In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Mining engineers frequently encounter complex design problems for which the critical components of the design are difficult to quantify or compare. Teams of people typically work on these designs and human perceptions and judgments play a strong role. To assist with this process, the analytical hierarchical process (AHP) as a decisionmaking tool is described in this paper. Although the technique is used in many other disciplines, it is currently not widely used in mining engineering in South Africa. To use the AHP process, the problem should be treated as a hierarchy that defines the goal, the alternatives to reach it, and the criteria for evaluation of these alternatives. Pair wise comparisons are conducted on the criteria of the hierarchy to establish priorities. The value of the technique is that it is simple to test for consistency amongst the pair wise comparisons to ensure that the answer obtained is better than that provided by a random selection. To illustrate the technique, the use of a backfill support system in a platinum mining project was investigated. Ten design parameters, which will be impacted by the use of backfill, were identified and weighted according to their relative importance. The result of the AHP evaluation was that the use of a backfill support system should be preferred to a conventional support system at the mine.

Paper written on project work carried out in partial fulfilment of BSc (Hons) in Chemical Engineering Diamond synthesis has attracted a great deal of interest because of its exceptional properties and various applications. In this study, the chemical catalytic vapour deposition (CCVD) method was used to synthesize diamond films using acetylene as carbon source and hydrogen as carrier gas at a temperature of 1000°C, and their thermodynamic stability was studied. Photographic analysis revealed that these products are diamond films, Ramman spectroscopy confirmed that they are graphitic while confocal laser scanning microscopic image analyses proved that these diamonds films have structural defects due to iron impurity from the catalyst precursor. The quantity of diamonds films produced is also proportional to the acetylene to hydrogen ratio but these films are larger in size at lower acetylene to hydrogen ratio. Thermogravimetric analyses showed that transformation of these materials begins at 25°C but could not be used to determine if a temperature range below 25°C exists. The stability of these CCVD-synthesized diamonds also increases below 25°C when stored at different temperatures.

Ground behaviour in the vicinity of a roadway has been investigated using a physical model and in situ tests during a roof fall. It was discovered that behaviour of the ground is governed by irreversible displacements of adjacent rock clusters. The cluster is a short-living sector of a rock mass that moves as a solid body. For the lack of degree of freedom, the rock mass must be divided into clusters that are forced to move one after another in space and in time. These clusters permanently rearrange and reform during irreversible (inelastic) ground deformation. The crowded clusters have to yield to each other and alter their velocity and direction of movement to accommodate their motion into the excavation. Such behaviour involves uneven and irregular vertical deflection and the movement of adjacent rock blocks in the roof, sides and floor of an opening. Such movement destroys the symmetry of horizontal displacements with respect to the centre line of the opening. A set of indicators that a roof fall is imminent has been identified. Horizontal displacements and dilation must be controlled in order to maintain the stability of an underground opening. Such a state retains the self-supporting effect of the roof and contributes to rock bolts bearing capacity.

After the global financial crisis of 2008, African mining is entering anew phase of development. The rapid withdrawal of emerging market funding from the critical exploration and development industries provided a hiatus in funding, a gap which was quickly filled by Chinese and other Asian investors. While the continent is still economically dependent on its extractive industries, the prevalence of Dutch Disease has undermined Africa?s ability to benefit fully from its mining, oil, and gas industries. While the extractive industries are closely related to many of the more fragile and failed states in Africa, it is equally true that the strongest states in Africa have mining-based economies. This paper explores the possible linkages between mining, strong and weak political economies, and poverty in Africa. It draws the conclusion that neither Dutch Disease nor Resource Course is a given in resource-endowed countries, and that it can be avoided if the mining economies in these countries are actively integrated into their respective broader economies and used to foster economic diversification. The author asserts that given the capacity constraints of many African governments, it is contingent on mining companies to become integrally involved in catalysing diversification around their infrastructure and supply chains.

