This paper explores the financial impact of the initial version of the Saskatchewan Potash Reserve Tax; first, a one; and second, in conjunction with the other taxes affecting the industry's profitability. A though the introduction of the Reserve Tax is shown to lead to a substantia increase in a hypothetical firm's effective tax burden, the more unusual outcomes frequently attributed to this levy on y occur after the imposition of other non-provincial tax rulings. Despite this qualification, the results obtained suggest that the Reserve Tax undoubted y acted as a catalyst in the polarization of attitudes during the ear y period of industry/government confrontation

"Fatigue and corrosion fatigue measurements were carried out on five commercially available metals -four steels and an aluminum alloy -which are used as structural materials in mine shaft conveyances. In the corrosion fatigue measurements, drain waters collected in the shafts of three different Canadian mines were used as corrodents. The mine waters had been selected on the basis of their relatively large differences in acidity and/ or composition.It was found that the corrosion fatigue strengths of the four steels were similar, despite their differences in tensile properties, and that the type of water used in the tests had little effect on the results. Mild steel showed the highest and most consistent values of the damage ratio (ratio between the corrosion fatigue and the plain fatigue strengths at 107 cycles). The corrosion fatigue behaviour of the aluminum alloy (ASTM Type 6061-T6) was found to differ markedly in the three mine waters. A high damage ratio (i.e., superior performance) was shown in a mine water in which the corrosion attack was uniform; much lower damage ratios were shown in waters which produced localized corrosion attack. Corrosion rates were too low to be deter-mined conveniently by conventional weight-loss methods, but calculations from polarization curves provided a rapid demonstration that corrosion rates were distinctly lower in the mine water which produced high damage ratios."

"The Mount Tolman porphyry Mo-Cu deposit is 64 km south of Republic, Ferry County, Washington. It occurs in the composite Keller Butte pluton, which consists of the Keller Butte porphyritic biotite granite and granodiorite, the Mount Tolman quartz porphyry granite, and the Meadow Creek biotite granite phases. The three phases range in age from 61.3 Ma ± 2.3 Ma to 55.7 Ma ±2.0 Ma. The stockwork deposit occurs in the Keller Butte phase above the contact with the Mount Tolman quartz porphyry granite.Mount Tolman is a hybrid calc-alkaline deposit that has features of both a Climax-type and a plutonic type. Prior to post-ore faulting, the deposit had a flattened hood like shape. In plan it is elongated- 1.6 km wide, 3.2 km long, and up to 609 m thick. The orebody has a 292 o strike. It contains a geologic reserve exceeding 2.18 billion tonnes of ore averaging 0.093% MoS2 and 0.09o/o Cu using a 0.048% MoS2 cutoff. Of this total, 816 million tonnes of measured and indicated ore averaging 0.097% MoS2 and 0.09o/o Cu could be mined by open pit with an overall waste-to-ore ratio of 0.91 to 1.The deposit is a stockwork of quartz and quartz-sericite-pyrite veins and fracture fillings that contain molybdenite, chalcopyrite, sphalerite, and magnetite. Five separate episodes of fracturing and mineralization produced the orebody and were followed by four additional episodes of fracturing with sulrgrade mineralization. The Mount Tolman deposit contains propylitic, argillic, phyllic, topaz greisen, and potassic alteration zones. Extensive silicification overlaps the K-feldspathized, quartz-topaz, and phyllic alteration zones."

Furnace run-outs can cause extended furnace downtime for repair, while leaks or more severe failures in the cooling system can lead to brick hydration or in severe cases, steam explosions. These incidents can result in lost production, damage to equipment, injuries and casualties. To prevent such incidents, reliable and accurate techniques to monitor the critical components of the furnace such as refractory lining, furnace structure, taphole integrity and main water circuits are required. This paper describes several advanced methods that have been developed to assess the condition of furnace integrity, refractory lining, tapholes and cooling water circuits.

