On January 21, 1986, a methane ignition and subsequent mine fire occurred in the under- ground workings of the Jim Walter Resources, Incorporated No. 3 Mine located near Adger, Alabama. The fire, which began on a longwall face and eventually spread into the adjacent gob area, could not be extinguished directly and raged out of control for several hours. Sealing operations were begun underground by Mine Rescue Teams and the fire area was successfully sealed with the mine able to resume production in about one month. The No. 3 Mine liberated over sixteen million cubic feet of methane in twenty-four hours. The operation was unique, in that, the successful underground sealing of a fire in an ultra-gassy mine had not been attempted or com- pleted for several years. Maps and charts are included to give explanation of the typical data used to manage the recovery effort.

International codes of practice offer broad definitions with respect to the classification of resources in terms of risk. Specific guidelines and protocols, to analyse sample data, carry out geostatistical appraisals, develop geological models and finally estimate and classify resources, are not addressed. Neither are detailed requirements for engineering mineable reserves from estimated resources. In addition, international codes of practice fail to distinguish between types of deposit, other than in broad terms, as for example, The AusIMM JORC Code (JORC, 1999) which makes reference to diamond and coal deposits. The objective of this paper is therefore to set in motion the process of specifying detailed protocols, acceptable to the international community, for the assessment, reduction and management of risk associated with the development and extraction of mineral deposits. Ordinarily, the main risks and issues encountered during the process of estimating resources and subsequent conversion to reserves, encompass:failure to understand relevant geological controls of mineralisation; validation of grade interpolation; optimism in geotechnical appraisals of dilution and stability and the consequent selection of inappropriate mining methods; metallurgical modelling of minerals and contaminants reporting to concentrates; appraising the hydraulics of heap leaching and the numerous factors that can affect recovery; difficulty of managing metal price cycles and changes in regulations within the constraints of long-term mining plans; and development of better evaluation techniques for mining ventures. Uncertainty is inherent in estimation and engineering work, and its identification, reduction and management should be a fundamental goal of all involved in the mining industry (Figure 1). Variability may be reduced by:following internationally accepted practices for the collection, manipulation and analysis of geoscientific data; and verifying that the procedures actually performed meet the associated standards. Increasing amounts of data will also reduce uncertainty, but only if the procedures used to collect and appraise such data follow the relevant procedures. It is thus the aim of a series of papers in preparation, Beniscelli et al (in prep), to put forward detailed guidelines, for:project sponsors û to provide a global view of the work and documentation needed to support requests for funding various phases of project development and budget approvals; geologists û to indicate a checklist of the requirements and standards for the exploration and estimation of resources; and engineers and economic analysists û the protocols for characterising, modelling, engineering and evaluating the extraction of reserves. It is therefore hoped to encourage the development of consistent standards for declaring reserves within the mining industry. Data from projects and operations will be utilised to illustrate the benefits of adopting a rigorous approach to estimating resources and engineering reserves, Beniscelli et al (in prep).

Recent changes to environmental legislation and trends in the environmental regulation of mining in the Northern Territory are being driven by (among other factors) Federal Government policies and international agreements on the environment. These trends are discussed and the expected application of the NT Water Quality Management Strategy (based on the National Water Quality Objectives) over the next few years is examined with respect to mine environmental management practices. Some of the potential conflicts and changes in approach which may develop are identified and examples discussed. Proactive means of integrating trends in environmental legislation with mine planning and waste management are discussed.

