"INTRODUCTION Industrial utilization of the present submarginal domestic manganese resources of the United States is wholely dependent at this time on the electrolytic manganese process established as the result of 4 years of continuous operation of the Bureau of Mines pilot plant at Boulder City and 7 years' operations of the Electro Manganese Corporation commercial plant at Knoxville, Tenn.Three Kids ore provided the feed for the Boulder City pilot plant during 3 years of operation. Hence, the electrowinning characteristics of the ore have been thoroughly established, making possible accurate estimates for commercial operations.Before the Defense Plant Corporation constructed the leaching plant, the Bureau of Mines conducted an exploration project to determine the extent and grade of the ore reserves. Additional exploration, development, and mining by the Manganese Ore Cc, have accurately determined the tonnage and grade of ore. A large tonnage of stock piled ore is now available for immediate processing, and a considerable tonnage of openpit ore has been stripped of overburden preparatory to mining. Numerous facilities, such as power, water, and housing, needed for an electrolytic manganese plant are already available.All of these factors, as well as plans for installation of scale electrolytic manganese plant facilities, are presented in detail in the chapter entitled, ""Mining and. Electrolytic Reduction of use from Three Kids Manganese Mine."" The Manganese Ore Co. kindly provided information on the present ore reserves and state of development of the mine."

Increased competition in today’s global economy has put mineral industry under excessive pressure to effectively manage production assets to generate business wealth. Capital intensive industry (CII) organizations are seeking ways to manage skill resources, internal processes, and organizational networks with a view to reduce the cost of ownership of assets and increase efficiency of operations and service. The emerging concept of Enterprise Asset Management(EAM) is a collection of business processes that allow CII with right focus on return on investment on assets, to make right decisions on planning, acquisition, maintenance, operation, rehabilitation, and disposal of assets. Information technology (IT) can drive significant returns if the infrastructure covers seamlessly all business processes and all systems, like geographic information system, maintenance management, investment management, laboratory information management, and supervisory control and data acquisition system. The simple approach to IT in the past with disconnected silos of technology, information, and business processes cannot deliver the expected benefits under the modern business environment. Identification of business and application component is a prerequisite for the development of an asset management system that links effectively disciplined processes having characteristics of agility, speed, and integration. This paper discusses various issues and outlines the steps for developing an asset management roadmap in an organizsation. It also presents major business and application components of the system. CALCULATING the average grade of a gold deposit is a problem that presents certain unique difficulties. Particularly troublesome is the fact that the average of the samples taken from a deposit is likely to be higher than the grade of the ore that is eventually mined, even when allowance is made for dilution and other factors resulting from the mining operations. It would seem that this situation is due to the presence in the deposits of structural peculiarities which have not been properly taken into account, since estimating the average grade of the broken ore produced from the deposits does not present the same difficulty. It is therefore evident that structural considerations are of prime importance in estimating the grade of a deposit. This fact is clearly realized and taken into account in cases where the boundaries of the orebodies and the variations within them are easily recognized. But in many gold deposits this condition is not satisfied, a circumstance which can be regarded as the main source of difficulty. Lacking definite information concerning the structure, we are apt to use certain procedures which are either empirical or based on general probabilities.

In this paper a genetic algorithm is used in a heavily jointed rock mass in order to investigate the critical circular slip surface and modification of slope surface. This method was applied to the southern wall of the 6th Golbini Jajarm bauxite mine. The mine is the largest bauxite deposit in Iran, located to the northeast of the town of Jajarm in the Khorasan province. Estimated reserve of bauxite in this deposit is about 160 million tonnes. Field and laboratory investigations were conducted in order to determine rock mass behaviour. A genetic algorithm code that uses the Simplified Bishop method as an objective function was developed for findingt he safety factor of circular slip surfaces. Sensitivity analysis was applied to determine the optimum values of the genetic algorithm variables, such as population size, selection method, crossover and mutation rates. After finding the critical circular slip surface, slope modification is carried out by removing unstable sections from marked critical slip surfaces, and this process is repeated until the last unsafe section is removed. Based on this code, modification occurred during 7 steps, by reaching a safety factor of 1.3 in the last step. Finally, the modified slope angle of the southern wall of the 6th Golbini Jajarm bauxite mine was determined to be 48.44 degrees. GOLD AND SILVER, the monetary metals, have presented in the last year a striking contrast; gold has experienced unusual prosperity, while silver has been depressed more severely than ever before. Gold mining has been hailed as the only basic industry that is able to thrive on depression; the new gold produced is thought by many to be the most important material for the reconstruction of prosperity. Silver production, meanwhile, has been sinking to its level of 40 years ago, and its price to a level never before recorded. These factors have reduced the value of silver produced in 1932 to about the value of the average annual production more than a century ago, that of the decade 1801-1810. No other major commodity in world trade appears to have suffered a greater decline during the present depression.

