DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

Digital simulation is defined and simulation techniques are re- viewed. Typical methodology involves the selection of models, the adjustment of raw data, the selection of a fitting strategy, the assessment of model accuracy in a statistical sense, and the development of an executive simulation structure. Simulations serve as aids for process engineers in evaluating the feasibility of a proposed flowsheet and the effect of a modification to an existing flowsheet. In addition, simulation plays an important role in off-line optimization and in the evaluation of alternative circuit control strategies. Several examples are presented to illustrate these uses for simulation including applications in crushing circuits, grinding circuits, and flotation circuits. It is the opinion of the authors that, within the next decade, mineral processing plants will be studied routinely via digital simulation during the preliminary design stage. Simulation will constitute an important component of the design decision making process.

LATE in 1942, the increasing demand for zinc, coupled with the growing shortage of miners and the knowledge that some abandoned mines would have to be reopened for prospecting and development, led to considerable thought as to the possibilities of further mechanization in order to conserve man power. The ore bodies, locally termed "sheet ground," are an important ore bed in some mines and are in the lower part of Boone formation of the Mississippian Series. Some mines contain interbedded layers of nearly pure galena and sphalerite in horizontal sheets ranging in thickness from a thin seam to several inches and is persistent over large areas. This type of ore body offered the best opportunity for study and experiments. The use of jumbo drill carriers was advanced but some doubt was expressed as to the adaptability of jumbos as then in use to mine headings as compared to post and arm mounting (Fig I). Another consideration was the introduction of truck haulage when several mines were trackless. A drill frame, built to carry 2 4-in. drifters, was mounted on a truck chassis. This design proved a failure as it was not rigid and the resiliency of the tires and springs allowed too much play. Long screw jacks were then used to hold the truck firmly in place, but placing the jacks and securing the truck required more effort and time than setting up post drills, so the truck carrier was abandoned. The use of a bull dozer underground had been under consideration for some time to be used in "brunoing" the broken dirt from behind pillars and other inaccessable places so the slusher drags could load without double dragging the dirt. A dozer with hydraulic blade lift was purchased and R. I. Tuthill, Superintendent of Section 30 Mines, suggested that a long drill arm be substituted for the blade, and the drills mounted on the cross member. The hydraulic lift would permit drilling holes at any required spacing. The "cat" was very mobile and answered the problem of a trackless mine. The initial tests showed that the "cat" would make a good carrier, but the hydraulic controls Were not positive enough to keep the drills in alignment while drilling. The next step was to build a small hoist. This hoist was attached to the power take-off on the "cat" and by means of sheaves and a double line of 3/8-in. hoist cable, a positive control for raising and lowering the boom was obtained. To avoid serious injuries to the drillers should the cable break, a safety chain was fastened to the drill boom and hooked into a slot in the back of the "cat" frame. A different power unit was obtained for the "cat," as a state law prohibited the use of internal combustion engines in mines. A custom machine shop had just placed on the market a small hoist powered by a Model A Ford engine that had been very ingeniously converted to a slide valve engine using compressed air. FOR a great part of the progress of the world we are indebted to the works of engineers. It is to them that we owe our means of rapid transportation, our canals, our railroads, our bridges, many of our automatic machines, and most of those appliances which, by facili tating or decreasing the amount of human labor to be expended and by utilizing the great forces of nature, have made the present progress of the world possible. Their education is a matter of momentous interest to the whole civilized world. I have, therefore, thought that some discussion of the theory upon which their education should be based would be of interest to this body, and have ventured a few reflections and suggestions upon the subject. The word education, in its original signification, meant the draw ing out of a man what there was in him. In our common schools the practical work of education consists in putting into the brain a larger number of facts than can be retained, which are consequently more or less understood and digested. It ordinarily consists simply of teaching a round of abstractions or facts which when not assim ilated are not only useless to the individual, but generate careless habits of thought and make more or less untruthful, unfaithful or unsuccessful men. In most of our schools a procrustean system is adopted; all are made to advance upon one general plan, the quick being kept back and the slow dragged on at a rate too great for their power of comprehension. The process for determining phosphorus in iron now in most general use in the laboratories of iron and steel works, is, I think, the one proposed bv Mr. Emmerton." THE Taka oil field is in the northern part of Titus and Franklin Counties, in north- eastern Texas. The small town of Talco, from which the field derives its name, is on the P. & Mt. P. R. R., about 15 mi. north of Mt. Pleasant, the county seat of Titus County. The oil field extends east and west from the town of Talco, the approximate center. In May, 1924, R. L. Cannon, while doing surface geology for the Humble. Oil & Refining Co., mapped the surface trace of this fault structure as evidenced by Upper Midway faulted down against Lower Midway. In the interval of sixteen years between the original surface work and the recent productive well completion, approximately eight wells were drilled into the Woodbine sand without success. The natural emulsion samples used in this study were shipped directly from twelve California oil fields, through the courtesy of the superintendents of the main producing companies in those fields. Representative parts of each sample were chosen for the slides. Preparation of the slides was generally made in less than two minutes, including time of exposure; in a few cases, about five minutes was required. The short time was intended to minirmize the changes in conditions. Whenever comparison was of value, standard conditions were established. Spreading by gravity was adopted instead of smearing. Cover glasses were not allowed to rest on the films. General Characteristics of Emulsions The main purpose of the general views (Figs. 1-16) is to illustrate the general characteristics of the dispersed droplets together with any other constituent or impurity that may be found in each emulsion. The magnification is given so that dimensions could be measured from the plates. The slides used for these views had spherical recesses; they gave the best light. Where crystals were intended to be shown in the picture a filter (green was the best') was usually used. Emulsions that showed a tendency to move by concentrated light were pictured without a condenser.