The information age has arrived. In every aspect of life, at the end of the second millennium, computers and information technology have made significant inroads. In mining there has been huge growth in the use of digitally controlled systems. From resource evaluation to mine planning to daily operations, information is being acquired, analysed, modeled and presented, using state-of-the-art information technology. Explosives, too, have moved into the information age. Computer controlled trucks and manufacturing plants have been developed and are now a regular feature on many mine benches. The next challenge for the explosives industry as a whole is to integrate blast initiation with information technology. The benefits are there, both to the supplier and to the end-user. Much has been written in the past about the potential for blast improvement but there are other significant advantages to a digital initiation system. These include security from unauthorised use, stock control and minimisation, reliability through testability and ease of use to name a few. So why is it taking so long? Surely the complexity of an electronic initiation system is far less than that of mobile phones that have been around for a long time. The answer, it seems, lies in the level of new technologies that need to be developed. There are enormous technological hurdles to be overcome in order to put into the market a cost-effective, reliable, user-friendly electronic initiation system. The most significant of these are:Safely and reliably initiating an explosive from an electronic device powered by a small capacitor. Prior to the development of electronic detonators primary initiation of explosives was by shock tube spit or by passing large currents and voltages down a pair of wires. Electronic detonators do not have that luxury. For example the energy stored in a æBeethovenÆ exploder is more than 500 times greater than that available to an electronic detonator. Communicating to a multitude of devices over very long cables installed by miners in harsh conditions. The deployment of an electronic detonator system has been likened to building a large telephone exchange in the rain and getting it to work perfectly first time! New communications protocols needed to be developed and tested. Wiring and connection systems have to be designed to survive the mining environment. In spite of these technological hurdles most of the major explosives manufacturers have persisted with electronic initiation systems and we are now, in 1999, starting to see the results of these multi-million dollar efforts. At SMI we are often asked many questions about this technology. The remainder of this paper seeks to answer those most often asked. As with any business linked to information technology todayÆs breaking news is tomorrowÆs archive and we expect the rate of development and understanding to accelerate as these technologies become accepted by the global mining industry.

This paper discusses cone penetration test correlations for loose gold tailings that were developed within a critical state soil mechanics framework. The development of a new calibration chamber for cone penetration testing that consists of a modified triaxial cell is described. Some of the early development and commissioning issues that were encountered, as well as the solutions adopted are outlined, including the system to prepare the samples and to acquire high-quality data from the testing. Also, the triaxial laboratory testing required to achieve the critical state line is described, including some of the basic precautions considered necessary as good practice. Additionally, the system adopted for volume tracking of the calibration chamber sample is described, which is essential for ensuring a reliable state parameter comparison against the acquired cone penetration test data. Finally, some laboratory test data from the calibration chamber is plotted against the soil behaviour type charts currently available from various authors.

Discovered in 1991 by combined plume detection and bottom-tow photography (Binns and Scott, 1993) and for some years thereafter the highest tenor mineral occurrence known on the ocean floor, the PACMANUS hydrothermal field has since been surveyed and sampled in great detail by CSIRO and international research agencies (Binns et al, 1995; Auzende, Urabe and Scientific Party, 1996; Binns et al, 2002; Tivey et al, 2006). Since 2005 commercial surveys employing deep-tow geophysical packages and remotely-operated vehicles (ROVs) have been conducted by Nautilus Minerals Inc and partners within Papua New Guinea-granted offshore exploration licenses (Nautilus Minerals Inc, 2008). Two academic drilling programs have been conducted, one under the international Ocean Drilling Program (ODP) directed at deep structure (Shipboard Scientific Party, 2002; Binns, Barriga and Miller, 2007), and one using a 5 m capable seafloor diamond drill to investigate the immediate subsurface at one site (Petersen et al, 2005). A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

