Operation of the Bureau of Mines raw refuse continuous separation pilot plant is described, including modifications made to plant equipment for improved performance. Products recovered from refuse, many of which have been evaluated by other laboratories and private firms, are discussed. Sampling procedures used in the pilot plant and detailed data obtained from processing refuse from 13 municipalities are presented in appendixes. Fuel evaluations made on combustible fractions of refuse from the various municipalities are also presented. Information and data obtained at the pilot plant have been used to assist many municipalities in solving their urban refuse problems.

High-resolution shallow seismic reflection methods are being used by the Bureau of Mines to map underground geologic features in coal mines. These features include faults, channel sand, washouts, rolls, and steep dips. The seismic method is proving useful for locating all of these at reasonable cost and with better definition than available with drill programs alone. This report provides a capsule description of the techniques and their application to mine planning.

OUTPUT of carbon black in 1959 increased in all producing States except New Mexico. The national increase was 20 percent. Domestic sales and exports increased 22 percent and 16 percent, respectively, resulting in a 21 percent gain in sales. Sales to the rubber industry, which purchased 95 percent of the domestic output of carbon black, increased 23 percent. Sales to all other major consumers also increased. Stocks decreased 82 million pounds during the year. [ ]

The Technology Transfer Seminar on Mine Communications held on March 21-22, 1973, at the Pittsburgh Mining and Safety Research Center, Bruceton, Pa., presented information about recently developed equipment, instruments, and techniques for use in mine communications systems. All of the basic ideas presented in the fine seminar are operational in the Bureau of Mines Safety Research Mine in Bruceton.

"There seems to be some confusion between the terms carbon black and lamp black, although in American lampblack is generally understood to be a soot formed by the smudge process. In this process oil, coal tar, resin or some solid, or carbonaceous substance is burned in an insufficient quantity of air, while on the other hand carbon black is a product resulting from the incomplete combustion of gas and is deposited by actual contact of flame upon a metallic surface.The various carbons, such as gas retort coke, oil retort coke, graphite, carbon black, lampblack, vine black, wood-pulp,black, willow charcoal, and blacks made from refuse material such as leather have different characteristics as to flocculence strength of color, and physical structure. These blacks are made by one of the following methods:(1) Formation by direct contact of a flame upon a depositing surface.(2) Production by combustion of an oil, tar, etc., in an inadequate supply of air; the soot is allowed to slowly settle out on the floors and the walls of the collecting chambers.(3) Carbonization of solids and subsequent reduction to a state of small subdivision.(4) Production by heating carbonaceous vapors or gases to a decomposition temperature by external heating with or without air in the forming chamber. This is usually referred to as cracking or thermal decomposition."

Bastnasite concentrate was processed to recover total rare - earth content and obtain high - purity ceric nitrate . Reaction of the concentrate with 45 percent caustic soda for 1 hour at 180 ° C in stainless steel vessels resulted in 99 - percent conversion to rare - earth hydroxides . A drying step followed by solution in nitric acid produced a tetravalent cerium fraction amenable to extraction with TBP . Single- stage separatory funnel experiments resulted in 90 -percent recovery of ceric nitrate at a purity of 99.9 percent . Fractional extraction in pressure - bubbler columns resulted in 98.5 - percent recovery of 99.5 -percent - pure ceric nitrate .

This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer's literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.

The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Owing to its flexibility, convenience, economy, ands availability, electric power is peculiarly adapted to the needs of the coal -mining industry. Because of such obvious advantages, the application of electricity has in recent years become more and more extensive and is now a most important factor in the Nation's coal prediction. With the introduction of this type of power into coal mines certain new, specific, and well-recognized hazards resulted. The question arises, therefore: Has the industry met these hazards squarely and. effectively? With respect to some individual companies, the answer happily is in the affirmative; with respect to the industry as a whole, there is much room for improvement.

The survey was prepared in order to provide background for further investigations directed toward the electrodeposition of pure molybdenum metal from either aqueous or nonaqueous mediums. While a thorough effort was made to cover all available references, a critical review was not attempted nor does this survey pretend to be exhaustive in nature.

