IN view of the approaching visit to Japan and the Imperial Steel Works at Yawata by our members, the following notes on present conditions in the industry there will be of interest. The data were collected by the representatives of the Bureau of Foreign and Domestic Commerce in Japan and are furnished here through the courtesy of the Department. In connection with the proposed suspension of both new and old Government undertakings and the general depression in building, which is expected to result from the retrenchment policy of the Government, some cuts in iron and steel prices have been made by dealers. It is expected that the Yawata Steel Works may reduce its round bar prices for November delivery by 1 yen.

(written discussion*).-When lump calcium cyanamid is immersed in the melt of mixed chlorides of the alkalies and alkaline earths in the manner described in the paper, the amount of sodium cyanide formed in the melt, as shown by numerous analyses, is but a small fraction of that formed by the reaction referred to by Mr. Johnson. The case-hardening effects in my process are, however, at least as good as when the common cyanide baths are used. Moreover, when compared with the cyanide baths, the gases evolved in the new process are harmless, consisting of nitrogen, carbon monoxide (which burns to carbon dioxide on the surface of the melt), and occasionally a little carbon dioxide. These gases are not irritating or poisonous, whereas the vapors arising from cyanide baths are both irritating and poisonous. The complex chemical reactions that take place in and on the surface of the melt are being investigated by the writer, who hopes, in due time, to communicate the results of his work.

The chief purpose of this note is to call attention to the triaxial diagram as a convenient means of illustrating the properties of slags, and by this example of its use to commend it to those inclined to graphical studies having other possible applications. Explanation.—In the common or di-axial diagram, the properties corresponding to any point are determined by its perpendicular distance from each of two axes. For example, in an ordinary stress-strain diagram the properties of a given point in the curve are, first, a stress cd so many pounds per square inch, because its perpendicular distance from the horizontal axis of the diagram corresponds by the vertical scale to that stress; and second, a strain or elongation of so many per cent., because its perpendicular distance from the vertical axis corresponds by the horizontal scale to that elongation. Discussion of the paper of A. P. WATT, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 130, October, 1917, pp. 1476 to 1563. THE CHAIRMAN (0. M. _BILHARZ, Miami, Okla.).-Mr. Watt's reference to sorting or hand-picking of the ore in the lead district, which is being introduced at Mine La Motte, is especially interesting. I believe, from my former experience in the district, that hand-picking should be practised to some extent by all the companies in the Lead Belt. I know that a great many thousand tons containing only very small amounts of lead are passed through the mills, which, of course, is not to the advantage of milling machinery. That procedure may be Warranted at times of high prices, but I think that hand-picking should ordinarily be adopted to some extent: ERNEST GAYFORD, Salt Lake City, Utah.-On page 1525, speaking of the settling of slime previous to treatment either on slime tables or by flotation, Mr. Watt states: "The settling area allowed per ton of dry slime varies from 11 to 16 sq. ft.-an average for the district would be about 13 sq. ft. of settling area per ton of dry slime. This figure applies when the, discharge contains 20 per cent. solids." Mr. Ramsey, of the Dorr company, is here and I would like to ask him whether a settling area of 13 sq. ft. per ton of dry slime per 24 hr. is not considerably above the average area of Dorr settling tanks, and whether 20 per cent. solids is not above the general dilution for that' capacity? I should also like to know what is the general average on slimes of that character. E. R. RAMSEY, Denver, Colo.-An allowance of 13 sq. ft. per ton does seem rather large. I am not familiar with the settling characteristics of the dolomitic gangue, but as an average over the country, I should say that 6 or 7 sq. ft. would be nearer correct for discharge at that consistency. DELANO, Bowie Terre, Mo.-We have had an opportunity to try our tanks at the highest capacity, and-find that by thickening the slime to 30 per cent. solids we average 12 sq. ft. per ton of dry slime. ERNEST GAYFORD.-DO you find any definite ratio between the thickness of the discharge and the settling capacity of the tank? Do you consider that the tank has a larger capacity if the discharge is 3 to 1 than if it is 50 per cent. solids? L. A. DELANO.-I think it has greater capacity with the thinner discharge. It depends a good deal on the density of feed to the tanks; in our case the feed contains 2.5 per cent. solids.

Based upon the experimental results, an adsorption model has been formulated which emphasizes the predominant role of the hydrocarbon chain in collector adsorption.

