You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

This paper deals with the development of the cut-and-fill mining method at the Broken Hill orebody of Black Mountain Mineral Development Company (Pty) Limited, at Aggeneys in the north-western Cape Province of South Africa. Lead, copper, zinc, and silver are produced. Production started in January 1976, being confined to blasthole production methods in the upper, steeply dipping areas of the orebody. This blasthole reserve is 70 per cent depleted, and pillar extraction is in progress. The balance of the production tonnage, 60 kt per month, is produced from three cut-and-fill stopes situated in the flatter-dipping areas of the orebody. The cut-and-fill mining method at Black Mountain is a result of research and planning activities that included the use of modelling, laboratory tests, mathematical analyses, in situ tests, and experience gained from other mining operations. These investigations and the resulting developed methods and designs are summarized in the paper.

The history of development of analytical techniques for the determination of elastic behaviour around tabular excavations, is examined briefly. The design of a completely digital system, which appears to afford considerable improvements in speed, accuracy and versatility compared with existing analogue methods, is described in detail. The practical application of this system is illustrated by means of an actual underground problem. The results are presented, not in the form of specific solutions to the mine's problems, but as indications of the versatility and scope of the new method.

The role of hardenability in the development of high-strength low-alloy (HSLA) steels is discussed. The applicability of the superhardenability treatment. a steel making technique for increased hardenability, to HSLA steels is indicated, and the literature on this treatment is reviewed. Several low-carbon superhardenability HSLA steels were designed by use of published superhardenability multiplying factors. It was found that the hardenability of these low-carbon steels can be increased to the same extent as that of medium-carbon steels. The mechanical properties as determined in normalized bars indicate that the superhardenability treatment can be used successfully in the production of low-carbon hot-rolled HSLA steels.

The influence of economics on the design of mine shaft systems by H, M. WEI.LS, Pr. Eng., M.Se. (Fellow) The purpose of this paper is to review some of the more important economic criteria that must be taken into account when planning the number, type, size, and distribution of the shafts, or shaft systems, required to exploit a block of payable ore. The postulated philosophy governing the selection of design parameters is that of optimization of the financial return per rand of venture capital employed for the project as a whole. While this criterion may not necessarily satisfy the investment objective under all circumstances (as, for instance, where risk limitation is important), it does serve to place the relative economic advantages and disadvantages of specific design features, which may sometimes be in opposition, into correct perspective with respect to the overall economics of the project under the prevailing economic climate at the time of the investigation.

The Grootegeluk coal-processing plant treats 3 kt of raw coal per hour to produce a middlings fuel coal and a coking coal fraction with ash contents of 35 and 10 per cent respectively. The plus 0,5 mm fraction is treated by heavy-medium processes, the final top size of the coal being 15 mm. About 400 t of minus 0,5 mm coal per hour is subjected to froth flotation. The routes originally considered for the processing of this fine coal were froth flotation, shaking tables, heavy-medium cyclones, and water only cyclones in combination with froth flotation. The results from tests on the fines arising from a small-trial open-cast mine are discussed. When the froth flotation route was decided upon, further tests were conducted on the selection of the equipment most suited to the particular requirements of this coal and the rest of the plant. Tests using different types of flotation cells and dewatering equipment are discussed. During the commissioning, several operational problems were encountered, and the work done to find the best solutions is discussed.

A frequency distribution model plays a fundamental role in ore evaluation, especially for the feasibility study of new deep gold mines. The geological complexity of the reefs being mined at present in the Witwatersrand basin poses some difficulties regarding the modeling of the underlying ore-value distribution. This geological complexity has given rise to a need for more applicable distributional models. This paper places the geology of the Witwatersrand basin in perspective and draws some important conclusions from the genesis of the deposition. In addition to the three-parameter lognormal model, two more-general distributional models are proposed. These are the compound lognormal (CLD) and log-generalized inverse Gaussian (LN-GIG) distributions. A detailed, although preliminary, comparative study of these two more-general models with the three-parameter lognormal model is described, and the efficiencies of the estimates and modeling are analysed. It is found that the broad assumption that gold grades follow a three-parameter lognormal law is not always the case, and the need to test for departures from log normality should be emphasized so as to ensure the use of appropriate models.