The field of astrometallurgy is a growing area of study. Metal production on the Moon is likely to begin in less than a decade as major space agencies such as NASA (National Aeronautics and Space Administration) and CNSA (China National Space Administration) are preparing to construct permanent lunar bases. The utilisation of regolith to generate oxygen and metals is expected to be important in the development of a sustainable lunar habitat. This paper provides an overview of potential metallurgical processing methods for lunar conditions, emphasising the impact of lunar factors on slag chemistry. The interaction between regolith and the extracted metals, as well as their impact on slag composition and refractory performance, are critical considerations in metal production on the lunar surface. The initial research on lunar metallurgical technologies is focused on oxygen extraction and Fe-Si alloys are reported as the by-products of these processes. This paper delves into the fundamental thermodynamics associated with the carbothermic reduction of lunar regolith. Thermodynamic analysis using the FactSage™ ver 8.2 software package indicates that the Fe-Si alloy can be produced as a metallic product from the lunar regolith at temperatures ranging from 1400°C to 1600°C under terrestrial conditions. However, under ultra-high vacuum conditions (3 × 10-15 bar) on the Moon, the required operating temperature for producing ferrosilicon would be significantly reduced. Thermodynamic modelling results indicate that under lunar vacuum conditions, Fe-Si alloys only exist as solid phases at lower temperatures below 650°C. At higher temperatures, both Fe and Si are expected to be present in the gas phase. In this work, the carbothermic reduction of the Lunar Mare Simulant (LMS-1) is conducted under terrestrial conditions. The findings indicate that the process can readily yield Fe-Si alloys with 7–10 wt per cent Si at 1600°C. Additionally, energy dispersive spectroscopy (EDS) analysis of the resulting Fe-Si alloy indicates the presence of phosphorus up to 1 wt per cent.

With the depletion of the mineral reserves that can be mined by surface mining, demand for highly productive and safe underground mines will increase. Underground drill and blast techniques continue to be refined but true æmass productionÆ is difficult to achieve. As is evidenced by the longwall mining of coal, alternative mining methods based on mechanised mining can meet the expectations but the issues of how to effectively cut strong rocks, how to define the orebody and how the mechanised miners can be automated and maintained all need to be addressed. CMTE is working in all of these areas. We believe that the oscillating disc cutter may provide the long sought-after breakthrough in mechanised rock cutting. Disc cutters are one of the most robust designs of cutting tool and the cutters attack the rock in a manner which effects direct tensile breakage. The internal cutter drive and the inertial damping mean that the already low cutter forces are not all transmitted back to the machine, making it possible to design lightweight, flexible mining systems. For orebody delineation drill monitoring, drillhole logging and geophysical imaging are key procedures being developed at CMTE. To automate mining machines, work is progressing well in the development of systems for autonomous vehicle navigation and mining robotics. A strategic contribution to maintenance issues is being made through the development of procedures for automatic analysis of used oils, monitoring the strength of mechanical structures, and operating point optimisation.

Aberfoyle Limited has developed the Hellyer complex base metal sulphide deposit located in North West Tasmania. As part of exploration and feasibility study, the ore was extensively tested, including trial milling, and was found to be very fine grained and to have poor flotation selectivity. Substantial innovation was required to produce saleable concentrates at acceptable recoveries and costs. Efforts were made to reduce operating costs, to improve metallurgical performance and to improve work organisation. These efforts were pursued both in design and in subsequent plant operation. This work has resulted in a very competitive operation with production costs in the lowest quartile of the industry. Examples of the measures taken are presented and the results are evidenced by improved plant performance since commissioning.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

Definition of the optimum open pit, whether an intermediate phase or final design, will be sensitive to many factors. The most basic will include geological and mining constraints, mining and processing costs, pit slopes and product prices. The application of the three dimensional Lerchs-Grossmann pit optimization procedure to this task is described for a range of gold deposits. A new approach to the modelling and manipulation of the geological model enables complex geological environments to be assessed, and sensitivity analyses to be developed. Comparisons with manually developed pit designs have been made to validate the results. The computer implementation is simple to use and can be adapted by non-computer professionals at mine Sites.