THE United States Smelting Refining and Mining Company maintains an ore-purchasing department for procurement of custom tonnages of milling and smelting ores and concentrates for treatment at its Midvale plant. Arrangements with other companies provide for treatment of Company and custom zinc concentrates. Location of the Midvale plant in the heart of the Western mining country makes it possible to serve shippers from these nine producing states: Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Shipments from most of these states travel over main-line railroads, delivery being made at Midvale within a short time after billing of the shipment. This paper discusses the impact of taxes at the state and federal level on typical on-shore oil and gas exploration economics in the USA. Taxes considered are the windfall profits excise tax, state production (or severance) taxes, state income tax, and federal income tax. Also considered will be market prices for oil and gas in the USA. The effect of government take as a percent of revenue, on rate of return, discounted Payout, and discounted cumulative cash flow is shown on the attached tables. The conclusion drawn is that tax laws, while rarely the most important factor to be considered when drilling a well, can have significant impact on the profitability of oil and gas ventures, and should be considered when determining where to drill. Hypothetical exploration wells were analyzed for the impact of tax laws on project profitability. The results of this study show that when factors other than taxes are postulated to be the same (such as producing rate, capital, operating costs, and prices), cash flow can vary by as much as 68% due to the differences in the tax laws. Other significant findings for the cases studied include: (a) that discounted payout varied by as much as 1.8 years, (b) that rate of return differed by up to 67% and (c) the total tax rate as a percentage of revenue had a maximum variance of 33%.

INTRODUCTION IN a series of papers, the authors and their associates have shown that the technical cohesion limit is affected by the same four factors that affect the flow stress, namely, the stress system, plastic deformation, temperature, and the strain rate.16-28 Moreover, each of these factors affects the technical cohesion limit in the same way that it affects the flow stress.‡ The influence of any one of these factors may be represented by a curve of cohesion limits, although only one point on the curve may represent actual fracture. As the term "fracture stress" has come into use with the same significance as "technical cohesion limit," the authors are here using the shorter term with the understanding that it does not always refer to actual fracture. This paper presents the results of an investigation of the flow of notched and unnotched specimens between yield and fracture. A study has thus been made of the flow and fracture of metals as affected by the stress system, and of the ductility of metals as affected by the stress system throughout plastic deformation. Since two of the principal stresses were equal (S2 = S3), the stress systems can be represented in terms of the radial stress ratio, the ratio of the transverse radial stress S3 to the longitudinal stress Sl.* The results of the experiments are represented by a series of complete flow-stress curves for each of the metals investigated, and these diagrams have been used for the development of other diagrams of various types. Ludwik was the first to suggest that fracture occurs when the flow stress becomes equal to a technical cohesion limit. Although Ludwik was incorrect in his view that the technical cohesion limit depends only on the amount of plastic deformation and not on the stress system, he was correct in his view that the flow-stress curve for any stress system terminates at a point representing a technical cohesion limit. The authors have seen some recent references to assertions by other investigators that a point representing the fracture stress need not be on the flow-stress curve. The Ludwik principle, however, would seem to be axiomatic, provided that the flow stress and fracture stress are properly defined and that the fracture stress is properly determined. Disregard of this principle has led to some untenable theories of criteria for fracture. When a metal is very ductile, the conventional method of determining the ductility and fracture stress by dividing the breaking load by the sectional area after fracture, generally gives values that are much too high. MR. CHAIRMAN: Congratulations! Your four-ring milling show this year was a dandy. It cleared our minds, for a few hours at least, of what Hitler, Hirohito, the New Deal, and the tribe in the Treasury are trying to do to strangle American enterprise. We mustn't forget this, but it's a relief to get our thoughts away from it occasionally. GRINDING-There was a further contribution to the excellent work that the Allis-Chalmers laboratory staff has been doing for the grinding fraternity in compiling-and publishing-a carefully quantitative list of comparative resistances of ores and other materials to comminution (T.P. 1579, Bond-Maxson). A diagnostic accuracy of ± 10 per cent was claimed for estimates based on these figures. Are they really that good? How about some of you men in the field writing M&M about it?

Of all natural resources, iron ore made into steel is the most important both in tonnage and value. The primary reason for the prosperity of the United States in the last century has been its pre-eminence in domestic supplies of iron ore and steel. The depletion of these reserves by two world wars and by the demand for richer blast furnace charges, as well as the constantly growing world- wide demand for steel, has fostered the recent quest for new iron ore mines around the globe. These developments have made a dramatic change in the iron ore picture of the world. It is the purpose here, however, to look briefly at the development of the United States iron ore industry, which has played such an important role in the events leading to the modern day boom in iron ore exploration.

