Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. In the United States the value of gold- and silver-ores is everywhere reckoned in ounces troy of the metal per " short ton " (2000 lbs. avoird.) of the ore. In the case of silver, which fluctuates in market value, the New York quotation on a given day must be known, in order to determine the gross value of an ore at that date. In Mexico the assay is reported 'in kilogrammes of silver or grammes of gold per metric ton. As everyone is aware, this is practically a percentage system, 1 kg. of silver per metric toll (1000 kg.) being 0.1 per cent., and 1 gramme of gold per metric ton, 0.0001 per cent. The notation is simple and convenient for both assayer and miner.* The Mexican government purchases at an unvarying price for silver, payable in silver, and at a fixed price for gold, payable in gold if the seller insists, but preferably in silver at about the rate of exchange between U. S. gold coin and Mesican silver coin. The value of silver is $40.915 per kilogramme in Mexican silver dollars. That of gold is $675.416 per kilogramme in gold coin. The mints do not, as a rule, issue gold dollars, as the government keeps them to pay the interest on the national debt. Almost all bullion containing a considerable percentage of gold is shipped to foreign countries (principally the United States) to be refined. AUSTRALIANS and New Zealanders, whose countries have respectively yielded gold to the value of £666,000,000 and £96,000,000, are taking full advantage of the current high prices for that metal. There is a marked activity in ordinary prospecting, geophysical exploration, further development of working mines and reopening of old properties, formation of new companies, installation of new equipment and processes, and expansion of operations generally. Australian gold production last year was approximately double the quantity of 1929 and its value three times as great, 1929 being the low of recent years. The 1933 production was about 821,000 oz. From New Zealand, 165,000 oz. was exported last year. Papua and New Guinea contributed slightly over 100,000 oz. What the future price of gold will be nobody knows, but, even if it returns to the former level, Australian producers are almost sure of 110 shillings an ounce until 1940 through the Commonwealth Government's Gold Bounty Act, at present temporarily and necessarily suspended from operation.

COMMENT on the economic significance of the special alloy steels seems inevitably to reduce itself to an attempt to peer into the future of the industry in which we are interested. We are all familiar with the historical development of iron and with the almost complete replacement of iron by steel. Those who have been connected with the industry since its .early days have had the satisfaction of witnessing the greatest industrial development the world has seen. As the cartoonists of the muck-raking decade liked to picture steel as an ogre armed with a spiked club, his hands reeking with blood and with golden coins dripping from his pocket, fiercely seeking for more widows and orphans to devour, I choose to call on my imagination to create a gigantic but beneficent robot of such marvellous mechanical skill. that it quickly transforms millions of tons of otherwise worthless material into the infinite variety of useful products which are so largely responsible for our present civilization.

(Pittsburg Meeting, March, 1910.) FOR years past I have traveled in quest of promising mining-properties, over almost impassable mountain-trails to remote places in the mining-regions, usually, many miles from an assay-office. If, upon examination, the formation and the ore-deposit appeared favorable, a quick determination of the value of my samples was necessary, in order that I might take intelligent action with reference to the acquisition of the property. A journey with my samples to civilized regions often meant weeks of delay, and perhaps loss of opportunity. How many, under similar circumstances, have returned with their assay-results from such a journey, only to find that some audacious speculator had " optioned" the property ! True, a first payment could have been made and the chances taken on the results; but experience has taught that rich-looking ore is not of necessity valuable. Personally, I would not hazard a ten-dollar bill on any property without first determining by assay the value of the ore. To carry the usual complete assay-paraphernalia over such mountain-trails was impracticable by reason of the loss of time involved, the great expense of transportation (charged according to weight), and the fact that a few such trips would almost certainly wreck the outfit. For these reasons I began a process of elimination and substitution which finally enabled me to carry, in an ordinary 26-in. valise, sufficient apparatus and supplies for, say, 100 assays of adequate commercial accuracy. The first indication of tungsten in the Bishop area was the discovery of scheelite concentrations in a gold placer operation in the ( since named) Tungsten Hills in 1913. After early intermittent production, the deposits of the district were slowly discovered and developed. The Pine Creek mine, located in 1916 and under the direction of Union Carbide Corporation since 1935, became the principal producer in the district. By the end of 1965, the total production of the district had reached 3,450,932 units of WO3, 17,071,242 pounds of molybdenum, and 19,599,110 pounds of copper. The topography of the district is characterized by its extreme relief, ranging in elevation from 13,986 feet to about 4400 feet in the Mount Tom quadrangle. The present topography is the result of the uplift and erosion of the Sierra Nevada and the great subsidence of the Owens Valley with its related deposition and volcanism. The general structure of the pre-Tertiary rocks consists of a series of tightly-folded metasedimentary and metavolcanic rock remnants surrounded by exposed plutons ranging in composition from hornblende gabbro to alaskite. The metasedimentary rocks consist of low- to intermediate-grade metamorphic equivalents of fine-grained sediments deposited during the Paleozoic era in a miogeosynclinal environment. Later volcanics were deposited in a eugeosyncline. The ore bodies in the Bishop district consist of scheelite-bearing tactite formed by the pyrometasomatic replacement* of calcareous sediments along the contact with an acidic granitic intrusive. A number of the metasedimentary remnants have had tungsten deposited along their edges.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

