This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

The American petroleum industry is supplying the present domestic demand for liquid fuels. Known reserves of petroleum in the ground, however, are limited, and the .cost per barrel of finding new oil pools is increasing. Any deficiencies of domestic production in the near future doubtlessly could be made up by imports: Dependence upon foreign oil for part of our industrial requirements is not necessarily cause for alarm, but in time of war an adequate, dependable, domestic source of liquid fuels is vital to the defense of the country. As a national defense measure, and to insure a future continuous oil supply for our economic machine, it would appear logical to take steps now to develop methods for producing petroleum substitutes within our own borders. This undoubtedly was in the mind of Congress when it passed the Synthetic Liquid Fuels Act (58 stat.190; 30 U. S. C. Sup. Secs. 321-325), Approved April 5, 1944.The title' of the Law reads: An Act authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes. Congress authorized $30,000,000 for a 5-year program and directed the Bureau of Mines to carry it out. The part of the program pertaining to oil shale is being conducted on Naval Oil-Shale Reserves Nos. 1 and 3 (fig. 1) at Anvil Points, near Rifle, Colo.

Tasks during Phase I of this contract effort were performed in four principal functional areas. These were geology, hydrology, reclamation and mining. Data were gathered from literature reviews, mine visits, survey of manufacturers, consultation with government agencies, and unpublished or private communications with contractors and consultants. The data collected were analyzed for omissions or inaccuracies, then organized into tables, graphs and flow charts to provide a concise body of technical and cost data suitable for the engineering analyses required in Phase II of this contract. Maps illustrating estimated grade and thickness of the oil shale were prepared, some of which are included as exhibits to this report. A preliminary mine layout was performed to test the completeness of the collected data.

"The Bureau of Mines conducted research on the flocculation of various minerals with insoluble cross-linked starch xanthate (ISX) to determine its potential as a beneficiation technique for low-grade, highly disseminated ores and for selective desliming. Covellite, chalcocite, pyrite, pyrrhotite, chalcopyrite, bornite, sphalerite, galena, and molybdenite fines flocculate with ISX. Floc formation, floc size, and settling rate are dependent on pH, with the pH dependence differing for each mineral. Quartz is not flocculated by ISX. Experiments to obtain selective flocculation of sulfides from quartz were attempted. Good selectivity was only obtained for the bornite-quartz system. Post flocculation separations resulted in flocculated bornite in grades as high as 92 pct. Evidence is presented that the flocculation of many of the sulfide minerals with ISX may involve covalent bonding of the xanthate group to lattice metal site(s). INTRODUCTIONBecause of the increasing interest in selective flocculation as a beneficiation technique for low-grade, highly disseminated ores and for selective desliming, the Bureau of Mines has been investigating the flocculation behavior of several cross-linked starch derivatives containing chelating groups. This report dis cusses the flocculation of sulfide mineral fines by insoluble cross-linked starch xanthate (ISX).Polymeric materials such as ISX, which contain a chelating group of known re¬activity towards specific mineral surfaces, were first proposed by Slater, Clark, and Kitchener (1), 3 Kitchener (2), and Attia and Kitchener (3) as selective flocculants for mineral fines with particle aggregation possible through a bridging mechanism. ISX appeared to be attractive as a sulfide mineral flocculant because (1) alkyl xanthates are known to react selectively with sulfide minerals"

In the first paper of this series (R. 1. 4333) on the cooperative work with the Eagle-Pitcher Mining & Smelting Co., changes in the nature of the sinter feed were measured by corresponding changes in the retorting temperatures necessary to distill zinc at the best rates; the firing schedules summarized such changes. In this paper, third of the series, are noted same of the changes in practice that were brought about by the need to treat more fused, glassy, and "hard" sinter, as the operators qualify it. Losses of uncondensed zinc were increased by adding zinc-bearing materials from which? the zinc was readily distillable to hard sinter requiring higher-temperatures for zinc distillation. The rates of zinc distillation were increased by grinding the fuel finer; there were few benefits and loss of dust on grinding the sinter finer, unless the fine ?coal and fine sinter were brought into contact by pelletizing, and the pellets made but little dust.

As the problem of inclusions in steel has become increasingly important, more and more attention has been paid to the source of the oxide inclusions in steel. In killed steels the oxide inclusions are traceable to the reaction of deoxidizers with the iron oxide dissolved in the steel during the refining period of the open-hearth heat. In a large class of steel known as "rimming steel" the action of the steel during solidification depends entirely on the gas evolved, and this evolution in turn is controlled by the amount of iron oxide in the liquid steel in the mold. It is therefore of great importance to be able to determine the amount of iron oxide dissolved in steel and to devise methods for the control of iron oxide in any class of steel. The object of the present investigation was to obtain a true value of the oxygen content of liquid steel. If the steel has not been deoxidized, the greater percentage of the oxygen is present as iron oxide in solution.