The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

Unplanned stope panel collapses occur on most near-surface and shallow mines in South Africa. Although these incidents often occur during blasting, they pose a major threat to the safety of underground workers and the economic extraction of orebodies. Most stope panel collapses occur due to excessive panel lengths (resulting in excessive stope spans) that are not designed according to a systematic design procedure or methodology. Instead, panel lengths are often dictated by the equipment in use and by previous experience under similar conditions. Hence, a rock engineering design methodology for the design of stable stope panels between pillars is of vital importance for optimum safety and production in shallow mining operations. Using the proposed design methodology described in this paper, rock mechanics practitioners and mine planners should be able to identify and quantify the critical factors influencing the stability of stope panels. The critical factors should then be used as input to the design of stable stope panels that will provide the necessary safe environment for underground personnel working in stopes. The proposed design methodology is an iterative process, which includes aspects such as rock mass characterization, estimation of rock mass properties, identification of potential failure modes, consideration of appropriate stability analyses and other elements of the rock engineering design process. This process continues after implementation. During monitoring, new data should be included in the database and the design process repeated on a regular basis. Design approaches included in the proposed design methodology include empirical methods such as different rock mass classification methods, analytical methods such as elastic and Voussoir beam analyses, kinematic analyses, probabilistic analyses, and numerical analyses. After smelting, the associated mineral ore accompanying Valuable Metal Compounds (VMC),such as titania and borate in BF., most of the VMC were separated from the metal into the molten slag that is an associated slags. Based on several case studies in laboratories and in a practice in a pilot plant on the associated slags , there occur a feasibility to recovery VMC from the slags by anew process- Selective Precipitation Technique (SPT) on which three continuous steps are involved: (1) The selective enriching the dispersed VMC into a designed mineral phase in the molten slag; (2) The selective coarsening the designed mineral phase with large crystal grain size;(3) The selective separating the coarsen phase from tailing by mineral dressing or hydrometallurgical process . Some results on the recovering the VMC from the associated slags by SPT were summarized as examples in present paper. Quartz is one of the main raw materials for the carbothermic production of ferrosilicon and silicon metal. The ideal process is written: SiO2 + 2C = Si + 2CO The real process is much more complicated, depending on the quality of the raw materials. Several research projects have been carried out on quartz for the (Fe)Si process during the last 50-60 years. One of the important properties that have been discussed in this review is the volume expansion that takes place between 850 °C to 1000 ºC and explosive disintegration for some quartz types. No final and definite conclusions have been made but several reasons have been mentioned: The influence of the phase transformation to tridymite, which takes place within the same temperature interval, has been discussed in several papers. Alkali impurities have been mentioned as a critical factor for this transformation to take place. Other researchers have mentioned mica impurities as a critical factor for the behavior of the quartz at these temperatures. Studies of fluid inclusions in quartz was reported in some papers focusing on the volume expansion of these during heating as a source of explosive disintegration, especially along planes of healed micro fractures that often contain vast numbers of such inclusions. Several methods for investigations of the important properties of quartz have been presented and these provide a good basis for the further research on quartz raw materials.

The question of what stress condition exists in the hangingwall of tabular stopes remains topical and largely unanswered. Limited field data exist to quantify the situation and provide calibration for investigative computer modelling exercises. Work conducted in1989 and 1990 under a Chamber of Mines Research Organization (now the CSIR: Division of Mining Technology) programme of research into the behaviour and benefits of backfill may assist with this situation. The original work was motivated by the premise that the improved hangingwall stability in backfilled panels (identified by rockfall accident analyses) is due to a change in the hangingwall stress regime. Current, largely theoretical, studies into mechanisms of stope hangingwall behaviour and support interaction could benefit from considering these data. In the context of the construction of an Underground Research Laboratory devoted to the feasibility studies of radioactive waste deposits, it appears of the utmost importance to study the long-term behaviour of rock, over a long time period. In this paper, some results of tests performed on the argillite from the Meuse-Haute-Marne site test in Eastern France are presented. Then a numerical simulation of one of this test using the viscoplastic damaging constitutive law proposed by Lemaitre is presented. Finally, this law is used to simulate numerically the behaviour of the rock at the wall of a circular tunnel in order to determine the extension and the change along the time of the Excavated Damaged Zone (EDZ). Advantages and limitations of the model are discussed. Dans le cadre de la réalisation d’un laboratoire de recherche souterrain conçu pour étudier la faisabilité d’installations de stockage de déchets radioactifs, il apparaît fondamental de caractériser non seulement le comportement viscoplastique à très long terme des matériaux mais aussi les phénomènes d’endommagement consécutif à la redistribution de contraintes provoquées par l’excavation des cavités. On présente ici les résultats d’essais réalisés sur les argilites du site de Meuse/Haute-Marne et destinés à caractériser leur comportement visco-endommageable. Il est ensuite procédé à une application de la loi viscoplastique endommageable de Lemaitre pour simuler l'un de ces tests. Les apports et les limites d'un tel modèle sont mis en évidence par des simulations numériques du comportement de la roche au pourtour d'une galerie circulaire permettant de suivre l’évolution au cours du temps de la zone endommagée (EDZ) à la paroi . Im Rahmen des Baus eines unterirdischen Forschungslabors für die Untersuchung der Machbarkeit von Deponien für radioaktive Abfälle erweist es sich als äußerst wichtig, das langfristige Verhalten von Gestein über einen langen Zeitraum zu untersuchen. Im vorliegenden Artikel werden einige Ergebnisse von Untersuchungen vorgestellt, die mit Tonschiefer aus der Meuse-Haute-Marne in Frankreich durchgeführt wurden. Anschließend wird eine numerische Simulation der Untersuchungen unter Verwendung des von Lemaitre vorgeschlagenen viskoplastischen Verformungsgesetzes vorgestellt. Schließlich wird dieses Gesetz auf die numerische Simulation eines Kreistunnels angewandt, um die Ausdehnung und die zeitliche Entwicklung der Auflockerungszone (EDZ) zu bestimmen. Es werden die Vorteile und Grenzen des Modells diskutiert.

