In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. "INTRODUCTION This investigation was undertaken to obtain information concerning the effects of boron in steel and its method of addition, so that boron, which is readily obtainable domestically, may be used to relieve the great demand for those scarce, strategic, alloying elements that hitherto have been considered necessary for the successful manufacture of quality steel.Previous Work Guillet 4/ seems to have been the first to predict that boron-bearing steel might have a possible industrial use when, in 1907, he published results of an investigation into the properties of steel containing 0.21 to 1.51 percent boron.Possibly Walter 2/ was the first to appreciate the fact that extremely small percentages of boron are effective in improving the properties of a steel. His patent, issued in 1924 claimed steels containing boron within the limits of 0.001 to 0.100 percent; furthermore, the specifications disclosed that boron increased the hardenability of steel and refined its grain structure. In 1937, Naton and Piwowarsky 6/ otherwise observed that boron increased the hardenablity of steel."

Throughout October, U.S. producers priced unalloyed 99.5 percent aluminum ingot at 53¢ per pound. Dealers, in last month's domestic market, were quoting unalloyed ingot at a range of 45.5¢-46.3¢ per pound. Costa Rica recently issued a proposal to Japanese aluminum smelters to participate in an integrated aluminum-refining project which would include bauxite development. The project reportedly would include a 600,000-kilowatt hydroelectric power station, a 600,000-metric-ton-per-year alumina plant, and a 300,000-ton-per-year primary aluminum smelter. Two U.S. firms--Aluminum Co. of Amerjca (Alcoa) and Martin Marietta Co.--and several European aluminum smelters are also said to be interested in taking part in this project. Alcoa conducted a feasibility study for the Costa Rican Government in 1970 and estimated the bauxite reserves to contain 150 million metric tons.

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

The East Side Access (ESA) Project will extend Long Island Rail Road (LIRR) into midtown Manhattan via 11 km of tunnels, a new terminal station and associated support facilities. In addition to the hard-rock tunneling currently underway in Manhattan, soft-ground tunnels in Queens will traverse beneath Amtrak?s Sunnyside Yard and Harold Interlocking, the busiest rail interlocking in North America. This paper details ESA?s coordinated approach to interfacing with both Amtrak and LIRR with regard to the planned tunnels, shafts and related construction beneath or adjacent to the operating railroads. This interface includes integration of railroad staff, extensive presentations, reviews and agreements with the railroads regarding settlement mitigation, real-time automated geo-instrumentation monitoring, ground improvement, and geotechnical/environmental controls.

The recovery of gold from sands and gravels is one of the oldest forms of mining; it antedates history and has been practiced by savage peoples. In North America the search for placer gold has been a powerful agency in the exploration and development of unknown regions and has profoundly influenced the course of our civilization. With the progress of invention, the improvements in machinery, and the availability of large capital for the conduct of great operations, the tendency in placer, as in many other branches of mining, has been toward the working of extensive but comparatively low-grade deposits. The early miner washed the rich spots in stream beds or terraces with his pan, his long tom, and his primitive sluice. Then followed the growth of hydraulic mining and the use of giants supplied with water under pressures of hundreds of pounds to the square inch that could work at a profit gravels whose gold tenor was less than 3 cents to the cubic yard. Finally came the dredge that could handle deposits lying so far below water level as to be beyond attack by other methods. Although the gold dredge was first successful on a commercial scale in New Zealand, it has reached its present strength and efficiency in this country and its development is a monument to the daring, per- severance and technical skill of the many men, mine owners and engineers who have each contributed something to the final result. The Bureau of Mines, authorized to conduct investigations for the purpose of increasing efficiency in the mineral industries, had its attention called some years ago to the need of a comprehensive report on gold dredging in the United States. The director of the bureau recognized that such a report should summarize the development of the gold dredge, should describe in detail the essential features of present-day dredges, should discuss the facts that determine whether a placer deposit can be profitably dredged, and should point out the approved methods of prospecting placer ground and of operating dredges. At the request of the director, the author undertook the preparation of such a report and has been intermittently engaged on the task for several years. This bulletin is the outcome of his labors. He hopes that it will prove of interest to designers and builders of dredges, to mining engineers, and to persons who may contemplate investing capital in placer-mining ventures.

Results of the investigation have led to several theories of the origin: of the fires, the nature of the chemistry and a method for assessing: the fire potential. Recommendations and the implications for the mining operation are also discussed.

Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

THE lack of Aryan roots for the names of metals commonly known among the Aryan settlers of Asia Minor, as well as the later colonizers of Europe, indicates that these races were generally ignorant of the use of metals until they came into contact with Semitic peoples. Practically all mining-terms in current use among the earliest Greeks resemble very strongly their distinctly Semitic equivalents, which can be traced all the way in a broad belt beginning in Lower Mesopotamia, and extending westwardly to the Syrian shores of the Mediterranean. The Greek word " "metallon," for instance, used indiscriminately to designate mine or ore, probably came from the earlier Semitic equivalent, " matal." Again, the Greek words " chrysos " (gold) and " chalkos " (copper) seem to be descended from the Semitic forms " throats " and a chalak." It is a natural inference that primitive mining-methods were evolved by the dwellers in the mineralized areas of Asia Minor, from whom later Greek, Roman, and even North European miners obtained their first notions of the reduction of metallic ores, by virtue of a general westward migration of mining and metallurgy. Some traces of its passage through Turkish territory will be noted in this paper. While European Turkey can boast of one ancient gold-field, the Asiatic dominions of the Sultan may lay claim to at least two well-defined and widely-separated gold-producing districts. Over 500 industrial, academic, and government representatives from Europe, Canada, and the United States attended the first large symposium ever held in this country on fly ash utilization and technology, March 14-16, 1967, at Pittsburgh, Pa. Sponsored by the Edison Electric Institute, the National Coal Association, and the Bureau of Mines, the symposium featured 27 formal presentations by leading reports from the United States and Europe on all major phases of fly ash production, utilization, and research. Representing the three sponsoring organizations were Edison Electric Institute, James D. William- son, The Dayton Power and Light Co.; National Coal Association, James R. Garvey, Bituminous Coal Research, Inc; and Bureau of Mines, Harry Perry. Symposium chairman was John H. Faber of the Bureau of Mines. Gerard C. Gambs, Consolidation Coal Co., addressed the opening session. Moderated by Mr. Garvey, President and Director of Research of Bituminous Coal Research, Inc., the opening session was devoted to a discussion of the nature of the fly ash problem, including availability, specifications, and limitations on its use. Subsequent sessions covered Fly ash marketing, fly ash utilization in concrete and masonry products, specialized uses, and recent developments in basic fly ash research. Others serving as session chairmen were Oscar E. Manz, Associate Professor of Civil Engineering, University of North Dakota; Mrs. Katharine Mather, Chief, Petrography and X-ray Section, Concrete Division, U.S. Army Engineers Waterways Experiment Station; Mr. Williamson, and Mr. Perry.

Engineering design follows a six–step sequence. Demonstration of this sequence in materials engineering is less common. A case study is presented, using the 1989 paper by Gafner on the development of 990 gold-titanium alloy. This paper identifies a need, develops the problem, identifies alternatives, demonstrates the use of metallurgical principles to identify alternative responses, and shows how more favorable options are selected. The paper can also be used to illustrate engineering design as an iterative process. The paper is also useful as a starting point for more in-depth examination of specific elements of the design process, and lends itself to the creation of student exercises.

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.

The placer gold industry has experienced a roller-coaster history incorporating four major boom eras. The first, 'hand-methods' boom arose in the mid-19th Century from application of an old idea in new places around the globe. The subsequent hydraulic mining, bucket dredging, and 'hydraulic excavator-portable plant' booms each arose from application of new ideas in old places around the globe, ie in places where gold had been found during earlier booms. The new ideas that heralded the second, third and fourth booms were all significant advances in excavation technology. These enabled the industry to target the known deposits that were too deep, too wet, too small, or too low-grade for recovery by earlier boom methods. Relatively few new deposits or new deposit styles arose from the 'history book' exploration approach, so the number of known deposits to which each of the boom methods were applicable was limited. Consequently, the first three booms were each followed by significant periods of industry decline, and the fourth boom is currently waning inNew Zealand. Further decline is not inevitable and can be avoided by changing to a knowledge-based exploration approach similar to that adopted by the hard rock gold industry in the 1970s. Such an approach could easily herald the next placer gold boom.   Most of the relatively coarse, easily won alluvial gold in proximal and medial reaches of the active placer systems is gone. However, a substantial alluvial gold resource remains in the distal reaches of active systems, and in ancient placers formed onshore and on the continental shelf during previous sedimentary cycles. The resource in these deposits probably exceeds the total New Zealand placer production to date. Successful development of these placers requires application of robust geologic models for the formation and distribution of the placers through time, and advanced exploration technology that has not been used before in New Zealand. Nevertheless, the knowledge and technology required to explore and mine these deposits is available now. Many of these deposits contain a large proportion of problematic gold types that are difficult to recover with the commonly used gravity technology without sustaining significant losses. Despite advances in recovery technology in last few years, too much emphasis is placed on the incorrect assumption that gold size is the primary control on recovery efficiency. Other gold particle parameters, especially particle shape, exert a much greater control on whether gold will be saved or lost to the tails, and must be considered in the design of recovery technology and configuration of recovery circuits.

1. Domestic Production and Use: In 1977, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 65% of production capacity. Washington, Oregon, and Montana accounted for 31% of the total capacity; Gulf Coast States 23%, Northern States 26%, and other Southern States 20%. Based on estimated producer prices output of primary metal in 1977 Has valued at $4.6 billion. Aluminum consumption by 25,000 firms was centered 'in the East Central United States. Of aluminum consuming industries in 1977, building accounted for about 25%; packaging 22%; transportation 21%; electrical 11%; consumer durables 9%; and other uses, 12%.

The U.S. economy showed further strength during the third quarter of 1983, continuing the upward trend discussed in the last two issues of Minerals and Materials. The National Association of Purchasing Management composite index increased to a 10-year high of 67. 1 in July. (A value of 50 or greater indicates expanding industrial activity.) The index, a weighted composite of new orders, production, employment, vendor performance, and inventories, is derived from a survey of purchasing agents for about 250 industrial firms. Investment and Other National Economic Indicators The strong consumer surge of second quarter 1983 was reinforced during the third quarter by the performance of private investment. Because of this, many analysts became more optimistic about the strength of the recovery and its potential for being sustained. Capital investment growth, negative since 1980, was positive for every investment component in the third quarter of 1983. Preliminary estimates indicate a real increase of $1.4 billion (at an annual rate) in private investment expenditures on nonresidential structures, an increase of $4.3 billion (at an annual rate) for producers' durable equipment, and an increase of $4.8 billion (at an annual rate) in real inventory levels. The second quarter 1983 increase in expenditures on producers' durable equipment was the first indicator that investment recovery would occur during the rest of the year (table 1). Corporate profits in total manufacturing increased $6.5 billion from first quarter to second quarter 1983 (table 2).

IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age.
