 224 other ironstones.