The problem of materials balancing is reviewed with particular reference to the minerals industry. A broad statistical framework is established that, besides extending the classical estimation problem, allows questions concerning the value of sample information to be addressed. The following are examples of such questions: How much money should be spent on sampling? Which streams in a plant should be sampled? What should be sampled? The approach adopted makes use of Bayesian analysis. The discussion includes an illustrative example involving a simple flotation circuit.

Inelastic deformation of highly stressed rock in deep mines needs to be quantified in both time and space. Since most deformation occurs by shear, continuous monitoring of discontinuities in the rock from boreholes holds promise. The casing. Al interpretations of shear movements are based on a simple relation between shear displacement and the resulting change in tilt of the sensor. A prototype has been constructed and has undergone laboratory trials with satisfactory results. Underground trials will commence shortly. The instrument as designed has the potential for other applications, both in the civil-engineering and mining industries. paper describes an instrument that is both cheap and reliable, and capable of monitoring such shear movements continuously. This paper deals with procedures used for designing pillar systems in hard-rock tabular mines operating at shallow depths, typically less than 1000 m. A comprehensive review if current practice identifies four types if pillars, namely non-yield, yield, crush and barrier pillars, and the main principles for designing these pillars are outlined. It is shown that the current design methods for pillar systems in South Africa are mainly empirical, each mine developing its pillar-design methods based largely on practical experience. This results in varying pillar layouts, even between neighbouring mines, despite similarities in geology, and depth if mining. It is suggested that some current layouts may fall short if being the best as regards safety, the maximum safe extraction percentages, or flexibility in accommodating future mining scenarios in deeper or otherwise different geological conditions.

This paper reviews the sources, production, and technology of gold in South Africa. First of al it details the geographical distribution of gold-bearing materials, together with the mineralogy and distribution of gold within those materials. It goes on to the geological origins, and to the discovery and early exploitation, of the gold deposits. The laws relating to the mining and disposal of the metal are explained, after which an outline is given of gold exploration, processing, and refining. The economics of gold production are discussed briefly, and it is concluded that, although present expertise in the financial and technological aspects of a gold-mining venture have largely reduced the risks involved, one severe risk remains: that the rate of cost inflation will not be matched by the rate of escalation in the gold price.

Some of the important properties of solid electrolytes that influence the performance of electrochemical oxygen probes are discussed in the first part of this paper. It is shown that accurate and reproducible measurements of oxygen in liquid steel are possible with commercial oxygen probes only if great care is exercised in the make-up of the chemical and phase composition, as well as the microstructure of the solid electrolytes used in these probes. To prove this premise, the second part of this study reports on the results of an experimental evaluation of new commercially available oxygen probe. An evaluation of the solid electrolytes used in this probe indicated that the consistency of the chemical composition, degree of stabilization, and microstructure of the electrolytes used are well controlled. The successful application of this particular oxygen probe under industrial conditions was confirmed. It was also found possible to make reliable and reproducible measurements, with acceptable uncertainty, by proper handling of the probe. Some recommendations are made as to the interpretation of the e.m.f. response curve and the use of the electronic processing unit supplied with the probe.

The use of face conveyors in gold mines by N. C. JOUGHIN. B.Sc. (Eng.). Ph.D. (Wits) (Member) and A. C. BUCKMASTER; M.A. (Cantab.) A mechanized stope-cleaning system has been developed around an armoured face conveyor, which was tested on the surface and in two underground trials. In the second underground trial, an average face advance of 8,5 m per month was obtained with a labour productivity of 27 ca/worker/month on a two-shift blast cycle. Two new face cleaning systems have been built, each incorporating an armoured face conveyor, a loading plough, a collapsible self-advancing barricade, and an integral roof-support system. These are about to be tested. A new type of reciprocating flight conveyor is being developed for stope use. This is cheaper, lighter, and more compact, and exhibits better wear characteristics, than an armoured face conveyor. In the early stages of the trials, this conveyor frequently achieved a singleshift blast cycle. It should be possible to achieve face advances of up to 40 ca/worker/month with a consistent one-shift blast cycle. The use of drill rigs and a self-advancing roof-support system would improve the productivity to over 50 ca/worker/month.

