The UNEP Shelf Programme (USP) is the access point for a collaboration of international organizations with expertise in marine geoscience and maritime law. It was established in response to a United Nations resolution, stating that the United Nations Environment Programme (UNEP), working through the Global Resource Information Database (GRID) system, should work in conjunction with Intergovernmental Oceanographic Commission of UNESCO (IOC) and the International Hydrographic Organization, to assist coastal States, and in particular developing States and small island developing States (SIDS) with submissions to establish the outer limits of their continental shelf under Article 76 of the United Nations Convention on the Law of the Sea (UNCLOS).

Research on marine gas hydrate and the methane cycle has a tradition at IFM-GEOMAR. In summer 1996 during a cruise with RV SONNE offshore Oregon (USA) scientists of the former GEOMAR recovered the largest amount of gas hydrate from the seafloor. This discovery stimulated research on marine gas hydrates in Germany and induced funding of scientific programs such as LOTUS and OMEGA with numerous innovative technologies within the special program GEOTECHNOLOGIEN of BMBF and DFG. The primary objectives of ongoing and future research are to achieve a comprehensive knowledge of: • gas hydrate distribution and quantity; • variation and regulation of gas hydrate formation and dissociation as well as of the related fluid flow; • functioning of chemosynthetic communities in methane oxidation, carbonate precipitation and methanotrophy as biological barrier against methane emission and • delineating the escape routes of methane to the hydrosphere and atmosphere.

A comprehensive multi-disciplinary marine geological survey of northwestern Graham Island, Queen Charlotte Islands, British Columbia, Canada was conducted by Offshore Survey and Positioning Services Ltd. of Vancouver, B.C. on behalf of the Geological Survey of Canada; Energy, Mines & Resources Canada, Pacific Geoscience Centre, Sidney, B.C. Canada during October 1984 and July 1985. The aim of the survey was to map both the surficial geology and geomorphology in order to identify and evaluate the nature of the nearshore sedimentation and recent tectonics including stability (slumps and scarps) seafloor faults (frequency and displacements) and both the classification and consistency of soil type boundaries and properties. Data was acquired by utilizing conventional indirect applied marine geophysical techniques including side scan sonar, precision echo sounding and complimentary soil sampling. During October 1984 a total of 320 line kilometres of data including 180 soil samples were acquired. During July 1985 a total of 300 line kilometres of data were acquired including 150 soil samples.

Earlier reconnaissance geological survey and recent mineral exploration by the Geological Survey of Japan (now part of AIST), Metal Mining Agency of Japan (now part of JOGMEC) have revealed that hydrogenetic ferromanganese crusts are widespread over rock outcrops of the floor of the NW Pacific Ocean, south and east of the Japanese Islands, despite vigorous tectonic activity, such as subduction and backarc spreading. Deposition of ferromanganese oxides has occurred since at least the mid-Paleogene over the Philippine Sea Plate region and nearby.

The Marine Minerals Technology Center has taken advantage of recent price and performance .improvements in PC hardware and software to upgrade its seismic acquisition system. In the past, single channel, high resolution, seismic data was displayed on an analog plotter and stored on tape. Associated navigation data was logged by hand or on a chart plotter. The navigation and seismic data were synchronized with time so that they could be cross referenced. The Center's new system uses PC's for the acquisition of both seismic and navigation data. Off the shelf software products were purchased for each task. Elics Delphl performs the seismic acquisition and processing, and GeoResearch, Inc. Geolink provides the navigation interface. A navigation string is sent from the navigation PC to the seismic PC via an RS232 line. This string consists of a time and location fix, as well as speed and heading data. The navigation string is then imbedded in the header of the seismic record. The Geolink software is capable of monitoring other devices in addition to the GPS used for positioning. Device inputs are attributed to the location data to provide easy construction of a navigation GIs. Currently the Center is logging fathometer data along with the navigation. As a result, a map of bathymetry along the tracklines can be available shortly after completion of the cruise.

