Chile, which hosts around 30 per cent of the worldÆs copper resources, is now the largest producer and exporter of copper. Chilean copper output accounts for more than one-quarter of total worldwide production. An increase to around 40 per cent is forecast by the end of the century. In addition, Chile ranks eighth in silver production and 11th in gold output. In Chile, mining generates more than eight per cent of the countryÆs GDP and the total value of mineral exports is more than US $7.85 billion corresponding to more than 25 per cent of South AmericaÆs mineral production. The rate of growth of Chilean mineral production is indeed impressive. Table 1 shows that in the period 1969 - 1998, copper annual production increased 564 per cent from 667 000 t to 3 764 000 t. Gold production went up 27 times from 1827 to 49 770 kg. Silver output grew 1219 per cent from 95 650 kg produced in 1969 to 1 166 380 kg in 1998. Several facts explain this dramatic increase of production, but the most important was the success of exploration sustained over the same period. This resulted in the discovery of several world-class deposits which when developed into mines, account for much of the production increases. Therefore, this summary review shows the success of basic exploration carried out during the last 30 years in the Chilean territory. The review is based on data already published in different specialised mining books or magazines. It only includes those world-class discoveries not the lesser discoveries important at local scale. All figures were calculated using 1998 $US dollar and average estimated metal prices valid for 1999: copper $US 1653 per t ($US 0.75 per pound), gold $US 9452 per kg ($US 294 per ounce) and silver $US 177 per kg ($US 5.5 per ounce).

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

A technique for determining the recovery of attached particles across the froth phase in flotation that relies on measuring the rate at which bubble-particle aggregates enter the froth is used to investigate the selectivity of attached particles across the froth phase. Combining these measurements with those of other techniques for determining the froth recovery of attached particles provides an insight into the different subprocesses of particle rejection in the froth phase. The results of experiments conducted in a 3 m3 Outokumpu tank cell show that the detachment of particles from aggregates in the froth phase occurs largely at the pulp-froth interface. In particular it is shown that the pulp-froth interface selectively detaches particles from aggregates according to their physical attributes.

Over the past 20 years within Australia, there have been a number of incidents at mine sites where ammonium nitrate-based explosives have reacted with certain rock types containing sulfide minerals. These rocks have commonly been referred to as æreactive groundÆ. These reactions have frequently led to fires (particularly in ground susceptible to spontaneous combustion) or premature detonation of the ammonium nitrate-based explosives. Clearly, this introduces an element of risk when using ammonium nitrate-based explosives in these areas. Dyno Nobel has been proactive in developing ammonium nitrate-based explosive products that can be used in these types of æreactive groundÆ environments that minimise the risk of premature detonations occurring. A system for assessing æreactivityÆ of sulfide containing rocks has been developed that can be used in the field. Previous literature has been reviewed, identifying Differential Thermal Analysis (DTA) as the most common method for determining the æreactivityÆ of the ground. In the present investigation, DTA has been rejected as a suitable technique for determining ground reactivity, since it measures thermal reactions at higher temperatures over short time periods, conditions that are unlike those in the field. For example, ground at ambient temperature has been found to react with ammonium nitrate-based explosives over long time periods, reactions that are unable to be evaluated using DTA. Other more suitable techniques have been developed to monitor rock conditions that can be measured in the field and give a good indication of potential ground æreactivityÆ with ammonium nitrate-based explosives. Dyno Nobel is currently investigating the reaction mechanisms of spontaneous combustion in reactive ground, the decomposition mechanisms of ammonium nitrate and the role of inhibitors in ammonium nitrate-based explosives. Once complete, this fundamental research will lead to the further development of even lower risk ammonium nitrate-based explosive products for use in æreactive groundsÆ in a variety of mine environments.

