A new method of constructing retaining walls, in-situ, prior to excavation has been developed. This "Vertical Earth Reinforcement Technique" VERT, has been demonstrated at a full scale test wall at the National Geotechnical Experimentation Site at Texas A&M University. This 10 meter high wall, was constructed of elements of soil mixing in an array that forced composite behavior between the soil mixed elements and the in-situ soils. Inclinometers and extensometers were used to verify the performance of the wall. The construction and results of the testing are presented.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Surface defects on continuously cast slabs require treatment by grinding. This extra phase in the process causes lower throughput of final product and extra energy costs. The elimination of slab treatment after casting implies that slabs can be direct rolled or hot charged, resulting in higher throughput and lower energy costs. To increase the number of slabs that can be direct rolled or hot charged, defects have to be predicted before a slab has completed the casting process. Transversal and longitudinal cracking, casting powder entrapment and other inclusions, bleeders, deep and uneven oscillation marks, stop marks and depressions are the defects thatare considered for prediction. A structure with two models is proposed. The first model describes the effect of mould level, water inlet temperature and casting speed (MV?manipulated variables) on 38 thermocouple temperatures (IV?intermediate variable). Casting speed is a manipulated variable while mould level and water inlet temperature are treated as measured disturbances. This model is known as the MV to IV model, and is used to control the occurrence of defects. The second model describes the effect of the thermocouple temperatures on the defects at different positions and locations on the slabs (OV?output variables). This model is known as the IV to OV model and is the predictor of defects. The models are determined using time-series methods in the form of auto regression with exogenous input using data of approximately 500 slabs cast over a period of 6 months. The models are validated using plant data from 44 slabs gathered three years later, with good results. As an example, published results give a sensitivity and specificity of 61.5 per cent and 75 per cent respectively for longitudinal cracks on validation data, while the presented method gives 63.6 per cent and 93.5 percent, respectively. The IV to OV model is used in an inversion to determine the optimal thermocouple temperatures for each slab width. Particles of a complex nickel sulphide concentrate (containing pyrite, pyrrhotite, pentIandite, and violarite as the major mineralogical constituents) were entrained in a stream of hot gas the temperature of which was varied from 500 to -1000°C. Chemical analysis of the particulates collected from the furnace was used to detect the rapid change in sulphur content which accompanied the ignition temperature jump. X-ray diffraction analysis was used to characterize the oxidized material.These techniques showed that ignition was dependent on the mineralogical composition and occurred over the temperature range 500-900°C. Pyrite ignited first in the range 500-600°C; pyrrhotite was the least reactivemineral and required temperatures in excess of 800°C for ignition. The nickel minerals <pentIandite and violarite decomposed before ignition and ignited at temperatures intermediate to those required for the pyrite and pyrrhotite. The ignition temperature for the pyrite was found to be independent of particle size and concentration of oxygen in the atmosphere.Ignition temperatures determined by the simulated flash smelting method were compared with the results of differential thermal analysis (DTA) measurements performed on the same concentrate. Temperaturesdetermined in the DTA test as corresponding to the start of exothermic activity were shown to be at least 100°C below those determined by the simulation test.

The Bureau of Mines is developing a new technological approach to handling the problems of fires in abandoned coal mines and waste banks. This new technology involves the accelerated combustion of "waste" coals in place (i.e., in situ) under controlled exhaust ventilation conditions, which allows for total management of the combustion products; including utilization of the heat produced" This new concept could significantly lower the costs of reducing the environmental and public safety hazards associated with waste coal fires, and could lead to the conversion of a coal waste to a coal resource. The controlled burnout technology has progressed from the laboratory stage to a full-scale field evaluation stage at the site of an abandoned-coal-mine fire. This first report describes the site selection, evaluation, and preparation, and the design and construction of the full-scale controlled burnout installation. Subsequent reports will deal with the results of the operational field trial.

Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

Shales in the Appalachian Region of Kentucky and Tennessee were sampled and tested to determine their use as raw materials for the manufacture of lightweight aggregate by the rotary-kiln method. Nine samples were obtained from eastern Kentucky and 143 samples were obtained from eastern Tennessee. As a result of preliminary testing of these samples, two sources in eastern Kentucky and 11 sources in eastern Tennessee were resampled for rotary-kiln tests. The rotary-kiln tests showed the two sources in Kentucky and seven sources in Tennessee contained shale that would produce satisfactory aggregate. Lightweight aggregate processed from these nine sources was tested in concrete shapes and was found to be suitable for use in structural concrete.