The goal of this 42-month contract was to increase safety in low-seam underground coal mines through development and in-mine evaluation of a temporary roof support system for roof drills and floor-riding operator compartments for a loader and shuttle car. The program was performed in three phases. During Phase I, state-of-the-art canopy technology was investigated, and preliminary design and mock-up evaluations were performed for temporary roof supports for single-and dual-boom bolters and for transverse-mounted floor-riding canopies for a shuttle car and coal loading machine. The shuttle car and loader canopies were approved for further development, and the design, fabrication, testing, and certification were completed in Phase II. In Phase III, the Bureau of Mines furnished an FMC 6L shuttle car fur use in the evaluation of the canopy for 45 shifts. The shuttle car canopy was evaluated at Virginia Crews Coal Company in West Virginia. Efforts to secure an evaluation site for the loader canopy were unsuccessful. The loader canopy was shipped to Bruceton for possible future evaluation.

In addition to fractures and joints, compositional factors and bedding influence the strength of clastic sedimentary rocks. Rock mass rating schemes must therefore consider all of these factors. In this paper, a rating scheme for clastic sediments based on geophysical measurements is described. Geo-physical logging allows an approximation of rock com-position to be obtained and an assessment of bedding frequency and laminations. Velocity measurements incorporate the effects of fracturing. The rating requires scores for the intact rock, bedding/cohesion, and defects. These are combined to yield a Geophysical Strata Rating (GSR). Determination of the GSR is objective and repeatable. GSR values are typically between 20 and 80 and can be related to the Coal Mine Roof Rating.

The purpose of this development program is to design and develop a known volume air sampling pump for use in measuring the amount of radio-active material in the atmosphere of an underground uranium mine. The principle nuclear radiation hazard to underground uranium mines comes from the mine atmosphere. Daughter products of 222-radon, namely 214-polonium, 214-lead, 214-bismuth and 214-polonium, are inhaled by the miner, resulting in a relatively high lung cancer rate among these workers.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Utilization of belt air in underground coal mines has been discussed extensively during the last decade. The Final Report of the Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining formed by the Miner Act of 2006 recommends research on leakage, use of booster fans, and escapeway safety. This paper discusses the role of ventilation modeling in evaluating primary escapeway pressurization in a three-entry development system to improve emergency escape in a coal mine using belt air. The intake entry of the NIOSH Bruceton Experimental Mine was pressurized using a 1.1 m (42 in) diameter, 37 kW (50 hp) fan. The work details air movement in the simulated three-entry system and the resulting leakage patterns. Three mine ventilation software packages were compared to analyze their performance in predicting the airflows and leakage conditions with different fan settings. NIOSH researchers found that the measurement results correlated well with the results of modeling.

Mineral resource studies by the Bureau of Mines indicate three areas within the Selway Bitterroot Wilderness have mineral resource potential. Regional studies suggest that a granitic stock on the south side of the Wilderness has high potential for a Climax-type stockwork molybdenum deposit (pl. 1, no. 8); but detailed surface investigations failed to recognize a deposit. The Elk Summit area on the north side of the Wilderness contains subeconomic resources of columbium (niobium)-bearing ilmenite in placers (p1. 1, no. 19). Subeconomic silver-copper-lead resources occur in a vein on the northeast side of the Wilderness at the Clift Mine (pl. 1, no. 2-5). The study area has no known deposits of oil and Haas, coal, geothermal resources, or other energy-related commodities.

Since 1963, Bureau of Mines Information Circular 8179 has served the mining industry as a fundamental safety guide in the field of blasting agents. In the intervening 14 years, many changes have occurred, and this report presents revised and new recommendations which recognize these changes. For example, AN-FO is now supplied mostly premixed, whereas in 1963 much of it was mixed by the blaster; aluminum metal (A1) and other fuels are now often added to AN-FO to increase strength, and flake aluminum powder is used as a sensitizer in water gels; and water gels or slurries that are now extensively used were just coming into practical use in 1963. To provide the widest possible margin of safety, some of the Bureau's recommendations are more stringent than existing regulations,

In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse economic mineralization in the light of discoveries to date. Most of the development of the Malagasy econorny before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

The effectiveness of a loader-mounted fan on diesel vehicles combined with natural convection for ventilation of a dead heading (the patented Janelid system) was investigated experimentally. The results were obtained using CO2 as a tracer gas in a 1/4 scale model heading. Buoyant forces were scaled to establish similarity with full scale. For a loader moving in a typical load-haul-dump cycle, the loader-mounted fan reduced the tracer gas concentration by 26 percent compared with a reduction of 32 percent for a jet fan of four times the flow capacity.

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.