CUSHMAN TUNNEL No. 2 is adjacent to the Hood Canal, near potlatch, Wash. It is 17 ft. inside .diameter, about 13,000 ft., or two and one- half, miles in length, and is a part of the second unit of the Cushman power project. It connects Cushman ' Dam No. 2 and the penstocks that lead to the power house on the beach about 400 ft. vertically below the outlet of the tunnel. One shaft, 190 ft. deep, and two adits between 300 and 400 ft. long, were provided to speed up driving operations. his arrangement gave 6 working headings, which were operated 24 hr. daily. The shaft provided a manway, cageway, and skipway.

The first Diesel-electric locomotives for the Mesabi iron range of the Lake Superior district were put into service last summer by the Oliver Iron Mining Co., U. S. Steel subsidiary. There were ten of these locomotives, rated 1000 hp. and weighing 125 tons each. They are designed for service from 16 to 24 hours per day to haul trains of loaded ore cars from open-pit mines, 200 to 400 ft. deep, on a two to eight-mile haul to the top of the pit. The locomotives push or pull the trains over switchbacks and up heavy grades with 5 per cent maximum against the load. High tractive effort, less smoke, and ability to negotiate sharp curves were among the reasons for the selection of Diesel-electric locomotives.

IN OFFERING a few comments and suggestions on trends in mining practice, and the methods and tools of tomorrow's mining, perhaps it will be appropriate to start with the subject of education. Charles Kettering, one of the best-known scientists and experimentalists in the automotive industry once said, in effect, that tech- 111ca1 schools have to be carefid not to teach a lot of hard and fast rules that may have been true once, but aren't so any more, or won't be presently. Possibly the mining school of the future will concern itself less with what has happened and more with what is going to happen. It will be built about or around problems. Such a school will be judged, not by the number of its students but by the quality of its improvements. To such a school the industry will send for men to solve particular problems. The industry will doubtless at some time sup- port such a school financially though a lot of hard work will be required to organize miners to undertake such financing, primarily because the mining industry, other than that concerned with iron and steel, is too loosely knit. Each company tends to its own knitting too closely for its own good. Wouldn't it be splendid if the mining industry would finance a "problem school" as suggested by Mr. Kettering and others.

