According to the classification of water conservation mining in shallow coal seams in China, when the ratio of the impermeable layer thickness to the mining height is less than 18, the mining belongs to the category of special water conservation, and the strip backfilling mining method is employed. This study is based on the geological conditions in northern Shaanxi. By analyzing the stability of the impermeable layer, the stability criterion of the impermeable layer was developed. The study also investigated the compositions and properties of the backfilling materials. The results show that reasonable subsidence of the impermeable layer is allowed during mining under the basic precondition (upward cracks and downward cracks are not connected).

"The second survey of global copper leaching operations has been completed, the data published in 1998 has been updated. A survey questionnaire was sent to 40 identified copper leach operations around the world including those leach properties still in operation that responded to the 1998 survey. This paper lists the results of 26 operations that responded to the survey. Selected information from the survey is represented in graphical form. INTRODUCTION Copper leaching was first performed by truck dumping huge monolithic stockpiles of ore and flooding the surface with leach solution or lixiviant with little understanding to the parameters that support optimum recovery of the metal. Heap leaching has evolved into a controlled process whereby a complex low grade ore is stacked in shallow lifts (under 10 m in most cases). The ore is usually crushed and agglomerated, conveyor stacked on an engineered containment system (leach pad) and irrigated in a controlled manner. The lixiviant chemistry is designed to extract the optimum amount of metal from the ore. At first glance, heap leaching appears to be simple in nature. In fact, it is a very complex process. A plethora of technologies such as material handling, environmental control, analytical techniques, solution chemistry, hydrology and many others contribute to the design and operation of a heap leach. Heap leaching requires an inter-disciplinary approach between geologists, mining engineers and metallurgists. Many operational factors affect heap leaching. The process must address climatic factors, flexible operation, quality control before and after leaching, physical characteristics of the ore, geology, mineralogy, reagent consumption, solution application rate and methods (wobblers or emitters), particle size, and favorable conditions for bacterial growth and survival. Predicting, troubleshooting, and optimization of leach recovery is a significant challenge when considering the number of variables involved and their interactions The survey updates many of these key operating parameters to the current state of the art. It should provide the reader an excellent benchmarking summary of these factors on a site-by-site basis."

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. South Arturo is a “Carlin-type”, breccia-hosted, oxide gold deposit located at the north end of the Carlin Trend. The discovery hole was drilled in July 2005 from mine dumps 1,000 feet south of the Dee open pit. Discovery hole (BD-72) encountered a cumulative 245 feet @ 0.056 opt Au beneath 850 feet of post mineral Tertiary Carlin Formation. Oxidation extends to depths greater than 2,000 feet in the deposit area. The deposit is presently in definition drilling stage with approximately 190,000 feet of drilling completed to date. A resource estimate is in progress. This paper will focus on the discovery and descriptive characteristics of the mineralization.

The Manapouri Power Station is New Zealand’s largest hydroelectric facility located on the South Island of New Zealand. Constructed in the 1960’s, it includes a 700 MW under-ground power station and a 9.8 km (6.1 mile), 9.2 m (30 ft) diameter tailrace tunnel. The output of the power station is currently limited due to excessive head losses in the tailrace tunnel. To remedy this situation, the Electricity Corporation of New Zealand (ECNZ) retained Woodward-Clyde to design a second tailrace tunnel and appurtenant facilities and prepare Contract Documents for construction. The Project will involve the construction of a 9.8 km(6.1 miles), 10 m (33 ft) diameter, TBM-mined tunnel, hydraulic control structures at the upstream and downstream ends of the tunnel, an underground dewatering shaft and station, and tailrace channel improvements. This paper summarizes the key design and construction issues addressed during the planning and design phases, outlines the risk management provisions incorporated in the Contract, and overviews the Interactive Tender Process (ITP)that was implemented during the pre-tendering and tendering periods.

SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. INTRODUCTION The plate loading test is a simple, useful tool in rock mechanics. The test consists of applying load to a rock surface and noting the resulting deflections. Plate loading tests are typically used to obtain modulus of deformation and related material properties, but can also provide information on blast damage and in situ stresses (1). Properties obtained are of course dependent on test procedure and test environment . In order to eliminate extraneous results it is essential that the interrelationship between the physical test environment and various rock properties obtained be thoroughly understood. Test interpretation is based upon elasticity methods, and the general assumptions made during analysis which include the following: 1. The rock is homogeneous, isotropic, elastic and continuous. 2. The stress is induced in a semi-infinite solid. 3. The plate is perfectly rigid or completely flexible. 4. Rock properties are independent of in situ stresses. 5. The plate and rock surface are smooth and parallel.

The combined 75th Annual Minnesota Section of SME meeting and 63rd Annual University of Minnesota Mining Symposium was held April 9 and 10, 2002, in Duluth, MN. This year’s theme was “Keys to the Future: Imagination, Innovation and Technology.” The meeting consisted of plenary and technical sessions and a special General Manager’s Session. The technical paper presentations included concurrent mining and mineral processing sessions. In the General Manager’s Session, representatives from the region’s taconite operations presented the current status, concerns and future plans for each of their operations.

