A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. To allow routine measuring of the exposure of underground workers to N02 from diesel engines and residual gases from blasting. The Approach: A miniature sampler absorbs NO2 which can be measured using a simple method adaptable to both multiple automatic analyses or individual on-site analysis. How It Works: The NO2 sampler is encased in a plastic tube approximately half the length of an ordinary ball point pen and clipped to an underground worker's hard hat. Removal of the end cap activates the personal sampler. Air from the working place enters the open end and diffuses at a controlled rate down the tube interior. The diffusion rate is dependent on tube dimensions (ratio of cross-sectional area to length). THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

The Federal Bureau of Mines developed a 10,000-ampere cell to determine the economic feasibility of producing high-purity electrolytic titanium from mill scrap or offgrade sponge. Operating variables were investigated, matetial handling procedures were established, and the cost of electrorefining titanium was determined. The prototype cell produced premium-grade metal (<100 Brinell hardness number (B.h.n.)) from very impure Kroll sponge at a processing cost of less than $0.60 per pound. Refined metal was deposited at the cathode in the form of coarse (85 percent plus 34-mesh), hexagonal crystals of a titanium when the cell was operated an 850° C. A cathode current density of 1,000 amperes per square foot and a molten sodium chloride electrolyte containing approximately 5 percent by weight of soluble titanium were used. In continuous operation, at the optimum number of ampere-hours, (40,000), the current efficiency averaged slightly less than 60 percent. It was possible to supply large enough amounts of electric current for electrolysis to maintain the temperature of the bath, thus reducing overall power consumption to less than 5 kilowatt-hours per pound of metal refined.

"INTRODUCTION The first paper of this series contained data concerning the behavior of polyhalite (K2S04.MgS04.2CaS04.2H20) upon calcination and subsequent leaching with water at 100° C. It was found that upon heating polyhalite to temperatures between 298 and 500° C. the water of crystallization is driven off, leaving, an amorphous mixture of K2S04, MgS04, and CaS04. Two transition points were located; one at 298° C. which coincides with the vigorous evolution of steam; and one at 551° C. which results in the formation of a hard mass of crystals. The latter probably consist of a solid solution If the compounds langbeinite (K2504, 2MgS04), potassium dicalcium sulphate (K2304. 2CaS04), and anhydrite (CaS04). The heat of decomposition of polyhalite at 298° C. was measured and found to be 66,000 ± 5,000 calories per mol. The optimum temperature of calcination with regard to subsequent extrac¬tion with two parts of water (at "" 0° C.) is 430 to 450° C. for 65 to 100 mesh material, if one half hour at the calcination temperature is allowed. The maximum concentration of K2S04 obtainable in the extraction of calcined polyhalite is 11.4 grams per 100 grams of water. This concentration of K2304 is considerably above the equilibrium value (3.6 g. per 100 L. of H20 at 83° C.) with respect to the solid phases polyhalite, potassium calcium pentasulphate, ¬and anhydrite. The figure 11.4 K. of K2804 per 100 g. of H20 is also somewhat than the equilibrium value (9,65 g. per 100 g, H20) with respect to the solid phases potassium calcium pentasulphate and syngenite."

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

"INTRODUCTION The tremendous expansion of industry during the war and the unprecedented demands for metals and minerals are reflected in the production and use of explosives during that period. The increased use of explosives brought added safety problems to industry because of the necessity of using men as blasters who were not entirely familiar with and some who were totally unfamiliar with the characteristics of some or all of the various explosives. A discussion of the characteristics of the ordinary types of explosives used in: industry should assist in giving a better understanding of the hazards attending their use. Explosives are compounded so they may be used with reasonable safety provided the user understands and follows the procedure recognized as standard safety practice. Short cuts and the failure to understand and use recognized safe practices, as well as the selection of explosives unstited for the work at hand, are all part of the safety problem,The extent to which explosives are used in the United States is shown by a study of the statistics compiled by the Bureau of Mines 4/ regarding them. Some of these statistics are shown below and serve as an indicator of the tremendous number of men engaged in the transportation, storage, and use of explosives. Theme men are exposed to the inherent hazards attending this occupation and they should be familiar with the recognized safe practices relative to explosives."