In the following paper it is aimed to present only an outline of the geologic relations of the ores, since the Appalachian geology of Alabama has been discussed by many previous writers, but to describe rather fully the ore of the Birmingham district, and to discuss its relations and probable extent. IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age. IN the accompanying figure consider the classified AB in closed circuit with a ball mill, wherein T = Tonnage of new feed C = Ratio of circulating load Now consider that the circulating load is made up of two portions of ore. One portion is due entirely to the characteristics of the ball mill and the tonnage of new feed impressed on the ball mill. This portion of the circulating load in no way is to be blamed on the characteristics of the classifier and is all composed of oversize. Consider, for illustration, that this portion of the circulating load is handled in the A division of the classifier, assuming that the classifier is divided longitudinally into two divisions by an imaginary line. Because the classifier does not usually make a perfect separation of the undersize, a certain portion of the total circulating load is to be directly blamed on the efficiency of the classifier. Let this portion of the circulating load be considered as being handled in the B division of the classifier. Now if the classifier is operating perfectly (100 per cent efficient), the width due to the B division becomes zero and correspondingly the efficiency of the classifier diminishes as B becomes wider in proportion to A. WHEN gold was discovered in California, and San Francisco grew almost over night from a handful of people to many thousands, one of the first difficulties experienced was the lack of money. Gold dust in considerable quantities was rushed into the city from the various mining camps but there was no money. Purchases were paid for by weighing out dust in hand scales. We can appreciate' the difficulty of paying for a drink or buying a postage stamp under these conditions. All this gold was in the form of dust from placer workings and the first metallurgists were the assayers' who melted and refined this gold, casting it into bars which were weighed, assayed, stamped with fineness; value, and the name of the assayer. Many .of these plants were of considerable size, handling shipments that were accumulated by banks and express companies throughout the "Diggings" and sent to San Francisco to be shipped by water to the eastern states. MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

The unit agreement for the Wertz Dome field, Wyoming, was approved by the Acting Secretary of the United States Department of the Interior on November 4, 1937, effective on December 1, 1937. The stated objectives of the agreement are to conserve and put to beneficial use all oil and gas produced; to make possible a uniform withdrawal of oil and gas in order to maintain equalized reservoir pressures; to provide for an orderly determination of the structural features of the productive horizons; and to permit the injection of gas for pressure maintenance. The purpose of this paper is to show by a discussion of the problems involved and the engineering practices employed by the unit operator, how well the objectives of the unit agreement have been accomplished in the development and production of oil and gas from the field. HISTORY AND DEVELOPMENT The Wertz Dome oil and gas field is located 88 miles southwest of Casper and 38 miles north and westerly from Rawlins, Wyoming. It is served by a state secondary oiled road connecting with U. S. Highway No. 220 at Lamont, a distance of 3 miles from the field. It has been a producing field for 27 years, first as an important producer of gas and more recently of oil. The Producers and Refiners Corp. completed Well No. 1, NE1/4SW1/4 sec. 7, T. 26 N., R. 89 W., the first productive well in the field, in September. 1921, in the Muddy sandstone of Upper Cretaceous age, at a depth of 3435 feet for an initial production of 42,000,000 cu. ft. of gas per day. In 1922 pipe lines were laid to Casper, Wyoming, for supplying fuel to the Standard of Indiana refinery, 'the adjoining town of Mills. and the Producers and Refiners Corp. pump station No. 6 in Mills; and to Parco (now Sinclair), Wyoming, for supplying that refinery with fuel. The gasoline content of the gas was extracted in an absorption plant located near the town of Mills. No compressors were used as the line pressure was sufficiently high to flow the gas through the absorbers. As high as 30,000,000 cu. ft. of gas per day were treated in the plant extracting 6000 gallons of gasoline. In September 1937, the pipe line was discontinued and the plant was dismantled at which time 61,000,000,000 cu. ft. of gas had been produced from the seven Muddy, Cloverly, and Sundance gas wells drilled in the field. Of this volume of gas 800,000,000 cu. ft. were produced from the Frontier formation, 34,200,000,000 cu. ft. from the Muddy sandstone, 24,000,000,000 cu. ft. from the Cloverly, locally called Dakota, and 2,000,000,000 cu. ft. from the Sundance formation. The pipe line was discontinued because of the near depletion of the gas reserves in Wertz and nearby fields, and hecause of the local field requirements demanding the retention of the remaining gas reserves. In December 1936, the Sinclair Wyoming Oil Co. completed Well No. 10, SE1/4NW1/4 sec. 7. T. 26 N., R. 89 W., at a depth of 5886 feet. as the first Tensleep sand producer with an intial of 1700 barrels of oil per day. The well was originally drilled only 14 feet into the sand and in August 1939 was deepened to a depth of 6161 feet, 289 feet in the sand, and the daily produe tion increased to 8350 barrels of oil. In February 1948 Well No. 22, SE1/4 SE1/4 sec. 1. T. 26 N., R. 90 W., was deepened from the Tensleep to the Basal Amsden sand and completed at a depth of 6635 feet for an intial of 600 barrels of oil per day in the Basal Amsden. In April 1948, Well No. 2. SW1/4 NE1/4 sec. 1, T. 26 N., R. 90 W.. was deepened from the Tensleep to the Madison limestone and was completed at a depth of 7193 feet for an intial of 1145 barrels of oil per day in the Madison. Well No. 26, SE1/4SE1/4 sec. 1, T. 26 N.. R. 90 W., was deepened from the Ten-sleep to the Cambrian and in October 1948 it was completed in the Cambrian for an intial of 277 barrels of oil per day. GEOLOGY AND PRODUCTIVE ACREAGE The surface is Steele shale of Upper Cretaceous age, covered in part by gravel beds. The topography of the field is that of a rolling hill with a steep draw or gulch along the northern edge of the field. The Steele shale lies conformably on the lower formations as