THE object of refining copper in the reverberatory furnace is to obtain a metal which will have the highest attainable degree of malleability, ductility and electric conductivity, and present at the same time a level surface when it solidifies in the mold after casting. These desirable physical properties are governed by the character of the impurities and the forms in which they are present, by the amount of cuprous oxide retained by the copper, by the quantity of gas held in solid solution, by the casting-temperature, and by the thickness of the casting. The effects of impurities, of cuprous oxide and of gases upon the mechanical properties of copper have been studied by Hampe in his classical paper "Contributions to the Metallurgy of Copper." The most recent research into the effect of metals upon the electrical conductivity of copper is that of Addicks.2 The influence of cuprous oxide upon the electrical conductivity has been investigated by Walker' and Addicks.4 The absorption of gases has received' attention by Hampe,5 Stahl 6 and Heyn.7 The effects of casting-temperature have been noted by Stahl.8

THE method of presentation in the accompanying charts is based upon the well-known formula: production plus imports minus exports equals apparent consumption. Thus for each area for which data are shown there are two columns of equal height, one representing production plus imports, the other apparent consumption plus exports. Usually no account has been taken of increases or decreases in stocks. All columns and flow lines are drawn to a linear scale which is supplemented by figures showing the actual quantities represented. Owing to the small area occupied by the European countries on the world map it was impossible to show the details of the trade of the individual countries. All of Europe (except Russia), therefore, is shown as a single unit. However, statistics of production and consumption indicated elsewhere on the charts show the degree of self-sufficiency enjoyed by the major European powers.

ZAY JEFFRIES (written discussion*).-I have read with much interest Mr. Ruder's discussion of Professor Howe's paper, "The Supposed Reversal of Inheritance of Ferrite Grain Size from that of Austenite." I am yet of the opinion that my first explanation' of Mr. Ruder's samples is substantially correct. In that explanation I did not intend, however, to convey the impression that "reversed inheritance" was the general rule nor even of common occurrence but rather that." Non-inheritance" was the general rule. Mr. Ruder suggests that a " perfectly formed" grain is an indication of inheritance. The grains in my Fig. 52 are perfectly formed and in fact more nearly equiaxed than those in Mr. Ruder's Fig: C,3 yet the grains in the former are known not to be inherited but to have been formed by the partitioning of larger austenite grains. On close examination of Mr. Ruder's Fig. C the very shapes of the grain suggest partitioning. Again, the grain size (25 to 30 grains per square millimeter) is at least 10 or- more likely 20 times smaller than might be expected of the austenite from which these grains were .formed under the given time and temperature conditions. Mr. Ruder's newer results on electrolytic and Armco iron are most interesting and instructive. His results fit in. nicely with my conclusions 5, 6 and 10.4 His photographs, however, indicate that the thickness of the pieces of sheet metal are such that abnormal grain growth is promoted. He indicates that equilibrium grain size after heating to 950° C., with furnace cooling, is about the same as his Fig. 1, above. I estimate this to be approximately one-half -grain per square millimeter, or 40 times as large as I have obtained with the same material (Armco iron) after heating Y4-in. bars to 1300° C. for 2 hr. and cooling in the furnace. The effect of thickness of sample on grain size is one which needs more attention.

A great deal has been written of late regarding the loss of silver in assaying; very discordant results have been published by different writers, and much uncertainty exists concerning even approximate losses in a careful determination of silver, as represented by a fire-assay. In the present paper it has been the aim of the writer to determine as accurately as possible the losses sustained by silver, under certain specified conditions, during the process of cupellation. Such losses are well known to be due to absorption by the cupel and volatilization. The conditions, however, which govern these losses are not believed by the writer to be so well understood. The most important of these are : 1. The effect of variable quantities of silver used. 2. The temperature of cupellation. 3. The character and quantity of impurities in the lead button. 4. The weight of the lead button. 5. The nature of the cupel. The following experiments were made for the purpose of demonstrating, as nearly as possible, the total loss of silver in cupellation under the most favorable conditions to be obtained in commercial assaying. Chemically pure silver and pure lead were taken. The latter was obtained from test-lead, first melted into a bar, from which pieces of the desired weight were cut and accurately weighed. The experiments recorded in this paper were planned by the writer, but executed throughout by Mr. J. N. Walker, whose ability as an accurate, careful and painstaking assayer is too well known and recognized throughout the West to require any further endorsement from me.

From time to time papers treating of specific cases of Southern gold-mines and mining have appeared in the Transactions of this Institute, as well as in other journals and publications. Mr. George I?. Becker, of the United States Geological Survey, made a reconnaissance of the Southern Appalachian gold-belt during the fall of 1894; the results of his investigations are published under the title of "A Reconnoissance of the GoldFields of the Southern Appalachians," in the Sixteenth Annual Report of the Director of the United States Geological Survey, 1894-95 : Part III., " Mineral Resources of the United States." Mr. Becker has treated the subject mainly in a scientific geological manner. We present this paper to the members of the Institute as requested by the Secretary last May, with the object of covering the ground from a more practical and technical standpoint. The notes for this paper were made in a large measure from personal observations, gained chiefly during the past summer on a trip through the field. In connection with this trip we collected a suite of typical hand-specimens, representing the gold-ores and wall-rock from the more important localities. This collection forms a part of the exhibit
