There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

[A column float beneficiation plant using 9, 8.5 foot diameter, cells was constructed by the Simplot Company and the Smoky Canyon Facility in the fall of 1986 and has been in operation since May of 1987. The float beneficiation process was developed jointly by the Simplot Company and the Bureau of Mines (Salt Lake City, Utah) which incorporates the Bureau's bubble generator design and chemistry system based around the reverse float technology, (Albany Bureau of Mines, Application of Carbonate-Silica Flotation Techniques to Western Phosphate Materials, Rule, Dallenbach , Larsen, RI8728, 1982) . This chemistry has been modified by Simplot in both patented and unpatented improvements. The objective of the beneficiation process was to reducethe A1203 content in the overall pipeline concentrate by 0.2 wt z. Therefore, a process stream was identified in the mill circuit which provided an opportunity to isolate and treat 1100 tons per day of poor quality phosphate concentrates The process allows recovery of approximately 15% of the mill concentrates, otherwise unsuitable for fertilizer production. The alternative would have been to waste this ore. Wasting would have resulted in considerable ore loss, increased mining costs and required additional products grinding. ]

Hydrolyzable surfactants such as fatty acids and amines undergo, in addition to micellisation and precipitation, various associative interactions in aqueous solutions to form ion molecular complexes such as acid-soap, dimers etc. depending upon the solution conditions such as pH. The interaction of these collector species with the mineral surface and with other dissolved species in solution will play a significant role in determining the interfacial processes such as adsorption and flotation. Marked differences in the hydrophobicity imparted to the mineral surface depending upon the solution conditions such as Ph can be attributed to possible differences in surface activities of the above complexes. This aspect of solution chemistry of flotation systems is discussed here for two widely used collectors namely, oleic acid and dodecylamine. Equilibrium species distribution diagrams based on the available literature .data and on estimates of energy of interactions between molecules, have been obtained for oleic acid and dodecylamine solutions.

The surface collapse and surrounding rock failure caused by goaf instability are the mining disasters that cannot be ignored. It is of great value to evaluate the stability of goaf accurately and treat it economically for the mine safety and the maintenance of ecological environment. However, in previous studies based on numerical simulation methods, the spatial complexity and the irregularity of actual goaf were not considered. Therefore, based on the internal space data of goaf obtained by high-precision laser detector, the goaf stability was comprehensively analyzed through Plaxis software and two-stage fuzzy judgment theory in this study. To effectively improve the goaf stability, the optimal backfill parameters for the goaf treatment were obtained by a series of mechanical tests. The research results provide some good references for the stability evaluation and the treatment of underground goaf.

The technology of automatically formed roadway without pillars (AFRP) via roof cutting and pressure releasing (RCPR) is a reformatory method for gob-side entry retaining, which automatically creates a roadway by utilizing the fragmenting and expanding properties of rock strata and the mining pressure, to realize a novel technique for coal mining without coal pillars. The Anju Coal Mine is the first kilometer-deep mine where this technology is applied. To conduct a geomechanical model experiment, this research uses the 5307 working face in this mine as its backdrop. The experimental results show that this technology can efficiently decrease the pressure of the AFRP surrounding rock. The roof maximum stress of the AFRP is 21% lower than that of the belt roadway, while the side abutment pressure of the former is 13.4% lower than that of the latter. The comparison of model experiment data and field monitoring data shows that the roof and floor approaching deformations on the roof-cutting side and solid coal side of AFRP differ by 8.8% and 9.6%, respectively. The model experiment results and field monitoring data show good agreement, and the deformation of the AFRP surrounding rock can be successfully managed by this technique. The study’s findings can serve as a guide for using this technology in kilometer-deep coal mines.

Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

The Superconducting Super Collider (SSC) features two 20 TeV counter rotating proton beams which will be housed in 87 km (54 miles) of tunnel. Four additional lower energy particle accelerators will be housed in 26 km (16 miles) of tunnel and underground structures. Physics experiments will be conducted in two underground detector halls approximately 67 m (220 feet) deep with footprints measuring about 30 m (100 feet) by 100 m (330 feet). Definition and design of underground facilities is advanced with construction of approximately one-third of the SSC program underway. This paper presents an overview and status of the SSC project.