A series of performance studies have been conducted using counter-current column flotation to recover a marketable clean coal product from existing preparation plant fine waste streams. The test work was conducted at several preparation plant sites in Kentucky and Virginia and utilized a 0.15m (6 in.) I.D. column that was 5.79m (19 ft.) high. The refuse streams tested included both thickener feed and classifying cyclone overflow with a typical size distribution of 100 mesh X O. The percent solids of the column flotation feed varied from 1.5 to 15% while the ash content ranged from 30-60%. The concentrates produced contained 2-10% ash with BTU recoveries of nearly 90% using 0.12-1.25 kg/ton (0.25-2.5 lbs/ton) fuel oil and 0.12 kg/ton (0.25 lb/ton) MIBC. These results were consistent with or better than results obtained in preliminary laboratory scale column flotation evaluation. Test results from 7 different seams are discussed as well as scale-up relationships utilized to design a full scale installation presently in operation.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The São Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. I welcome this opportunity to speak before the Coal Division of the AIME in such an attractive setting as the Pacific Northwest. With the development of the Centralia project, the Pacific Northwest will have its first major coal-fired thermal electric generating plant. This State has a long history of coal mining that diminished with the passage of coal-fired steamships and locomotives but is now reviving with the growth of electrical power demand. Because this 1,400 row plant is to be supplied with surface-mined coal, it is particularly appropriate that this area be the setting for a talk on factors influencing the growth of surface coal mining in the West. During the course of my talk, I will touch on a number of factors including electric power demand, coal resources, production trends, environmental considerations and trends in State and Federal activities that I feel will influence surface coal mining in the West. Total electric power consumption by the year 2000 is expected to reach 9.4 trillion kilowatt-hours. Predictions of total coal consumption for electric power generation by that year range from a low of 845 million tons to a high of 1,520 million tons, or 2.6 to 4.7 times the amount used for this purpose in 1970.

The geostatistical technique of conditional simulation is applied to measure the uncertainty in factor of safety predictions for soil slopes where there is incomplete knowledge of the spatial distribution of soil properties. A case study considers a natural clay slope in Canada. The sequential indicator simulation technique is used as a means for generating a series of spatial maps of soil properties for this site. These maps approximate random draws from the conditional probability density function that characterizes existing uncertainty in the spatial distribution. Factor of safety determinations are then made for each simulated map using the simplified-Janbu approach, where the computations are performed with a new computer program that can operate on irregular spatial profiles of soil properties specified on a discrete grid. A unique capability of this approach is the ability to generate the distribution of factor of safety conditional to the type, position, and value of existing site characterization measurements. This capability should reduce uncertainty in FS predictions.

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

The Southern Peru Copper Corp. (SPCC) recently built an integrated copper project consisting of dump- and heap-leaching operations at its mine complex in Peru. The pregnant leach solution (PLS) containing the solubilized copper from the leaching operations is processed in a new solvent extraction/electrowinning (SX/EW) facility to produce high-purity cathode copper. The dump leaching and SX/EW facilities are located near the Toquepala mine site. The crushing and heap-leaching operation is located at the Cuajone Mine. The pregnant leach solution from Toquepala and Cuajone is pumped 35 km (22 miles) to the SX/EW plant at Toquepala. The SX/EW plant consists of three trains of solvent extraction (SX), a tank farm area and an electrowinning (EW) facility. The solvent extraction plant has a total PLS flow capacity of 3,210 m3/hr (113,360 cu ft/hr). The electrowinning facility has an expected long-term production capacity of 97 t/d(107 stpd) or about 35 kt/a (38,500 stpy) of cathode copper. However, present production exceeds the expected long-term by about 20%.

The desire for dry passageways promotes the NATM as it provides a final support system most suitable for the installation of a waterproofing membrane. Waterproofing during construction is a cost effective way to enhance safety and function as well as increasing the life of an underground structure. The NATM approach utilizes the surrounding mass as an integral element of the "ringlike" support system. At the Pennsylvania Turnpike Commission Lehigh Tunnel No. 2 various rock classifications were determined to require support measures ranging from 2 to 12 inches of shotcrete along with spiling, wire mesh, deformed bar, lattice girders and rock bolts as needed. Field instrumentation and monitoring programmes are a key factor for the success of the NATM. When the support "shell" stabilizes smoothing shotcrete, waterproofing and a final liner can be placed.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

"Working on or near water at active, closed or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the U.S. Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at U.S. metal, non metal and coal mines (MSHA, 2000). Openpit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including: a) drowning, b) hypothermia, c) falls to the ground from the top of high walls, d) collapse of unstable access roads, e) rock falls and avalanches from pit walls, f) avalanchegenerated tsunamis traveling across the lake surface and g) rapid degassing events.Some pit lakes are simply not safely or easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on a regular basis is needed to monitor the evolution of water quality over time, verify the accuracy of numerical predictions and, ultimately, manage lake water chemistry and ecological risks. For pit lakes with surface water discharge, regular monitoring is used to appropriately design and adjust water treatment plants in order to produce acceptable site discharge water quality.As a product of these risks and the need for water samples, mining companies spend considerable expense on pit lake safety as part of monitoring programs. This includes training personnel for on water duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices and cold-water clothing called mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface and employing spotters who can directly communicate with emergency medical services to watch sampling activities because cell phones and radio signals can be blocked by pit walls. Some sites utilize redundancy to prepare for unexpected incidents and accidents. For example, one Canadian mining company requires two boats on the water during pit lake sampling events, with a third boat on the shoreline, gassed and ready to go. In addition, water samplers are required to hold Marine Emergency Duties training to ensure the entire boat crew is sufficient and competent for the safe operation of the vessel in the event of an accident."