"Multi-stage crushing plants, including high pressure grinding roll (HPGR) circuits, require more materials handling equipment than SAG and ball mill circuits. A temptation exists to neglect the energy consumption of materials handling when doing desktop comparisons of HPGR versus SAG milling circuits because estimation of materials handling power requirements can demand significant general arrangement drafting that is not available when performing preliminary scoping or ""desktop"" studies.The largest component of materials handling power is consumed by conveyors when lifting material between stages of crushing, meaning that a simple potential energy model can be used to evaluate conveying specific power consumption. This potential energy consumption for conveying can then be factored to provide overall materials handling specific energy consumption suitable for desktop studies of HPGR and other multi-stage crushing circuits. The technique also permits different crushing circuit flowsheets to be evaluated, at a preliminary level, by simply counting the number of times a conveyor must ""lift"" ore from ground level up to a bin or other equipment mounted up high.INTRODUCTIONTrade-off studies of multi-stage crushing plants involving high pressure grinding rolls (HPGRs) versus semi-autogenous grinding (SAG) mill circuits typically focus on the operating cost savings of crushing plants versus the capital cost savings of SAG mill plants. Very high-level (or desktop) studies of this type do not include a great deal of engineering work, meaning that the details (and costs) of ancillary systems are often not captured when doing the comparisons. The more complicated nature of the multistage crushing plants means there are more ancillary systems than a SAG mill plant, risking a skewed analysis of the operating costs, benefiting the HPGR option.One of the ancillary systems that may be overlooked is the more complicated conveying systems inherent in multi-stage crushing plants. Due to the mass of material being handled in large mining operations, these conveyors become a significant portion of the operating costs. A simple way to estimate the specific energy consumption of conveying systems without requiring engineering drawings and a site layout would allow high-level studies to capture this operating cost."

Difficult topography and soils conditions required the adoption of a combination of specialist geotechnical processes. Particular attention was paid to the preparation of the site, programming and capabilities of each technique as additional soils information became available.

"The development and characterization of sulphide standards containing as many as seven precious metals has increased the efficiency and comprehensiveness of micro-analyses for deportment studies using laser ablation microprobe inductively coupled plasma mass spectrometry (LAM-ICPMS). Because trace precious metals occurring in solid solution or as sub-micron inclusions in sulphides, arsenides, and sulpharsenides are often heterogeneously distributed, a significantly large number of analyses are required. Using well-prepared samples it is possible for up to 120 analyses per day, far more than by other comparable methods. Examples will be discussed from projects focused on the deportment of Au and the platinum group elements (PGE).INTRODUCTIONBecause gold and the platinum-group elements (PGE) occur as both discrete minerals and in trace quantities in a variety of minerals (mostly sulphide, arsenide, and sulpharsenide minerals), specialized trace analytical methods were developed and applied to determine the deportment of precious metals in ore deposits, requiring sensitivities ranging originally from about hundreds to presently tens of ppb for individual precious metal or less.In mineralogical studies, micro-analytical techniques such as the electron microprobe were first applied to obtain analyses for major elements in about 1959-60, but as the instrumentation improved early attempts for PGE in potential carrier minerals indicated that reasonable levels of detection (LOD) were of the order of 300-400 ppm, depending on analytical conditions, X-ray spectral lines, and mineral matrix (e.g., Cabri and Laflamme, 1976). Eventually, the lowest detection levels by electron probe micro-analyses (EPMA) obtained for some PGE were of the order of 10s of ppm using high accelerating voltage and current for extended measuring time on peak and background (Gervilla, Cabri, Kojonen, Oberthür, Weiser, Johanson, Sie, Campbell, Teesdale and Laflamme, 2004)."