CaF2is often used as a fluoride addition to the chloride salt flux in the melting of aluminium scrap. The solubility of CaF2in the chloride salt system is limited. Dissolved CaF2is considered to improve the properties of salt fluxes. Experimental investigations indicated that the solubility ofCaF2in 70 wt % NaCl/30 wt % KCl, German salt flux used in aluminium scrap melting, might be lower than expected according to literature data. The pseudo binary section CaF2-(70 wt % NaCl-30 wt % KCl) was investigated by differential thermal analysis (DTA). The determined solubility of CaF2appeared to be considerably lower than presented in the literature. The pseudo binary section calculated using thermodynamic data partially confirmed the results. DTA allowed us alsoto determine the crystallization temperature interval of the two phase eutectic consisting of the solid solution NaCl-KCl and CaF2. OXYFINESTM is an oxyfuel-based concept for in-plant recycling. It enables the possibility of fines, dust, sludge (without any drying step) and other by-products generated by the steel- and metal-producing industries to be recycled directly back into existing processes or a separate on-site unit. The results from a full-scale installation (20 000 t/a) and pilot-scale trials with dry and wet materials in the steel and ferroalloy industries are presented. The latter include materials arising from ferrosilicon, ferrochrome and silicon manganese production. The concept not only provides a solution to the problems associated with dust and sludge generated in metal production, it also turns these materials into a low-cost raw material which is useful for the same production process, thus replacing some of the raw material input. If required, it could also be used, possibly as an intermediate solution, to convert the dust or sludge into an inert material with a suitable shape. Under some conditions, a directly saleable product could also be obtained. The paper reviews this technology, its status and benefits as wells as its possibilities with regard to application in ferroalloy production. Keywords: recycling, fines, dust, sludge, ferroalloys

One of the problems that is occasionally encountered during the continuous casting of DIN 1.4003 stainless steel (hereafter referred to as 1.4003) is the side bulging effect, a problem that is generally prevalent in ferritic stainless steels. This occurs because the unconstrained narrow sides of the solidification shell are not able to withstand the ferrostatic pressure once the strand has emerged from the mould. Coupled with side bulging, there is strand width variation at high temperatures, i.e. when the steel is in the ferrite-austenite dual phase region. Both of these dimensional changes to the slab profile create some processing problems in subsequent hot rolling operations when unacceptable width variations are encountered. The strength of the solidification shell and its ability to withstand the ferrostatic pressure during continuous casting is dependent on its thickness and phase composition when exiting from the mould up to a few metres downstream. From the study of the high temperature metallurgical behaviour of this steel, it was observed that a thicker solidification shell when exiting from the mould and a higher austenite volume fraction in the steel would be favourable for the reduction of the side bulging effect during continuous casting. It was also found that as long as the d-ferrite to austenite phase ratio keeps fluctuating due to variations in chemical composition and process control in the dual phase region from cast to cast, the strand width variation problem would probably persist. The remedy to this effect lies in more strict chemical composition and process control during continuous casting of this steel. The hot ductility experiments revealed that 1.4003 exhibits good hot ductility in the strand straightening temperature range with a minimum of 75 per cent reduction in area and this was attributed to the high volume fraction of ferrite (0.2 to 0.4) in the steel. This would provide a remedy to side bulging by increasing the secondary cooling rate of the strand in order to form a thicker solidification shell without necessarily risking transverse cracking and other surface defects during unbending. Mineral floatability is strongly connected with mineral structure and composition. The complexity of mineral surfaces has meant that few attempts have been made to understand the effect of impurities (trace elements) on the flotation process. Zeta potential technique has been extensively used to evaluate the surface charge of mineral particles. Nevertheless, those measurements consider only an average of mineral particles surface charge. The presence of fine particles and inclusions covering a mineral may influence the local reagent adsorption process, which will ultimately be reflected in the subsequent global response of the mineral froth flotation efficiency. The current work assesses the iron oxide mineral, haematite (Fe2O3). Zeta potential and streaming potential techniques were used to determine the surface charge of fine and coarser particles of haematite. Further analysis was performed to determine the point of zero charge (PZC) of the mineral. In addition, adsorption isotherms of alkyl ammonium chloride reagents with different lengths of carbon chains were carried out. It was found haematite floatability depends strongly on the isoelectric point (IEP) value, which is affected by other mineral species present at the mineral surface. Haematite floatability became significant only at relatively high tetradecyl ammonium chloride collector concentrations (concentration greater than 4 10-4M), which does not happen with other oxides such as quartz. Unlike quartz, haematite develops a low surface charge over a wide range of pH, disabling all long-range attractive interactions between the mineral and the collector. Therefore, hydrophobic chain interaction is probably the most likely mechanism acting to promote collector adsorption and enhance further floatability. Diffused reflectance infrared Fourier transform spectroscopy (DRIFTS) was used to suggest a possible mechanism to understand the sequence of collector adsorption and the effect of trace species on it. Often plant performance suffers as a result of poor control. Poor control leads to low mill throughputs, poor classification and less than satisfactory concentrate grades and overall recoveries. By using the appropriate control tools, substantial gains in plant performance can be made. Mintek?s MillStar and FloatStar controllers have been implemented at various sites across the world. The MillStar controller incorporates leading technology that controls process units from the mill feed through to the flotation feed. Typical results show that milling circuit throughput is increased by 6-10 % and the final product grind size is tightly controlled, thereby enhancing flotation performance. The FloatStar controller is aimed at stabilising and optimising flotation circuits. Through improved level control alone, recovery improvements of up to 1 % have been achieved. Furthermore, by using on-line grade analysers, the controller stabilises final concentrate grades, whilst maximising flotation recovery.