The past four years since the 2008 MINExpo have been a roller coaster ride for the mining industry, with highs and lows and everything in between. One of the natural consequences of this uncertainty has been a number of significant consolidations and mergers, and this trend has trickled down into the crushing industry. "INTRODUCTION In recent years, there has been increasing focus on environmental and social impacts of the extractive industries, climate change and resource scarcity. The concept of the circular economy aims to replaces the “take-make-dispose” economic model with one that eliminates waste of all kinds and is restorative by design. Such closed-loop systems implicitly aim to reduce the quantity of primary extracted materials entering the economy, thereby affecting supply and demand dynamics, hence mining industry economics. For the metals industry, the ability to engage in, or adapt to the circular economy can be heavily affected by industry structure and geographical factors. Eco-efficiency initiatives that reduce waste and environmental impact may help the mining and metals industry align with some of the goals of the circular economy. This paper focuses on base metals, and explores case studies in copper, lead and zinc. It analyzes primary and secondary metal production, and recycling. It examines company structures and how these affect engagement with the circular economy. CIRCULAR ECONOMY PRINCIPLES Ellen MacArthur Foundation (2012) describes the circular economy as “an industrial system that is restorative or regenerative by intention and design”, which “replaces the ‘end-of-life’ concept with restoration”, and “aims for the elimination of waste through the superior design of materials, products, systems, and, within this, business models”. The concept is systems focused. For materials such as metals, a series of loops are considered, including maintenance of devices, reuse, refurbishment and recycling. Potential methodologies to achieve circular economy outcomes include disassembly and reassembly of manufactured goods, leasing rather than buying major appliances, and converting to renewable energy sources. The circular economy is partially aligned with the principles of eco-efficiency, which relate to reducing the environmental impact per unit of a material produced. PRIMARY AND SECONDARY METAL PRODUCTION Base metals (copper, lead, zinc and nickel) are essential ingredients in modern economies and are key commodities produced by the global mining industry. Metal production can be categorized as primary or secondary. Primary metal comes from the processing, smelting and refining of metal content extracted from ores, while secondary production comes from metals recovered from recycled streams (e.g. recycled lead-acid batteries, copper wire scrap, etc.). Metals are stored in natural, anthropogenic in-use and anthropogenic waste stocks. An example of the stocks, flows and processes associated with global copper extraction and use is shown in Figure 1."

Rock breakage using blasting is one of the important operations of the mining industry. The delay timing decides the initiation sequence of holes in the blasts and is a crucial factor to improve the overall blast performance. Blast-induced ground vibration is an undesired yet unavoidable outcome of blasting. Peak particle velocity (PPV) is commonly used to measure the magnitude of blast-induced ground vibration. Channelization and better utilization of explosive energy delay are provided between blast holes using initiating systems. The use of different initiation systems even on the same site results in a very significant difference in the values of PPV generated. Due to scattered delay timings of pyrotechnic detonators, the scaled distance predictor equations obtained become unreliable. The error/scatter in delay timing leads to overlapping of holes and hence increases in maximum charge per delay. In this paper, an analytical approach has been discussed to measure the overlapping of holes during blasting with initiation systems having inherent cap scatter. The analytical approach will be calculating the probable overlapping of holes due to scatter in delay timing and will help blasting engineers to understand the variation in maximum charge per delay due to pyrotechnic based initiating systems. In this study, a total number of 102 blasts were conducted using different initiation systems at two different opencast coal mine and 221 corresponding blast vibrations events were recorded.

As a cheap, renewable and non-toxic material, starch can contribute to the sustainability of the flotation process, albeit in a minor way as one type of reagent in systems involving materials with far greater impact. But the physical and chemical versatility of starch can help address another issue, namely, that of processing complex ores with decreasing grades of valuable minerals and increasing mixtures of gangue. This paper compares the results of two lab scale flotation studies where starches (native wheat starch (NWS), dextrin and two oxidised wheat starches) were used to depress two common gangue minerals, copper-activated pyrite and carbon (graphite), over a range of dosages. The oxidised starch with the larger molecular weight structures depressed copper-activated pyrite best, and the oxidised starch with lower molecular weight structures was better at depressing graphite. In both cases, the oxidised starches allowed greater recovery of chalcopyrite, pointing to selectivity potential. The extent to which the carbonyl and carboxyl moieties of the oxidised starches contribute to depressant performance is difficult to quantify, but it should not be discounted. Importantly, the results demonstrate relatively simple modifications of native starch by oxidation can yield structures suitable for depressing gangue minerals with diverse surface properties. The challenge remaining for greater application of modified starch depressants is being able to replicate the desired structures at scale in cold-water-soluble form.

The U.S. Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ leach mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits which include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, proximity of ore minerals to the leach fluid paths, surface subsidence potential, and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental, and economic feasibility of in situ leach mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability, and porosity as they relate to in situ leach mining.

