A professional and special section of the United States Employment Service, Department of Labor, has been created for the purpose of aiding officers and men who have been discharged from military service, but who, for various reasons, cannot resume their former positions, to place themselves in industry without loss of time. Its work is carried out in conjunction with the Engineering Societies Employment Bureau. The machinery of this new professional section is being set up as rapidly as possible, and an office is already in operation at 16 East 42c1 St., New York. The work in the New York State district is under the direction of Mr. Henry Bruere, formerly City Chamberlain of New York City. Dr. Thomas T. Read, Chairman of the A. I. M. E. Committee on Industrial Organization, has charge of the clearance between the State offices of the Eastern States. This service is designed for the purpose of placing not only men in the engineering professions, but for all other kinds of professional and highly trained, skilled men. Full details regarding the qualifications desired in a man should be given, so that employers may be put in touch only with such available men as will fully qualify for the positions.

INTRODUCTION THE key feature of the lattice coherency theory of precipitation hardening1-6 is the forced coherence between matrix and precipitate which elastically strains both lattices and is believed to be the major source of strengthening in precipitation hardening. In systems exhibiting age hardening, the atom movements leading to precipitation are not at all extensive and are such as to require the minimum amount of energy to produce the interface; that is, the new lattice forms in such a way as to be as nearly as possible a continuation of the old with a matched, coherent plane at the interface at least during the initiation of the precipitation. The crystallographic sequence whereby regions of the matrix change to the precipitate lattice usually can be resolved into a set of shearing operations.5,6 Conversely, the perhaps novel speculation is made that solution of a second phase is accompanied by shearing movements which are possibly the reverse of the precipitation shearing movements. A basic premise of the investigation reported in this paper is that precipitation and solution shearing movements constitute structural weaknesses which might cooperate with applied stresses to facilitate plastic deformation. Another basic premise of the investigation is that the application of hydrostatic pressure to a precipitation hardening system will significantly alter the degree of disregistry across the matrix-precipitate interface and thereby significantly affect the course of age hardening. Two binary precipitation hardening systems were investigated: 12 pct zinc in aluminum which undergoes transformations, both precipitation and solution, by a simple crystallographic mechanism; and 4 pct copper in aluminum which undergoes a complex transformation in precipitating and dissolving a second phase. The effects of the application of uniaxial tensile creep stress during elevated temperature aging of both systems and of hydrostatic pressure during the elevated temperature aging of 12 pct aluminum-zinc were then investigated. Previous Investigations Van Wert in 1935,7 studied the effect of hydrostatic pressure on the room temperature age hardening of a few precipitation hardening systems. The latter were rather unfortunately selected since none is known to exhibit any marked volume change on aging and the majority were complex commercial alloys the precipitation mechanisms of which are not known. Jenkins, Bucknall and Jenkinson,8 in 1944, applied tensile creep stresses to a complex coppernickel-silicon alloy at various temperatures. The complexity of the alloy and the industrial objective of the work did not permit an appreciable addition to the theoretical understanding of either deformation or precipitation hardening.

In 1948 when the U.S. Bureau of Mines began the investigation of domestic monazite placers for the Atomic Energy Commission, deposits of this type amenable to large-scale operations were unknown in the U. S. Intensive search for such deposits had not been carried out in the past. Problems to be met included scarcity of men with placer experience and need for development of new exploration, evaluation, and analytical procedures. As a result of the exploration program three dredges have gone into operation in one area in Idaho and another dredge is operating in South Carolina. Search for Deposits In the search for areas to be investigated for monazite, the first step was a thorough study of all available literature reporting occurrences of the mineral. Initial work was guided largely by many reconnaissance reports prepared by the U. S. Geo- logical Survey and the AEC. As the work progressed many new deposits, not mentioned in the literature, were called to the attention of USBM engineers by prospectors who had noted the presence of the yellow, heavy sand while prospecting for placer gold. Every prospector was given an attentive ear.

