The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry. A computer program was developed that incorporates a novel analysis of the behaviour of the froth in full-scale cells to predict the performance of the froth over a wide range of operating conditions. The program has the distinct advantage that it can be easily implemented on a microcomputer, which allows rapid computation and processing of the results. The program utilizes experimental data obtained in flotation-plant and laboratory testwork to provide parameters for the froth model under an initial set of operating conditions. These parameters can then be used in conjunction with a model describing the transfer of material from the pulp to the froth to predict the performance of the cell when its dimensions and operating variables are changed during scale-up.

The expected curtailment of activities within the gold-mining industry by the closure of the more marginal mines, and the shortening of the life of the industry as a whole as a result of rising costs and/or an uncertain gold price, are factors that are bound to harm the South African economy in a number of ways. The industry has no option but to regard the gold price, which is determined on the world market, as a given quantity. The remaining ore reserves al tend to be of a lower grade and/or to be found at greater depth. Therefore tighter control of working costs would seem to be almost the only option open to the industry. Working costs can be divided into two broad categories: costs emanating from the environmental characteristics of the orebody, and costs emanating from the general inflationary environment in which the industry has to purchase its inputs. Working costs stemming from the physical environment also fall into two categories: those relating to the grade of the orebody, and those resulting from working at increasing depth and temperature, together with the need to pump increasing quantities of water. The industry is both capital- and labour-intensive in absolute terms, since it requires large inputs of labour as well as of capital. It is limited in its scope to adjust its production function by becoming more labour- or more capital intensive, and is dependent on a large labour force, which cannot easily be replaced by capital inputs. On the other hand, large amounts of capital are required for investment in shafts, development, machinery, and equipment. Since the early seventies, the working costs of the South African gold-mining industry have increased at an annual rate that was significantly higher than the general rate of inflation. This rapid rise in working costs has caused some mines to find themselves in a difficult profit position. At times, the gold-mining industry has even been compelled to restructure its cost/revenue relationship rather fundamentally by revising the grade of ore worked sharply upwards or downwards, as the case may be. The rise in the gold price since 1972 has made it possible for the industry to introduce significant changes in its Black wage policy. The main aim was to increase the permanency of the Black labour force and to encourage local Black workers to join the industry. At the same time, significant increases were also experienced in the cost of machinery and stores, as well as of capital, mainly as a result of inflation. In the study on which this paper is based, the author attempted to measure the influence of environmental factors on working costs, using the physical consumption of electricity as a criterion for measurement. He found that the usefulness of this criterion in relation to factors such as depth, temperature, and water quantities pumped was invariably more than neutralized by the effects of greater productivity and economies of scale. The effects of these environmental factors on the working costs of the industry could therefore not be determined to any degree of accuracy. It seems that good progress is being made with the development of capital-intensive forms of technology aimed at coping with rapidly rising working costs and other effects of increasing depth. Techniques are also being developed to improve rock-cutting procedures and to eliminate the use of explosives in order to introduce a continuous mining process. On the whole, the gold-mining industry seems to be more sensitive to general inflationary pressures than to the cost effects that are associated with depth, temperature, and water quantities pumped. Greater control is possible over physical environmental factors such as the grade of ore mined, temperature, rate and nature of development of a mine, and adaptation of the daily working cycle to a continuous mining process. Wolfe and others hold the view that the industry will lose control over labour costs as a result of the 'sharp increase in wages and the growth of Black trade unions. However, the use of more capital-intensive technology will allow the industry to reduce its labour force, and a smaller, better-trained, and more permanent labour force will enable the industry to cope with the increasingly difficult physical environment and higher wages.

Alternative procedures for the recovery of gold from old sand dumps are discussed, with emphasis on the use of heap leaching. The modification of material to improve its permeability prior to heap leaching is not currently receiving much attention in South Africa. The channeling of solutions through heaps and the high consumption of reagents sometimes ascribed to heap leaching can, as shown by the results described in this paper, be lessened by desliming of the sand prior to heap leaching and the treatment of the resulting slimes fraction by agitation leaching and carbon-in-pulp. This combined procedure results in a higher overal recovery of gold. Alternatively, the sand can be heap-leached as it is after agglomeration with lime and cement, which improves the mixing and neutralization of the material, as well as lessening the probability of channeling.

By use of models based on the South African gold-mining industry, analyses are made of the effects of changes in the mining tax structure on the .State's tax income from potential new mines; also on the percentage of such mines likely. to be proceeded with. The percentage is affected by the correlation between changes in taxation and in the flotation pay limits !or new mines. It is shown that the State stands to gain both directly and indirectly from raising the level of the capital allowance and from its extension to all mines; and that the reduced taxation resulting from a lowering of the discriminatory high tax formula for the gold mines, would, in respect of potential new mines, be compensated for by a significant increase in the percentage of such mines that would be proceeded with.

This paper discusses the application of optimisation technology to strategic planning with an emphasis on project evaluation with examples on the application of LOBOS to a variety of recent projects.

Underground transport and communication in collieries was the theme selected for the 1983 mining school conducted by The South African Institute of Mining and Metallurgy. The response from the industry was so good that three separate schools of one week each were arranged, and a total of 222 delegates attended. Without minerals, man cannot possibly hope to maintain his present standard of living. Professional mining men throughout the world, particularly in mineral-exporting countries like South Africa, are faced with the increasingly difficult task of ensuring adequate supplies of minerals. The problems of gradually diminishing mineral reserves and rapidly rising mining costs can to a certain extent be overcome by the use of more-sophisticated technological techniques and by the improvement of efficiency wherever possible. However, there is growing concern in some quarters, that, despite the ingenuity of engineers, geologists, metallurgists, and scientists, the earth's mineral reserves will eventually become insufficient to meet man's needs. In order to ensure the continued well-being of the earth's population, it is therefore imperative that more attention should be paid to mineral research and the training of specialists in the field of mineral reclamation.