"Abstract. This paper attempts to characterize coal breakage due to the action of a continuous miner. Coal blocks with an approximate dimension of 45.7 cm x 38.1 cm x 15.2 cm (18 in. x 15 in. x 6 in.) were first subjected to confining pressures equivalent to in-situ conditions. Then the blocks were cut along the face/butt cleat direction by the cutting head of a specially designed unique automated rotary coal cutting simulator (ARCCS), simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-sit and operating parameters a number of other para¬meters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment, the coal fragments were collected in bags using a vacuum cleaner. These fragments were then sieved for size distribution analysis.INTRODUCTIONThe Federal Coal Mine Health and Safety Act of 1969 was enacted to emphasize to coal operators that the airborne respirable dust should not exceed 2 mg/m3, thus reducing the incidence of coal workers pneumoconiosis.Dust control techniques such as conventional water sprays and dust collectors are only partially effective and require additional equipment expenditures. A more authentic approach would be to reduce respirable dust at the source the continuous mining machine cutting head, where the fragmentation process occurs. Improving the fragmentation process by characterizing the coal breakage will not only reduce respirable dust at the face, but it will also decrease the amount of respirable dust that is liberated during the secondary handling.Fragmentation of coal can be expressed as a function of three major groups of parameters; namely, 1) coal properties, 2) in-situ conditions and 3) operating parameters. This paper deals with the characterization of coal breakage along both face/butt cleat direction as a function of machine operating parameters such as rate of advance, angle of attack, bit configuration, bit lacing (spacing and pattern) and bit speed at various equivalent in-situ pressures."

As a part of a program to promote conservation and efficient utilization of petroleum resources, Bureau of Mines engineers are studying secondary oil-recovery projects in the United States. Published reports that set forth the pertinent facts of these operations help others to profit by the experience gained. This report presents the results of a study of secondary-recovery methods used in Kentucky by the Cumberland Petroleum Co. on its L. C. Bailey lease, Oil Springs pool, Magoffin County, Ky. This is believed to be the first water-flooding project in eastern Kentucky (fig. 1).

"One of the main functions of the U. S. Bureau of Mines, as authorized by Congress, is to investigate safety and health conditions, to disseminate information regarding safe and unsafe practices in mining, and to aid in improving safety and health conditions of mining communities and in promoting the welfare of the miner. Among several methods of reaching the miner and interesting him in safety work, perhaps the most effective is through the 11 mine safety stations and 11 railroad cars known as mine rescue, or more correctly, mine safety cars.Frequently, the Bureau of Mines receives requests for information regarding the purpose, equipment, personnel, and construction of its safety cars used in the field service. It is the intention of this circular to present to the mining public in particular, and to the public in general, some definite information regarding these safety cars and their functions.The cars are operated throughout the mining fields of the United States and are headquartered as follows (see fig. 1): Car 1, Reno, Nev.; Car 2, Raton, N. M.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa; Car 11, Anchorage, Alaska.One of the most important purposes of the U. S. Bureau of Mines safety cars is to render service at mine fires and explosions where human life is endangered. State mine inspectors and other interested persons are supplied with itineraries of the car operating in their districts from time to time, so that they may know at all times where the car can be found in case of emergency. When these disasters occur the car may be reached direct or through its field headquarters, and upon receiving word of a mine disaster, or request for assistance, it immediately proceeds to the scene of trouble. Frequently a special locomotive is supplied by the railroads and in many instances the movement of the car is given the right of way over all other railway traffic. Upon reaching the destination, the facilities and personnel of the car are immediately available for rescue and recovery operations.Following most mine disasters a thorough investigation is made by engineers of the Bureau of Mines, and a confidential report is submitted to the operator. The information gained in this manner from a large number of mine fires and explosions, together with the knowledge gained from the experimental work carried on at the Experimental mine of the bureau at Bruceton, Pa., serves as a basis upon which the bureau is able to recommend preventive measures whereby similar occurrences may be averted. The bureau car is often used as headquarters for the investigating engineer when such an examination is being made."

