How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

Compositional and isotopic analyses of coal seam gases in the Southern Coalfields have shown that these gases frequently contain abnormally high concentrations of magmatically derived carbon dioxide. The size of this carbon dioxide reservoir and the extent of permeation of the sediments by carbon dioxide are not known.Therefore caution in evaluating the natural gas potential of the region is advised.

Mine closure is a legitimate element of the mining cycle and like mine development involves technical planning, permitting, and finally construction. Closure begins with the mine's operational footprint and transforms the site so that it meets the explicit requirements of the owners and regulators. Implicitly, the closure will increasingly need to meet the requirements of other interested parties such as the local community, workforce, and future land users. Golden Cross is the first modern mine closure in New Zealand. It operated for 6 + years as a mid-size gold and silver mine winning ore from both underground and open pit sources, and processing via a carbon in leach circuit including a cyanide recovery stage prior to tailings disposal. The mine is situated in a sensitive high rainfall environment, and is complicated by the existence of a large ancient landslide underlying most of the tailings dam and waste rock embankment. The regulatory process for mine closure in New Zealand is not clearly understood by operators or regulators alike. The Golden Cross mine was permitted under the Mining Act 1971 and closed primarily under the Resource Management Act. This switch of legislation, the parallel reorganisation of many government departments, and change in societal expectations with respect to long term environmental stewardship during the life of the mine resulted in the requirements of closure being significantly different to the expectations at permitting.

Long-range side-scan sonar and conventional geophysical data for the Peru Trench region (8`S-15¦S latitude) have been analysed. The data show that the Peru Trench is a site of sediment subduction where bending-induced normal fault-ing of the Nazca plate plays a key role. The sediments are continually removed from the trench axis region by their inclusion in normal fault-defined void spaces, such as grabens. In the process of subduction, the sediments are often offscraped, folded arid kneaded temporarily at the base of the shoreward trench slope. The subduction complex comprising such sediments is narrower than 20 km and its volume remains more or less constant due to regular removal of its contents along with the down-going plate. Addi-tionally, morphology of the subducting Nazca plate is responsible for subduction erosion of the South American plate, where the horst blocks cause tectonic erosion by abrasion and the grabens provide a mechanism for removal of the eroded material.

Comalco Limited has recently completed construction of a $50 million kaolin plant at the site of its bauxite mining and industrial minerals operation at Weipa. The plant will produce 100,000 tonnes per annum of coating grade kaolin for the paper industry. Comalco produced the first coating kaolin from the deposit in 1979 on a trial basis. Since then a variety of quality coating grades with specific particle size distributions and brightness values have been prepared. Extensive drilling and bulk sampling of the deposit over eight years has shown that the ore body is large and of a high grade suitable for the production of premium quality coating kaolins. The processing plant technology was developed by Comalco in association with the European kaolin and equipment producer Amberger Kaolinwerke GmbH (AKW). The Weipa kaolin plant is the first of this size to be built in the Pacific Basin region and it will offer the region's paper-coating mills a stable and reliable source of high-quality kaolin, shipped from an established bulk loading port. Coal losses and dilution are among a coal mine operators everyday problems. These losses and unwelcome additions are generated primar- ily by the stripping operation and secondly by the coal mining opera- tion. Losses in yield due to preparation plant efficiency are a separate issue although they may be related to the coal mining operation. The losses and dilution can be traced to the following operations: (A) Overburden or Interburden Removal (1) Removal of coal edge by blasting operations. (2) Removal of top of seam by drilling/blasting. (3) Removal of top of seam by stripping equipment. (4) Removal of coal edges by stripping equipment. (5) Dilution due to stripping equipment. (B) Coal Mining (for the case where seams are ripped rather than shot) (1) Coal rib losses. (2) Coal rib dilution. (3) Coal left in floor. (4) Coal left in fault areas. (5) Floor material picked up whilst loading. (6) Spoil material picked up. (7) Spoil material from poor surface clean up. (8) Top of coal losses from final clean up. (9) Dilution from ripping too deep, i.e. into floor below seam. (10) Dilution from interseam parting. The losses apply to both the single seam and multi seam oper- ations although they are more pronounced in the multi seam mines than in a single seam mine due to the position of the coal which is lost. For example in the multi seam case the top seam coal edge loss is final. There is little chance of recovery with the subsequent pass even if the extra rehandle is done. However conversely the lower seam is relatively easy to locate as it has nowhere to go being contained by the lowwall bench.

Good roads are essential in moving men and materials to and from the underground workplace. Coffey Partners International Pty Ltd (Coffey) has recently completed a underground coal industry funded project on underground mine road construction and maintenance. This paper discusses practical approaches to construction and maintenance of underground mine roads using transferrable civil technologies and innovative techniques. Mine pavements are generally low-cost (relative to civil roads), constructed to varying standards using locally available materials to best meet the mobility needs of the mine. Performance of pavements is thus largely dependent on the environmental conditions, quality of the available road making materials, maintenance policies and available resources. The paper will detail `what causes bad roads?' in various underground environments, available management strategies, construction and water control techniques, road maintenance and vehicle considerations.