Abstract A new approach is introduced for study of the behaviour of geotechnical strength parameter prior to slope analysis to ascertain whether strength parameters of slope materials are homogenous or heterogeneous at different mine depths. The strength parameters used for the study are uniaxial compressive strength, tensile strength and shear strength. The analysis is based on statistical analysis of variance technique for one-way classification. The application of the technique is given through a case study in an openpit mine. L'analyse est basée sur statistique la technique de l'analyse de variance pour la classification à sens unique. L'application de la technique est donnée par une étude de cas dans une mine à ciel ouvert.

The paper will place into perspective the contribution that platinum makes to the South African economy. It will use statistics from official sources, namely the Department of Minerals and Energy, the Department of Customs and Excise, the South African Reserve Bank and Statistics South Africa. Surprisingly few people are aware of these statistics, especially Supply and Usage tables, published by Statistics South Africa, and trade statistics, published by the Customs and Excise division of the South African Revenue Service. The paper will therefore contain a concise explanation of input-output tables and supply usage tables, as well as the derivation of gross domestic product and an outline of the System of National Accounts, of which Input-Output Tables and supply and usage tables are components. GDP is a commonly used, but poorly understood, measure of the wealth of an economy. The paper will explain the methods used by SSA to calculate this indicator and its place in the System of National Accounts (SNA). South Africa exports almost all its platinum production (87.5% in 2002). Exports are a final demand, as opposed to intermediate demand from secondary industries, and therefore do not enter the value-adding process, which is the essence of GDP. By definition, therefore, platinum on its own is not a major contributor to GDP. The platinum industry does, however, have an impact (known as the multiplier effect) on other sectors of the economy. The paper will explain the meaning and derivation of these multipliers, using a model based on an Inverse Leontief Matrix.

Water is a valuable and in many areas a scarce resource. Governmental legislation regulates the environmental impact of water usage and wastewater disposal through the issue of licenses. These requirements mean that hydrometallurgical refineries must ensure that water consumption and water disposal is managed on a continuous basis in order to prevent the repeal of their operating license. Water balances are often overlooked during the design of a hydrometallurgical refinery. Recent changes in environmental legislation have forced both design engineers and operational management to review water use and disposal within these processes. Unlike concentrators where water can easily be recovered by recycling from tailing dams, water introduced into hydrometallurgical refineries becomes contaminated with soluble metals and thus requires pre-treatment prior to disposal. This paper discusses the various concerns that need to be considered during design and operation of hydrometallurgical refineries with respect to the water balance.

By use of a finite-difference model of an experimental galvanic cell, the effect of a resistance in the metalic conduction path on the potential and current distributions in the cell was predicted. The model predictions were compared with experimental measurements of potential profiles (measured by use of a scanning reference electrode) and galvanic currents. The predictions agreed well with the experimental measurements. Apart from this model, which is applicable in macroscopic cells (Le. with an electrolyte of low conductivity), a calculation procedure was developed to predict the effect of an external resistance on the galvanic current in a microscopic cell (high conductivity). The responses of the galvanic currents in the microscopic and macroscopic cells to changes in the external resistance were compared. From the similarity of the responses, a simple practical procedure for the evaluation of the external resistance (meter resistance) that can be tolerated is proposed.

The recovery of gold, uranium, and pyrite from accumulated residues at mines in the Orange Free State is adversely affected by the presence of pyrophyllite, which is naturally floatable and must be prevented from floating with the desired constituents by the use of a mica depressant, and of thucholite (uraniferous kerogen), which contains significant quantities of uranium and gold but does not float readily in the presence of a mica depressant. In laboratory tests on these residues, the use of a mixture of MIBC (methyl isobutyl carbinol) and paraffin in addition to the suite of reagents normally used was found to increase the gold recovery substantially, but the sulphur grade was lower. The recovery of thucholite also increased considerably, but the proportion of uranium associated with this mineral was small. Plant trials, which are continuing, have been encouraging, indicating an increase in the gold recovery of 4,6 per cent.

After bench-scale and pilot-plant tests in which it was shown that wet high-intensity magnetic separation (WHIMS) can achieve good recoveries of gold and uranium from Witwatersrand residues, a production size machine was installed at a gold mine. The mechanical and metallurgical performance of this machine have been satisfactory, and the economics of the process are attractive. WHIMS can be combined with other unit operations like flotation for the optimization of overall gold and uranium recoveries. This concept is shown to be relevant, not only to operations for the retreatment of tailings, but to processes for the treatment of coarser material. In the latter, there is a saving in energy consumption compared with the energy required for the fine grinding of the total feed, and a material suitable for underground backfill can be produced. Improved. more cost-effective WHIMS machines currently under development are also described.

Because composites offer new solutions to materials problems, they are currently the focus of intense research and development worldwide. However, the natural tendency of users is to remain with tried materials in every situation of material selection. This approach ignores the tremendous advances that have been made in composite materials and their application. These advances enable engineers to tailor composites to suit specific applications such as the demanding needs of mining and industry in South Africa. However, the application of composites, where new and improved components and products are needed or are being developed is often hampered by the limited knowledge and experience of the engineers concerned. This paper presents some of the basic information needed for an appreciation of the terminology, definitions, and properties of various types of composites. It also reviews recent developments in manufacturing technology and product development that may find application in local industries and mining.