The TAG and Broken Spur hydrothermal mounds are located on the Mid Atlantic Ridge (MAR) at 260N and 290N (respectively). Both were initially discovered by exploratory work from surface vessels and both have since been investigated by submersibles. The discovery of TAG resulted from a NOAA Trans-Atlantic Geotraverse (Rona et al. 1975) which fortuitously sampled low temperature materials on the east wall of the MAR rift valley and follow up operations (Rona et al. 1986) located the high temperature (365°C) mound some 5km to the west. In 1994, ODP deep sea drilling (Leg 158) at over 3,500 metres of water recovered core to a depth of 150 m below surface (Herzig et al. 1998) and for the first time allowed a geological interpretation of an active mound. The Broken Spur mound was accidentally discovered in 1993 when sulphide fragments were observed on a deep-sea towed camera system (Murton 1993). Later that year, exploratory submersible dives by Alvin located the hydrothermal field and the area was again explored by submersible in 1994 and 1997. Despite the amount of work carried out, our geological understanding of the MAR mounds is limited. Much effort has gone into measuring fluid chemistry whilst practical difficulties have inhibited good geological mapping of the sulphide areas. It is clear from both TAG and Broken Spur that the mounds are not necessarily located in the areas of highest heat potential. Indeed, TAG is some 2 km from the rift valley axis and has been operational for several tens of thousands of years. Hence, heat availability is not a major consideration and the most obvious control is a structural one. Mapping on Broken Spur indicates a series of isolated vent-sulphide areas, concentrated around a minor graben. Their distribution, size and nature all indicate that they are residual parts of a much larger sulphide body which was at least the size of the present TAG field. The evidence is for a cyclical pattern of mound growth -mass wasting? rejuvenation and the Broken Spur mound appears to be in the rejuvenation stage of the cycle. Mound cyclicity must be related to the supply of hot water which itself is a function of the connectivity of fracture systems. Hence, we return to the theme that the major controls in mound development are structural ones.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. "INTRODUCTIONPolymetallic nodules from the Clarion and Clipperton Zone (CCZ) within the equatorial NE Pacific Ocean show high concentration of economic important strategic metals such as Ni, Cu, Co, Mo and Rare Earth Elements (REE). The content of those metals in nodules is depending on (i) the supply during individual growing periods, (ii) the environment conditions as well as (iii) on different manganese minerals, which occur in nodules. The incorporation of the metals can vary within the structure (incorporated into the structure / over vacancies of the structure) and this can be relevant for the further metallurgical treatment.Mineralogy of Mn-nodules from the CCZ and the incorporation of metalsManganese nodules consist of nm to µm thick layer growth structures (LGS) of different genetic origin (hydrogenetic/suboxic-diagenetic). Those LGS form due to the precipitation of Mn-and Fe-(oxy) hydroxide colloids from the oxygen rich near-bottom water and/or pore water (hydrogenetic growth; Halbach et al., 1988) or from suboxic (depleted in O2 <5µmol O2/l; Hein and Koschinsky 2013)) near-bottom water/pore water (suboxicdiagenetic growth; Halbach et al., 1988; Wegorzewski and Kuhn, 2014).In general, metals dissolved in seawater will be adsorbed and complexed on the oxide surfaces according to their different surface charge. The surface charge of the Mn-Fe (oxy) hydroxides depends on the pHzpc (zpc: zero point of charge). In seawater dissolved hydrated cations (Ni2+, Cu2+, Co2+) are adsorbed preferentially on the negatively charged Mn-oxide (MnO2 -) surface (pHzpc 2.8). In contrast, negatively and neutrally charged complexes (e.g., Ti(OH4); REE(CO3)2 -, MoO4 2-) are adsorbed on the surface of Fe-oxy hydroxide colloids (FeOOH+) which have a slightly positively charged surface (pHzpc 8.5; Stumm and Morgan, 1981; Koschinsky and Halbach 1995)."

