"ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

During 1953-55, 31,105 miles of pipe for transporting crude petroleum and refined products was laid in the United States, a total slightly below that of the prior 3-year period, according to data compiled by the Bureau of Mines, United States Department of the Interior. The added mileage consisted of 22,571 miles of new pipe, representing about 2,163,807 tons of steel, plus 8,534 miles of secondhand pipe, equivalent to about 419,849 additional tons of steel. During the 3-year period, 13,069 miles of pipe was taken up. By January 1, 1956, the Nation had 188,540 miles of pipeline, an 11-percent gain over the 1952 total of 170,504 miles. The greater use of larger diameter pipelines indicated in recent surveys has continued, as the mileage for sizes 12 inches and over increased from 13 percent of the total mileage at the close of 1952 to 16 percent 3 years later. Crude-oil trunklines 12 inches and over in diameter gained 24 percent during 1953-55, and these larger lines represented 30 percent of the total mileage compared with 25 percent at the close of 1952. Furthermore, the mileage for crude-oil lines less than 12 inches in diameter declined 2 percent and made up only 70 percent of the 1955 total against 75 percent n the previous survey. Product Lines 8 inches and over increased 43 percent from 1952 through 1955 and composed 70 percent of the total mileage compared with 66 percent in 1952.

The Bureau of Mines examined the effects of high humidity and water droplets on the GCA Corp. real-time aerosol monitor (RAM--l). which uses a lO4mm cyclone preseparator. Tests were conducted both in a laboratory and in a full-scale model mine entry. The laboratory tests were conducted in a test chamber saturated with moisture and water droplets. Under these extreme conditions. the RAM-I responded by indicating dust concentrations of 1-1/2 to 2 mg/m3? although the air was dust free. Within the first 2 h of each test. water accumulated in the cyclone and affected the cyclone particle separation characteristics. resulting in readings of 3 to 4 mg/m3. In addition. condensation formed inside the RAM-I case and affected the liquid crystal display (LCD). However. the full-scale mine entry tests revealed that the RAM-I can function ac-ceptably in an atmosphere of water vapor and water droplets similar to the most severe conditions found in an underground mine.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations beginning with No. 4251, of which this is the third. The data are accompanied by maps showing the location of holes drilled and deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township-map. The description of each half township is followed by a description of each deposit developed in that half township.

This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

Ferrous fractions recovered from urban refuse were tested by the U.S. Bureau of Mines, U.S. Department of the Interior, to assess their character, composition, and response to detinning. This research was conducted as part of the Bureau's efforts to conserve mineral resources through recycling. Results from laboratory and pilot tests established the technical feasibility of detinning scrap recovered from household refuse. Detinned products containing less than 0.03 percent residual tin were produced. Concentrations of other residual elements were determined and compared with those in existing commercial scrap and with proposed specifications. Studies were extended to include evaluations under commercial conditions. Preliminary tests on 5-1/2 short tons of ferrous fractions revealed the need for adequate shredding to assure optimum metal-caustic contact and minimize retention of tin-bearing rinse solution in the final baled product. The washed metal product contained 0.06 percent residual tin. Subsequent melt tests showed a yield of 91.4 percent. Based on these studies, full-scale commercial demonstrations showed that detinned bales equivalent to No. 1 bundle quality could be produced in carload quantities. Up to 5 pounds of tin per gross ton of scrap is con-currently recovered during the detinning process.

This report presents preliminary results of a study undertaken to investigate quantitative characteristics of the demand for steel mill products and its major end-use components. The major end uses included in the study are the steel mill products used in construction, in automobiles, in producer durables, and in consumer durables. The main objectives of the research underlying this study are as follows: (1) To formulate and estimate the empirical demand relations for steel and the four major end uses in the United States; (2) to measure and calculate the responsiveness of the U.S. per capita steel consumption with respect to the changes of the steel and other nonferrous metals prices; (3) to determine and quantify the relative importance of the underlying demand explanatory factors in contributing to the average year-to-year increases (or decreases) of the U.S. per capita steel consumption; and (4) to adapt and use the estimated demand relations in making projections of the U.S. future demand for steel and the major end-use components. After extensive preliminary investigation, three versions of simple linear demand relations are selected and estimated by means of ordinary least squares (OLS) method. The annual data for the period 1947-65 are used in the estimation. Direct and cross price elasticities of demand are computed for each of major end uses. The relative importance of demand explanatory factors in contributing to the average year-to-year changes of U.S. per capita steel consumption are also calculated. For making projections, a simple autoregressive time trend model is used in estimating the future values of independent variables. Since the estimated demand relations are valid for projections only if the estimated parameters can be assumed to be unchanged in the future, and consequently, the projections derived in the study should be interpreted accordingly.