The Minataur? Process (Mintek Alternative Technology for Au Refining) is a novel route for the production of high-purity gold using solvent extraction. Following the successful demonstration of the process on a pilot-plant scale, a full-scale 24 t/a production plant has been commissioned at Harmony Gold Mine in Virginia, Free State. The commercial implementation of this process represents not only a significant advance in gold-refining technology, but may be instrumental in initiating important changes in the legislation regulating the marketing of gold in South Africa. Gold of either 99.99% or 99.999% purity can be produced from intermediate process products having a wide range of gold contents. The process comprises oxidative leaching of the solid feed, followed by selective solvent extraction of the gold from the leach liquor to reject impurities, and precipitation of high-purity gold powder. This paper outlines the process, presents selected results of two pilot-plant trials in which 5 kg/d of high-purity gold was produced from silver-refining anode slime and gold-electrowinning cathode sludge, and provides some details of the cost benefits.

An underground wet shotcrete trial was completed last year to determine the effectiveness of wet shotcrete as an alternative support mechanism to dry shotcrete in the kimberlite environment. The wet shotcrete was manufactured at the underground batch plants, transported to site using an agiecar and transferred to the shotcrete pump. The wet shotcrete is pumped to the nozzle where compressed air at 7 bar and an accelerator, Meyco SA 160, is added and enables the shotcrete to be placed successfully onto the tunnel wall. No tunnel guard was previously placed on the sidewall and hangingwall. Geotechnical testing indicates that the Grace fibre performed extremely well with the energy absorption tests at 7 kg/m3and 8kg/m3where both achieved over the mine requirement of 750joules. The Grace fibre and wet shotcrete mix also achieved a compressive strength in excess of 55 MPa, well above the 45 MPa requirement for Premier Mine. In South Africa there are two suitable wet shotcrete machines available for the mining industry, the Spreymec, manufactured by Tamrock and the Fermel/Meyco wet shotcrete machine. The Spreymec is a fully imported machine. The Fermel component is manufactured in South Africa and the Meyco shotcrete components are imported and supported by MBT (Master Builder Technologists) in South Africa. The Fermel/Meyco machine is assembled in South Africa. Premier Mine has allocated some R2, 100,000 towards the implementation of the wet shotcrete system. If implementation is successful there should be an internal rate of return gain of 76% with regard to this project.

The Namibian Copper Joint Venture has been formed to undertake development of the Haib copper deposit, one of the largest undeveloped copper resources in Africa. The development programme includes extensive hydrometallurgical testwork that is being managed by Kvaerner Metals (formerly Davy International).Various parts of the programme have been contracted to four third-party laboratories. The testwork involves sample selection and characterization, amenability tests, and a parametric study on the leaching variables. All portions of the programme are described and the results a represented. The ores selected for testing are quartz feldspar porphyries. The amenability tests include ?mapping? studies to assess optimum leach conditions, tests at high oxidation potentials, oxidation with various bacterial strains, and heap leach modelling. The parametric programme includes such variables as ore grade, leach temperature, crush size, pH, and ferric iron content of the lixiviant. Testing was done on both whole ore and concentrate. Results show that bacterial leaching is effective and that ore grade and temperature are key variables. Crush size and pH have less impact on copper extraction. For mid-grade ore, about 0.25 per cent copper, extraction is projected to reach 50 per cent after two years when heap leaching tertiary crushed ore at 60°C and pH 1.5. The heap leach operation would fit well with the proposed roast-leach operation used to treat higher grade ores. The latter could supply the low cost heat and acid needed in the heap leach.