The Marine Operations and Engineering section of the British Geological Survey based in Edinburgh, Scotland have, over the last 30 years, developed and operate a series of remotely operated, and powered, seabed coring systems. These systems were initially developed to provide a cost-effective solution to ground truth seismic reflection data for regional geological mapping, where the only solution that existed was conventional and expensive drill-ships. Since the early 1990?s these tools have been used for many other applications in industry and science. Currently the systems can operate in up to 2000 m water depth for 5m seabed penetration and up to 4500m water depth for a specialised oriented core drill which collects a scribed core to 0.8m below seabed. Scientific applications focus on determining the geology of an area and follows pre-determined geophysical interpretations. It usually also follows other coring attempts with non-powered coring equipment which is invariably unsuccessful if the strata is over-consolidated sediments or hard rock. Commercial applications include cable and pipeline route surveys, diamond, gold and base metal exploration, beach reclamation and aggregate materials evaluation. In many cases there is a blend of science and commercial investigation typified by coring in hydrothermal vent areas or carrying out geological coring in a frontier oilfield province. The versatility of the drills allows cost effective and rapid operations in remote and hostile areas where a rapid investigation may be the only one possible in a short weather window. The deepwater operational capability also allows science and commercial assay to be obtained ahead of potential exploitation and allows formulation of scientific theories or commercial project plans based on sound core data. Being mobile and compact these corers may be used from suitable (Dynamically Positioned or Anchored) vessels of convenience and thus provide a cost effective platform for sampling different types of seabed geology on an international basis.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. Based on analogy with the Clarion-Clipperton zone, three main factors appear to influence the occurrence of potentially economic nodules in the study area, (i) elevated biological productivity, mainly above 50gCm-2y-l, (ii.) sea floor depth near or below the CCD, (iii) an absence of turbidite sedimentation. These conditions are fulfilled in parts of the following basins, where available data indicate that high grade and sometimes abundant nodules occur. i) The East Central Pacific Basin west of the Line Islands extending to the East Central Pacific Basin north and east of the Phoenix Islands ii) The West Central Pacific Basin west and northwest of the Phoenix Islands iii) The North Penrhyn Basin north of Penrhyn Island Notwithstanding the similarities between the environmental conditions under which potentially economic nodules occur in the Clarion-Clipperton zone and in the areas listed above, such similarities may relate only to present day conditions. During the possibly long periods of nodule formation, environmental conditions may have varied, and the deposits formed under conditions different from those prevailing at the present day. However, the fact that both present day conditions and the deposits in the two areas do show similarities suggests that applying the same genetic model to them has some validity. Possibly, any changes in environmental conditions during the period of formation of the deposits has been similar in both areas. Such uncertainties can only be resolved by a much fuller evaluation of the evolution of nodule deposits in both areas throughout recent geological time.

Seafloor massive sulfides have been a subject of interest for profitable commercial mining these ten years. Because of the higher Au, Ag, and Cu contents, they have received much attention as immediate commercial mining targets by private companies and nations. Some of them already proposed the technologies necessary for the commercial mining. However, the technologies for survey, excavation, lifting, and ore dressing have not yet well been examined from viewpoint of the economy. In this presentation, the authors present some key factors and improvements for better economy in the mining.

Ocean floor sulfide deposits are now known from many parts of the world mid-ocean ridge system and from some seamounts. Clearly they can be expected to occur commonly on the ocean floor. However, only two or three of the known deposits appear to approach the million-ton size, and in none of the deposits has the grade been well-defined. Can knowledge of the processes that happen within the hydrothermal plumbing below deposits help define the conditions under which large, high-grade deposits form? Here I review present knowledge of ocean-floor hydrothermal processes to attempt a first answer to this question. There are three sources of information about these processes. The solutions emerging from active systems must be compatible with patterns of alteration that underlie the volcanogenic sulfide deposits of ophiolite complexes, which are slices of ocean crust thrust onto land. Both of these types of evidence can be linked by computer modelling of the exchange of heat and metals between rocks and flowing water.

