The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Occurrence of hydrogenetic ferromanganese crusts has been well documented over inactive seamounts in the central and southern Pacific Ocean. It has been thus believed that the hydrogenetic crusts develop preferentially at water depths between about 800 to 2500 meters. In fact, according to the Manganese Crust Database (F. Manheim, 1988), only two occurrences are known at water depths below 5000 m out of 819 occurrences cited in the database. Unexpectedly, we found typical hydrogenetic ferromanganese crusts from deep-sea floors; 1) outcropping old volcanic basement over the Philippine Sea Plate (abandoned spreading centers and subducting old oceanic crusts) and 2) one from the slope of an abyssal hill in the Central Pacific Basin (Cretaceous deep-sea basin) at water depths ranging between 5200 to 6100 meters. We report their occurrences with submersible observations from Shinkai 6K, physical parameters (such as thickness of crusts about 2-4 cm in maximum), chemical composition, petrology of substrate, and results of Be-10 dating for some samples in comparison with typical Co-rich manganese crusts from the Central Pacific seamounts. The preliminary chemical and mineralogical analyses reveal that they are of typical hydrogenetic origin, and typical of iron-manganese oxide mineral, vernadite, slow and probably continuous growth, and lower content of Co than the Central Pacific seamount crusts. The occurrences and nature of the crusts indicate that deep-sea floors are also optimal for the growth of hydrogenetic crust even at 5000 m water depth or deeper, only if oxygenated deep waters are supplied and the sea-floor morphology keeps stable enough for significant geological time period. Additional details of chemical analyses will be prepared by November and to be shown in the conference.

The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

As for Earth, where human beings live, approximately 70 % of its surface is covered by oceans. Today, advanced technology has led us to understanding the abyssal ocean floor through the use of submersibles and ROVs (remotely operated vehicles) for the last 30 years. Furthermore, the oceanic crust beneath the abyssal floor still remains an unexplored scientific frontier due to the lack of a direct approach. Exploration of this frontier is required to enhance our understanding of the mechanism of the M.8 class plate-subduction-type earthquake, of generation of the big tsunami, that caused the disaster, and of the paleo-global environmental change as well as of the origin of life as viewed in deep water thermal vents.

Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

Fine-scale dating is a key parameter in characterizing the growth history of hydrogenetic ferromanganese crusts. We once compared several dating methods, micropaleontological (calcareous nanofossil), radiometric (10/9Be), and paleomagnetic (step-wise measured inclination) methods on single samples, but these independent methods were not consistent with each other (Joshima & Usui, 1999). For example, a 4-cm thick crust was dated as 3Ma by the fossil-paleomagnetic combined method, while it dated older than 5.5 Ma by Be-10 dating. This discrepancy suggests a question if the Be-10 radiometric method can give us false ages or growth rates (Usui et al., 2002) because of post-depositional change, diffusion or other reasons. In order to answer the question, we conducted ultra-fine magnetostratigraphy with a SQUID microscope on the same hydrogenetic Mn crust sample. Rock magnetic measurements revealed that the main magnetic mineral is well dispersed single domain grains, which is typical to magnetite but not yet specified (Oda, 2005).

Despite the very large offshore Exclusive Economic Zone (EEZ) area of Greenland (in excess of 2 mill. km2) virtually no work has been carried out on marine minerals on the ocean floor. Apart from a single reconnaissance survey by a mining company, major activities have been those of oil companies exploring the West Greenland shelf in the early seventies. The West Greenland shelf and its extensions is the most obvious area for year-around accessability when looking for marine mineral deposits. So far, only one onshore placer deposit has been found - ilmenite deposit near Thule, NW Greenland, whereas a gold placer in South Greenland presently is being evaluated.

"We report here on current topics of our project, based on the results of recent cruises and laboratory analysis, about the diversity of compositions and configurations of the hydrogenetic ferromanganese deposits in several Northwestern Pacific Seamounts. This recent research has discovered important aspects of these deposits regarding the mode of variation with water depth, topography and substrate geology, possible bacterial mediation, temporal variation with age in mineralogy, and major and minor element chemistry. All cruises and analysis have been supported by the facilities and staff of the Japan Agency of Marine-Earth Science and Technology (JAMSTEC), Japan Oil, Gas, and Metal resources Corporation (JOGMEC), Geological Survey of Japan, and Kochi Core Center (KCC) using a remotely operated vehicle (ROV), a monitored rock drilling system, dredges, and manned-submersibles in the NW Pacific seamounts,The results indicate that most of the rock outcrops on the slopes, shoulders, and much of flat tops are covered with maximum 10-cm thick crusts, but the thickness, metal content, and microstructural properties are not always uniform over the seamounts, but variable in space and time. The micro-stratigraphic description of whole-rock samples indicates a history of deposition and sedimentation, which control the diversity in bulk composition and abundance caused by the variable incorporation of iron-manganese precipitates into the deposits during variable environmental conditions. We conclude that hydrogenetic precipitation of iron-manganese oxide has taken place for more than 20 million years at a growth rate about 4-6 mm/my, in water depths below 1000m. The results indicate a fairly continuous and constant metal deposition since the middle Miocene age or older to the present. Our case study of geological sciences at a model seamount within the Japanese EEZ suggests that scientific knowledge is useful and essential in exploring mineral deposits, economic estimation, and designing systems, if supported by well-combined geological and oceanographic and biological research. The distribution map of ferromanganese deposits and geological map will be published soon in 2017 to be issued by the Geological Survey of Japan."