Minerals contribute to U.S. gross domestic product (GDP) at several levels ? from mining and processing to the manufacturing of Anished products. In 2009, the estimated real GDP of the United States decreased by 2.4 percent compared with, and the estimated nominal GDP was about $14.2 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. In 2009, the continued decline of the housing market was reflected in reductions in the production and consumption of cement, clays, construction sand and gravel, and crushed stone (those mineral commodities that are used almost exclusively in construction). Production of mineral commodities associated with the manufacture of goods for the housing market, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard also decreased. The design of most underground support systems has largely been based upon empirical rules. This design method has proven to be satisfactory in most cases as witnessed by the number of successfully completed works. However, the adequacy of this approach to the developing technology of ground support systems associated with deep excavation has not been substantiated. In cases where the material has definite time-dependent behavior parameters, rules of past experience become extremely vague and conservative. The Spokane Mining Research Center is currently engaged in extensive research to develop rational design methods for underground structures which will account for the many interacting factors such as in-situ properties of the rock mass, excavation methods, proposed types of support system, construction sequence, and environmental variables. St. Peter sandstone is an arenaceous sheet that covers large area in North America. The interest for St. Peter sandstone has been increasing due to the upward trend for hydrofracturing and the consequent need for fracking sand. This material is possesses very unique mechanical properties. On the one hand, it is brittle as characterized by an unusually high friction angle, up to 69°, and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The underground mines that are working under this condition are lacking the ground control techniques for this particular mining environment. The geotechnical properties of the St. Peter sandstone were examined using uniaxial test, triaxial test, porosity test, flexural strength test. This paper aims to investigate the effect of microstructure on strength properties, utilizing microscopic studies, index test (porosity, size distribution).

There are several methods (empirical, statistical, and machine learning tools) to calculate blast-induced ground vibration. Still, due to complications in the blasting procedure, under varying blasting loads and strata conditions, it is not easy to predict and simulate blast vibration precisely. Therefore, a study was conducted to simulate the field blast data in Ansys software using explicit dynamics. For this study, monitoring of ground vibration for 20 single hole blasts was carried out. The density of emulsion explosives was in the range of 0.9 to 1.15 g/cc. In the laboratory, rock properties were determined from the rock sample collected from the mine site before blasting. The in-hole velocity of detonation (VoD) and the density of the emulsion explosive were also determined. These parameters were used for numerical analysis to know the ground vibrations at specified points. The results of ground vibration predicted by the model are validated using field data.

The use of the Bond Work Index to size industrial grinding equipment is well known. Its use to measure grinding efficiency was presented by C.A. Rowland, Jr. at an AIME meeting in 1976. However, due to a bureaucratic error, the paper was never submitted for publication. This metric has nevertheless been adopted by industry as a widely used standard. The purpose of this paper is to re-present and update the application of this tool as a standard for measuring grinding circuit efficiency. "Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium and phosphorus. These coalassociated elements are significantly enriched in coal combustion byproduct fly ash because the majority of the main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main element oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides and unburned carbon.Chinese coal fly ash usually contains about 5 to 15 percent of unburned carbon, which are generally chars with irregular shapes and wide particle size distribution. In addition to unburned carbon, XRD analysis of four Chinese fly ash samples from Liaoning, Shanxi, Guizhou and Shandong provinces indicates that the fly ash samples are composed of minerals such as quartz (SiO2), mullite (3Al2O3.2SiO2 or 2Al2O3.SiO2), hematite (Fe2O3), maghemite (gamma form of hematite, ?-Fe2O3) and magnetite (Fe3O4). The mullite and quartz particles are usually present as spherical particles because they are formed by melting clays, feldspars, quartz, calcite and other common minerals in coal during coal combustion. The silicate particles have usually entrapped gas to yield hollow spherical particles because their lower melting point facilitates gas entrapment.The iron oxides are usually spherical also. The magnetite (Fe3O4) is derived from pyrite (FeS2), hematite (Fe2O3), siderite (FeCO3) and limonite (2Fe2O3.3H2O) in the coal. Maghemite (?-Fe2O3) is formed by dehydration of the mineral hydrohematite (?-FeO(OH)) and/or oxidation of magnetite (Fe3O4) during coal combustion. Maghemite (?-Fe2O3) and magnetite (Fe3O4) are strongly magnetic, so they are recovered from Chinese coal fly ash and widely used for coal processing in China (Fan et al., 2005, 2000)."