When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell

In their excellent paper, Milev and Spottiswoode have provided quantitative and definitive descriptions of an important phenomenon that hitherto has been largely the subject of conjecture. They convincingly show that ?site-response? can amplify the strong ground motions on the rock-wall of a stressed tunnel by a factor of 10 to 12 compared with the PPV in the solid rock mass (at the same distance from source). This knowledge gives us a firm foundation from which to begin to build an understanding of the mechanism of damage resulting from a rock burst. Regrettably this understanding is still far from adequate, in my opinion. The authors of this paper, however, have made some statements that are too reassuring and which tend to reinforce the sense of complacency that prevails among many members of the rock engineering community on the deep gold mines.

Particles of nickel flash furnace malle (45 per cent i) were oxidized in a dropping-particle furnace. The particles melted and the molten drops simulated those produced by the atomization of molten matte. The partly oxidized droplets were quenched and then reacted with silica flux to form high-grade matte (70 per cent i) and a fayalite slag. This paper describes the experimental equipment and deals with chemical aspects of the investigation such as volatile impurity distribution and thermodynamic considerations. The overall behaviour of minor elements such as Cu, Co, As and Pb was similar to that observed in conventional converting.

"Open pit mines can produce large disturbances within regional hydrogeologic systems. The degree of disturbance and the consequences on the local environment depend on the size of the pit and on the physical setting of the mine. Comparisons and contrasts are presented for three Noranda base metal open pit mine sites.The Brunswick Mining and Smelting No 6 open pit has a surface area of 11 ha and a depth of 185 m. It is located within complexly deformed schists and meta-volcanic rocks. The massive sulphide and iron formations visible along the north and southwest walls of the pit generate acid drainage. Mining ceased in 1983, and the pit is presently being filled with waste rock and neutralized drainage water. Water balance calculations estimated a total fill up time of sixteen years. As the water level rises, leakage to groundwater could take place across a fault zone intersecting the pit.The Mattabi Mines F-Group pit has a surface area of approximately 3 ha and a depth of 50 m and is also set in meta-volcanic rocks and acid generating iron formations. Production at this site ceased in 1982, and the low pH pit water is neutralized and pumped into a nearby lake at least every five years. Major water inflows are from precipitation and groundwater. Groundwater mounds within adjacent high land surrounding the pit provide a natural hydraulic barrier to groundwater flow, except for the southeast side. As a consequence, the pit water elevation is being kept below the elevation of the nearby creek in which some of the pit water could drain.The Bell Copper open pit covers an area of 40 ha and is 270 m deep. With present ore reserves, the mine might be in operation until 1992. The geology around the pit consists of andesitic tufts, siltstones and shales, and the acid generation potential of the rock is relatively low. A recent hydrogeological study estimated fill up time by precipitation and groundwater to be in the order of 260 years.With increasingly more stringent requirements for mine closure, it is anticipated that more detailed hydrological and hydrogeological studies of open pits will be required to determine post-closure environmental impacts and the suitability of open pits for mine waste disposal."

To present some idea as to how the Bureau of Mines may most effectively serve mining, it is necessary that we make some resume of its pact accomplishments in order to determine what, if any, changes will be of greatest service to the industry and to the nation. There are a great many times in life when one begins to wonder whether or not Emerson, in his famous epigram about "mousetraps" and "beaten paths" and "final recognition of intrinsic worth", took into account the item of time. The intrinsic value of any movement, of any work, of any accomplishment will ultimately be recognized, of that there is no doubt, but may a man in history has gone to his end in martyrdom because the world was slow in the acknowledgement of the true excellence of his worth, and this is likewise true of institutions.