Studies of wellbore heat transtnission during the injection of a hot fluid, as either gas or liquid, have appeared in he literature. The present investigation takes into account the effect of condensation, which is of practical sig-nificance when considering steam injection operations. Calculation procedures are given for superheated and for saturated and undersaturated steam. Effects of injection rate, time, pressure, temperature and depth of a well on heat losses have been analyzed. The benefits of using a packer are discussed. Also presented are correlations for estimating heat losses involved during injection of saturated steam. INTRODUCTION Studies of wellbore heat losses during the injection of a hot fluid have appeared in the literature. Ramey' has presented a useful solution for calculating temperature of a heated gas as a function of depth and injection time. Ramey and others have also presented solutions for the hot liquid case.'. ' No method is available to take into account the effect of condensation, which is of practical significance when considering steam injection operations. This paper presents a method of estimating the quality of a condensing fluid as a function of depth and time. The approach is basically the same as that used by Ramey. The following injected fluids and conditions are considered in this study: 1. Injection of superheated steam A. Decrease in temperature until cooled to the saturated state B. Condensation until condensed completely into hot (saturated) water 2. Injection of saturated or undersaturated steam; condensation until condensed completely into hot (saturated) water. Although this investigation does not include cooling of water after steam is completely condensed, Ramey's solution for the hot liquid case can be used for this purpose. The effects of various process variables on heat losses During the injection of steam into a well are investigated. THEORY QUALITY OF CONDENSING STEAM Predicting the behavior of condensing steam flowing down the injection wellbore requires an estimate of the quality of steam, i.e., the mass fraction of vapor in the mixture. Let us divide the total depth of the injection well into several segments which might be, but do not have to be, of equal magnitude. Consider condensation within a given depth interval AZ, the bottom of which is located at a depth Z from the surface (Fig 1). The following equation, derived in the Appendix- relates the quality of steam at the bottom of an interval to that at the top of the interval:

