Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

The South African platinum industry finds itself in the midst of a rapidly evolving society that is no longer characterized by the apparent stability of the previous decades. The features of this society include increasing global competition, rapid technological innovation, a declining skills pool, major political transformation, a more challenging working environment as the mines reach deeper into the earth?s crust and a greater concern for human welfare. It is therefore axiomatic that new ways will have to be found to engage the all-pervasive change in the mining environment. Although in general terms project management is a universal endeavour for managing change, it takes place in a specific socio-techno-economic environment and geographical setting that gives it a particular context. The argument of this paper explores, analyses and synthesizes the impact of these changes on the emerging project management methodology. In essence, the management of change will inevitably contribute to the emergence of new dilemmas, issues and challenges. The change management process and procedures will also be affected by this change and in response, drive internal change of its own structures and organization. And, therefore, a new paradigm of project management will become apparent. A new project management model will then be proposed to the industry.

We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions. Ladies and Gentlemen. It is my great pleasure on behalf of The South African Institute of Mining and Metallurgy and The Geological Society of South Africa to welcome you to the 15th CMMI Congress and to Southern Africa. It is a great honour to be hosting this event and we have been looking forward to it for a long time. I am sure the technical discussions and visits will be of great value, and I am confident you will return with pleasant memories of places and people in South Africa and neighbouring countries. The theme of this Congress, Resources and Technology', is appropriate for discussions on the ways and means of going forward in the minerals industry to create the employment and wealth so sorely needed in this region. The technical programme will give mineral industry professionals from different parts of the world the opportunity to share experience and expertise for the purpose of making operations more productive, safer and environmentally acceptable to the world at large. Delegates will be exposed to current technical developments by means of 133 papers prepared for the congress: 30 on geological subjects, 45 on mining, 29 on extractive metallurgy, and 29 in the field of metals technology.

The Centenary Luncheon for Past Presidents was held on Thursday, 24 March, 1994 at The President's Room at Gold Reef City, Johannesburg at 12:30. Herewith the proceedings that followed. Dr H. Scot-Russell It is with great pleasure that my fellow Office Bearers and I welcome you, our Past Presidents, to this luncheon to mark the centenary of the SAIMM. Today one hundred years ago, a group of professionals met and agreed to draw up the constitution and by-laws of a society later to be called an Institute. The Presidents of the Institute, of course, become its Past Presidents and help to guide its progress. A number of our sister institutes cannot wait for their Past Presidents to move of their councils, and cannot understand how we can give such free reign to ours! We believe it one of our strengths. The successful cooperation between our Past Presidents and ourselves is due to the personalities of these men. They attend meetings not to ensure that the status quo is maintained, but allow the current Office Bearers freedom to lead the Institute as they think fit. But they are always present to give sound advice, a helping hand, and support to the Institute in every way.

With the advent in recent years qf mechanization in deep-level gold and platinum mines, large quantities of rubber was are being used on both production and support vehicles. Conditions in these types of mines are extremely harsh and, as a result, we performance is significantly lower than in other types of mining such as open-cast base metal mining, where more favourable conditions prevail. Various options are available to the user to reduce tyre costs, including the use of retreads, the filing of tyres, and the repair of damaged tyres. While these methods may be generally successful in open-cast conditions, their use in deep-level mining needs to be carefully evaluated for each particular set of conditions. A basic requirement for any evaluation of we costs is the availability of reliable data on tyre performance and, for this reason, it is essential that proper tyre records are maintained This paper reviews the performance of tyres in deep-level gold and platinum mines in Johannesburg Consolidated Investment Company, Limited (JCI) over a period of about 8 years, and shows how the costs of retreading and tyre filing can be evaluated in practice. It also discusses the cost implications of repairing damaged tyres.

PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. ABSTRACT: The Urft dam, the Diemel dam and the Eder dam are three old masonry damslocated in Germany. The paper describes the rehabilitation measures and the correspondingstability analyses carried out to adjust the dams to today's standards. Remedial works such as theexcavation of inspection galleries, the installation of a grout curtain with a downstream drainagescreen as well as the installation of pre-stressed permanent tendons were carried out. In all threecases the stability of the upgraded dam could be proven on the basis of finite element analyses. ZUSAMMENFASSUNG: Die Urft-, Diemel- und Edertalsperre sind drei alte deutscheSchwergewichtsmauern aus Bruchsteinmauerwerk. Im Beitrag werden Instandsetzungsmaß-nahmen und Standsicherheitsnachweise beschrieben, die erforderlich waren, um die Staumauernan den heutigen Stand der Technik anzupassen. Hierzu wurden Kontrollgänge aufgefahren,Dichtungsschleier mit luftseitiger Dränage sowie vorgespannte Daueranker hergestellt. In allendrei Fällen konnte unter Berücksichtigung der Instandsetzungsmaßnahmen die Standsicherheit derMauer auf der Grundlage von Berechnungen nach der Methode der finiten Elemente nachgewiesenwerden. RÉSUMÉ: Les barrages de Urft, Diemel et Eder sont trois barrages-poids vieux allemandsconstruit de maçonnerie de moellon. Dans cet article, opérations de remise en état et preuves destabilité sont décrits, qui étaient nécessaires pour adapter les barrages à l'état de la techniqueactuelle. À cet effet, des galeries de contrôle étaient creusés, voiles d'étanchéité avec des drains àla face aval et tirants précontraints permanents étaient fabriqués. Dans tous les trois cas, tenantcompte des opérations de remise en état, la stabilité de la barrage pouvait être prouvée à partir decalculs selon la méthode des éléments finis.