While direct study of high temperature hydrothermal activity and the associated mineral formation as well as study of their scales are possible in the modern ocean, researchers are deprived of such opportunity for past geologic time. Even in cases where hydrothermal deposits that formed in the geological past are preserved they have been covered by sediments or overlain by lava and have become inaccessible after a time for obser-vation and sampling. Rarely are these buried hydrothermal deposits found during deep-sea drilling or coring operations, and their direct study on an ocean scale is impossible at present. Even within hydrothermal fields, without special preliminary detailed surveys, the probability of intersecting hydrothermal edifices that are covered by sediments becomes a rare event.

The northern Izu-Ogasawara Arc is characterized by an abundant distribution of submarine calderas along the volcanic front to the back-arc rift zones. In many of these calderas hydrothermal activities are observed. Among these calderas, hydrothermal ore deposits with economically feasible quality and amounts are hosted at two calderas, the Myojin Knoll Caldera and Beyonnaise Knoll Caldera. We conducted two research cruises in 2005 and 2006 to investigate further hydrothermal activities and ore deposits in these calderas and to complete the geological and geophysical mapping in the area. We discovered a strong signature of hydrothermal activity in the Myojin-sho Caldera using AUV capabilities. Newly obtained geological and geophysical data clarified the relationship between back-arc rifting tectonics and hydrothermal activities in the area. Five calderas (two of them newly found) and numerous (>200) volcanoes are mapped in the area. Complete SeaBeam coverage showed a distinct feature of the back-arc rifting activity and its relationship to the submarine calderas on the volcanic front. The back-arc rift zones composed of four segments separated by E-W trending volcanic ridges. Three of the calderas are located in the rift zone and are heavily deformed by the rift normal faulting that typically trend NNW-SSE. As the Beyonnaise Caldera is located in a swarm of faulting zones at the eastern end of the back-arc rift, the formation of the hydrothermal ore deposits found in the Beyonnaise Caldera are apparently affected by these faulting activities. Newly found submarine calderas are located in the rifting zone and are heavily faulted.

Recent studies estimate the depletion mid-point (dmp) for conventional natural gas to be reached around year 2022, and for conventional oil to be reached around year 2017. These numbers are based on simplified assumptions of unchanged demand and do not include increasing reserves from discovery of new fields and also do not include a shifting of resources to reserves e.g. due to an increasing oil price (Gerling et al., 2005). Anyhow, these prospects require conventional hydrocarbons to be substituted in the near future.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. The International Seabed Authority is currently considering regulations for prospecting and exploration for polymetallic sulphides and cobalt rich crusts. The deposits of these two types of minerals are very different from polymetallic nodules for which the Authority has already adopted regulations in 2000. The presentation will discuss the nature of the deposits, the inadequacy of information and data concerning these deposits and their environment, as well as the problems of defining the method of allocation and the size of the areas to be licensed for exploration, and those to be retained for exploitation; the current status of the draft regulations being considered by the Council of the Authority.

Hydrothermal activity is well known from many locations on most mid-ocean ridges, but no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27°51S / 63°56E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at a water depth of 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. Massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed; these chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground as well as pathways for the fluid circulation.