THE CHAIRMAN (B. B. GOTTSBERGER, Miami, Ariz.).-On your trip today through the Inspiration and Miami mills you have seen in actual operation the machines which represent the changes adopted in grinding methods in the Miami district from the beginning of operations in March, 1911. In one section of the Miami plant are three Chilean mills not yet discarded, representing the first machines adopted. In another section, pebble grinding is still in operation, while in the balance of the plant, pebbles have been replaced with iron balls. In all cases these machines are handling a feed which is the product of roll, grinding down to about ¼ in. in, size. The latest step in grinding in the district, You saw at the Inspiration plant, where in Marcy mills a filed, the larger pieces of which remain on a 2-in. opening, is being reduced in one operation to a product of which only about 3 per. cent. remains on the 48-mesh screen. A detailed comparison of the methods used at the two plants would be very instructive but our own work at Miami has not yet reached a point where such a comparison is possible, the reason being that our final product is not yet fine enough. By means of larger Hardinge mills operating in closed circuit with Dorr classifiers soon to, be installed in one section of the plant, we hope to obtain, under properly balanced operating conditions the same end result as at Inspiration. It, might interest you, however, to know some of the results we have obtained here by the substitution of balls for pebbles. With pebble grinding, using three 8-ft. by 22-in. mills, followed by one 8-ft. by 66-in. mill for regrinding the coarse product of the primary mills, we handled 636 tons per 24 hr. in one section of the plant. Substituting balls for pebbles in the first operation and using two mills in place of three we obtained a tonnage of .714 tons to the section. With the use of balls both in the primary mills and in the regrinding mills, the tonnage for one section was raised to 822 tons per day. Coincident with this increase in tonnage, we also obtained a greater efficiency. The use of pebbles in all mills showed 21.5 per cent. plus 48-mesh material in the final tailing, which figure was reduced to 13.9 per cent. for balls followed by pebbles, and to 4.6 per cent. with the use of balls both in the primary and regrinding mills.

The xanthate flotation of chrysocolla can be improved by preheating the ore to 500° to 600°C. Addition of water vapor reduces the preheating temperature required. The temperature range of flotation improvement correlates well with the range over which dehydroxylation occurs. This observation is consistent with changes in the structure and properties of the mineral as detected by measurement of solubility, D.T.A., T.G.A., X-ray diffraction, and infrared absorption and with recently proposed explanations of chrysocolla flotation. A brief experiment by one of the authors several years ago showed that exposure of chrysocolla to high temperature water vapor resulted in increased recovery by subsequent xanthate flotation. Recently renewed interest in flotation and thermal properties of chrysocolla1-5 prompted further study of this effect and more detailed reporting.6 This paper explores the response of pure chrysocolla recovery in Hallimond tube flotation tests to the time and temperature of exposure and to changes in the water vapor pressure. Brief attention is paid to the effects of such treatment on accessory minerals. A single experiment with flotation of chrysocolla from an ore is reported. MATERIALS Chysocolla from Inspiration, Gila County, Ariz. was crushed in a porcelain mortar, cleaned of visible and magnetic impurities, and screened to obtain -48 +65 mesh (Tyler) material for flotation test work. The clean material contained 28.5% Cu and was identified as chrysocolla by comparison of X-ray diffraction, D.T.A., and infrared absorption data with that reported for similar materials by others.4,5,7 Samples of malachite and chalcopyrite, prepared in a similar way, were also identified by X-ray diffraction. The sources of these materials are unknown. A sample of chysocolla-bearing oxidized copper ore from Pima, Ariz. was crushed and dry ground for thermal activation and subsequent flotation. PROCEDURES Activation: The apparatus used for exposure of materials to high temperature water vapor is illustrated in Fig. 1. The furnace temperature was controlled to ±5°C Water vapor pressure was controlled by pre-saturating a nitrogen carrier stream with water in an adjustable thermostatted saturator (multiple bubbler). A water manometer and capillary orifice flow meter were used to measure nitrogen flow rates for activation and for subsequent Hallimond tube tests. Gas flow rate and temperature were adjusted prior to introduction of samples. Exposure time was measured from the moment of introduction of the sample to the furnace, hence includes an initial drop below the control temperature. After heating, the samples were removed from the furnace and stored at room temperature in air. Representative samples of activated materials were examined by X-ray diffraction and infrared absorption.

THE older coal chemist had a much simpler conception of coal than we have today. To him coal was a mineral composed essentially of carbon, hydrogen, oxygen, nitrogen, sulfur, ash, and water, in various proportions. His studies on the constitution of coal were directed along the conventional lines of proximate and ultimate chemical analyses and making deductions from these data without any real appreciation of the fact that coal is a conglomerate of various chemical compounds, including many of the most complex structures known to organic chemistry. The view of the modern coal chemist is well expressed by Franz Fischer, I who says that while proximate and ultimate analyses are important both from the scientific and technical point of view, they tell the chemist no more concerning the number and kinds of chemical compounds that constitute coal than the reader would learn of the contents of a book if told that the printed contents consisted of 15 per cent. of the letter "e," 5 per cent. of the letter "n," 1 per cent. of the letter "g," 4 per cent. of the letter "b," etc. As the reader must have the grouping of letters into words and words into sentences, so the chemist must have the grouping of atoms into molecules and the proportion of each molecular compound in the coal aggregate before he acquires an adequate knowledge of the constitution of coal. Modern investigators2 are laying the foundation of a new chemistry of coal based on the biochemistry of plants and the chemical changes involved in processes of fermentation and decay. As