Computer software has been developed to link real-time information generated by underground mine ventilation airflow monitoring sensors into a network simulation program to undertake network simulations and allow interpretation of key system data and operational changes. Results were used in the development of a computerised monitoring and simulation system to provide immediate or real-time data on air behaviour within each branch of an underground mine ventilation network through linking of sensors to the ventilation network simulation software. The outcome of the project is an online system that can report changes in the mine ventilation system, allow causes of changes to be isolated and rectified, improve balancing of available air throughout the mine, allow improved approaches to regulator setting and dispense with much of the labour used for underground ventilation measurement. The work activities in both coal and metalliferous Australian mines have involved examination and modelling of regulators, software modification and considerable mine site testing and optimising activities. There is some discussion on approaches to control of flow through ventilation systems with increased information. New systems will be part of a total mine information management system. They will have to be cost effective and justified by gains in productivity. New systems will need to provide simulation of contaminant production such as diesels, vehicle heat, strata heat, radiation, blast fumes and other gases. More robust real-time ventilation simulation systems will be required. Personnel and vehicle identification and production tracking will be collected to provide integrated ventilation system monitoring and control. This paper examines a study to gain greater understanding of computerised real-time airflow monitoring and control within the mine production system to provide immediate simulated information in each branch of an underground ventilation network and to allow interpretation of key system data and operational changes. A case study implementing a real-time airflow monitoring and control is discussed. Approaches to control of flow through ventilation systems with increased information are discussed. The concept of a system that can be linked to or be part of a total mine information management system is developed. Such a system can form the base for mine automation that allows mines to incrementally and cost effectively implement monitoring and control to further seek gains in productivity.

For hot mines, the use of mechanical refrigeration machines has become an essential feature of ventilation and cooling systems. Over the last 30 years, considerable effort has been made in developing refrigeration strategies and equipment to provide cooling that is cost-effective, reliable and energy efficient. In addition to these general design requirements it is necessary to take into account project specific factors such as long term mine cooling needs, operating strategy and installation time. This paper examines a number of actual mine cooling installations which illustrate how these features have influenced the design and installations. For many mines, it is known how the cooling requirements will increase as the mine develops, based on the life of mine plan. The design of the cooling installation must cater for both short- and long-term needs. The initial installation (to meet short-term requirements) must form an integral part of the ultimate cooling installation and as additional equipment and refrigeration machines are installed, it is necessary to ensure that the system remains cost-effective, reliable and energy efficient at all stages. For many mines, refrigeration machines are installed on surface and either operated near-continuously, or for the summer months only. Different maintenance strategies and policies with regard to standby equipment are highlighted for three mine installations. In spite of developments in cooling strategy, the cost of providing refrigeration remains expensive and many mines delay the introduction of refrigeration, as long as possible. When it is finally accepted that refrigeration is absolutely necessary, it is frequently necessary to æfast trackÆ the installation. To minimise site erection time and meet installation deadlines, factory pre-assembly and standardised modular equipment are widely used.

COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

A laminar-flow furnace technique was used to study the combustion of 37-53 µm size fraction of Woodlawn copper concentrate containing 7.4 per cent zinc, 5.0 per cent lead and 22.5 per cent copper. Factors studied included the effect of time, temperature and the distribution of volatile elements between the panicles and the fume. Air was used for most of the work but a few tests were carried out using 1 per cent oxygen in nitrogen. Chemical analysis, X-ray diffraction, and scanning electron and optical microscopy of polished sections were used to characterize the reaction products.When the concentrate was combusted at low temperatures (800-900°C), the fume was rich in lead. At higher temperatures, this was diluled by increasing amounts of zinc and copper. 70 per cent of the zinc, 60 per cent of the lead and 40 per cent of the copper were found in the fume after oxidation at 1400°C. Lead, zinc and copper were present in the fume as anglesite (PbSO4), zincite (ZnO) and cuprite (Cu2O) respectively. The major phases present in the panicles were magnetite (Fe3O4) and/or cuprospinel (CuFe2O4), with some zincite and cuprite.Elemental copper was found in the particles oxidized in 1 per cent oxygen. Possible vapour species responsible for the vaporization are discussed.