Synopsis U.S. Mine Safety and Health Administration (MSHA) accidents statistics have identified ore-pass hazards as a significant safety problem in U.S. underground metal mines. The statistics show that nearly 75% of injuries are directly or indirectly related to pulling or freeing of ore-pass chutes, the use of hand tools in ore passes, fails of broken rock in ore passes and structural failures of chutes or gates and ore-pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines. Risk assessment methods, such as fault-tree analysis, have been employed to identify the most probable causes of orepass failures, define research priorities and analyse the factors that result in malfunctioning and unsafe ore passes. Static and dynamic loads are being measured in a laboratory setting with the use of a reduced-scale orepass mock-up. Field tests are being initiated in mine ore passes to determine static and dynamic loads. Data from the test ore passes are being compared with data from the mine to characterize true system behaviour. Computer modelling with the use of closed-form solutions, finite-element analyses and a newly developed particle flow code predicts static and dynamic leads from the flow and the impact of ore and waste in the ore pass. Preliminary results indicate that dynamic impacts from ore and waste rock might be considerably greater than expected. The total static load is substantially less than is typically used fur the structural design of chute and gate support members. It is suggested that damping factors, normal and shear stiffness and mass frictional characteristics have a significant effect on particle flow and resulting impact loads. This is being verified with the use of results from laboratory tests, field tests and particle flow analyses. Ore passes are vertical or steeply inclined openings in a rock mass through which ore and waste are transported and where they mar also be stored. A typical underground mining system is shown in Fig. 1. The arrows indicate the locations of ore passes and loading pockets and their relative configurations. The control of material flow is potentially one of the most hazardous operations in underground mining. According to MSHA data. most of the ore pass-related accidents in the U.S.A. are associated with the loading-unloading cycle and removal of blockages from ore passes. In particular, attempts to free ore hang-ups have resulted in multiple fatalities. The hazards are obvious; there is uncertainty as to when the ore will break loose and miners are unable to escape falling rock to a safe location. Although ore passes and chutes and gate systems for underground metal and non-metal mines roust meet the requirements specified in the U.S. Code of Federal Regulations (CFR). Parts 57 and 75, recent structural failures of ore-pass linings and gates have underlined the lack of adequate ore-pass design standards available to both MSHA enforcement staff and mine engineers. Because of the importance of an ore pass to the safe operation of a mine design criteria need to be assessed and new guidelines developed. Researchers at the Spokane Research Laboratory of the Nationals Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines and studying design criteria for ore passes. The nature of competition in the coal market tends to deplete the most favorable coal reserves first, and forces subsequent development of mines in more extreme ground conditions such as those associated with multiple-seam mining. In fact, 70% of the United States coal reserves are in multiple-seam situations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop mine design algorithms that will result in safer multiple seam mines. This paper presents an overview of multiple seam issues in the central Appalachian coalfields. To date, more than 50 case histories have been analyzed from 20 operating mines in Eastern KY, Western VA, and Southern WV. Each case history is classified according to the degree of multiple-seam interaction, ranging from no apparent interaction to severe interaction with direct impacts on mine safety and resource recovery. The case histories are also examined with regard to amount and geologic characteristics of interburden and overburden, and design stability factors. The sequence of mining has also been found to be critical when the lower seam is fully-extracted. This paper compares current case histories to traditional rules of thumb. In addition two situations were modeled using LaModel software. LaModel has been upgraded to import pillar grids and topographic data from AutoCAD files. Various electrical and electromagnetic (EM) geophysical techniques are currently being evaluated by the U.S. Bureau of Mines for their effectiveness in the detection and monitoring of electrically conductive (1 to 5 S/m) lixiviant (leach solution) to depths of 600 m, either above or below the water table. These techniques include magnetotellurics (MT) , controlled source audiofrequency magnetotellurics (CSAMT), resistivity and focused resistivity, ground-penetrating radar (GPR), frequency-domain electromagnetics (FEM), and time-domain electromagnetics (TEM). Of these techniques, TEM may be the most effective, but CSAMT and focused resistivity also hold promise. Geophysical computer modeling of the borehole TEM technique was conducted based on an idealized geoelectric section (layered earth) with characteristics based on the Santa Cruz porphyry copper deposit near Cas a Grande, AZ. Layer resistivities and thicknesses were obtained from geophysical data and geologic logs available from the site. Modeling of borehole TEM in both preleach and during leach situations was conducted. Simulating the TEM method using computer modeling proved to be encouraging since there were substantial differences between leached and nonleached responses. The modeling does not prove the effectiveness of TEM in the field, but does indicate that detection of deep lixiviant zones is theoretically possible.

The Bureau of Mines is operated to assist in promoting economic development through increased efficiency in the mining, preparation, treatment, and utilization of mineral substances; to aid in conserving mineral resources through preventing waste; and to help the mining industry improve health conditions and increase safety. Accomplishment of those ends is sought through investigation of scientific, technologic, and economic problems of the, mineral industries and dissemination of resulting information. Building materials of mineral origin constitute an important product of mining, and the Bureau makes studies of these in the various fields mentioned. The following commodities come within this classification: Asbestos, anhydrite, asphalt, cement, clay and clay products, diatomite, dolomite, glass and mineral wool, granite, greenstone, gypsum, lightweight building materials, lime, limestone, magnesite, marble, sand, sand and gravel, sandstone, sand-lime brick, slate, soapstone, and trap rock.