Reference to the original use of the terms Laurentian and Huronian (and its extension), shows that the former was applied to granitized sedimentary and metamorphic pre-Cambrian rocks, and the gneissoid igneous rocks associated therewith, and the latter to non-fossiliferous rocks supposed to be later. But it appears from the work of Collins, Quirke and others that there is more or less of an overlap, and that of the original Laurentian the Grenville limestone, and some of the granites, may be later than the lowest part of the original Huronian. Before we can decide whether to abandon one or the other of the two terms, or how to delimit them, it is important to know the extent of this overlap. The Pb :U ratio, though not to be depended upon too minutely, does give a real idea of the age of a mineral as it increases with the decay of uranium, and so is greater the longer the time since the uranium was separated: and there are reasonable prospects of help there from in getting a knowledge of the relative age of different granites to assist in solving the problem, as facts already collected show. 1. "Numerical modelling is becoming universal in rock engineering practice. Most applications focus on the prediction of failure loads of 2D problems, where the numerical models are useful extensions to analytical methods and experience-based design criteria. For 3D problems and problems where the assessment of serviceability indicators – displacements, ground-structure response, etc. – are of importance, the selection of the constitutive models themselves and the implications of the selection of material parameters may have a very heavy impact on the reliability of the model outcome and its predictive capability.This paper overviews basic common aspects of constitutive equations used in practical rock engineering and summarizes some challenges that are frequently observed when reviewing numerical models performed for routine problems in rock engineering. INTRODUCTIONNumerical methodsFrom a philosophical perspective models, either analytical or numerical, are idealizations of a perceived reality. For us engineers, models are just tools we use to guide our judgement and understanding of the problem in hand. When dealing with problems in rock engineering, we resort to a wide range of techniques:1. Closed form solutions like confinement-convergence methods for circular tunnels: these methods satisfy equilibrium and compatibility requirements at the cost of a crude simplification of the material behavior and geometry;2. Limit analysis methods, like bearing capacity formulas: lower bound methods satisfy equilibrium but sacrifice compatibility, and upper bound methods do the opposite. Material behavior must be simple, geometry admits limited freedom;3. Limit equilibrium methods, like method of slices for slope stability: they satisfy restricted forms of equilibrium, do not satisfy compatibility requirements, require simple material behavior but have a much greater flexibility on geometry;4. Numerical methods, where a mesh is employed to discretize the problem geometry: when properly formulated, these methods satisfy equilibrium and compatibility requirements and give reasonable approximations to the behavior of very complex geometries and construction sequences. Very little restrictions remain on geometry and material behavior, but the cost of calibrating the material parameters can be very high."

Proper calibration of portable gammaray spectrometers and spectrometric logging equipment is essential if they are to be used for accurate quantitative determinations of radioelement concentrations. In the case of both types of equipment, it is necessary to determine the system calibration constants (stripping factors and sensitivities). In the case of borehole logging equipment, it is further necessary to determine the system response characteristics if the data are to be computer processed to improve the accuracy and resolution of the logs. Facilities are now available near Ottawa for the complete calibration of portable gamma-ray spectrometers and spectrometric logging equipment, in addition to already existing facilities for calibrating airborne gamma-ray spectrometers. Limited additional facilities are also available or planned in several other areas of Canada.

Mineral scale formation is prevalent in numerous mining operations. Such scale formation can occur in the direct-contact heat exchangers ahead of an autoclave. In these heat exchangers, the incoming slurry comes into contact with steam in a stage-wise fashion, which is re-circulated from the downstream flash vessels to heat the slurry in stages ahead of the autoclave. Calcium sulfate scaling causes severe problems in mining operations where increased temperatures are involved due to rising temperatures promoting calcium sulfate scaling through a decreasing solubility. In a number of these operations, the scale formation can occur in the presence of mineral solids, where fine-grained charged particles are at concentrations in excess of 35%. Scale prevention is not difficult in standard aqueous systems; however, the presence of solids leads to significant deficiencies in the prevention of scale due to the adsorption of the polymer onto the charge solids instead of the polymer interaction with the scale. Therefore, a technical solution to prevent mineral scale build up occurring in presence of pulp slurry in mining operations is needed. Several novel antiscalant technologies were developed and evaluated which provided a substantial improvement in the scale prevention in such systems.

Horizontal Single Belt Casting (HSBC) is a near-net-shape casting process in which molten metal is directly cast into thin strips, at high cooling rates (order of several 100°C/s), with the potential for high volume, friction-free, continuous production of metal strips. This casting process was used in the present work to produce strips of Al-Mg alloys in the AA5000 series, with additions of Sc and Zr. Such aluminum alloys show exceptional potential as a structural material for transportation/aerospace applications. To demonstrate the suitability of the HSBC process to manufacture competitive strip products of Al-Mg-Sc-Zr, the mechanical properties and microstructures of the strips produced using the HSBC process were compared with conventionally cast products. The effects of annealing on the mechanical properties of the strip-cast Al-Mg-Sc-Zr alloys were also investigated.

