The development problems are social, involving the education of the in habitants , and environmental, requiring the development of a planning strategy and the evolution of a baseline and post -operational monitoring system. The necessity for an environmental-impact assessment and a thorough baseline study is emphasized. The continuing psycho-social consideration of community reaction is advocated.

"Abstract- The Merelani graphite-tanzanite deposit is located in northeast Tanzania, 14 kilometers south of Kilirnajaro International Airport and in close proximity to the towns of Moshi and Arusha . The graphite mineralization is hosted by relatively undeformed linear Proterowic metasedimentary gneisses, several of which have been subjected to hydrothermal alteration resulting in tanzanite mineralization. Exploration work comprised detailed geological mapping coupled with pit and trench channel sampling and a subsequent 1500 meters of diamond drilling. In addition, metallurgical tests have shown the graphite to be of unusually coarse flake size, crystallinity and high purity.Feasibility studies have shown the economic viability of a major coarse flake graphite deposit with the measured resource to 50 meters in excess of 9 million tonnes assaying over 8o/o graphitic carbon . Production is due to start by the end of the first quarter of 1994 with the processing plant design capacity initially set at 15 000 tonnes per annum.ln addition to graphite production, tanzanite will be produced through selective mining within the graphite open pit in the upper horizon and from underground workings within the lower horizon.The Merelani graphite-tanzanite deposit will be the first major orebody to be exploited through means of private funding since Tanzania gained independence."

Indoor localization has gained importance as it has the potential to improve various processes related to the lifecycle management of facilities and to deliver personalized and location-based services. Radio Frequency Identification (RFID) based systems, on the other hand, have been widely used in different applications in construction and maintenance. This paper investigates the usage of RFID technology for indoor localization of RFID equipped movable assets during the operation phase of facilities. The location-related data on RFID tags attached to fixed assets are extracted from a Building Information Model (BIM) and can provide context-aware information inside the building which can improve Facilities Management (FM) processes. The paper proposes a new approach to use received signals from available reference tags in the building attached to fixed assets to locate movable assets. The approach uses signal pattern matching and clustering algorithms for localization. As a result, a user equipped with an RFID reader is able to estimate the location of target assets, without having access to any Real- Time Location System (RTLS) infrastructure. A case study is performed to demonstrate the feasibility of proposed methods.

This paper briefly describes some of the phenomena encountered when materials are submitted to extremely high pressures, such as those produced by the detonation of an explosive charge placed in contact with the material. It was found that extensive changes take place in the? microstructure of iron and steel. Diffusion-controlled processes, such as the transformation of lamellar pearlite, the recrystallization and grain growth of ferrite, and the homogenization of the pearlite-ferrite structure, can take place within micro-or milliseconds. Mechanical twins can propagate without deviation from ferrite to pearlite, thus indicating a proeutectoid ferrite-pearlite-ferrite orientation relationship. The propagation and interaction of intense stress waves in materials was demonstrated with the use of Armco iron. Finally, a comparison is made of the damage produced in metals by the formation of craters made by explosive shock and by hypervelocity impact. "Ore deposits containing rare earth elements normally contain small amounts of the radioactive elements thorium (Th) and/or uranium (U). These are the naturally-occurring isotopes U238, U235, and Th232 (and associated decay-series daughter products) that are ubiquitous in nature, and that contribute a small percentage of the natural background radiation exposure encountered by humans. The presence of these radioactive materials in the ore deposit creates potential hazards to human health and the environment that must be dealt with properly in the mining, processing, and refining of the ores, as well as management of waste streams and residues. This paper presents an overview of the environmental and safety issues associated with U and Th, with particular emphasis on rare earth mining, processing, and refining projects; the regulatory approaches followed to ensure that rare earth deposits are developed, operated, closed, and decommissioned safely; and the development of information during the project predevelopment work and permitting processes that feed into the design, operation, and closure of tailings impoundments and milling/separation/refining facilities. Case studies will be presented subject to the availability of relevant public information. INTRODUCTIONNearly all ore deposits containing economically-recoverable rare earth minerals also contain small amounts of the radioactive isotopes for the elements thorium (Th) and/or uranium (U) and their associated radioactive decay products. Therefore, the handling and management of these materials in mining and mineral processing operations must be performed so that workers and the environment are protected from harm from Th and/or U (and their radioactive decay products), just as they must be protected from any other potentially harmful constituents present in the ore or introduced in processing. Examples of these might include ores with high sulfide content, which may pose a risk of acid rock drainage, or chemicals used in ore processing and metals production.The purpose of this paper is to present information on how rare earth mining and processing projects with ores containing Th and/or U can be developed, operated, and decommissioned safely according to applicable regulations intended to protect worker health & safety and the environment.It should be noted that some countries are considering developing Th as a feedstock for producing nuclear energy, which could have some effect on future development of rare earth ore deposits. To avoid confusion, that issue is not discussed in this paper."