This paper describes tests on the performance of a continuous miner in cutting South African coal. Although coal cutting has been investigated extensively overseas, the results have not led to significant changes in machine design because these machines find little difficulty in cutting the softer overseas coals at a fast rate. In general, the results of the tests show that cutting efficiency improves markedly as the depth of cut per revolution of the drum increases, and that the best spacing of picks on the drum is twice the depth of cut. Pick shape is of secon¬dary importance in terms of cutting efficiency, only small differences having been found between the performances of conical- and chisel-shaped tools.

In this paper the authors present their views on the actual and potential role of commodity analysis in mining industry. Owing to the dominant influence of the economy on all commodity markets, it is essential that individual commodities are studied not only in depth but within the broader context of economic influences. A commodity unit, which monitors market developments in a wide range of commodities, is well placed to provide the broader perspective in the study of commodity markets. This paper describes some of the specific functions of such a unit. Some of the methods used for price forecasting are described, and the results of price forecasts by different forecasting methods are compared.

CONTRIBUTION BYH. WAGNER AND T.T. OZAN The paper by Dr J.N. van der Merwe makes an important contribution to the design of bord-and-pillar workings in the Vaal basin. It has been recognised for some time that the strength of coal seams in the Vaal basin is markedly lower than that of coal seams in other coal-mining districts in South Africa. However, there was insufficient data to quantify how much weaker the extensively jointed coal the Vaal basin is. A number of recent pillar collapses that occurred at Sigma colliery, the only remaining underground colliery in the Vaal basin, provided Dr Van der Merwe with an opportunity to make this assessment.

The various methods of detecting fires and heatings in collieries are reviewed. The methods described range from those relying principally on human senses to sophisticated methods employing infrared technology to detect traces of the products of oxidation and combustion. The advantages and disadvantages of various gases employed as indicator gases for the early detection of heatings and fires are discussed, and recommendations are made in this regard. The operation of a modern infrared carbon monoxide detection system is described, and the differences in operation and application of telemetric systems, tube-bundle systems, and up cast-shaft monitors are discussed In conclusion, some indication is given of the capital outlay required for typical early-detection systems.

The ideas leading to the formulation and utilization of a flotation model are developed. The main theoretical and experimental work that has been carried out by the National Institute for Metallurgy Research Group at the University of Natal is presented. The two experimental flotation plants available to this Group are described.

Models of cone crushers and vibrating screens are described. These models have been constructed from actual plant data using a systematic model-building technique. Included in this technique is regression analysis using multi-dimensional spline functions. The models have been used too simulate complete crushing plants and hence to design and evaluate a control system for crushing plants.

The conference was attended by traditional leaders in the North-West Province, officials from the Department of Local Government and Traditional Affairs, and executives from the mining industry. The presentation concerned traditional governance in mining, communities? rights in terms of applicable legislation, and the corporatization of community affairs.

CONTRIBUTION BYP.J.D.LLOYD The thought-provoking paper by Monro deserves serious consideration. If he is correct, the practice of selling gold forward should cease forthwith. However, similar arguments may well be advanced against the selling forward of many other commodities, and this runs counter to the success of futures markets worldwide. If, indeed, the practice were basically flawed, then such markets should long since have failed.

Austenitic stainless steels are welded using low-heat inputs. However, owing to differences in the physical metallurgy of austenitic stainless steels and duplex stainless steels, low-heat inputs should be avoided for duplex stainless steels. This paper highlights the differences in solidification mode and transformation characteristics of these two types of alloys. Recent work on the effect of heat input on the properties of weldments of duplex stainless steels is reviewed.

This paper describes the design and construction of the first experimental underground rockcutting machine from measurements of cutting forces determined in tests on small rock specimens in the workshop. The deficiencies of this design, revealed by stoping with almost identical rockcutting machines, are described. An account is given of the design and construction of further experimental machines incorporating substantial improvements which made them technically feasible for use in production.