(communication to the Secretary): The importance of carbon in pig-iron, as well as the desirability of buying, for some purposes, irons which are high in carbon, has always been recognized. Mr. Summers, I think, has given undue weight to the carbon-determinations. The combined carbon often decreases materially as the center of the pig is approached, with a corresponding increase in the graphite. Even the determination of total carbon, to be of service, must he supplemented by that of other elements. By it alone, the softness of a foundry-iron cannot be determined. Car-wheels and No. 5 iron, for instance, frequently contain 3.75 per cent. of carbon. This is the percentage specified by Mr. Summers for his No. 1 iron, " with the silicon about anywhere the furnace-man wants it." It is true that, other things being equal, the higher the carbon the softer the iron for foundry-use. But to introduce any given percentages of graphitic and total carbon into a pig-iron specification would but make the specification more complicated, without increasing its value in a commensurate degree. Mr. Summers does not believe in the governing of mixtures by the silicon, and, in support of his views, gives several tables. It seems to me that both his conclusions and his tables are somewhat unsatisfactory. He comments on the irregularity in carbon, but fails to note the significance of the irregularity in silicon..The variation of 0.7 per cent. in silicon, for example, is too great to be accounted for by difference in blast. It might better be attributed to bad grading at the furnace, unsystematic sampling, or irregular charging. Deductions drawn under such conditions are of little value. The behavior of molybdenum and its surface oxides in oxidizing and reducing gas atmospheres and in high vacua at elevated temperatures is a question of scientific and technical importance. The use of molybdenum as a metal or as an important component in alloys in oxidizing atmospheres at elevated temperatures has been limited because of the unprotec-tive nature of its oxide film and the volatility of this oxide at moderate temperatures. This communication will present results of a vacuum microbalance studyl, 2 of the following problems: (I) the oxidation kinetics in the temperature range of 250°to 450°C; (2) the reduction with pure hydrogen of thin oxide films formed on molybdenum; (3) the volatility of the thin oxide films; and (4) the vacuum oxidation of molybdenum at high temperatures. Molybdenum is an interesting metal to study for the following reasons: (I) although the oxide-to-metal-volume ratio is greater than one, the metal is not considered protective; (2) the metal oxidizes readily at temperatures of 2 50°C and higher; (3) the oxides of the metal are reduced at temperatures as low as 500°C by pure hydrogen; (4) the oxide Moo3 melts at 795°C; and (5) the oxides of molybdenum are volatile at moderate temperatures. The following variables are studied in the oxidation kinetics: time, temperature, pressure, surface preparation, surface area, concentration of inert gas in the lattice, cycling procedures in temperature, vacuum effect and high temperature vacuum oxidation. The general interpretation of many of these factors has been previously discussed. Literature The oxidation of molybdenum has not been studied critically. Although many studies have probably been made on the kinetics of the oxidation process, none has been reported in the literature available to us. The crystal structures found in the oxidation of molybdenum have been studied by Hickman and Gulbransen." Their results showed that Moo2 is the oxide which is stable in contact with the metallic substrate throughout the temperature range 300 to 700°C. As the film thickens in the low temperature range, MoO3 becomes predominant on the surface. Above 400°C, Moos is no longer observed, MoO2 being the only oxide found. Hagg and Magneli6 have shown from an X ray study that the a-phase, orthor-hombic Moo3 is stable up to 1050°C. Two other phases, ß and ß with compositions close to MoO2.90 are also obtained. The formula for the 0 phase is not given but that of the ß phase is defined as Mo9O26 The 0' phase is found to be built upon a monoclinic unit cell. DuriNg April, Max, and June, 1910, I was in charge of an examination of the greater part of the Moa iron-ore area in Oriente Province, Cuba, on the north coast, near the east end of the island. My instructions, on arrival at the properties, were to check former estimates of tonnages and grades, and to re-examine the ore comprised in claims covering 44,727 acres. This work included the running of lines dividing the properties into co-ordinate planes, the boring of many thousand feet of holes spaced at the intersections of these co-ordinates, the taking of samples of the ore penetrated, the analysis of these samples for their various constituent minerals, and the determination of the results as to tonnages, depths, and grades, both for individual properties and for the entire group. Each section of every one of the thousand holes drilled was to be compensated for depth and grade with every other, a series of simple arithmetical calculations of no slight magnitude, the mere mechanical labor of which consumed much time, but finally resulted in giving a complete average of all the essential facts for the entire area of 18,000 hectares, Had it not been for the more than willing, active, and able co-operation of the officers of the Spanish-American Iron Co., from Charles F. Rand, President, and Jennings S. Cox, General .Manager, down to the most humble water-carrier, the work would have consumed far more time than it did. The lands thus systematically explored by me were comprised in the following denouncements: Punta Gorda, Yaminiguey, Baracoa secunda, Sagua, Moa, Yajrumaje, Lirio, and Cabanas, all of which were massed as the Moa group, so called, and cover an area of 13,832 hectares, or 34,179 acres. The mines of the New Jersey Zinc Co. in New Jersey, are situated in the northern part of Sussex County, at Franklin, formerly Franklin Furnace, and also at Ogdensburg. The mine at Ogdensburg is still in the development stage, but the, mine at Franklin, with which this paper deals chiefly, has been a steady producer of high-grade zinc ores for many years. The town is about 50 miles from New York City, among the foothills -of the Kittatinny Mountains. It is equipped with water supply (filtered and chemically treated), good roads, electric lights, efficient police protection and excellent schools, including a new vocational high school. For a mining community, the conditions and location are far above the average. Franklin Furnace Folio, No. 161 of the U. S. Geological Survey, describes the geology and mineralogy of the district in detail, so that merely an, outline of the main characteristics of the orebody need be given. The