OVER THE YEARS concentration of the Sullivan ore has become progressively more difficult as the ore has become increasingly refractory. The introduction of new reagents and changes in the flow of the concentrator have been and continue to be necessary in order to maintain and improve the efficiency of metal extraction. Prior to the completion of the pilot mill in 1957 ail new ideas were developed in laboratory equipment. If these were found to be promising, there was no alternative but to introduce them directly to the main mill flow in one step. When a major change was involved there was always the possibility of serious losses while the mill was being adjusted to the changed conditions. It proved difficult to determine whether these losses were the result of the changed procedure or of failure to adjust the flow to a change in the condition of the ore during the test. The pilot mill has provided a valuable intermediate step between the laboratory and the mill. It avoids the losses which occurred when unsuccessful full-scale tests were attempted, and conversely it provides assurance that full-scale flow changes can be made without serious hazard.

Operating CIP/CIL gold recovery plants in the arid regions of Western Australia face unique challenges due to water and ore quality issues. The presence of cations of Mg, Fe and Cu metals in water supplies and leached sulphide ores can have considerable effect on plant consumption of lime and cyanide, due to pH buffering and complexation effects. Reagent costs are critical to many of these operations. In this paper, computational modelling is used to analyse a number of process options to mitigate such issues. This requires careful consideration of the chemistry of the process system, and the ability to predict accurately the response of speciation and precipitation reactions to changing process conditions. The Mg-Fe-Cu-CN-H20 system is specifically modelled in this application. The Gibbs Free Energy Minimisation thermodynamic framework has been selected to model equilibrium phenomena. Furthermore, this approach has been extended to the process flowsheet level, incorporating multiple unit operations and recycle streams in a steady-state mass balance model. The Gibbs equilibrium composition module of HSC Chemistry software has been successfully integrated into the commercial flowsheeting package SysCAD. Consideration of the Gibbs Energy Minimisation capabilities of other flowsheeting packages has also been given. This approach has been successful in simulating the aqueous process chemistry typical of such plants. It has resulted in a predictive capability where equilibrium states respond appropriately to process changes. Potential cost savings may be identified by examining alternative process conditions to minimise overall reagent consumption.This methodology may be extended to other hydrometallurgical plants where issues of solution ideality, temperature and other equilibrium processes are sufficiently understood.

"This paper describes the townsite of Wabush and the two railways operated by Wabush Mines for the loading and unloading of iron ore concentrate. The town of Wabush is located approximately 200 air miles north of Sept-Iles, Quebec and is in the Province of Newfoundland and Labrador. Construction of the town-site began in 1961 to provide housing accommodation for the construction force and permanent employees in the mining and milling operations located 4 miles away. Wabush Mines operates two short railway lines in loading and unloading concentrate between the concentrator, located at Wabush, and the pellet plant at Pointe Noire, Quebec. Both of these railways connect with the main line of the Quebec North Shore and Labrador Railway and provide a shuttle service between the two phases of the operation."

"IntroductionThe Highland Valley Copper partnership was formed in July 1986 as a logical result of a mine with a large ore reserve but a small mill, and a mine with a large, modern mill but dwindling ore reserves. The original partnership of Cominco and Rio Algom was expanded in January 1988 to include Highmont Mining Company. During 1988/89 the Highmont mill was moved 7.5 km to adjoin the Lornex mill, becoming the Highland mill in the process, with a nominal capacity of 130 000 tonnes per day.The mine is located near the town of Logan Lake, 220 km northeast of Vancouver, British Columbia and 55 km southwest of Kamloops. The map in Figure 1 shows the general area. Kamloops is a major service centre and is served by two railways, two major roads and a regional airport. The mine site is situated between 1200 m and 1600 m above sea level on the Thompson Plateau. Principle activities in the area, in addition to mining, are cattle ranching and forestry. Ore reserves at the beginning of 1996 totaled 533 million tonnes at a grade of 0.42% copper and 0.008% molybdenum. Ore is mined from two pits — Valley, 3 km northwest of the mill; and Lornex, 1 km southwest of the mill. With 78% of the reserves, the Valley pit is the focus of activity.In order for Highland Valley Copper to remain competitive with a very low grade ore reserve, it has been necessary throughout the mine’s life for new technologies to be embraced as they become available. These have included such diverse technologies as in-pit crushing and conveying, large mechanical drive trucks, computerized truck dispatch and oneman survey instruments. During the next few years, it is planned to introduce two further technologies that are relatively new to both the world at large and the mining industry in particular. These are namely Global Positioning Systems (GPS) and Geographical Information Systems (GIS), both of which are expected to have a major impact on the way mining is carried out in the years to come."