The Quality index is a useful tool allowing to assess the metallurgical quality of aluminium AlSiMg foundry alloys (A356/357). Its value is calculated from the ultimate tensile strength and elongation; it increases with the metallurgical quality of the casting, i.e. with finer dendrites, lower microporosity and inclusion count and lower iron content. This Quality index does not depend on the degree of temper applied during the heat treatment (aging time and temperature). After defining the Quality index, it will be explained how it can be predicted from the knowledge of the local solidification conditions obtained from modelling. The paper will then present four case studies of castings for which the prediction of the Quality index by modelling was made. These case studies from different authors will involve the three most common casting processes used for producing high integrity aluminium castings, namely: sand casting, permanent mould casting and investment casting (lost wax). In all cases, the accuracy of the prediction will be assessed by comparing the predicted Quality index distributions to the experimental values based on the published measured values of the local tensile properties.

"A technique by which the design of a flotation circuit may be optimized is described and examples of the application of this methodology are given.Three interrelated criteria are defined and the application of these criteria to the selection of the optimum residence time for each stage of a flotation circuit is demonstrated. The criteria are:(1) Add no material to the concentrate that is lower in grade than the feed to that separation stage.(2) Maximize the difference in recovery between the desired mineral and the gangue.(3) Maximize the separation efficiency.Three independent systems were examined experimentally and it was shown that application of any of the criteria yielded similar results.It was demonstrated how the application of rate measurements (Criterion #2) could lead to the selection of a set of optimized times for several stages in a flotation circuit and that these could in turn be used to simulate the results of a locked cycle test. The predictions were checked against the experimental results from a locked cycle test and there was substantial agreement between the predicted and observed results."

Real time analysis of ore quality between the mine and mill provides major benefits to copper mining and processing operations. Prompt gamma neutron activation analysis (PGNAA) is a proven technique that has been successfully applied for real time conveyed flow multi-elemental measurement. The advantage of PGNAA is that it measures through the full conveyed cross section continuously and provides representative element measurement without the need to constantly sample coarse (primary crushed) conveyed flows. High specification PGNAA analyzers enable accurate measurement over time increments as short as thirty seconds. Elements such as copper can be measured to a precision of 0.02% copper which is sufficient for high confidence in decisions for bulk flow diversion. Increments of eight tonnes are being diverted through a bulk ore sorting application to remove batches of waste from mill feed as well as divert material to different stockpiles based on ore quality. Longer measurement increments of two to five minutes are suitable for blending control of ores to reduce feed quality variability and to control average ore quality within a target range. Feed blends can be adjusted as frequently as required but typically multiple measurement increments are composited to produce a rolling average ore quality. The paper details two case studies where analyzers have been successfully used to measure conveyed flows for blending and bulk diversion applications. The real time measurements of ore composition are also used for ore reconciliation, in metal accounting and providing process operators with advance warning of ore quality changes that may affect grinding performance and cause process upsets. Real time ore quality measurement has proven beneficial in improving copper processing performance through better utilising plant capacity in a leaching operation, optimising ore feed quality, and reducing unnecessary processing of waste. INTRODUCTION Representative real time elemental analysis of conveyed ore quality using fully penetrative technologies has been available to the minerals industry since the 1990s. The Prompt Gamma Neutron Activation Analysis (PGNAA) technique was developed into a conveyed material analyser and soon adopted by the cement and coal industries which recognised the benefits in real time quality management. These commodities were ideally suited to this measurement technique as operations generally involved conveying bulk material prior to processing. Measured quality was used to divert material to different destinations or used to control blending for improved quality consistency. Uptake in the minerals industry, however, has been slow until the last ten years, and particularly until the mid-2010s.

"Today's market for columbium has only developed in the last two decades, and in this sense it is ""newer"" than molybdenum, vanadium and most other steel alloying elements. In this short period, it has assumed a very important role in steel alloying and in superalloys. From a few hundred thousand pounds of columbium in 1960, consumption has grown to nearly 30 million pounds per year, with a market value approaching two hundred million dollars.To assess the outlook for columbium, we will first consider the historical development of consumption and supply, particularly noting that all of today's major mines were developed during the last two decades. From current production, we will attempt to reasonably project the future. This future may well include new producers, particularly some producing columbium as a co-product with tantalum.The growth of current applications, and emerging new applications, will be considered with regard to future consumption and in relation to future trends in pricing.IntroductionThe nineteenth century was a busy time for the discovery and naming of new elements. Among those discovered were columbium in 1801 and niobium in 1844. Although it was later shown that columbium and niobium are the same element, the two names are still used today. Niobium has been pronounced the ""official"" name by the International Union of Pure and Applied Chemistry, but columbium is still widely used in commercial practice, and we have chosen to use columbium in this paper."