"The obscurity which still veils from us the true nature of veins will become more acid more cleared up when they can be considered in connection with the geological structure of the regions in which they occur." 1 THESE words, according to Lossen, the biographer of the late Dr. A. von Groddeck, of Clausthal, were the last received by him from that eminent man, perhaps the most far-sighted and carefully progressive of recent writers on ore-deposits. They seem to me to form a fitting text for what I am about to say ; since I find that many of the conclusions at which I have arrived by my own study of the structural relations of ore-deposits,or, in other words, of the structural and dynamic geology of the regions in which they occur in this country, have been similarly determined by hint within recent years in Europe, and especially in his home field of work, the Harz. I shall not enter upon a detailed account of how far other workers may have arrived at similar conclusions with myself, since these questions of priority are of little interest, except to those immediately concerned; but will briefly present the methods by which, in my work in this country, I have arrived at certain generalizations, and will point out the practical bearing which they may have upon the work of mining engineers. THE telluride of gold and silver, the " Tellurgold-silver" of Hausmann, and " Petzite" of other mineralogists, has been found in so few localities, that a late discovery of the mineral in a new locality may not be uninteresbing. So far this mineral has been found in Europe only in a few mines in Transylvania, and in Hungary; and in the United States in the Stanislaus Mine, in Calaveras County, California, in the Golden Rule Mine, Tuolumne County, California, and in a mine in Montana, the precise locality of which I have forgot, ten. The new locality referred to is at the Red Cloud Mine, Gold Hill District, Boulder County, Colorado.

CELL depth has been for many years a controversial question in a flotation-machine performance. In the impeller type of machine, we are really talking about impeller submergence-i.e., the depth in the pulp at which the impeller is required to produce aeration. THE FLOTATION MACHINE A COMPRESSOR A flotation machine can be considered as an air compressor or blower in which the aeration mechanism takes in air under atmospheric pressure[t] (14.7 lb. per sq. in.) and blows it into the pulp (the pulp being the receiver) against a head of 14.7 plus cell depth in feet times 0.4333 lb. per sq. inch. In commercial machines the impeller is submerged in the pulp to depths ranging from about 2 ft. in the smaller machines to as much as 5 ft. in some of the larger ones. In the 2-ft. cell, the hydrostatic head on the impeller is (2 X 1.25 =) 2.50 ft. (assuming a pulp density of 1.25), equal to (2.50 X 0.4333 =) 1.078 lb. per sq. in. For the 5-ft. cell, the hydrostatic head against which the impeller must make air is (5 X 1.25 X 0.4333 =) 2.708 lb. per sq. inch. In the small 2-ft. machine, the volume reduction is (1.078 [-] 0.147 + 0.01078 =) 6.85 per cent and in the large, 5-ft. machine, the volume reduction is (2.708 [=] 0.147 + 0.02708 =) 15.5 per cent. It is obvious that for unit volume of free air intake the larger machine receives a lesser (8.65 per cent less) volume of aeration* than the smaller machine. The bubbles in escaping from the pulp expand and are greater in volume at the surface than at the moment of their formation in the pulp; 7.33 and 18.4 per cent larger, respectively, in the small and large machines. Just how this situation affects flotation is not known. It is interesting to note, however, that the bubbles are smaller in the zone of the coarsest particles and largest in the upper zones of the finer, more easily suspended mineral particles. It would seem that the relationship might be reversed advantageously. The deep cell is at a greater disadvantage in this respect than the shallow cell. Nothing, however, presumably can be done about this situation. The shallow cell is a partial corrective. Not only does the compression ratio of aeration increase with impeller submergence but the hydrostatic head against which the impeller must operate also increases. Financing the acquisition of a going coal mine operation has not had the exposure other finance-oriented projects have had. Therefore, C.I.T. feels that coal mining people and financial people should improve their understanding of the factors involved in this important type of acquisition. The discussion consists of two major subjects: analysis of the acquisition of the property, and sources and terms of funding the acquisition. Source and Terms of Funding There is a need to keep the competent medium-sized independent operator in the coal business, especially in these times of energy shortage. The creation of a resale market for coal mines encourages new investment in the coal mining business by medium-sized operators and their financial backers. Who provides debt and equity financing to acquire going coal mine operations and on what terms?