THE rapid increase in reliability, the low cost f operation, the ready application of safety devices, and the growing availability of central-station power have made the question of installing a hoist of the electric type no longer debatable. Where adequate electric power is available, there are few cases where it would be advisable to install a steam or air hoist. The type of electrical equipment depends largely on the nature of the power supply, its capacity, and the form of the power contract under which power is purchased. In a large majority of cases, the available electric power is alternating current, three phase, 60 cycles. There is, however, considerable 25-cycle power in use; and in a few instances constant voltage direct current is the only power available for a small or an occasional medium-size hoist. Where a new hoist is to be installed, the designer of the mechanical parts can readily take care of the maximum stresses likely to be imposed by the' motor. Where the hoist is already installed and operated by steam or air and it is desired to substitute an electric motor for the engine, a careful check should be made to determine the advisability of using the old mechanical parts. In most cases it is better to install a complete new hoist than to attempt to use old mechanical parts. A steam engine has a definite maximum torque, which the hoist has been designed to withstand, while a motor may be able to deliver momentary torques beyond the strength of the mechanical parts of the hoist. The selection of the proper type of electrical equipment can only be made after complete information is obtained and certain calculations made to determine the capacities required. There are several methods used in making hoist calculations, but no matter what method is utilized a fair degree of familiarity with hoists and hoisting conditions is necessary before an intelligent analysis and proper selection can be made.

Relationships between the compositions of specially prepared manganin-type alloys and some of their electrical properties have been established. Empirical equations, based upon the electronic configurations of the alloying elements, are given which describe the resistivity, temperature coefficient, peak temperature, and thermoelectric power of Cu-Mn-Ni-Fe alloys at approximately room temperature. Calculations based upon these relationships are correlated with experimental data. SECURING suitable alloys for the construction of stable resistors, for use in precise electrical measuring devices, has been important ever since the art of electrical measurement was begun. German silver, Pt-Ag, and Platinoid are examples of some of the alloys in early use. These early alloys were un- satisfactory for one or more of the following reasons: l—insufficient stability of electrical properties with time, 2—poor reproducibility of electrical characteristics from melt to melt, 3—excessive temperature coefficients of resistance, and 4—excessive cost. Weston introduced the Cu-Mn-Fe and Cu-Mn-Ni-Fe alloys of the type now generally known as manganins. His patents are believed to represent the first disclosure of any alloy with a negative temperature coefficient of resistance. INTRODUCTION FOR a number of years Russia, India and Brazil have outranked .all other countries as producers of manganese ores. During the 5 years immediately preceding the European war, the average annual production of Russia was 844,000, of India 694,000 and of Brazil 200,000 long tons. Since the outbreak of the war there has been a considerable falling off in the Russian and Indian production, particularly in the former, whereas the production of Brazilian ores has been greatly increased, amounting in 1914 to over 250,000 tons and in 1915 to nearly 350,000, with conditions favorable for a still larger production in 1916. Manganese is one of the few industrially important metals that are not produced in the United States in quantity commensurate with our needs, so that we have been compelled to import annually about 300,000 tons, having a value of over $2,000,000, and these ores have been obtained from the three countries mentioned above. Their rank as contributors to our imports of manganese ores was India, Russia, Brazil; and in 1913, Brazil contributed only one-fifth. During the past 2 years Brazil has furnished rapidly increasing quantities to this country, and, with the falling off of imports from India and Russia, has become our principal foreign source. In 1914, Brazil furnished two-fifths of the imports and more than India or Russia, and in 1915 over nine-tenths. The manganese ores of Brazil are consequently of more than usual interest to us at this time.