In 1922 pipe lines were laid to Casper, Wyoming, for supplying fuel to the Standard of Indiana refinery, 'the adjoining town of Mills. and the Producers and Refiners Corp. pump station No. 6 in Mills; and to Parco (now Sinclair), Wyoming, for supplying that refinery with fuel. The gasoline content of the gas was extracted in an absorption plant located near the town of Mills. No compressors were used as the line pressure was sufficiently high to flow the gas through the absorbers. As high as 30,000,000 cu. ft. of gas per day were treated in the plant extracting 6000 gallons of gasoline. In September 1937, the pipe line was discontinued and the plant was dismantled at which time 61,000,000,000 cu. ft. of gas had been produced from the seven Muddy, Cloverly, and Sundance gas wells drilled in the field. Of this volume of gas 800,000,000 cu. ft. were produced from the Frontier formation, 34,200,000,000 cu. ft. from the Muddy sandstone, 24,000,000,000 cu. ft. from the Cloverly, locally called Dakota, and 2,000,000,000 cu. ft. from the Sundance formation. The pipe line was discontinued because of the near depletion of the gas reserves in Wertz and nearby fields, and hecause of the local field requirements demanding the retention of the remaining gas reserves. In December 1936, the Sinclair Wyoming Oil Co. completed Well No. 10, SE1/4NW1/4 sec. 7. T. 26 N., R. 89 W., at a depth of 5886 feet. as the first Tensleep sand producer with an intial of 1700 barrels of oil per day. The well was originally drilled only 14 feet into the sand and in August 1939 was deepened to a depth of 6161 feet, 289 feet in the sand, and the daily produe tion increased to 8350 barrels of oil. In February 1948 Well No. 22, SE1/4 SE1/4 sec. 1. T. 26 N., R. 90 W., was deepened from the Tensleep to the Basal Amsden sand and completed at a depth of 6635 feet for an intial of 600 barrels of oil per day in the Basal Amsden. In April 1948, Well No. 2. SW1/4 NE1/4 sec. 1, T. 26 N., R. 90 W.. was deepened from the Tensleep to the Madison limestone and was completed at a depth of 7193 feet for an intial of 1145 barrels of oil per day in the Madison. Well No. 26, SE1/4SE1/4 sec. 1, T. 26 N.. R. 90 W., was deepened from the Ten-sleep to the Cambrian and in October 1948 it was completed in the Cambrian for an intial of 277 barrels of oil per day. GEOLOGY AND PRODUCTIVE ACREAGE The surface is Steele shale of Upper Cretaceous age, covered in part by gravel beds. The topography of the field is that of a rolling hill with a steep draw or gulch along the northern edge of the field. The Steele shale lies conformably on the lower formations as
