Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

The uppermost subsoil profiles of the Bangkok plain can be divided into four layers, namely: weathered clay, soft clay, stiff clay, and dense sand layers. The soft Bangkok clay is a normally consolidated marine clay with built-up preconsolidation effects and overlain by a weathered crust. Up to the present, a large number of full-scale tests on excavations and pile foundations has been made by numerous investigators. Based on these results, the available data are reviewed and evaluated. The results show that for test excavations, the excess pore pressures were overpredicted by the existing theories. The vertical and lateral movements in the excavations can be predicted by the bilinear and non-linear finite elements using appropriate modulus values. Relationships among probability of failure, safety factor, and safety margin of the excavation were also obtained. In the case of pile foundations, good agreement between the measured and predicted ultimate pile capacities were obtained for long piles. The adhesion factors ranged from 0.4 to 1.0 while the average skin friction factor was found to be 0.33. The ultimate capacity of the pile was also predicted successfully by using the Dutch cone data. For lateral deflection of piles, Davisson and Gill's theory predicted well in the low deflection zone while Poulos' theory agreed well in the high deflection zone. From the probabilistic analysis of ultimate pile capacity, the probability of failure was related to the central factor of safety. According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . Experience with knowledge-based systems for Layout planning and roadway support dimensioning is on hand in European coal mining since 1985. The systems SOUT (support choice and dimensioning, 1989), SOUT 2, PLANANK (planning of bolt-support), EXOS (layout planning diagnosis. 1994), Sout 3 (1995) have been developed in close cooperation by CdF1. INERIS2. EMN3 (France) and RAG 4, DMT5, TH - Aachen6 (Germany); ISLSP (Integrated Software for Layout and support planning) development is in progress (completion scheduled for July 1996). This new software technology in combination with conventional programming systems. numerical models and existing databases turned out to be suited for setting-up an intelligent decision aid for layout and roadway support planning. The system enhances reliability of planning and optimises the safety-to-cost ratio for ? deformation forecast for roadways in seam and surrounding rocks, consideration of the general position of the roadway in the rock mass (zones of increased pressure, position of operating and mined panels). ? support dimensioning ? yielding arches, rigid arches, porch sets, rigid rings, yielding rings and bolting / shotcreting for drifts ? yielding arches, rigid arches and porch sets for roadways in seam ? bolt support for gateroads (assessment of exclusion criteria and calculation of the bolting pattern) ? bolting of face-end zones (feasibility and safety assessment, stability guarantee).

This Bureau of Mines report deals principally with the resources and economic aspects of feldspar in the United States east of the Mississippi River. Although in a strict sense, all phases of the feldspar industry affect its economic structure, emphasis in this study is on supply, demand, and marketing. Although feldspar was originally mined for use in the manufacture of pottery and other ceramics, the glass industry, which began to use feldspar in the mid-1920's, now consumes more than half of the annual output. Most mining is open cut, and the methods used are similar to those used in mining crushed stone. Excess plant capacity has been chronic, and production is usually about 50 percent of capacity fur the industry as a whole. Since 1947, feldspar consumption has grown more slowly than the average for all U.S. industry. This has fostered intense competition, especially for the glass market. Prices have not kept pace with inflation, and profits are small. The trend of consumption through 1.970 for glass feldspar is expected to be upward; less rapid growth in consumption of ceramic feldspar is anticipated.

During the course of the investigation of manganese mineral occurrences in the western United States, the Bureau of Mines collected several lots of ore' from properties in the vicinity of Winkelman, Ariz. As none of the ores would be marketable directly, an investigation was made to determine their amenability to concentration by ore dressing. The Geronimo group of claims is in Pinal County, 8 miles west of Winkelman, Ariz. The manganese oxides occur as cementing material in ore zones of conglomerate. Representative samples of a 2-ton lot of ore cut from outcrops of two lenticular deposits were laboratory-tested. Two 1-ton samples from the Benningfield property were similar in physical characteristics but differed in grade. This claim is 11-1/2 miles south of Winkelman and about 1 mile west of the San Pedro River on the south side of Putman, Wash. The manganese minerals occurred as nodules and lenses, replacing limestone, in a capping over a dark, igneous dike. The North Star group consists of five claims on the west side of the San Pedro River 14 miles south of Winkelman. The ore consists of a low-grade, manganese oxide-calcite occurrence interspersed with stringers of higher-grade material and is present as filling in a fissure zone in porphyry. Two samples were obtained by the examining engineer; one sample represented run-of-mine material, the other represented ore from the vein that could be hand-sorted or selectively mined.