High silica (SiO2), alumina (Al2O3), and phosphorus (P) contents in iron ore adversely affect the quality of iron products. The removal of those impurities from iron ore is an essential point in further iron ore processing. In this paper, the removal of P, SiO2 and Al2O3 impurities from iron ore by alkaline drying followed by reverse cationic flotation is discussed. The reverse cationic flotation experiments are performed using the iron ore samples without and with alkaline drying pretreatment. All other flotation conditions except pulp pH (4–12) and particle size distributions (-45 to -250 μm) are held constant. A typical collector and frother, such as dodecylamine acetate (DAA) and methylisobutylcarbinol (MIBC), are used in the flotation experiments. Alkaline treatment is conducted before flotation using sodium hydroxide at fixed conditions. The impact of alkaline drying on the performance of iron ore flotation is evaluated based on the removal rates of P and SiO2 + Al2O3, iron grade, and iron recovery compared with the iron ore flotation without alkaline drying (direct flotation). X-ray diffraction (XRD) analysis indicates hematite and goethite are the main minerals in the iron ore, which assays 62.8 mass per cent Fe, 0.232 mass per cent P, 7.1 mass per cent SiO2 + Al2O3 (total) determined by X-ray fluorescence analysis (XRF). Results indicate that a combined approach is more effective for removing P and SiO2 + Al2O3 impurities from iron ore than the direct processing technique because the maximum removal rates of P and SiO2 + Al2O3 are 48.2 per cent and 66.5 per cent from the alkaline dried iron ore when 8.4 per cent and 13.1 per cent from the non-alkaline dried iron ore.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

"Successful rehabilitation of tailings landforms of tens to thousands of hectares in size at base metal mines is critical to mining companies’ ‘social licence to operate’. Rehabilitation technology used is closely related to both the economic sustainability of the mining company and the ecological sustainability of the mined environment. Conventional technology to rehabilitate mine waste landforms is costly and constrained by the availability of soil (to reconstruct root zones) and clay materials (to reconstruct compressed layer). Depending on mine waste properties and site-specific resource availability, it is not uncommon to cost A$0.1–0.5 M/ha for the establishment of conventional cover systems over mine waste domains, which often accounts for large proportion of the total closure costs. This can lead to costs approaching several hundred millions dollars for rehabilitating larger tailings and acidic waste rock using conventional cover systems.The present extended abstract proposes a suite of new technologies to tackle the problems outlined above and discusses critical factors in successful rehabilitation from substrate levels to the whole landform performance, in two key aspects:in situ engineering of tailings soil to offset/reduce materials requiredin situ chemical engineering of massive hardpan layer through alkali-activation and mineral gel cross-linking network mechanisms to encapsulate reactive tailings and achieving sustainable hydro-geochemical stability in root zones.This aims at functionally replacing the roles of the compressed clay layer and capillary breaks in conventional covers. These technologies would improve both the economic and ecological sustainability of mine waste rehabilitation, thus addressing the triple-bottom line of mining and mineral processing industries not only in Australia but other countries.CITATION:Huang, L, 2016. The history of Ore Reserve classification and reporting in Australia is largely a history of the Australian mining industry itself. In the late 1800s, when the industry was dominated by small scale, high grade underground mines, Reserves (if estimated) were based on hand sampling and geological inference, and reporting of Reserves was either non-existent or of extremely variable quality. By the mid-20th century, the industry was dominated by large underground base metal and gold mines. Reserve estimation was coming under the control of skilled geologists and mining engineers, however Reserve classification and reporting standards continued to vary in type and quality from mine to mine. Today, large scale, low grade mining operations predominate, and Reserve estimates are generally based on extensive drilling results processed (with geological control) by computer. Through the efforts of a Joint Committee established by The Australasian Institute of Mining and Metallurgy and Australian Mining Industry Council, Reserve and Resource classification and public reporting has been standardised and controlled by adoption of the ""Australasian Code for the Reporting of Identified Mineral Resources and Ore Reserves"" released in 1989. The Code, which will continue to be modified and improved by the Joint Committee, has also been used as a basis for guides to reporting in other countries, and there is now some hope that this difficult and vexing topic may finally become subject to international standards and controls.