In August 1984 the U.S. Bureau of Mines conducted a study of the mineral resource development potential of the Badger Canyon-Antelope Creek area, within the Boulder-Pioneer wilderness study area, about 5 miles northeast of Ketchum, 10. The purpose of this study was to investigate in greater detail an area which was designated by the U.S. Geological Survey (USGS) and the Bureau as having a moderate mineral resource potential for zinc, molybdenum, lead, and silver, and a low potential for copper. One hundred twenty-eight soil samples were taken along a 6,2S0-ft traverse on the ridge separating Badger Canyon and Antelope Creek. 5 Five rock samples were collected from old prospect pits and mineralized outcrops. All samples were analyzed for gold. Silver, copper, lead, zinc, molybdenum, arsenic, antimony, vanadium, and mercury. The metal concentrations in the soil samples along the traverse are irregularly distributed. Samples collected near old prospect pits tend to be high in lead and zinc, undoubtedly a reflection of underlying galena-and sphalerite-bearing quartz veins. All of the copper and mercury values in the soils are less than the detection limit, as are most of the lead, molybdenum, and antimony values. Except for lead and zinc values, the metal concentrations in the rock samples are low. Galena and sphalerite were observed in quartz vein samples collected at the old prospects. The results of the study indicate that the galena-sphalerite-bearing quartz veins and veinlets are too narrow, widely-spaced, and low in metal values to be economic. Low concentrations of metals in the soil and rock samples, combined with the lack of major mining activity in the past, indicate that the area has a low likelihood for economic development.

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

The International Organization for Standardization (ISO) standard ISO 2631 [1,2] provides three methods for evaluation of human exposure to vibrations that contain occasional shocks or impacts. Part 1 of the standard specifies the running r.m.s. or maximum transient vibration method (MTVV) and the fourth power vibration dose value (VDV). Part 5 of the standard provides a method of computing the stress in the lumbar spine for humans exposed to multiple shocks. Alem et al [3] have reported application of these methods to data for tactical ground vehicles. This paper reports and compares VDV and spinal stress evaluations of more than 90 hours of vibration and shock measurements on North American locomotives engaged in through freight operations. The measurements evaluated in this paper were obtained for full crew shifts on 19 freight locomotive runs on mainline track in locations from New York to California. The shifts ranged in duration from 187 minutes to 497 minutes. The average speeds for the shifts were from 21.0 mph to 54.6 mph. All measurements were made on locomotives hauling freight trains in regular revenue service. Data Acquisition and Processing The results reported here were computed using test data acquired from a tri-axial seat pad, accelerometer at a sample rate of 400Hz with an anti-aliasing filter corner frequency of 100Hz. The VDVs and the lateral and longitudinal spinal stress values were computed directly from the acquired test data according to the procedures specified and described in [1] and [2]. The vertical spinal stress values were computed by converting the as-acquired test data to a sample rate of 160Hz for input to the vertical spine model, as required in [2]. The conversion of the test data from the as-acquired sample rate of 400Hz to the required sample rate of 160Hz involved up sampling or interpolating the test data to an equivalent sample rate of 800Hz, band limiting the resultant data with a low-pass filter corner frequency of 60Hz and finally down sampling or decimating the 800Hz data to a sample frequency of 160Hz. Discussion The vertical VDVs computed according to [2] for the 19 shifts ranged from 2.68 to 9.33 m/s1.75. In all but one case, the vertical values were greater than the values for the lateral or longitudinal directions. Note that the health guidance in [1] puts the lower boundary of the health guidance caution zone at a VDV value of 8.5 and the upper boundary at 17 m/s1.75. The daily equivalent static compression dose computed following [2] ranged from 0.123 to 0.434 MPa. Health guidance provided in [2] states that there is a low probability of an adverse health effect if the daily dose is less than 0.5 MPa.