Determination of the adsorbed layer composition and structure at molecular and atomic levels and understanding adsorption mechanisms and dynamics are vitally important for the preparation of surface layers with specific functions. Direct information, at a molecular level, about mineral surface composition, its structure and surface distribution is crucial to perform an efficient separation process for mineral beneficiation. This information is equally important for modifying surface properties of industrial minerals for specific applications such as: fillers, composites, weathering resistance, etc. An understanding of the mechanisms and kinetics of the interaction of first adsorbed organic molecules with mineral surfaces is a fundamental requirement for the prediction and control of the macroscopic surface properties governing the efficiency of separation technologies or new material formulations. The developed infrared external reflection technique has a unique ability to study interface phenomena, at a molecular level, on heterogeneous substrates. The variety, precision and reliability of information about the interface phenomena delivered by this technique is superior to any other single technique. The experiments are fast and non-destructive. High sensitivity (starting from 20 per cent of the monolayer) in situ collected information in a multiphase system, even in the region of strong absorption of the substrate, makes this technique a very valuable experimental tool. The complexity of the recorded reflection spectra, their sensitivity to variations of the optical properties of all bulk and surface components and their spatial distribution in the system under investigation, are in fact the major strengths of this technique. A few examples of the application of this multi-diagnostic technique, for monitoring surface modifications of semi-soluble minerals for selective flotation, will be discussed in detail in this paper.

Alcoa of Australia Limited owns and operates a 150 MW power station adjacent to the coastal township of Anglesea in south western Victoria.The power station was constructed in the mid 1960s to supply electricity to the Company's smelter at Point Henry, near Geelong, and is fuelled by high quality brown coal mined at the site in Alcoa's lease area.The open cut mine, producing approximately one million tonnes of coal per year, utilises a backfilling method and has carried out progressive regeneration of those completed areas since the mid 1970s.

During the late-1980s crawler-mounted crusher units established their position in the aggregates industry. Between 1986 and 1994 about 700 units were delivered to customers all over the world for surface operations, mainly in Scandinavia and central Europe. The crawler-mounted units are popular among smaller crushing operators because they are versatile and easy to move between sites. In large quarries the greatest benefit is obtained by combining a primary crawler-mounted crusher unit with mobile belt conveyors which eliminates the need for costly haulage by dump truck. Savings of up to 40 per cent in production costs prior to secondary crushing have been achieved. Today the environmental aspect in quarrying is assuming ever greater importance. Besides being costly the dump trucks are also the major source of dust and exhaust fumes within a quarry. A complete face crushing system consisting of a crawler-mounted crusher unit and mobile belt conveyors can be electrically driven and can be equipped with dust encapsulation and dust collectors. A mobile crushing unit is not a new idea. From the mid-1950s onwards the mobile and self-propelled units have been built equipped with crawlers, tyres or walking mechanisms, with weights usually of 500-1000 t. Due to their massive size these unit are not mobile in the same way as the today's mobile units. It is not feasible to move them more than a few times a year unlike today's fully mobile units which are often relocated once an hour. This means that the massive units can not continuously follow the production face and their loading always requires a certain amount of haulage. Today the mining industry is facing new challenges. With low mineral prices and high labour costs, increasing productivity is essential for survival. New standards are also being set for the labour safety and the environment. Large research programs have been launched to meet these challenges. However, technology which can partly solve these problems already exist and is only waiting to be introduced into underground applications as well - the mobile crushing unit followed by belt conveying. As in surface operations the elimination of truck haulage also brings considerable savings in operating costs in underground mines and reduces the amount of dust and exhaust gases generated. An additional benefit especially in underground applications is improved safety. In an underground mine most accidents are caused by moving vehicles.