Much has been said and written recently about the manpower problem in the mining industry. The coal segment of the industry has been scrambling to staff and man its companies and operations in order to accommodate the current boom, and there are some interesting side- lights and developments which deserve further attention from coal mining people. This column will deal with the manpower problem in general and the plight of the professional-the mining engineer-in particular. At this point in the game, it is desirable and perhaps necessary to ask ourselves if there really is a manpower problem and, if so, how serious it is. Suprisingly, there are varying and conflicting answers to this question. If we are talking about warm bodies, then in most mining areas there is no problem. If, however, we are talking about skilled or trained people-at all levels-there are apparently serious shortages, especially in the coal industry and in the U. S. Bureau of Mines. To define quantitatively the present and future need for mining professionals is a formidable task, to say the least. Without pretending that these figures are anything but an educated guess, we feel there is an immediate need for about 1000 mining engineers right now and a continuing need for about 300 mining school graduates per year (double last year's number) for the next ten years in order to take up the slack, provide for attrition and maintain a normal growth rate. Mining companies, large and small, are just now beginning to realize that the industry is undergoing a revolution, It is no longer possible to design, build and operate coal mines by the "seat of the pants." Production demands, the new health and safety law and the inevitable new legislation on surface mining will require more engineering, more planning and new technology. There are mine operators who need mining engineers and don't even know that they need them. This could mean rough going for the small operator. It surely means that there will be a trend toward increasing the ratio of technical to nontechnical employees and the ratio of technical employees to dollars of capital towards levels comparable with other highly mechanized industries.

(Cleveland meeting, October, 1912.) LARGE deposits of titaniferous iron-ore occur at Caribou, an old silver-mining camp in Boulder county, Colo., 17 miles west by south of Boulder, and a few miles northwest of the tungsten-mines. Professor Regis Chauvenet 1 published a part analysis of the ore many years ago, but gave no description of the wall-rock. Caribou hill, which contains both the silver-bearing veins and the iron-ore deposits, is a low dome of gabbro surrounded by the Archaean schists and gneisses of the Front range of the Rocky mountains, the peaks of which, a few miles west of Caribou, attain an elevation exceeding 12,000 ft. The gabbro stock is roughly elliptical in outline, with approximate diameters of 1 and 3 miles. The crest of the dome is 10,500 ft. above sea-level, and the town and ore-deposits are 500 ft. lower. Outcrops of the iron-ore occur in the town and extend NW. for 2,000 ft., where they disappear under the swampy meadows of Caribou park. Portions of the deposit are covered by drift, but one continuous outcrop is 900 ft. long and from 200 to 250 ft. wide. A second deposit is 0.25 mile south of the town along the eastern slope of the hill. It is not as well defined as the north bed, but is approximately 1,000 ft. long and from 100 to 200 ft. wide. The easily disintegrated ore does not form prominent outcrops, but the outlines of the deposits are readily traced by the large amount of ore fragments that cover the ground. Trenches and pits sunk on the outcrop expose a roughly banded magnetic iron-ore, with pyroxene as the principal gangue-mineral. The Gabbro. IT is no longer necessary, if it ever was, for your annual lecturer to apologize for including in his remarks frequent references to the arrange-ment of metal atoms in crystals and for basing his arguments that metals behave as they do upon their crystal structure. Neither will any objec-tion be raised because the large metallic crystals of which we will speak are hard to prepare and of negligible commercial interest. The particular set of physical properties we propose to discuss-ferromagnetic proper-ties-may require more justification. Very few in this audience are primarily, or even remotely, interested in the ferromagnetic behavior of the metals they handle. By no means all of you ever deal, by choice or by necessity, with metals which display any ferromagnetism at all, and even those who study or control ferrous metallurgy must usually depend upon electrical engineers for assistance in ferromagnetic applications. My excuse for talking about such an obvious specialty is, like all Gaul, divided into three parts. In the first place, the members of the com-mittee who select the annual lecturer must wish the speaker to confine himself to matters he has at least thought about before he prepares his speech. In the second place, the study of ferromagnetism in crystals has, as you will soon realize, suffered in the not-too-distant past from inade-quate metallurgy. Further progress probably depends upon proper use being made of the skill and knowledge of some members of the Institute of Metals Division who have not, before today, been asked to think about the problems presented here. Finally, there is at least a sporting chance that the ferromagnetic properties of a few metal crystals will give some insight into the more generally interesting properties which they share with nonferromagnetic metal crystals.

THE handling of native labor is offering an interesting problem that requires diplomacy. It is difficult to induce many of the men to leave their villages and enter into regular work. They do not feel the necessity of manual labor other than to obtain sufficient money to pay the annual hut tax and to buy a little clothing. The ground provides mealies (corn) which means food and beer, he hunts and catches fish, so why work? But gradually, as the native becomes more civilized, his wants increase and his ideas change; he now needs money to supply his desires and eventually he must work more. So in time it is hoped that the labor market will be better supplied.