The major fire and fire injury findings for all metal/nonmetal mining categories for 1990-2001 are shown in tables 64-65. Table 66, partly illustrated in figure 22, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays for all metal/nonmetal mining categories by time period. For all metal/nonmetal operations (including stone and sand and gravel), a total of 518 fires occurred during 1990-2001; 296 of those fires caused 308 injuries and 4 fatalities (Ewhr = 4,012 x 106 hr, In = 0.015, LWD = 36,204). Thirty fires and 26 injuries involved contractors. The greatest number of fires and fire injuries occurred at surface operations; the highest risk rate values were also calculated for surface operations. The number of fires increased during the first four 2-year time periods (1990-1991, 1992-1993, 1994-1995, and 1996-1997), then decreased during the last two periods (1998-1999 and 2000-2001). The number of injuries showed a decrease throughout the periods, accompanied by an increase in employees' working hours. Twenty-five firefighting interventions by mine rescue teams in underground mines and at least 30 interventions at surface operations were required to combat these fires. However, 45 fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. Ninety-seven fires were detected late, and 30 fires were undetected. The ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flame (169 fires or 33% with 137 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (89 fires or 17% with 46 injuries and 3 fatalities), heat source/explosion and flammable liquids/ gas/refueling fuel on hot surfaces (98 fires or 19% with 73 injuries), electrical short/arcing (51 fires or 10% with 16 injuries), and spontaneous combustion/hot material (46 fires or 9% with 17 injuries). The flame cutting/welding spark/slag/flame source caused fires usually involving welders' clothing or oxyfuel/grease and other materials (including chute and dust collector liners, flammable liquids, belt material, crusher, hopper and shaker deck materials, washer plants, equipment mechanical components, stampler breaker, hydraulic fluid, rubber tires and hoses, gear boxes, bin feeder, dump rope cables, screen liner and screen panel, kiln and shaft material, pipelines, liquor pumps, wood pallets, electrical junction boxes, handrails, grease, refuse, shop and wood). The spontaneous combustion/hot material and electrical fires were usually detected late due to lack of combustion gas/smoke detection systems. It has been known for more than a decade that vanadium (V) stimulates the oxidation of NADH by plasma membranes (1) but the underlying mechanism is still not fully understood. This effect has been attributed to a membrane-associated NADH-dependent vanadium (V) oxidoreductase (1). Subsequent studies suggest that vanadium ( V) can accept an electron from fiavoprotein dehydrogenase that oxidizes NADH (2). The phenomenon ofNAD(P)H oxidation coupled to vanadium(V) reduction has also been demonstrated in other biological systems (3-6). A recent electron spin resonance (ESR) study from our laboratory reported on the accumulation of vanadium (IV) duringthe reduction ofvanadate (vanadium(V)) by the ftavoenzymes glutathione reductase (GSSG-R),4 lipoyl dehydrogenase, and ferredoxin-NADP+ oxidoreductase in the presence of NAD(P)H (7). It was concluded therein (7) that these ftavoenzymes function as NAD(P)H-dependent vanadium(V) reductases. More recently, however, Liochev and Fridovich (8) have argued that the ESR data (7) do not demonstrate that the investigated fiavoenzymes act as vanadate reductases. They suggest an alternative mechanism in which the fiavoenzyme simply serves as a generator ofsuperoxide (02) radical, which acts as a propagator of the radical chain reaction leading to NAD(P)H oxidation (9, 10), as summarized below:

"This report is the first of a series dealing with the results of a comprehensive investigation of methanol poisoning, conducted jointly by the Federal Bureau of Mines, Carbide & Carbon Chemicals Corporation, du Pont Ammonia Corporation, and the Commercial solvents Corporation.The study dealt mainly with physiological effects produced by inhalation of methanol vapor, and concentration studied ranged from approximately 500 to 15,000 p.p.m., and periods of exposure from 4 hours daily to continuous. The range of concentrations and periods of exposure were such as to produce acute effects, with and without fatalities, by a singel exposure and chronic poisoning, with and without fatalities, as well as little or no response after repeated daily exposures. In addition to the inhalation experiments, skin absorption was studied, and field surveys were made to ascertain the hazards associated with the manufacture and, use of methanol."

[Tests were conducted at the Mount Weather testing adit of the Bureau of Mines4/ on the effectiveness of spraying water along the outside of the drill steel as compared with standard wet-drilling practice. The spray equipment used in the tests was designed primarily for the control, in quarries, of dust from dry drilling with solid type drill steel. EQUIPMENT Spray equipment is made in sizes to fit different drill steel but is alike in design, the only difference being in the diameter of the ring and the number of spray holes. The device is made of cast steel and has a coating of Stellite on the inside edge that comes in contact with the drill steel. It looks like a garden spray, except that the spray holes point in only one direction.]