"Abstract -Vanadium mineralization occurs in oxide-rich horizons within the layered gabbro zones of the upper parts of the Bell River Complex, Matagami, Québec and the Lac Doré Complex, Chibougamau, Québec. The vanadium-rich horizons are well defined on the ground and in aeromagnetic surveys by their high magnetic susceptibility; consequently, magnetic susceptibility can be an indicator of vanadium mineralization. The main oxide minerals are ilmenite and titanian magnetite, containing 20% to 70% of volume and the ratio of titanian magnetite to ilmenite is relatively constant, ranging from about 1:1 to 2:1. Their sizes are less than 5 µm to greater than 1 mm to 2 mm, occurring as coarse- to medium-grained subhedral crystals intergrown with cumulate silicate minerals (plagioclase, pyroxene, etc.). Electron microprobe analyses indicate that the ilmenite grains are mineralogically and compositionally homogeneous and have low V contents (average 0.18% equivalent V2O5). In contrast, the titanian magnetite grains are inhomogeneous, consisting of trellisworks of ilmenite lamellae in Ti-poor, V-rich magnetite [less than 2 wt% TiO2, and 1.41% equiv. V2O5 (1.16% V2O3) for 20 analyses]. Thus, the magnetite is the principal ore mineral of vanadium; it hosts vanadium in the form of V3+, not V5+, as is commonly and erroneously reported. We have also devised a flowchart for the beneficiation of vanadium-titanium ores. Commercial tellurium commonly contains heavy basemetal impurities such as lead, copper, iron, etc., as well as selenium and oxygen. The base metals may be removed by vacuum distillation or by zone melting. Vacuum distillation is a convenient method for treating moderate quantities (~ 100 kg.) for the production of a material having a total content of heavy metals in the 10-30 ppm range. By zone melting, it is possible to lower all the heavy metal impurities tm below the limits of spectrographie detection. Neither vacuum distillation nor zone melting is effective for the removal of selenium, but treatment of molten tellurium with hydrogen converts selenium to hydrogen selenide. This procedure is too s low to be considered except as an adjunct to zone melting. In the course of air-melting, many of the more easily oxidized impurities form a dross and may thus be readily removed. Substantial refinement with respect to iron, tin, chromium, aluminum, sodium, silicon, magnesium, calcium and manganese can be achieved in this way. Although tellurium can be electrodeposited from either acid or alkaline solutions of the dioxide, various factors militate against successful electro-refining, amongst which may be mentioned the brittleness of cast tellurium anodes and the tendency for the metal to be deposited in dendritic form, even at low current densities.

The introduction of froth flotation technology in Canada, and in particular, in British Columbia, began not long after it was successfully applied in the Broken Hill mining area of Australia which began around 1905. It proved to be a revolutionary and transformative technology that resulted in marginal operations in copper, lead and zinc becoming profitable in spectacular fashion. The paper presents the technology of both oil flotation and froth flotation in the context of the challenges of the time and its early application in British Columbia at the Le Roi No.2 mine (1903), the Britannia Copper mine (1912), and at the Allenby concentrator of the Copper Mountain mine (1918-19). New-found archival documents indicate the Britannia application to be the first production application of froth flotation for copper ore outside Australia, a claim that is currently made by the Braden mine (now El Teniente) in Chile. Flotation was initially an add-on process following gravity methods but was rapidly shown to be far superior method for the bulk and selective recovery of metal sulphides. Flotation proved particularly successful for the recovery of zinc sulphide (the so-called ‘zinc problem’) which was considered a contaminant at the time. The ‘copper problem’ related to the poor recovery of fine copper sulphide particles that were not amenable to gravity methods. The success of flotation led to changes in both the scale and methods of mining, concentration and smelting in a manner that allowed integrated mining companies to flourish. Many are still with us today. INTRODUCTION The advent of froth flotation in the early 20th century was truly a revolutionary technological development, not only for the mining and metallurgical industries, but arguably more so for business and society overall. The Canadian technology historian Jeremy Mouat stated (1996) “The development of flotation was the greatest single metallurgical improvement of the modern era...it is not overstating the case to claim that flotation was of central importance to the smooth functioning of the global economy”. It should, therefore, be a story of interest to us all. The aim of this paper is not to retell the full story, that has been well covered by others (Hoover, 1912; Rickard, 1916a; Hines & Vincent, 1961; Lynch et al., 2010) but rather to add some Canadian perspective and the key role played by companies and individuals in those early days, focusing on events in British Columbia’s copper industry. EARLY DEVELOPMENTS During the later half of the 19th century, a number of flotation-related patents were issued. These include the 1860 patent (Britain) granted to William Haynes for a process to separate sulphides from ground ore by mixing it with oil (1-10% wt) followed by a separation process in a water-filled vessel; the 1877 patent granted to Georg and Adolph Bessel (Germany) for a process involving the mixing of oil and graphite ore followed by boiling in water to produce a high grade graphite froth (>90% carbon); and the 1885 patent granted to Rebecca ‘Carrie’ Everson for the separation of sulphides by mixing sulphide ore with small quantities of oil, and adding water followed by sulphuric acid. These processes are more properly referred to as bulk oil flotation due to the relatively large quantity of hydrocarbon used.