Laboratory model test results for the ultimate uplift capacity of square and circular foundations in saturated clay (ø=0) have been presented. The results of the present model tests for square foundations have been compared with the previously published laboratory model tests results on circular foundations. Based on the comparison, it appears that the critical embedment ratio of square and circular foundations increases from about 3 for soft clays to about 7 for medium to stiff clays. By using the experimental results, an empirical procedure has been suggested for determination of the ultimate uplift capacity of belled pier foundations in saturated clay.

Pile driving started October 29, 1993 and was completed on January 27, 1994. Field work included driving piling from ground surface at one site and at or near proposed footing elevations for the remainder. Piles were driven to specified tip elevations or the elevations directed by the Project Manager. In an attempt to address what installation technique(s) performed the best, several methods were used, including varied predrilled depths, open ended piles, closed ended piles, and the use of both impact and vibratory hammers. Piles were driven closed ended where possible to study the feasibility of this option to reduce construction costs associated with pile cleanout. Piles were driven to different depths to measure capacity variations. The 24-inch (610 mm) diameter piling were driven in one piece while the 42-inch (1.07 m) diameter piling was driven in two segments. A total of 79 piles were driven for the four sites, 74 of the 24-inch (610 mm) diameter and 5 of the 42-inch (1.07 m) diameter. Various hammers were used to determine which hammers provided viable solutions to the potential problems anticipated in the design phase. Hammer selection was based on the driveability studies. Equipment included a 175 ton (1.56 MN) crane, support crane for pile stabilization, crane mounted auger drill, offshore leads, Delmag D30-32, D46-32, and D62-22 diesel hammers, an HPSI 2005 single acting hydraulic hammer, a Foster IHC S-90 double acting hydraulic hammer and a Kencho VM2-25000AII vibratory hammer with the weights set to produce 17,500 pound-inch (1.98 kN-m) of eccentric moment.

Background: A cross-sectional study was conducted in November2001 to establish the prevalence rates of Human Immunodeficiency Virus (HIV) and sexually transmitted infections (STIs) (Chlamydia trachomatis and Neisseria gonorrhoea) in a coalmining town in Mpumalanga. Methods: 155 adults were recruited (79 males and 76 females), by holding community meetings, and by door-to-door recruitment. Saliva and urine specimens were collected for the analysis of HIV and STI prevalence, respectively. Results: The mean age for males was 31.35 years (min = 19 yrs and max = 50 yrs) and the mean age of the female participants was31.90 years (min = 17 yrs, max = 49 yrs). The prevalence of HIV was found to be 22.78% [95% CI (14.09?33.59)] in the males vs. 47.37%[95% CI (35.79?55.16)] in the females, [p = 0.001, OR = 3.05, 95%CI(1.49?6.26)]. The prevalence of C. trachomatis was 7.90% [95% CI(2.95?16.39)] in the males vs. 12.86% [95% CI (6.05?23.00)] in the females, p = 0.324. The prevalence of N. gonorrhoea was 3.79%[95% CI (0.79?1.08)] in the males vs. 9.86% [95% CI (4.06?19.26)]in the females, p = 0.137. HIV was significantly associated with C. trachomatis, [p = 0.032, OR = 3.18, 95% CI (1.04?9.72)], but was not significant when stratified by gender. HIV was not significantly associated with N. gonorrhoea (p = 0.072) but it was significantly associated when stratified by gender, p = 0.001 for females. There were no significant associations between HIV and age (p = 0.408), even upon stratification by gender. Conclusions: HIV prevalence in this community is high, and corresponds to national figures. However, the prevalence of STIs is surprisingly low as it would be expected to be high in a migrant population. Although communities are exposed to expanding peer-education activities that encourage behaviour change, the prevalence of HIV in this group. Specialized marine blasting techniques were required to deepen and widen the access channel and turning basin of the Sudeste Port Terminal in Rio de Janeiro, Brazil. This terminal has been designed to handle the exports of iron ore and other bulk solid cargoes to international markets. The Sudeste Port Terminal is connected to the iron ore quadrangle in Minas Gerais State by a dedicated railway line, giving Brazil’s independent miners a seamless access to global markets. However, the Sudeste Port Project is located in a protected marine environment. Blasting in this area has required a comprehensive blast induced ground vibrations monitoring and analysis program to ensure the safety of the sensitive structures surrounding of the blast areas. Nevertheless, the risk of generating higher ground vibrations on nearby structures due to the combination of short distances, larger excavations layers and complex geology, increased the complexity of the blast due to the limitations imposed by the maximum instantaneous charge and a demanding project schedule. Site-specific test blast programs were planned and executed in order to obtain in-situ vibration data to establish the local attenuation law, and also to better understand the role of dominant frequencies before production blasting started. This paper summarizes the main findings and solutions applied during the marine blasting project in the Sudeste Port Project.