Pressure leach autoclave circuits are employed in the leaching of ores, concentrates, mattes, alloys and intermediates for the recovery of metals into solution. Once the metals are extracted into solution the value metals can be recovered by hydrometallurgical means such as by purification followed by electrowinning, hydrogen reduction, pyrohydrolysis, crystallisation and other unit operations. In many of these integrated flowsheets the pressure leach step is pivotal to the recovery of the value metals from the host material. In an expansion or a new project, a large component of the capital cost can be associated with the pressure leach step and process engineers frequently look for opportunities to mitigate costs. This paper examines a new route for increasing the capacity of an exothermic pressure oxidation leach for sulphide concentrates, sulphide and phosphide mattes and alloys.

This paper discusses design of sprays systems for dust control around a continuous miner (CM) in about 4.2 m (14 ft.) high mining areas with about 1.0 m to 2.0 m (3-6 ft.) of out-of-seam dilution mining. The challenges included low air volumes and velocity at the end of the line curtain, dust produced from out-of-seam dilution rock being very fine with 50% of the particles less than 10 micron, poor capture of aerosol through scrubber suction inlets, dust escaping through the sides of the loading pan in mining high areas, overloading of dust-laden air in the wet-scrubber, and dust rollback toward workers. The challenges were resolved through CFD modeling of airflows; improved line curtain installation, redesign and varying the spatial locations of spray systems as compared to low mining height areas. Water sprays on CM is the primary engineering control for dust control in coal mining. In 2010, the authors developed several spray system concepts for dust control (Chugh, Patwardhan, Gurley, & Hirschi (2009), Chugh & Gurley (2009), Chugh 2012). These included increased contact time between dust particles and water droplets, improved potential for the dust aerosol to be sucked in through suction inlets, and reduced dust-roll back to the operators and workers. CFD modeling was used to understand airflow patterns around mining areas and to identify spatial locations for sprays to minimize dust exposure of CM operator (CMO), haulage unit operator (HUO), and workers downwind of the operating CM in the last open crosscut (LOXC). Face area ventilation plays a key role in dilution and removal of dust generated by mining operations. High mining heights and large pillar sizes associated with longwall mining reduce the air volume reaching the face area to achieve good dust dilution.

Acid Mine Drainage (AMD) from mine wastes is one of the most environmental challenge currently facing the mining industry. AMD is the result of the natural oxidation of sulphides exposed to air and water. When mining wastes have the potential to produce AMD, these reactive wastes have to be managed to meet existing environmental regulations. The LTA site (property of Barrick Gold Corp.) contains sulphide tailings that have the potential to generate AMD. The closure option Barrick selected was to construct a multilayered cover with capillary barrier effects (CCBE). The main objective of this CCBE is to prevent the production of Acid Mine Drainage (AMD) from the tailings stack covering an area of approximately 60 ha. Since its construction in 1996, the cover has been monitored to evaluate its performance. Two of the measured parameters are volumetric water content and matrix suction. This paper presents some of the main results from the monitoring program that started seven years ago. The results show that the cover is largely able to maintain a high degree of saturation (greater than 85%) in the moisture-retaining layer. The actual performance of the CCBE on the flat surface of the 60 ha site is even better than expected at the design stage. The area that requires more specific attention with the LTA cover is the influence of slopes that can reduce the performance of the CCBE during dry periods. However, these effects seems to be local and do not significantly affect the overall performance of the CCBE to mitigate the production of AMD at the LTA site.

A STATEMENT on this subject by A. D. Turnbull, presented and discussed at the Annual Business Conference of the Metallurgy Division, C.I.M., held in Ottawa on April 22nd 1957, led to creation of a committee "too see if the Metallurgy Division of the C.I.M. can improve this situation". Without discounting the general problems of education and short-ages in other fields, the committee is primarily concerned with deficiencies related to metallurgy. The committee members are: F. R. Archibald, Chairman, A. D. Turnbull, L. E. Djingheuzian, J. U. Mac-Ewan, and L. M. Pidgeon. Following exchange of views among the committee members a general attitude of approach was established and a background of reference material assembled. It is the purpose of this review to acquaint those interested with the reference material, to offer an appraisal of the situation, and to suggest a programme for action by the Metallurgy Division of the C.I.M. Before proceeding with the ?presentation it is fitting to point out that, notwithstanding some rather important developments in public concern for educational matters, as well as changes in the level of activity in the metallurgical industry, the statement (April 1957) by Mr. Turnbull still stands as a sound article of reference.