Gold mineralization at Kidston occurs in a semicontinuous zone near the margin of a large, late Palaeozoic breccia pipe. The pipe is ovoid in plan, funnel-shaped in cross section and straddles a contact between Proterozoic metamorphic and granitoid rocks which are intruded by a swarm of late Palaeozoic acid dykes. Rock fragments within the breccia pipe reflect the enclosing country rocks and mix in various proportions to form gradational lithological domains. Most of the gold is free and is located in the breccia matrix and in a set of inwardly dipping sheeted quartz veins which kink around the pipe margin. Sulphide minerals, dominantly pyrite, occur as disseminations in the breccia matrix and as aggregates in the cores of quartz veins. Hydrothermal altLration is pervasive within the breccia and is most intense in areas with the highest percentage of acid dyke fragments. Sericite and carbonate are the main alteration minerals. An empirically developed genetic theory for the formation of the breccia pipe and attendant mineralization involves magmatic and post-magmatic processes associated with the intrusion of a granitoid body to a shallow level in the crust. Economic evaluation of the deposit relied heavily on the results of diamond drilling. Both polygonal and geostatistical reserves were calculated and found to be in close agreement. Geostatistical reserves are considered to more closely reflect the tonnes and grade achievable during mining. Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Geological uncertainty is reduced by improved understanding of the relationship between regional-scale geological basement features (structure, composition, depth) and known local structural risk (such as recognised structural hazards at the mine). Coal mining and exploration entities can be more efficient and effective in managing geological risk at a range of scales. A more efficient and effective performance in forward interpreting and managing geological risk will result in a more efficient and effective exploration and also incremental or even significant mining cost improvements. In order to improve the understanding of basement features, a new 4D regional structural/basin framework for the Sydney Basin and the eastern part of the Gunnedah Basin has been constructed to provide primarily coal exploration and mining with a more integrated geological framework for ongoing subregional to mine-scale geological risk based studies. The model has been developed from a range of available regional geophysical and geological datasets, of variable detail and reliability, which have been brought together to generate a more robust structural and tectonic model than could be generated with any one single dataset. An initial regional structural model for the Sydney Basin was constructed in 2003 and an update to the model was released in 2005 (SRK Consulting, 2003; 2005). The development and ongoing refinement of the model was undertaken with financial and data support from a number of coal mining industry, gas exploration and government organisations. Prior to, and following the development of the regional structural/basin model and associated Information Base, a number of more area-specific studies have been completed, using the æbasement upÆ assessment approach. The methodology for developing comprehensive structural models, from the basement up, is outlined. The approach can be applied at a country-wide, regional or lease area scale. Case examples of where this approach has been used as an effective and efficient method in improving geological certainty and as a predictive tool to help manage geological risk are also presented.

The Western Mining site at Olympic Dam, near the community of Roxby Downs in South Australia is one of the largest orebodies of its type in the world. It contains known reserves of over 10.6 M tonne of copper, with economic secondary metals including uranium, silver and gold. In 1996, an expansion project was commenced to increase mine production approximately threefold, to produce 200 000 tonnes pa of copper, 4600 kg pa of uranium oxide, 3600 kg pa of gold and 50 000 kg pa of silver. This expansion included both underground mining and surface processing investment. Because of the scale of operations, it was decided that ore should be transported underground by a railway system. In July 1997, ALSTOM Automation and Control Limited (then Cegelec Australia Limited), was awarded the contract to deliver a control system to manage and automate the rail haulage system for Western MiningÆs Olympic Dam Mine, as part of this major upgrade and extension project. This paper explains the overall design and the approach taken to implement route selection, route locking, train interlocking and track topology using normal industrial control equipment such as Programmable Logic Controllers. Included is a discussion of how this automation has improved the productivity of the haulage system by more than 15 per cent.

Following asmallnumberofpollutionincidents involving the death of cattle from ingestion of cyanide that had escaped from gold processing plants, the Queensland Government undertook to develop competent guidelines addressing this problem. These guidelines, "Queensland Government Guidelines on Prevention of Water Pollution from Cyanide Use in Gold Ore Processing", issued by the Department of Environment and Heritage, Department of Resource Industries and Water Resources Commission, cover hydrology and general house-keeping intended to reduce the likelihood of significant impact from a spill or unintentional dis- charge of contaminated material. There are three major advances for Queensland embodied in this Guideline: ò the use of a design approach that gives site specific standards rather than trying to give a multitude of standards broad enough to cover all situations, ò the use of hazard assessment and a "critical period" hydrologi- cal design technique, and ò new monitoring and reporting requirements. A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The æStarting at Both EndsÆ combination is deemed extremely useful for any continuous improvement blasting program.

Chief Geologist, Groundwater and Engineering Geology Branch South Australian Department of Mines and Energy The six papers submitted for consideration during this session include two dealing with techniques for measing rock mass behaviour, including permeability, in boreholes, one describing the use of surface geophysical methods to delineate pollution plumes in groundwater together with analytical modelling of the plume, and one presenting a biological tracer technique applied to the determination of the origin of water entering underground mine workings. A paper describing dewatering at a base metal mine in Queensland includes an account of the investigation techniques employed to establish a conceptual model as a basis for the evaluation of various dewatering strategies. Of considerable interest is the use of a field gravity survey to delineate a zone of highly weathered rock which forms the major aquifer at the site.