This paper deals with an experimental programme carried out with a gold analyser in the period June to September 1979 at Loraine Gold Mines. The results were found to be reproducible, with no overall or conditional bias when the measurements were compared with those obtained from chip samples. The standard error of estimation of a 3 m reef exposure, which was the sampling interval, can be reduced by a factor of 2,5 if the complete stretch is scanned, rather than the taking of one chip sample in its centre. Complete statistical and computational procedures were developed for the fitting of the normal-Iognormal model to observed analyser data and for the determination of the most likely gold grade for a particular analyser measurement. (This corection procedure is necessary since a significant number of negative analyser measurements can be observed.) Panel averages of uncorrected scans showed a small conditional bias relative to those of corrected scans. However, uncorrected panel averages can be used for on-the-spot decisions regarding whole panels. For standard calculations of ore reserves, use should be made of corrected scans. Under reasonable assumptions, the use of the detector in the selective mining of low-grade narrow reefs such as the Basal Reef at Loraine Gold Mines, when compared with the conventional chip-sampling method, can result in a saving of as high as R40 million in present-money terms over the life of a project. The difference could be even larger in a highly variable reef like the B Reef at Loraine Gold Mines.

Some of you have only raised your eyebrows, some have made tactful comments, and a few of you have been fairly outspoken, but all of you in industry are concerned at the high level of State expenditure by bodies such as the National Institute for Metallurgy. The case for a national research organization in mineral processing is not clear-cut and in fairness I must present both cases - for and against. A strong incentive exists for the coal-preparation engineer to improve plant efficiency by modifying circuits and upgrading process equipment, since these result in lower production costs and more valuable plant products. At the Grootegeluk Coal Mine, it was found that the overall plant efficiency could be improved by modifications to the dense-medium circuits, the installation of additional process equipment for the recovery of fine coal, and improvement of the fine-material processing circuit. Apart from these modifications, there is still potential to increase the plant efficiency, particularly in the utilization of plant waste, the recovery of slimes, and even the improvement of cycloning performance as a result of new cyclone design. This paper points to the potential wealth locked up in existing coal-preparation plants, and shows how the coal-preparation engineer, with new technology at his disposal, can unlock this wealth.

The integration of various highly sophisticated IT applications has been implemented at Bafokeng Rasimone Platinum Mine, a new platinum mine in the Anglo Platinum Group. This system is required to assist with compiling the necessary geological and grade information together with safety, environmental, ventilation, rock engineering and logistical constraints, to allow the design of the appropriate mining layout, to schedule this design, provide the necessary output for technical review and costing as well as budgeting to allow medium- and long-term business planning. In addition the production management and short-term planning needs must be met. This includes the plotting of all underground and surface infrastructure and excavations, giving the necessary mining and best cut instructions, daily production management, ore reserve and grade management as well as assisting with budgetary management. In addition all safety, health, environment and risk assessment requirements and legal requirements have to be met. The system at Bafokeng Rasimone Platinum Mine has met these criteria. This paper addresses the need for a unifying model that will permit the selection and design of optimum materials for a given wear situation. With this objective in view, the characteristics of the various forms of abrasive, adhesive, and erosive wear are described in terms of localized stress, strain, strain rate, and frictional heating. The measured performance of a variety of metallic, ceramic, and polymeric materials and coated or surface treated materials are described briefly. These results were obtained under conditions of dry-particle abrasion, abrasion in conjunction with corrosion, cavitation erosion in liquids, erosion by particles in low- and high-velocity gas streams, and erosion by particles in a liquid stream. Electron microscopy was used extensively, together with microhardness profiles, in the determination of the modes of material detachment and the underlying deformations and structural changes. As a result of the experimental work, a model based upon a critical strain to microfracture is presented. The microstructural features and materials properties that determine wear resistance are discussed.