COMPREHENSIVE summary is presented of results of several years of research at the Bureau of Mines Mining Research Center at Denver on adapting and applying techniques of statistical analysis in mine and mineral-deposit sampling and in computing grade and tonnage of ore for a mineral deposit. In addition to elementary statistical theory the material presented in the bulletin includes: (1) Certain special statistical techniques that have been found useful in mining applications; (2) problems, implications, and limitations that may be encountered in applying these techniques in mine sampling and evaluation; and (3) numerous examples to demonstrate application of the theory and techniques.

Vehicle vibration exposure has been linked to chronic back pain and low back symptoms among agricultural tractor drivers. The objectives of this study by the National Institute for Occupational Safety and Health (NIOSH) were to assess driver whole body vibration (WBV) exposures and recommend interventions to reduce the risk of back related injuries, particularly relative to vehicle jarring/jolting (the transient mechanical shock components of WBV). The methodology included collecting, from two independent samples, ?eld data and health and work history data of farm equipment operators. Data were collected during mowing, raking, baling, chiseling, tilling, and road travel for different model tractors. Spraying using a sprayer and shrub removal with a skid steer loader were also included. Based on ISO 2631 (1985), the American Conference of Governmental Industrial Hygienists, threshold limit values, presents 0.5 m/s2 as the action level recommended by the Commission of European Communities for overall weighted total RMS acceleration (vector sum for axes x, y, and z) [ACGIH, 2006. Threshold limit values and biological exposure indices. Cincinnati, OH]. WBV measured at the operator/seat interface exceeded this action level. The roughest rides and highest vector sum accelerations occurred with small utility tractor mowers (3.3 and 2.8 m/s2) and a skid steer loader (1.7 m/s2). Major ?ndings from health and work history data showed 96% of participants reported having to bend or twist their necks, although 24% reported neck symptoms. Sixty four percent of participating operators reported experiencing back symptoms (e.g., pain, aching, stiffness, etc.). Recommendations included: specifying a seat that ??better?? isolates operators from jars/jolts with new tractor purchases; maintaining the seat/seat suspension and replacing worn or damaged cushions with NIOSH tested viscoelastic foam padding; using larger diameter tires with radial ply instead of bias ply construction, particularly on small utility tractor mowers, to aid in attenuating ride ??roughness??; using a swivel seat to reduce the stress on the neck from bending or twisting; and improving efforts to educate owner/operators of the adverse effects of WBV exposures. Since the data presented in this paper were collected from two independent samples, the authors were unable to draw any correlations or etiological inferences from the study. However, results were compared and contrasted with other studies which included similar vibration measurements in agriculture.

The risk of injury caused by minor roof falls continues to increase in underground mining. Most ground control injuries result from small rock falls that occur in a supported area, but do not involve the failure of the support system. In the roof, these are the "skin failures" that occur between previously installed primary or secondary bolting systems. To minimize skin failures and the associated accidents, several devices were designed and tested in the laboratory to maximize stiffness, minimize material thickness and weight, and ease material storage and handling on roof bolting machines. The goal of this project was to design and evaluate devices that can be installed with traditional primary or secondary roof supports, and that are easy to handle/install under temporary or previously supported roof.

"The curtailment of imports of foreign potash during the World War directed attention to the necessity of establishing a domestic source of potash for fertilizer, and considerable study has been given to the subject by Government bureaus, research organizations, and private individuals. These studies have covered all known sources of potash, and among them the extensive greensand deposits of New Jersey in which the potash content is found in the mineral glauconite have been investigated.Several hundred patents have been obtained covering processes for the extraction of potash from siliceous minerals, but up to the present time none have proved successful on a large commercial scale.When the investigation of the potash deposits of Texas was started by the Federal Government, the laboratory study of the drill cores was assigned to the Nonmetallic Minerals Experiment Station at New Brunswick, New Jersey, with the object of ascertaining a possible commercial method of utilization.The purpose of this preliminary study was to investigate existing literature and previous investigations to ascertain the extent and availability of the deposits, the extent of commercial success so far attained in potash extraction, the most promising known methods and by-products obtained from them, probable markets, and possibility of competition with foreign potash, and by a study of these data to determine whether further chemical engineering analysis and laboratory investigation were warranted.As the study advanced it became evident that adequate reserves of green-sand were available for many years supply. and that whereas many processes had been patented few had been tried commercially. "The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. "INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F.