As part of a program designed to promote safety in industrial operations , the Bureau of Mines has been investigating the explosibility of numerous powdered products and dusts and studying means for the prevention of dust explosions . In a previous paper the results of a study of the inflammability and explosibility of metal powders were published . This report summarizes a similar study which has been made on various powders used in the plastics industry. The work was undertaken to provide information for a subcommittee of the Dust Explosion Hazards Committee of the National Fire Protection Association, which was charged with preparation of a code for the prevention of fires and dust explosions in plants producing or processing synthetic resins and molding compositions . The production of powders and generation of inflammable dusts are inherent in one or more steps of the manufacturing process of many resins and molding compositions, and control of the dust hazard is a major problem in the plastics industry . In the preparation of phenolic resin molding powders, for example , the solid synthetic resin is crushed and pulverized , and then blended with ground wood flour , cotton flock, or other fillers , as well as with coloring pigments . This raw mix is then passed through compounding mills , from which it emerges in the form of homogeneous sheeted stock, which is crushed , ground , and graded to form the molding powder . The number of major dust explosions in the plastics industry has been limited, but numerous small explosions have occurred, and in view of the ever -increasing volume of production the potential explosion hazard must be considered a very real one . Fortunately, this fact is realized by several manufacturers of plastic compounds , as well as by insurance companies , who are taking precautionary measures against possible accidents and during the past year or two have submitted numerous powder samples to the Bureau of Mines for explosibility tests .

The objectives of the coal-research activities of the Bureau of Mines are very well expressed in the organic act of Congress establishing the Bureau. It reads as follows: That it shall be the province and duty of the Bureau of Mines, subject to the approval of the Secretary of the Interior, to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources, through the prevention of waste in the mining, quarrying, metallurgical and other mineral industries; to investigate explosives and peat; and on behalf of the Government to investigate the mineral fuels and unfinished mineral products belonging to, or for the use of, the United States, with a view to their more efficient mining, preparation, treatment, and use; and to disseminate information concerning these subjects in such a manner as will best carry out the purposes of this act.

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. The Federal Bureau of Mines provided five test materials--amosite, short-and long-fiber chrysotile, crocidolite, and nonfibrous tremolite--to the National Institute of Environmental Health Sciences (NIEHS) for studies on the biological effects of orally ingested asbestos-related materials. An inter-agency agreement between the Bureau and NIEHS made possible this program to characterize these test materials. The Bureau in turn received support through contracts with the Ontario Research Foundation for the milling of amosite and crocidolite, and with the University of Maryland for microscopic measurements. The five test materials, which were supplied in quantities of 960 to 1,200 pounds each, were characterized by chemical-instrumental analysis for elemental composition, surface area, density, X-ray diffraction, infrared spectroscopy, thermogravimetric analysis, mineralogy, and particle size analyses. Particle size distributions were emphasized because of the current theories relating adverse biological effects to length-width characteristics of durable elongated particles.

Mining officials, as well as members of the Bureau of Mines staff, in their efforts to make mining safer are confronted from time to time pith complicated problems concerning solution of which there is a diversity of opinion. To reduce these differences of opinion as much as possible and to obtain a generally acceptable decision on any mine-safety question, the Director of the U.S. Bureau of Mines established the Mine Safety Board on June 1, 1924- *** to consider questions arising within any divisions of the Bureau that require a definition of tie Bureaus s collective opinion as to safety practices, safety devices, or safety methods for underground operations or open-pit mining. The approved2/decisions shall form the basis of teaching and policy for the Bureau.

Fertilizers are indispensable to national preparedness and defense. Production of adequate supplies of nourishing food for sustaining life in the United States is absolutely dependent in many parts of the country on the use of artificial fertilizers of various types. Only by using fertilizers can we maintain our present volume of production without great additional expense. Otherwise we would have to increase crop areas constantly to compensate for declining yields, we would have to lower the quality of food marketed, and standards of farm living and rural civilization would decline. About 60 million of the 360 million acres of crops grown annually in the United States Vow require fertilizing each year, and between 7 and 9 million tons of commercial fertilizers are consumed annually for this purpose.