Natural methane hydrate has been scientifically studied as a global carbon reservoir. However, in Japan, it?s potential as an energy resource has been industrially highlighted, because there are few domestic oil and natural gas resources in Japan, but many potential deposition areas for methane hydrate in the sea around Japan. Less CO2 discharge from methane compared with coal, oil and conventional natural gas for the same calorie value is considered an advantage for its use as an energy resource. Because methane hydrate is distributed at shallow depth in sediments on the ocean floor, accidental leakage of methane may occur while we utilize methane hydrate. Methane itself has a considerable impact on the greenhouse effect, if it reaches the atmosphere. Therefore, it is necessary to estimate its behavior in the environment after leakage if we want to use methane hydrate as energy resource. The mass balance after leakage of methane on the seafloor and in the water column can be studied through the analyses of natural cold seepages and hydrothermal activity.

One of the obstacles during the initial phases of project development is the assessment of the environmental impact. Mining residue, consisting of fine seafloor sediments, are to be discharged subsea to mitigate the impact of these suspended particles. In order to test the effectiveness of discharging in proximity of the seabed, a numerical model is developed within the open source software package OpenFoam. Dedicated laboratory experiments for numerical model validation are discussed within this paper. INTRODUCTION Siltation is considered one of the major pressures on the environment for a seabed mining operation. Siltation is defined as the pollution of water by a high concentration of suspended sediments like clay or silt. This can be caused by two main activities during the mining process: the spill loss during the excavation and the return flow of undesired seafloor sediment after ore filtration on the ship. In a concentrated cloud, these fine particles form a so-called turbidity plume. Prediction of the size of these plumes and the created layer thickness of deposited sediment is a crucial part of the environmental impact assessment. The challenge in predicting the behaviour of these plumes is found in the wide range of scales involved in the process. At the point of origin, the turbidity plumes spread mainly under the influence of turbulent whirls created by an initial momentum and a buoyancy difference due to the presence of the suspended sediment particles. If carried by ambientcurrents, these plumes can spread for several kilometres before blending in the background.

Much of the aggregate that is being exploited at present from these areas is a ?relic? deposit. It was originally eroded from primary source rocks and transported to a depositional centre by processes that are now either greatly reduced in effectiveness or are largely absent at the present time. Following the retreat of the Devensian ice sheet, the subsequent rise of sealevel and the drowning of large areas of the continental shelf along with the lower reaches of many rivers, a fresh sequence of sediment sources, pathways and sinks now exist. Sediment is being eroded from several, pre-existing source areas and transported along different, well - defined pathways to a number of new depositional sinks. Some of the present, licenced, aggregate dredging areas lie close to these sources, pathways and sinks with the consequent dredging activity being perceived by some as interfering with the ?natural process? that links the offshore and the coastal / littoral zones. With this perception in mind, the principal, sources, pathways and sinks between Flamborough Head and Beachy Head will be highlighted and the relationship of dredging activity upon them, evaluated. It will be demonstrated that offshore dredging activity has no effect upon supplies of sediment to coastal beaches.

Ferromanganese crusts on the seamounts in the Pacific Ocean are potential resources of cobalt, nickel, platinum and REEs. Particularly, those of the Republic of Marshall Islands and the Federated States of Micronesia (FSM) waters are believed to be of the highest resources potential area in the Pacific Ocean. The total six cruises using the Japanese Research Vessel Hakurei Maru No. 2 were carried out in the seamounts of the Marshall Islands in 1996, 1998 and 2002, and of the FSM in the 1997, 1998 and 2005 for evaluation of economic potential for cobalt-rich ferromanganese crusts as part of the Japan-SOPAC joint project. During these cruises numerous data such as bathymetric, geological, geophysical and environmental data were obtained. Geophysical exploration with backscatter mapping and side scan sonar, visual imaging using towed TV camera and geological sampling using dredge bucket and/or benthic multi-coring system (BMS) were conducted on these seamounts. In this presentation, we will report the mode of distribution of the crusts and calculated resource estimation based on the results of these geological and geophysical shipboard survey and land-based analyses.