Dynamic elastic properties of dry and water-saturated Green River shale samples were computed from compressional- and shear-wave velocity measurements. P- and 5-wave velocity measurements were made in three mutually perpendicular directions with respect to the bedding planes. Measurements were also made in several different directions by varying the angle between the bedding planes and the direction of propagation of the wave for angles of 0, 30, 45, 60 and 909 The oriented samples were subjected to both confining pressure and axial loads, in excess of the confining stress, in the direction of propagation. In general, P- and S-wave velocities increased with increasing stress levels, with a corresponding increase in Young's modulus. Water saturation caused the P-wave velocity to increase and the S-wave velocity to decrease. Elastic moduli decreased upon saturation, except for Pois son's ratio, which increased, indicating some degree of weakening of the material. The samples showed a moderate degree of anisotropy; this was to be expected from the laminated nature and shallow occurrence of Green River shale. INTRODUCTION This paper presents some results of an experimental determination of the elastic coefficients of anisotropic materials (in particular, finely layered rocks and minerals such as Green River shale) from measurements of dilatational and shear-ultrasonic-wave velocities. Ultrasonic techniques have been used extensively in nondestructive testing. Several methods have been proposed by Mcskimmin, 1 and some of these have been used successfully to measure ultrasonic velocities in rocks. Hughes and Cross, 2 Wyllie et al., 3 and Birch 4,5 developed pulse first-arrival techniques for the measurement of dilatational and shear velocities. Williams and Lamb 6 used the method of cancellation of a traveling wave, which was later modified by Myers et al.' and perfected by McSkimmin. 8 Although this method is highly accurate, it has not been used as widely as the pulse-transmission methods recently reported by Jamieson and Hoskins 9 King,10 and Mattaboni and Schreiber. 11 It has been common practice to use some form of crystal transducers, either quartz or ceramic, that has been cut or polarized in different directions in order to generate either compressional or shear waves. However, accurate determination of shear wave velocities has been difficult due to problems that arise in obtaining a pure shear wave from cross-polarized crystals, which usually also generate a small amount of compressional energy. As reported by Gregory, 12 this energy can be seen as a long precursor preceding the sharp break of the shear first arrival. The need for generating pure shear waves led to interest in mode-conversion techniques, which are based upon conversion of the mode of vibration through wave reflection or refraction at a discontinuity. Arenberg13 showed that for certain materials and for certain angles of incidence it is possible to generate pure shear modes by reflection at a boundary. Jamieson and Hoskins 9 used a pyrex glass-air interface for generating pure shear waves, and King 10 used this method successfully for measuring shear-wave velocities in rocks. Gregory l4 arrived at a similar result by refraction of a wave at an aluminum-oil interface. A plane compressional wave, traveling in the oil phase, is incident on the aluminum at an angle larger than the critical angle for compressional waves, and thereby generates a purely transverse, plane-polarized wave in the aluminum. During the last few years methods have been developed that allow the simultaneous determination of shear and compressional velocities in solids.

Secular and cyclical patterns of postwar sources and uses of funds of the mineral sector are analyzed. A simultaneous equation behavior model of sources and uses of funds is developed for both mining firms and integrated producers, and these models were put through the task of predicting the financial and expenditure be-havior of mineral corporations in response to mergers and changes in investment tax credits and depletion allowances. Finally, the quantitative analysis methodology is applied to the analysis of optimum capital structure of mining corporations. The postwar changes that have occurred in the expenditure and financial behavior of mineral corporations are reviewed, particularly the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail. An econometric model of mineral corporate financial behavior is formulated. This model is then estimated and reviewed. Policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector are discussed. Finally, the optimum financial structure of mining firms is discussed and the effect of corporate financial structure on the mining corporations' average cost of capital is analyzed.

MISCELLANEOUS U.S. 0,029,598 - Extraction of vanadium values from vanadiferous iron oxide ore. A pelletized mixture of ore, limestone and bentonite is roasted in an oxidizing atmosphere to form calcium vanadates, the calcine ground, the ground material leached with aqueous ammonium carbonate or sodium carbonate to produce a vanadium-rich solution while leaving an insoluble residue of calcium carbonate and/or calcium bicarbonate along with undissolved iron values, and the solution separated and treated for its vanadium content.