Failure of in-pit overburden dumps in open-pit coal mines causes debris to flow toward the active working face, threatening the safety of people and equipment. The evaluation of the potential mobility of failing mass will aid in hazard mitigation associated with unwarranted dump failure. The potential mobility is shown by mobility ratio (ratio of total drop between debris flow's initial and final deposition points to total travel distance) and runout characteristics. In light of above, a laboratoryscale debris flow flume was developed to investigate the effect of material gradation and slope angle on runout characteristics and mobility ratio. The total mass of experimental debris mix (Q) is fixed at 30 kg with 20% water content. Experiments at three different slope angles (30°, 35°, and 40°) demonstrate that increasing the proportion of fines in the experimental mix increases runout characteristics while decreasing the mobility ratio. The length and area of the runout decrease as the slope angle increases, while the mobility ratio increases. There is a positive correlation between d50 and runout characteristics at a fines content of 0.1Q, but a negative correlation at a fines content of 0.2Q and 0.3Q. Conversely, there is a negative correlation between d50 and mobility ratio for fines content of 0.1Q, but a positive correlation exists for fines content of 0.2Q and 0.3Q. A new index called the fine-to-coarse (F/C) ratio is used to identify the critical value of fines and coarse proportion that causes a transition from dry granular flow to fluidized debris flow.

The paper presents an optimal mine planning system designed to simultaneously optimize all the underground mines of large South African gold and platinum mining corporations. The system, code named PlanIT-OPTIM, is a multi-stage solution involving the use of adetailed 3D CAD-based mine planning system (CADSmine™V4). The mine design and scheduling rules defined in CADSmine™ are responsible for simulating mining sequencing, rock mechanics, and ventilation, etcetera. Feasible production ranges generated by CADSmine™ and various high-level mathematical models are used as inputs to a mathematical optimization engine. The optimization engine produces optimal production profiles (i.e. key business indicators such as tonnages, mineral and areas extracted per time period) by maximizing net present value. Other objectives such as profit continuity, production continuity and maintaining available reserves can also be specified as optimization criteria. The final step in the PlanIT-OPTIM process is to convert the optimal production profiles into practical and attainable business plans. This is achieved through the CADSmine™ Detail Optimization Engine that modifies the original CADSmine™ schedule to match the optimal production profiles. With current methods it is an impossible task to find the best business plan for a mining corporation in any reasonable period of time should conditions change (e.g. gold prices, exchangerates, grade estimates, etcetera). The fast turn around time achieved through PlanIT-OPTIM makes it possible to do several ‘what-if’ scenarios in a reasonably short time. PlanIT-OPTIM has already been used in the gold mining industry to find optimal business plans for a mine.

"The paper reviews state-of-the art welding processes and consumables for structural and pressure equipment applications in offshore environments, particularly the Arctic. Optimum selection of consumables will be discussed with regard to the facility to meet tentative toughness requirements in weldments. Finally, the development of welding procedure specifications will be considered in relation to the prevention of hot or cold cracking and lamellar tearing.Welding RequirementsGeneralThe exploitation of Canadian frontier oil and gas reserves will require a fleet of various types of offshore structures. These will include fixed jacket types and semi-submersibles for the East Coast with huge man-made islands and icebreakers for the Arctic regions. Both these regions will also require supply and drill ships plus subsea pipelines and cargo tankers for transportation. Clearly the welding of these items will plays large part in the over-all integrity and safety of exploration and production operations.The required development in structural steels and pressure vessel steels, for current and future offshore structures, to improve properties, particularly toughness for lower temperature service, has also prompted welding researchers to develop process and consumable combinations to match the parent plate specifications. This development has had to consider particular aspects of weldability such as a low susceptibility to cold cracking and preventing low HAZ toughness. Current research has centred on attempts to increase HAZ toughness with higher heat input welding of newly developed structural steels.The installation of Arctic region pipelines has provided a sound base for future, more complex fabrications in the most severe service temperatures in the Canadian frontier although few of the installations have been designed to the lowest possible exposed temperature of -62°C."