Diagnosis of the surface chemical factors playing a part in flotation separation of a value sulfide phase requires measurement of the hydrophobic and hydrophilic species that are statistically different between the concentrate and tail streams. Statistical methods, based on the monolayer-sensitive time of flight secondary ion mass spectrometry (ToF-SIMS) technique, have been developed towards this ultimate aim by measuring hydrophobic species (collector ions, dimers and metal complexes, polysulfides) as well as hydrophobic metal ions, precipitates and added depressant species. Reliable identification of specific mineral particles is central to this statistical analysis. A chalcopyrite/pyrite/ sphalerite mineral mixture conditioned at pH 9 for 20 minutes to study transfer of Cu from chalcopyrite via solution to the other two mineral surfaces, since this mechanism can be responsible for their inadvertent flotation in copper recovery, showed no statistical difference in the copper intensities on pyrite and sphalerite (selected from Fe and Zn images) after this conditioning. Principal component analysis (PCA) identifies combinations of factors strongly correlated (positively or negatively) in images or spectra from sets of data. In images, PCA selects these correlations from the mass spectra recorded at each of 256 ¦ 256 pixels in a selected area of particles. In the image mode, PCA has proved to be a much better method of selecting particles by mineral phase with clearer definition of particle boundaries due to multi-variable recognition. It has clearly separated a statistical difference in copper intensities between the sphalerite and pyrite phases. The PCA method has been applied to concentrate and tails samples collected from the Inco Matte Concentrator demonstrating extensive CuOH and NiOH transfer between the chalcocite (Cc) and heazlewoodite (Hz) minerals. Statistical differences illustrate the important discriminating depressant action of NiOH in flotation despite the activation of Hz by Cu transfer. The adsorption of the collector at specifically-identified Cu sites has been elucidated by the study. Importantly, the statistical analysis has been able to confirm some mechanisms and deny others proposed to control recovery and selectivity giving more focus on the control factors.

Lump ore is one of the key ferrous feeds used in the blast furnace ironmaking process, normally accounting for ten to 20 per cent of the blast furnace burden. Like other feeds, the characteristics of lump ore have an important impact on the stable operation and productivity of the blast furnace. Lump ore is usually assessed chemically, physically and mineralogically to establish its likely blast furnace performance. The physical characteristics of lump ore are strongly related to the chemistry, mineralogy and texture of the ore involved. In this paper, the blast furnace ironmaking process is reviewed, with particular emphasis on the key quality requirements for the ferrous burden material. A variety of key physical characteristics of lump ore measured using standard and non-standard methods are then described and subsequently correlated with the chemical and mineralogical characteristics of the ore wherever possible. Finally, the impact of these physical characteristics on blast furnace operation is assessed.

The McArthur, Balma (new name) and Habgood Groups are thick (up to 4.5 km) correlative sequences of shallow water evaporitic carbonates, mudstones and sandstones that are exposed largely within the Batten, and southern and northern Walker Fault Zones (Batten and Walker Troughs) of the McArthur Basin respectively. Recent re-mapping of the Walker Fault Zone has provided data for refined stratigraphic correlations between these groups. Two significant hiatuses are now recognised within the Balma Group (base of Vaughton Siltstone and base of Yarrawirrie Formation) and these may represent tectonically-generated sequence boundaries which may correlate with similar local hiatuses within the McArthur Group such as at the base of the Teena Dolomite and Lynott Formation respectively.

The theme of the conference this year is diversification. One way to diversify is through acquisition. The principle underlying the winner's curse is that in competitive bidding situations where the value of the asset bid for is uncertain the winning bid will overstate the true value of the asset. The successful bidder is blessed with the winner's curse. What this paper will explore is to what extent this is true; how acquirers can avoid being blessed with the winners curse; and show how joint venture deal structures are used within the mining industry to avoid the winners curse.