Q: It is May 1961 at Bill Wrather's Washington house. Bill, think back to your first job after college. Wrather: Perhaps I ought to go back a little bit further than my first job. I entered the University of Chicago with the idea of studying law. My intention was to take a 4-yr liberal arts course and superimpose a law degree on that. But during my undergraduate work I fell under the influence of R. D. Salsbury. He decided I had some talent as a geologist and influenced me to take a geological course. Nevertheless, I did not give up the idea of law. While in school I took a spell of typhoid fever and almost died. The doctor recommended outdoor exercise, so a geological job seemed logical. W. H. Emmons was a graduate student in the University and he interceded with Dr. Hayes of the USGS. I went on the payroll as assistant packer at $60 a month. I had one of the most glorious summers I ever spent in my life. That fall and the following year I took law courses and became thoroughly convinced that I was cut out for a geologist rather than a lawyer. I finished up my law work in 1908 while waiting for a job with Bill Emmons, who was doing a careful study of Goldfield and Tonopah.

THE relative importance of things is a fascinating subject for thought. As we look about us we realize the Creator of all things has provided the metals for our use, each in the quantity needed-iron in vast quantities gold in small quantities. Had gold been given us in the quantities of iron, the mechanical age mould Eave been very different. You may find some pleasure in running over in your mind this question of the quantity available of an element and man's need of it in the scheme of things. Nickel in this sense is a middle group element. It was not essential to man's early development. Its usefulness dates back only about one hundred years. The quantity available to man has increased as his needs in- creased. On two occasions more nickel became available than was needed and on both of these occasions the ex- cess was soon absorbed by new and useful developments.

"This paper describes the general layout of the environmental monitoring scheme at Devco 's No. 26 Colliery, including wall face ventilation, fan performance and methane drainage, and then goes on to discuss the sensors, the outstation layout, the surf ace control room and the protection of the system.IntroductionCape Breton coal mines have been pioneers in the use of the latest technology in mining coal on this continent. To mention just one example, continuous methane monitoring at the coal face was started in 1976 and the idea of automatically stopping the face conveyor during high gas levels using the face signalling system was conceived and developed by CBDC engineers.With the introduction of remote environmental monitoring, No. 26 Colliery will be the first underground coal mine in Canada and possibly in North America to have computer-based comprehensive environmental monitoring.Traditionally, surveillance of the mine environment has been based mainly on periodic checks by portable or hand-held monitors. Although this method proved adequate, it has some limitations, namely:1) restricted 'number of observations and samples;2) relatively long time between taking measurements and availability of results for assessment.With remote monitoring, the above limitations are overcome because (a) monitoring is continuous and (b) monitored data are updated quickly (typically 5-7 sec.). Remote monitoring also provides a centralized 'information center' at the surface from where the entire mine environment can be monitored. Details of modes in which data can be displayed and features available at the location will be discussed later in the paper."

ELECTROSTATIC methods are used to separate and concentrate or purify granular particles derived from ores or various synthetic and agricultural products. Compared with other separation methods that require many technological refinements, the electrostatic attraction of fibers, grass, and seeds to charged surfaces clan be accomplished under the most primitive circumstances, and the early development of this method of beneficiation seemed very promising. Precise application of the method to provide high selectivity, however, is a complex procedure, and interest in this method declined. During this period Mr. O. C. Ralston initiated a Bureau of Mines research program oil electrostatic separation. It is the purpose of thins publication to describe the development of the electrostatic method of particle separation from the early beginning to the present resurgence of interest. Most of the information for this description bas been derived from references, a few of which were not available for thorough review. Much information has been drawn from the investitions of the Bureau. Acknowledgments Mr. O. C. Ralston, former Chief metallurgist of the Bureau of Mines, began the research program on the subject and did research on the mils literature. Both Mr. Ralston and Mr. H. B. Johnson, former president of the Huff Electrostatic Separator Co., furnished patent references. A critical review by Mr. F. D. Lamb, Research director, and Mr. M. J. Spendlove, Supervisory metallurgist, Bureau of Mines, College Park Metallurgy Research Center, lifts been of much value in preparing this report.