In connection with its investigation looking to the prevention of waste and the increase of safety and efficiency in the mineral indus- tries the Bureau of Mines has undertaken a study of the possible uses of the electric furnace in metallurgy. This bulletin presents a com- pilation of such data as seem to be useful for the information of persons who may be interested in the matter. In the application of electricity to metallurgy three kinds of processes are involved, namely, mechanical, thermal, and electrolytic. Under the mechanical application of electricity come those proc- esses of dressing and concentrating ores that are known as either electrostatic or electromagnetic processes. In electrothermic processes the current is used as a source of heat. The fundamental differences between the various types of electric furnace that are at present in commercial use relate to the manner in which the electric current is applied, as may be noted by reference to that part of this report in which the subject is discussed. In electrolytic processes the electric current is used for depositing metals from solutions. The process may be conducted in one of the following ways: (1) The material to be treated may be put into solu- tion and then electrolyzed, the material thus treated forming the electrolyte; (2) the material to be treated may form the anode or be placed in contact with the anode; or (3) the material to be treated may form the cathode or be placed in contact with the cathode. This report treats of electrothermic processes, with the possible exception of those for the reduction of aluminum from its ores. Moreover, of the processes used in the so-called electrochemical in- dustries only those for the reduction of an ore to metal, or to a com- pound of the metal that is of value in itself, or is an aid in metallurgical work, are here discussed.

A large number of organizations interested in the search for mineral deposits have adopted the magnetic method of geophysical prospecting, as it has proved to be the most simple, convenient, and rapid, and at the same time the least expensive in comparison with other methods. According to the last statistical data, about two millions square kilo¬ meters were explored in the United States by different geophysical methods. Ninety-six per cent of this area was prospected for oil and 4 per cent for minerals. Detailed exploration by means of the magnetometer has been carried out over about 85 per cent of this surface. The great advantages offered by this method resulted in the fact that the magnetometer was tried out in most places in which geophysical methods were applied. The main purpose of such e:rploration is to obtain the maximum knowledge valuable to the geologist; therefore good geological interpretation of the results of measurements is important. The possibility of drawing practical conclusions from a map representing the results of the study of the terrane depends greatly on the accuracy with which the measurements are made. The purpose of this article is to show the different sources of error by which the work of an operator may be affected and to discuss the means by which the carrying out of a magnetic survey may be improved.

The U.S. Bureau of Mines has established a method for the calibration of class 2 and class 4 standards of mass using a procedure from designs developed by the National Institute of Standards and Technology (NIST). This method produces a weight calibration that is within 1.0 pct of the balance sensitivity. A set of four 1-kg weights yielded a standard deviation of 3.25 mg compared to ±2.91 mg balance sensitivity. The method employs the use of a high-accuracy balance to measure the difference between a set of weights calibrated by NIST and the set to be calibrated. The error of the balance is included in the error for each weight calibrated.

Hand-Arm Vibration Syndrome (HAVS) was identified as early as 1918 in Bedford, Indiana in the U.S. Since then much research work has been done around the world in the areas of medical, epidemiological, engineering and legal aspects of HAVS. In Japan, much of the pioneering work in this field has been performed by Dr. Setsuo Maeda and his staff at the National Institute of Industrial Health (NIIH) in Kawasaki. Most recently, reports of work done by this group and by Dr. Ren Dong1 of NIOSH in the U.S., as well as many other suppliers and Japanese practitioners were presented at the 13th Japan Group Meeting on Human Response to Vibration held in Osaka2 during August 3-5, 2005. ROCK BEHAVIOR has proved of national interest in a variety of fields. The behavior of rock consequent to a nuclear blast was used to detect such blasts, as criteria for the design of underground military defense installations that would resist nuclear blasts, and for judging the feasibility for peaceful uses of nuclear explosives. An obvious peaceful application of nuclear explosives would be for large-scale rock excavation, and plans were presented during the year to improve the present Panama Canal or create a new canal by this method. These plans were based largely on earlier crater tests that demonstrated rock behavior when subjected to a buried nuclear blast. A knowledge of rock behavior under impact was used to evaluate the materials of the moon by means of the geometric configurations visible in the close-up pictures of the moon surface taken by the U.S. rocket Ranger 7. The composition of the moon must be considered in devising methods for taking samples of the surface layers or in designing underground shelters as bases for future explorations of the moon.