Six active Kermadec Arc submarine volcanoes located between 34°S and 36°30?S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the RV Kai?mikai-O-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, plume production and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial poly-metallic sulphide deposition. Hydrothermal venting at a water depth of 1700 meters within the base of the northern wall of the summit caldera of Brothers Volcano has produced a field of chimneys, some of them 5 metres high with black smokers venting. Temperatures of 300°C were measured within the active vents. Clark Volcano has a double cone summit at a water depth of 875 metres. The shallowest cone has a near-summit hydrothermal vent field with 5-meter high venting chimneys and smaller structures around the periphery. Water temperatures of 200°C. Geochemical and petrological analysis of the massive poly-metallic sulphide samples taken from Brothers and Clark show a diversity of mineralogy. This diversity is clearly a function of hydrothermal water temperature. Chimneys sampled from Brothers are pyrite and sphalerite dominant with lesser chalcopyrite. Sulphides from Clark Volcano tend to be barite rich with lesser sphalerite and pyrite. Sulphides from Brothers Volcano have a range in gold composition of 4 to 58 ppb with silver composition of up to 38 ppb. A mineral formation model for the volcanoes suggests hydrothermal fluid boiling within the volcanic edifice for those volcanoes with shallow summits and massive sulphide deposition with the edifice as well. Surficial deposits include native sulphur and lower temperature oxides. Only the deeper water Brothers Volcano shows massive sulphide deposition along the marginal faults of the caldera floor.

Manganese nodules, as metal ores, have for the most part been cast aside from further consideration within this century. However, in the decade of the 90s, rising demand at all levels of society, for clean air give nodules a new - lease on life as a stack gas cleaning agent. Further, the Clean Air act of 1990, mandates enormous outlays to bring systems into compliance with new stringent standards. Quick corrective actions are imperative. Research beginning in the 1960s proved nodules possess unique qualities to remove acid compounds from stack gases. Early this year, the National Science Foundation awarded General Electric an $83 million contract to design a system to extract oxides of sulfur and nitrogen from coal fired power plants. Environmental damage is abundantly evident on the ground, from the air as well as form space. A dirty pall of yellow-brown smog is smothering both animal as well as plant life around the globe. Losses run into billions!

Since becoming a public company in October 2005, Neptune Minerals has continued to advance its primary aims. Hydrothermal marine manganese-oxide deposits (HMMD) are cemented and variously replaced volcaniclastic and biogenic sediments that were mineralized by distal, low- temperature, hydrothermal fluids. HMMD predominantly form below the seabed as sediment-hosted statabound deposits but can also form on the seabed. These deposits form at oceanic and back-arc basin spreading centers, volcanic arcs, and mid-place hotspot volcanoes. HMMD have traditionally not been considered to have an economic potential because they were considered to be devoid of economically valuable critical elements. This contrasts with their non-hydrothermal counterparts, ferromanganese crusts and nodules, which are enriched in many critical elements. However, manganese is now one of the critical metals and HMMD have the highest manganese contents (up to 55% Mn, so- called battery-grade Mn) of all the types of deep-ocean mineral deposits. There is a growing demand for this critical metal and an upward trend exists in the price of manganese on the global market. Also, other critical elements can occur in high concentrations in some HMMD and their economic potential has not been considered, especially for lithium (up to 0.17%) and molybdenum (up to 0.24%), but also vanadium (to 820 ppm), chromium (to 346 ppm), and nickel (to 0.45%), among others. Which of these critical elements are enriched and their concentrations depend on the types of rocks leached at depth by the hydrothermal fluids, the composition of hydrothermal minerals precipitated in the higher temperature parts of the circulation system, and the types of sediments mineralized by the manganese oxides. For example, mineralization of a carbonate sediment resulted in the highest lithium contents, whereas leaching of ultramafic rocks at depth as a rule results in the highest chromium and nickel contents in the HMMD. These deposits are known to be widespread, especially in volcanic arcs, but their lateral and vertical extents and consequently size, tonnage, and grade have not been determined. Most samples of hydrothermal deposits have been collected by dredging and therefore the in situ relationships often are not known. One sample from the Mariana volcanic arc, west Pacific, was collected by ROV at 1274 m water depth from a layered outcrop 6.6 m thick that may be a sequence of pervasively mineralized volcaniclastic layers and offers the first clue as to the potential vertical extent that these deposits may attain. However, only the top ~0.4 m-thick layer was sampled, so it is not known whether the mineralization extents throughout the outcrop. Although large manganese deposits of various origins occur on the continents, they consist of manganese carbonates, silicates, or complex mixtures of manganese minerals. In contrast, marine hydrothermal HMMD exhibit relatively simple mineralogy that would make processing of this potential ore much simpler.

It is well known that significant quantities of mineral deposits exist in the oceans. Most of these resources cannot yet be classified as economic "reserves" in the strict sense of the term, but they serve as backstops to deposits of identical minerals produced onshore. The prospects for the commercialization of ocean mineral resources will depend upon factors affecting both supply and demand, including, among other things, changes in consumption patterns, technological developments, new discoveries, developments in markets for complements and substitutes, and environmental regulation. In this presentation, we examine broad trends in mineral prices, as one of the most summary measures of the prospects for the commercialization of ocean minerals. Further, we report on any recent developments in the relevant product markets that may affect the potential for commercialization.
