In the analysis of comminution processes, it is necessary to have a detailed knowledge of such sub-processes as: (i) The transportation of the particles to the zone where they are stressed, (ii) The stressing of the particles to a level high enough for breakage, (iii) The removal of the fragments that are smaller than the limit size from the grinding zone, and (iv) The prevention of agglomeration of the fine fragments. The breakage phenomena of particles is the most difficult sub-process to understand. It can be understood only by applying the principles of fracture physics to obtain information about the stress-strain field in particles which are loaded either by compression or by impact, and by using this theoretical knowledge to interpret experimental results obtained from single particle crushing studies. It is not only of academic interest to know how a particle breaks, but also it is important for practical applications because it provides a basis for evaluating both the direction and limitation for any potential comminution improvement.

Simulation of coal preparation circuits is becoming a widely practiced technique used for the design of coal preparation plants. On a much more limited basis, simulators are finding application in off-line process control. A typical application in the latter category involves inputting projected coal washability data for a shift into the simulator and using the software to optimize product quality and recovery within a range of predefined specifications. The plant is then operated at SG?s of separation determined from the simulation exercise for the one shift time period. This procedure is useful in that it incorporates some form of advanced planning into preparation plant operations. There is an attempt made to reflect changes in feed coal quality on a shift by shift basis rather than continually running the plant near design specifications with changes in SG?s of separation being made in response to an inadequate sampling program which only provides a spot measurement of material that has already passed through the plant. Instead of instituting changes on a shift by shift basis, NHI has proposed a method whereby monitoring three major operating parameters, * Feedrate to jig * Flowrate from hydrocyclone overflow * Density from cyclone overflow the ongoing plant operating performance can be accurately predicted on a continual basis, i.e., updated hourly. Using a distribution curve to predict the split between the clean coal and refuse from a given separator does not account for variations in efficiency that occur as a result of variations in operating parameters. NHI and Arch have studied the effect of both jig loading and solids content in the recirculating load to the jig on product quality. As a result, relatively simple measurements can be made on-line in a preparation plant which will provide input data to the simulation program that enables the prediction of jig/hydrocyclone circuit performance on a real time basis.

The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

To reduce the environmental footprint of hydrometallurgical processing of black mass from spent lithium-ion batteries (LIBs), a green leaching system based on glycine and sodium metabisulfite (Gly-SMS) was proposed. The leaching study demonstrated that the highest cobalt and lithium recoveries of 100 percent and 99.8 percent were achieved under optimal conditions. The leaching mechanism revealed that the dissolution of LiCoO2 in the Gly-SMS solution followed the shrinking core model. The apparent activation energies for cobalt and lithium were determined as 48.05 and 41.51 kJ/mol, respectively, indicating a surface chemical reaction controlling mechanism. The leachate was then processed by an acidification- precipitation technique with oxalic acid as the precipitant to remove cobalt. Glycine complexes with metal ions by zwitterionic ligand and recycles in the leaching-precipitation circuit, reducing the reagent cost. Compared to other studies, this leaching system has near-neutral operating conditions and is cost-effective, making it an economically viable alternative for treating cathode materials from spent LIBs.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. "A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

Subsequent to the determination of an ultimate pit and ore reserves for metallic and nonmetallic deposits, it is necessary to develop the most profitable long-range mining sequence for the deposit. Long-range planning is a dynamic process because product prices and costs change, additional assay and metallurgical data become available, mining technology and operating prices and requirements change. The three case studies included in this subsection present different techniques for dealing with the objectives of long-range planning. To be able to forecast production, profitability, and capital requirements, it is essential to have a long-range mining plan.

Process plant modeling in the computer environment has been developed over the past 40 years by implementing the comminution models formed by the Julius Kruttschnitt Mineral Research Centre, University of Queensland, in the early 1970s. The models for the other processes in a mine value chain, such as blast fragmentation and flotation, were continuously developed and improved in parallel as well. Other research and commercial entities have also developed process modeling methodologies in the computer environment, which evolved as specialized commercial software or through equations set up in Excel spreadsheets. These were performed on a local computer, in thousands of simulations over a long period of time due to hardware limitations and the lack of a fully automated process. This limits the application of detailed process simulations for scale-up and strategic planning analysis, as they require many simulations to cover all possible scenarios which would take a lifetime when using local computers. The Integrated Extraction Simulator (IES), as the next generation of cloud-based software package, has made it possible to run simulations on the entire operation value chain in the same platform, including drilling and blasting, crushing, grinding, flotation, and other downstream process and material-handling units. This capability has allowed IES to handle multivariable simulations across the mine value chain, including pre-concentration and in-pit size reduction, and modify the process simultaneously.

In recent years, environmental considerations have played a prominent role in underground construction projects. The management and disposal of the muck produced by an EPB TBM is an important aspect of this topic. Soil conditioners with higher biodegradability and lower eco-toxicity have been specifically developed to comply with strict regulations in several countries around the world, with the goal of reducing the environmental impact of tunneling on soil, water, and living organisms. This paper highlights innovative sustainable soil conditioners and how they differ from traditional products. Additionally, environmental considerations for TBM projects around the world and in North America will be examined.