"Summary: Fibroblast proliferation and enhancement of collagen synthesis are key steps in the development and progression of pulmonary fibrosis. The current investigation presents a fibroblast proliferation assay to detect the release of competence factors from pneumocytes. The specific objective of this study was to define cell culture conditions for fibroblasts that would allow selective detection of competence factors in test media. The results indicate the following: (a) fibroblasts should be cultured for 2 days in plasma-free medium rather than 2% plasma to assure complete quiescence; (b) 1% plasma was optimum for producing progression activity for the bioassay of a competence factor, while 0.5% plasma did not produce sufficient progression activity (yielding false negatives) and 2% plasma often contained significant competence activity (yielding false positives); and (c) fresh plasma should be used since the progression activity of plasma was adversely affected by freezing and thawing. Under these conditions, this bioassay can be employed with either rat or human lung fibroblasts to detect competence factors such as platelet-derived growth factor (PDGF), at levels as low as 25 ng/ml.Fibrotic lung disease, as a consequence of occupational exposure to silica dust. is characterized by the development of concentric hyalinized nodular lesions in the lung and the progressive loss of pulmonary diffusion capacity. Proliferation of pulmonary fibroblasts and enhanced synthesis of collagen by these pneumocytes have been shown to be key steps in the development of chronic silicosis ( 1 ). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (2). Some cytokines stimulate fibroblast proliferation by activating specific phases of the cell cycle (3,4). In particular, platelet-derived growth factor (PDGF) promotes fibroblast proliferation by inducing the movement of quiescent (G0 ) cells into the G1 phase of the cell cycle (5). Insulin-like growth factor (IGF) and transforming growth factor-P (TGF-P). on the other hand, regulate the rate of transition of fibroblasts from G 1 into the S phase (5,6). These two classes of cytokines have been termed competence and progression factors, respectively. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which quiescent fibroblasts are exposed to culture supematants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum (FCS), which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (7-9). Recently, a fibroblast proliferation assay using platelet-poor .plasma [lacking competence factor(s)] as a substitute for FCS bas been described (I 0, 11 ). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors."

AFTER the completion, in 1905, of the Hammond Mining and Metallurgical Laboratory of the Sheffield Scientific School, Yale University, it became necessary to secure and assay a large assortment of ore-samples, and to arrange the results in such a manner as to admit of use with the least amount of work on the part of the instructor. At first, pulp-samples, together with their respective assays, were secured from the mines, smelters, and public assayers, but this practice did not prove satisfactory. It was not only difficult to secure a sufficiently large supply of material, but it was also impossible to secure the proper assortment required for instructing students. It involved considerable work for the donors to select the samples and furnish a record of the assays, and also for the instructors to examine each pulp and determine its character. Some of the samples did not contain a sufficient quantity of pulp for the student to check his work in case his first assay did not correspond to the record. In order to increase the number of samples and to vary the character of the material, pulp-samples were later mixed with barren rock and with sulphides, but this method also was unsatisfactory and has been discontinued. At present., small lots of ore are secured by gift or purchase from engineers, public assayers, and the managers of mines, mills, and smelters. These lots weigh from 10 to 100 lb. each, and are rarely finer than 0.25 in. in size. The larger samples permit of a careful study by the instructor in order to determine the best method of assaying to be followed. Many new evaluation tools have been developed since the early 1990’s to aid the minerals processing test engineer. The areas of comminution, gravity concentration, flotation, and process mineralogy have received particular attention. This paper will describe new laboratory procedures in the areas of SAG mill testing, gravity concentration, and flotation testing. Computer assisted mineralogical examination equipment, new generations of mass balancing programs, and simulation programs will also be discussed.

Cyanide leaching of two West African gold ores was studied in multiple laboratories to provide process-engineering data for plant design purposes. Unusually slow leach extraction kinetics were observed using routine cyanide leach test procedures with pregnant solution monitoring. Carbon-in-leach testing, however, showed normal rapid kinetic behavior, with the same ultimate gold extractions being reached in much shorter elapsed times. Kinetic curves based on washed solids assays also exhibited more typical leaching characteristics. The results bore all the hallmarks of some equilibrium inhibition of the leaching. It was surmised that ore gangue components were responsible for weakly adsorbing gold-cyanide complex reaction product, thereby holding up soluble gold in the solid phase. The term ?preg-borrowing? was coined to describe the reversible phenomenon and distinguish it from irreversible preg-robbing. The two ores investigated may represent an extreme form of a more general effect that in most instances might pass unnoticed. The effect can lead to misinterpretation of kinetic leach curve data and underestimation of calculated ore head grades.

Since its inception in 1990, improved metallurgical processing technologies, coupled with mine planning enhancements and improved geological knowledge, have sequentially enabled better efficiencies and economies of scale at the Macraes Gold Project. Over a period of 11 years, processing enhancements have been achieved by: +        increasing mill throughput, from one million tonnes per year, to current throughput of 3.9 million tonnes per year; +        improving recovery rates, from 70 % to approx 84 %; and +        performance enhancement through innovation, eg the use of kerosene to combat ClL pregrobbing. Future processing improvements have been identified in optimising the ore feed and processing flowsheet. The introduction of the autoclave has transformed the process flow form a traditional 'mill headgrade and tonnes milled' operation, to a 'sulphur/gold ratio and sulphur tonnes oxidised' operation.