A study was made of the coal resources of an area in Jackson County, Ala., forming a part of the Flat Rock, Henegar, and Stevenson quadrangles. The area studied is a portion of the Plateau coalfield on Sand Mountain and is near the Tennessee Valley Authority's Widows Creek steamplant. Since no detailed geological study of this area had been published, some reconnaissance work was done. The coalbeds and adjacent strata such as sandstones, conglomeratic sandstones, and conglomerates were studied. Available drill logs, together with the areal geology, provided sufficient information to permit correlation of the coalbeds and an estimation of coal reserves. For all categories of reserves, computed on a regional basis, a total of 72,920,000 tons of coal more than 14 inches thick is estimated for the areas studied in Stevenson. Flat Rock, and Henegar quadrangles. Of this tonnage, 40,001.000 tons is estimated to have less than 60 feet of overburden. The total measured coal reserves for the above three quadrangles are 16,359,000 tons, with 12,471,000 tons under less than 60 feet of cover.

"Deposits of gray hematite occur in two districts in Talladega County, Ala., the Emauhee-Tallasochatchee and Weewoka, both in the vicinity of Winterboro, 50 miles east of Birmingham.The deposits were investigated by the Bureau of Mines in 1943 and 1944. Approximately 13,000 feet of diamond drilling was done and 6,000 linear feet of trenches excavated and sampled.A total of 13,000,000 tons of ore averaging 36 percent iron was indicated in all areas.A detailed discussion of each property investigated, drill logs, and sampling results are given in this report.In the work done in the Talladega County iron investigation, special acknowledgement is due to Paul M. Tyler, formerly regional engineer, Eastern Region, and Richard W. Smith, formerly district engineer, for aid and direction of the project; also to J. B. Clemmor, metallurgist, for diligent research work in the Southern Experiment station laboratory. All were members of the Bureau of Mines Staff.The project was conducted in cooperation with the Federal Geological Survey, whose field work was in charge of T.G. Andrews assisted by Brewster Baldwin. An emergency is defined as an unforeseen combination of circumstances that calls for immediate action. When applied to a coal mine, an emergency may call for prompt removal of the men to the surface through travelways other than the haulageway or intake airways, which are generally contaminated with irrespirable air as a result of an explosion or fire. Therefore, maintenance of adequate and travelable escapeways from all working areas of a mine is vitally important insurance against disaster. Several mine disasters could have been avoided if well-defined escape routes had been provided and made known to all mine employees. Such occurrences, unnecessary as they generally are, unfairly indict the industry when only a small segment thereof is involved. As a result of a rather recent disaster, which might not have happened if good escape routes had been provided, the Bureau of Mines decided to delve into the escape procedure to determine (1) what is being done in the industry and (2) what might be done at reasonable cost.

"When confronted with the difficult decisions on advancing an exploration project to the feasibility and construction stages, it is important to know how various regions of the ore body will react in the milling and concentration processes. While bench scale test work is common and inexpensive, the results and information provided are somewhat limited due to the difficulty in accurately predicting the effects of recirculating middling streams or gradual changes in solution chemistry.Conventional Pilot Plants, processing 100 to 1,000 kg/hour of sample ore, provide the detailed engineering data required to develop a final process flowsheet and to size the equipment. They are, however, expensive to set-up and operate, and are really only viable for major projects that are well advancedIn the latter part of 1999, the Mineral Development Center at CVRD (MDC) purchased a new piece of mineral processing equipment which can run continuous flotation tests using drill core samples. To evaluate its performance, and to compare it with conventional testing methods, various types of flotation tests were carried out using two different types of copper ore. The limitations and advantages of open circuit and locked cycle bench tests, as well as the Mini Pilot Plant and the Conventional Pilot Plant were evaluated.Open circuit tests carried out at the bench scale only provide basic information. More complete and trustworthy information is obtained, in terms of the recirculation of flows and reaching a permanent and stable flotation regime, as the dynamics and complexity of the tests increases. The data obtained showed that the MPP’s metallurgical performance was equivalent to that of a conventional pilot plant."