Coal-based reduction followed by magnetic separation is an innovative technology used in processing refractory iron ores. Given that size is essential to the separation of the metallic iron from the gangue, the morphology of metallic iron particles and their evolution during coal-based reduction are investigated in the present work. The size of the metallic iron particle increased from 128.76 µm to 565.70 µm when the reduction time increased from 20 min to 60 min at 1,225° C and C/O (i.e., the amount of coal addition in terms of the gram-atomic ratio of the fixed carbon in the coal added to the combined oxygen in iron oxides) of 2.5. Based on our microstructural and metallographic analysis, the iron ore reduction process can be divided into three stages: (1) metallic iron particle formation, (2) iron oxide reduction and metallic iron assembly and (3) metallic iron particle growth. Almost all iron oxides are reduced to metallic iron in the second stage. These newborn metallic iron particles are energetically active and able to assemble and grow, and are eventually separated from the gangue. The large metallic iron particles benefit the subsequent magnetic separation process.

It is easy for a coal spokesman to relate to the theme of this meeting--that the decade of the 1970's is pivotal for the mineral industries. For the coal operator, this period is crucial. The coal industry, according to most energy forecasters, must gear its production machinery to meet a sharp rise in the demand for coal--in this decade to sustain inevitable boosts in electricity output, and in the next to start supporting a big new domestic synthetic fuels industry that is already in the formative stage. The logic of that projection flows from a combination of hard circumstances--proved reserves of domestic fluid fuels are dwindling, the hope for bountiful and cheap nuclear power must be indefinitely deferred, and the threat of long-term fuel imports to the national interests is becoming starkly visible. Only coal, with its assets of abundance, security and versatility, offers the nation an adequate and immediate lift out of its current energy crisis. A hard-won expansion of coal production made the critical difference between local power load-shedding and major area blackouts in 1970, the year the energy crisis went public. Coal will have to play that same key role, not just through this pivotal decade but through the turn of the century. But the logic of fuel demand apparently does not always extend to supply. The coal industry has had a huge production job laid out for it by the energy statisticians, but up to now the energy policy-makers have not followed through with the aids and inducements that the coal operator urgently needs to do that job well and completely.

In mineral resources, geologic and mining data are acquired, processed, analysed, interpreted and modelled, eventually serving as basis to generate predictions and production plans. This is a complex process, and the resulting predictions are impacted by uncertainties related to the data itself and the processing methods and techniques used. They are also impacted by the subjective decisions made by the modeler(s) at each step of the way. Knowledge, biases, skills, and prior experience come into play in the long mineral resource evaluation development workflow. It is meaningless to discuss uncertainties without evaluating the associated risks that those uncertainties imply. It is important to quantify and assess uncertainty, and to evaluate and mitigate its consequences. This paper discusses (1) conceptual and practical sources of uncertainty; (2) the utopia of an “objective” uncertainty; and (3) the quantification and public reporting of uncertainty using geostatistical conditional simulations. The objective of this paper is to postulate that the industry is running out of reasons and excuses to ignore uncertainty and risk in project evaluation. This is done in two parts, with this, the first one, presenting a more conceptual discussion. Part 2 will present case studies from different types of mining projects and operations showcasing the impact that risk assessments can have in a mining project.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. The North East Boundary Tunnel (NEBT) project in Washington, D.C. requires design and construction of several SEM adits which have to be built between lateral shafts and the NEBT-TBM Tunnel. The paper describes ground improvements, the actual excavation, and also the final lining works. Schedule and sequencing restrictions provided some unique challenges which had to be considered when designing and constructing these mostly short, but essential portions of the project

Halfway through a 17,770-ft long stormwater tunnel, an 11-ft diameter TBM encountered a karst void below the Mississippi River in Missouri, resulting in significant inflow. It was decided that the TBM could not safely advance without external intervention. Low-mobility grout was pumped from the surface. A rescue shaft was constructed and a conventional tunnel with spiling support was mined back to the machine. The TBM was removed and a 14-ft diameter TBM equipped with probing drills was relaunched. Probing from the new TBM encountered one additional karst feature but the machine advanced after grouting and successfully completed the tunnel.

The mechanisms involved in the adsorption of modified thiol-type collectors on sulfide minerals have been investigated in the present work. These collectors belong to the broad classes of thionocarbamates, thioureas, thiophosphates and thiophosphinates. They differ significantly from the traditionally used thiol-type collectors, such as xanthates and dithiophosphates, in terms of structural features that involve either the introduction of an additional oxygen donor or the alteration of electron densities on donor atoms. Electrochemical studies suggest that the adsorption of these classes of collectors is probably the result of a coupled reaction of the EC-type, involving an initial electron transfer step (E), followed immediately by a chemical reaction (C). Thus, the overall adsorption process is controlled by both the E, and pK of the system. The role of structural features in changing the interaction of the donor atoms with sulfide minerals is also discussed.