"This paper will cover recent developments in conveyor applications with specific reference to capacities, bell speeds and distances. It will also discuss certain unique arrangements of horizontal, curved and loop belt systems. In addition, the recent changes in safety factors resulting from new conveyor construction methods will be reviewed.IntroductionConveyor belt systems are currently undergoing dramatic changes. Their use is being extended to providing a viable means for the transportation of bulk material over longer and longer distances.In this paper, a brief account of the historical development' of the belt is outlined, demonstrating how conveyor technology has adapted to changing market demands.Today, energy and environmental requirements are providing what may even be greater challenges. The ability of the belt conveyor to transport material and meet those requirements, places it in the position of replacing many conventional means of bulk material transportation.The paper also outlines some of the progress which has been recently made in this regard and includes a broad approach to the subject of belt design and application.Recent design developments have greatly extended the potential of conveyor belt systems to include applications thought impossible just a few years ago.Graphically illustrating the potential of this new technology IS a belting system currently operating in New Caledonia. Built in 1970, the system has an incredible centre distance of 43,000 ft, or about eight miles.Not to be outdone, the British Coal Board is currently constructing a belt system with a centre distance of 49,000 ft and a speed of 1,650 feet-per-minute. This system is expected to be completed in 1986.These innovative advances contrast dramatically to the conveyor belt's beginnings in the early industrial revolution. Oliver Evans, writing in the 1795 edition of 'Miller's Guide' defined the conveyor belt as a ""broad endless strap of thin pliant leather or canvas, revolving on two pulleys in a case or trough.""Obviously, the conveyor belt has come a long way since those early days."

"As shortage in the supply of mineral commodities become more probable, there is an increasing need for reliable and comparable reserve/resource data. It is therefore necessary to standardize the traditional classification procedure by quantifying the three basic criteria in resource evaluation: economic feasibility, geologic assurance and recovery. For the portion of fairly well documented deposits and as far as their geologic parameters are concerned, geostatistical methods can considerably improve the quality of ore classification. In respect of economic feasibility and recovery, approved geostatistical methods can be introduced directly into the classification procedure. The concept of geologic assurance, however, requires a new interpretation in terms of geostatistical error spread. As the ""risk"" in estimating an ore parameter is also a function of the respective block size, it is reasonable to define not only upper limits for the risk intervals for each class of uncertainty, but also block dimensions which reflect the typical stage of planning associated with the different ore categories. An algorithm has been developed to block out areas inside a mine or a large panel which satisfies the constraints of an ore category in respect of the risk intervals of a parameter and in respect of their size. During the past 20 years, alkali silicate reaction (ASR) as a cause of concrete deterioration has been studied by a wide range of experimental methods such as microstructural and macrostructural analysis, bulk chemical analysis, X-ray and neutron diffraction analysis, etc. All of these data are compared with expansion values of mortar bars (following ASTM standard C 1260). Recent studies indicate the useful application of non-destructive methods with the aim of better reflecting mechanical properties and the degree of deterioration of real concrete. Ultrasonic testing methods (including ultrasonic pulse velocity UPV) are widely used to determine material mechanical properties and the changes induced by a variety of mechanical or chemical processes. However, only a few laboratory studies of ASR focused on ultrasonic testing of mortar bars. Due to this fact, a heating chamber was designed and constructed to enable ultrasonic sounding of mortar bar specimens while stored in accelerating solution. Regular ultrasonic sounding of mortar bars reveals significant dependence of ultrasonic data such as longitudinal P-wave velocity, signal energy, signal amplitude and signal frequency on mortar bar storage time. Ultrasonic data were subjected to time domain as well as frequency domain analysis. Different storage conditions were used to determine the effect of ASR on ultrasonic parameters. Mortar bars, prepared in the same manner with one type of aggregate, were stored in cold or warm water or in an accelerating warm medium. Ultrasonic data accurately reflects the differences in hardening and deterioration of tested mortar bars due to different storage conditions. Ultrasonic results showed very good correlation with the results of ASTM standard expansion tests and much higher sensitivity to ASR-induced concrete deterioration. Expansion tests showed 1% measured length differences in comparison with up to 80% resolution of ultrasonic data. The ultrasonic testing proved to be a suitable laboratory method for investigating ASR-related processes and could lead to an improvement of standard testing procedures.