The problems of safe storage of large tonnages of coal in stockpiles are discussed, together with recommendations for stockpile management. "In the last few years CANMET has taken the initiative by investigating the possibility of reactivating abandoned old tailings dumps (for gold production) which would be of potential economic interest across Canada.Nova Scotia was one location where numerous gold processing plants were in operation in the early days. A survey of the old tailing dumps was conducted and some areas of interest were selected. Among them were the sites identified as Lake Charlotte and Forest Hill.Ore samples collected from those tailing ponds were examined for their chemico-mineralogical composition and investigated for gold extraction. Three technological concepts were tested: flotation, direct cyanidation and flotation followed by cyanidation of the flotation concentrate. The combined flotation- cyanidation variant, yielding a gold recovery in the range of 90%, was recommended for processing the tailing ore.Pilot-plant runs carried out by a commercial testing firm (data not included in this paper) confirmed the conditions and results of CANMET's technology.As a result a consulting-engineering firm designed the processing plant which is expected to begin operation in the near future.IntroductionIn the last few years CANMET initiated a research program to locate in Canada, abandoned gold-silver tailing dumps of potential economic interest and to explore the possibility of recovering the precious metals from these old deposits by modern techniques.A literature search revealed that the first production of gold in Canada was recorded in British Columbia in 1858 and that, production prior to 1900 was essentially restricted to the Yukon, British Columbia Nova Scotia and Quebec. During the early 1900s, Ontario, Manitoba and the North West Territories joined the ranks of the gold producers.Early milling and recovery methods were mainly restricted to sluice boxes, gravity stamps and amalgamation. Froth flotation and cyanidation were introduced at about the turn of the century.Recovery of gold at plants using flotation and cyanidation was very good, therefore the tailing ponds resulting from those operations would, very likely be of little or no economic importance. However, the gold recovery at the amalgamation and gravity concentration plants appeared to be lower, indicating the possibility that significant amounts of recoverable gold would have been carried with the tailings to the dump sites."

Introduction In this review, which is the fifth of the series on the Progress in Coal Technology, an attempt has been made to outline some of the more important developments that have taken place in coal carbonization during the last decade. Research into both high-and low-temperature carbonization has been active for three principal reasons: (1) the growing shortages in most countries of high-quality coking coals; (2) the demand for smokeless fuels for domestic purposes; (3) the need for metallurgical coke for the increased output of steel in the post-war years. The growing importance of coal tars as a source of chemicals for the preparation of synthetic products and of coal gases for the recovery of sulphur is evident. Many of the researches initiated because of wartime necessity have been continued .and even expanded in the post-war years. High-temperature carbonization with a suitable coal yields a strong coke which is used primarily for metallurgical purposes, a tar with good marketable value, and a large yield of gas of medium calorific value. Low-temperature carbonization gives a more free-burning solid product suitable for a domestic fuel, a high yield of a tar which is generally regarded as superior to high-temperature tar for chemical purposes, and a smaller yield of a higher-heat-value gas.

IN 1935, Wright-Hargreaves Mines, Limited, initiated an enlarged programme of ventilation. In the mine, surveys were made from time to time by the geological staff, and improvements in ventilation were effected to accord with progress in mining as greater depth was attained. In the summer of 1938 an engineer was trained in the technique of dust sampling. Instruments and equipment for this purpose, such as konimeter, microscope, furnace, etc., were purchased, and a suitable office, equipped with laboratory facilities, was provided. The full time of the engineer is devoted to ventilation and dust control. On surface, in the mill crushing-plant and in the assay office and sample crushing room, an elaborate arrangement of hoods and exhaust systems has been installed to eliminate the dust. These installations, however, are not described in the present paper, which deals only with an extensive programme of underground ventilation as a method of coping with high dust concentrations, increasing temperatures and high humilities.

Sustainability now forms a critical part of metallurgical plant design. In addition to compliance with requirements and corporate principles, design engineers must also consider how community and societal responses to the metallurgical industry affect the way they design and build plants. Three broad areas to consider are: the design engineer’s contribution to sustainability through the design process and the relationship to the social license to operate (SLO)—the unwritten license communities give companies to safely and responsibly operate the plant and equitably share benefits; the realization of sustainability goals through methodologies emerging in the design activities; and the integration of design frameworks into a contemporary project design context and its investment objectives. This chapter explores sustainability in metallurgical plant design in the context of SLO, design tools and frameworks, and community and societal influences.