"The Red Dog Mine has increased mill throughput for most years since startup. Although flotation equipment has been added over the last 10 years, the Red Dog metallurgical performance has been restricted by a lack of adequate flotation capacity. Two reduced tonnage trials conducted in 1997 as well as numerous SAG relines have consistently indicated the potential to significantly increase both zinc concentrate recovery and grade with additional flotation capacity. Late in 1999, a new circuit was designed with increased flotation capacity while simplifylng the current circuit, providing for three stages of dilution cleaning, and creating a retreat section. The purpose of the retreat section is to target the more complex particles and allow the chemical environment to be fine tuned for improved iron depression. In total, twentyone (21) Outokumpu OK50 mechanical flotation cells and four (4) 3.66m dia. column cells will be added to the current flotation circuit. The VIP (Value Improvement Program) Mill Optimization project is also addressing thickening, water treatment and power issues and has a total budget of $US105 M. Startup of equipment will be phased in to minimize the impact on current operations and is expected to be complete by the end of Q3-2001.INTRODUCTIONRed Dog Operations started production in November 1989. The mine is located above the arctic circle in northwest Alaska. It is linked by an 80 km road to a port-site facility where the concentrate is stored. Concentrate is shipped to markets throughout the world during the one hundred (100) days of open seas. Typical of sedimentary exhalative deposits, the metallurgy proved to be challenging and coupled with many mechanical shortcomings, the initial few years were very difficult. The start-up issues were slowly resolved and in 1998, a major grinding expansion, the PRI (Production Rate Increase) project, was completed. The project was designed to allow a 40% increase over the 1995 throughput. In 2000 mill throughput was 3,050,000 tonnes to produce a total of 960,000 and 140,000 dry tonnes of zinc and lead concentrates respectively, making Red Dog the largest zinc concentrate producer in the world. To address a shortage of flotation capacity remaining from the PRI grinding expansion, a project designated as the VIP (Value Improvement Program) Mill Optimization project was initiated. The mill optimization project is targeted to produce 1,100,000 tonnes of zinc concentrate at 56% zinc grade and 87% zinc recovery. The project will add twenty-one (21) Outokumpu OK50 (50m3) flotation cells, four (4) 3.66mO column cells and address water treatment, thickening and power generation capacities."

Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

Laboratory column leach tests are used routinely to evaluate gold and silver ores for heap leaching. The tests are fairly straightforward. The ore to be tested is placed into an appropriately sized leach column. Then an alkaline cyanide solution is applied to the ore and the effluent solutions are collected. The effluent solutions are then put through a column of activated carbon to recover the gold and silver in solution. Zinc precipitation may also be used for silver ores or if the ore contains a significant amount of soluble silver in addition to gold. The length of the leach time in the tests is mainly a function of how quickly the precious metals are recovered from the ore. At the completion of the tests, the tailings are assayed and the recoveries determined from the calculated head grades. The amount of ore to be used for a test is partly a function of its crushed size. The coarser the size, the larger the sample size for the column. A typical small-scale laboratory column test on ore crushed to -12 mm (-0.5 in.) would usually be conducted in a 100- to 150-mm-diam (4- to 6-in.-diam) column 2 m (6.6 ft) in height, containing about 20 to 45 kg (44 to 99 lb) of ore. A comparable test on the same ore crushed to 50 mm (2 in.) would be conducted in a 200- to 300-mm-diam (8- to 12-in.-diam) col¬umn 2 m (6.6 ft) in height, containing about 80 to 200 kg (176 to 441 lb) of ore. I received a telegram yesterday from Mr. J. H. Nead saying that he regretted circumstances had come up which prevent his attending the meeting, but that arrangements have been made and Mr. T. S. Washburn, of Inland Steel, will act as the Co-Chairman in his stead. We are sorry, of course, that he cannot be here at this conference. We have, therefore, asked Mr. James J. Bowden, chief metallurgist of Republic Steel Corporation, Cleveland, to act as Chairman and Mr. Tom Washburn to act as Co-Chairman. I will turn the meeting over to these gentlemen at this time.