The Collie River catchment, located approximately 200 km south of Perth, covers an area of around 2830 km2 and is the source of run-off to the Wellington Dam, an important irrigation water resource for the Collie Irrigation District. The salinity of the Wellington Dam has increased due to historical clearing and irrigators currently use water with salinity levels approximately twice that of the Murray River in South Australia (Water and Rivers Commission, 2001). The Collie River Salinity Situation Statement (2001), released by the Water and Rivers Commission (now the Department of Water), identified realistic actions that could achieve the salinity reduction target. Subsequent benefit-cost analyses and prefeasibility studies recommended the diversion of the most saline flows in the Collie River away from the dam as an immediate intervention (URS, 2003). The East Branch of the Collie River above the locality of Buckingham (20 km east of Collie) contributes around half of the salt that flows into the Wellington Dam and the diversion and storage of the saltiest flows from the East Branch at Buckingham was identified as a viable option for reducing salinity in Wellington Dam. The proposal had one problem û the water could not be disposed of as quickly as it was diverted. However, in the vicinity of the diversion site were a number of coal mine voids and after preliminary discussions, the Government/Griffin Coal alliance was formed and from this the opportunities have continued. Diverted water would be stored temporarily in an adjacent mine void (Chicken Creek 4 void) and then disposed of to the sea. The disposal options included Western Power CorporationÆs saline discharge pipeline from Collie Power Station, or a new pipeline. The diverted water was also identified as a potential raw source for treatment and use in industry. This has opened up opportunities including desalination, water efficiencies in the power stations, increased reliability of water supply for the power stations, water for new industries, wastewater disposal options and extra water for PerthÆs water supply. In the process of solving the water storage problems the project introduced a range of mine water quality problems û heavy metals and pH û and the Department of Water (DoW) is now working with the mining industry and the Centre for Sustainable Mine Lakes (CSML) to develop treatment and management technologies. The project has received support and funding through the National Action Plan for Salinity and Water Quality (NAP) and it has been possible to accelerate and enhance this project as a result of NAP. The DoW has developed the proposal to an advanced stage and gained approvals for the capital diversion program to go ahead. The partnerships have expanded to include the second mining company, Premier Coal, the Water Corporation, Western Power and the Harvey Irrigation Cooperative. The proposal could feasibly result in a $90 million integrated water management initiative for Collie using the latest technology, mining operations and providing water for value adding industries in the local area. The DoW is not a mining company; however, our experience in managing water in times of shortage, environmental water quality criteria, competition for water and managing community expectations will have the same success factors:consultation and knowing your community and stakeholders, sharing issues and working in partnership can provide results far greater than the initial issue, even brackish water has value, every sector is in competition with each other and has to have a share of the water, an integrated approach can provide opportunities for development in areas of water shortage, and never think of water as wastewater.

There have been strong industrial observations that clay minerals have a deleterious effect on mineral flotation grade and recovery. However, rigorous explanation on the role of clay minerals in flotation and effective ways to reduce their negative effects are not available. In this study, the flotation behaviour of low quality and high quality coal samples were examined at the Xstrata Oaky Creek Coal plant, and laboratory in fresh and recycled water with high ionic strength. Anionic and non-ionic dispersants including lignosulfonates and triblock copolymers were also tested with an objective of improving coal flotation in recycled water. It was found that overly stable froth was produced in the flotation of both low quality and high quality coal samples in saline water. Speciation modelling indicated precipitation of hydrophilic components which may adversely affect the flotation. Despite the overly stable froth, saline water produced much higher combustible recovery than fresh water without significantly losing the product quality. Lignosulfonate dispersants displayed a potential to improve the flotation in fresh water, but not in saline water. Significant flotation improvement was achieved with the triblock copolymer examined in both fresh and saline water.CITATION:Liu, D, Wang, B, Peng, Y and Vink, S, 2012. A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland - Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground sub-section of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes Operational.

QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

The pyroclastic-filled Voorspoed kimberlite pipe has a low grade due to significant internal dilution which translates to a marginal business case. The site, with excavations, tailings dumps and buildings remnant of mining from 1906 to 1912 is to become De BeersÆ benchmark mine in South Africa. In a climate of skills shortages and lean structures, a geological service to optimise exploitation of this complex resource was established. As historical mining removed the higher-grade centre of the pipe, initial production was in the weathered upper benches along brecciated pipe margins. Trenching and blasthole logging before blasts helped to mitigate the effects of the drastic contact deviations that occur when working with an inferred geological model. However, identification of unfamiliar weathered kimberlite and delineation of unmodelled internal waste posed challenges. Efficient grade control by demarcation and allocation of individual truck loads will be vital to continue profitable mining at Voorspoed. Further challenges arose across disciplines. The first yearÆs planned production of mostly weathered kimberlite was processed through a plant designed for VoorspoedÆs unusually competent ore. The high clay content of the weathered material led to clogged chutes and overloaded fines disposal, hampering efforts to commission the plant. Resolving this problem involved mining æout of planÆ to provide a blend of fresh and weathered kimberlite. The calculation of an accurate mine call factor was hindered by a lack of haul truck monitoring, process stoppages and stockpiling in the plant during commissioning. Updating of the geological model to incorporate the contact changes observed in the pit was slowed by the need to first understand how 40 years of exploration data was integrated to create the model. A plan, involving focused mine geology practices, is in place to upgrade a portion of the resource from Inferred to Indicated level of confidence. These challenges are not limited to new mines but will be ongoing as new information is constantly gained at Voorspoed and many mining operations.

The anode, tank house and wire bar plant and operations are described with particular reference to those features of design and methods which are characteristic of this refinery at its inception.Reference is also made to auxiliary equipment, transport and materials handling facilities.The work of commissioning the plant late in 1959 is discussed and comment is made on the organisation of construction and origin of the equipment.LOCATION OF PLANTThe site chosen for the copper refinery is on level ground adjacent to the junction of the Mount Isa and the main north-south railway lines at Stuart near Townsville, Queensland. Blister for refining is received by rail from Mount Isa. Refined products are taken 10 miles by road to Townsville Harbour for shipment to other Australian ports or overseas, or despatched by rail direct from the plant.Adequate room for expansion was provided to cover copper refining and any associated industry. The layout of future extensions was planned and space reserved for them before detailing the original units of the main refinery.The initial plant also provides convenient storage facilities and is laid out to derive the greatest benefit from prevailing northerly breezes during the humid tropical summer.As far as possible, the working areas are located so that the prevailing winds cool them as they traverse the buildings.These factors are of very great importance since this is believed to be the only copper refinery in the tropics operating with all white labour and in any case the Company set out to provide the best possible conditions for its operating personnel.

It is important to remember that the people side of the solution is the key to success and that monitoring will ensure the solution will work. The Fraser Range is composed dominantly of basic pyroxene granulites derived from basalts, many of which appear to have been vesicular and*pillowed. Acidic and basic garnet-bearing granulites are important in the west, and acidic granulites and narrow anortho- site layers are dominant in some regions east of the Fraser Range. An extensive flat-lying olivine gabbro sheet cuts the granulites, and in places has been converted to spinel-bearing meta-gabbros and pyroxene granulites. The granulites of the Fraser Range (Proterozoic) are separated from the gneisses and schists of the Goldfields regions (Archaean) by the Fraser Fault, over which there is a large gravity anomaly (gradient 20 milligals per mile). Some of the problems associated with the concentration of Cu, Ni, etc. liberated from mineral lattices during metamorphism, and other principles of metal concentration in granulite terranes, are discussed. The recognition of vesicular and pillowed zones, even though highly metamorphosed, is of fundamental importance.

The purpose and current practice of cable trusses in underground coal mines is briefly outlined and details of various cable truss designs are presented. The main part of the paper describes the in-situ performance of cable trusses installed as secondary supports in gateroads and recovery roads of longwall coalfaces. The performance analysis is based on the results of in-situ monitoring carried out at a number of sites at two underground coal mines within Australia. Truss performance has been assessed as load developed in relation to roof convergence, face position and time. Additionally, the influence of strata conditions, installation pattern/density, roadway layout and geometry have been taken into account. An analytical model has been developed to predict truss loads. The principal variables are listed and the basis of the model is described. Based upon behaviour observed in the field the model has been progressively upgraded and validated against measured performance. Guidelines on truss performance and factors which influence it are presented and the implications of these to the use of cable trusses is discussed. Possible methods for improving truss performance in certain strata conditions are outlined and some comments are made on the value of cable trussing compared to cable bolting in these Situations.

The paper describes the studies conducted to date on the short term adsorption/desorption of gases in coal from the point of view of developing techniques to predict imminent outbursting conditions in coal mines. A number of different parameters such as'dP express, K' and AV 0/60 etc. which have been effectively used overseas were studied on samples of coal from Westcliff and Leichhardt Colliery. Results indicate that these do not seem to be valid indices for predicting an outbursting condition. Based upon desorption isotherms, a new index defined as "L" has been developed which shows promising results. This index is in a position to differentiate the changes in the structures of coal and its proness to outbursts. The "LZ value determinations and its usefulness opens a new field where it would be possible to determine outbursting conditions from existing drill cores obtained during exploration studies or from long holes drilled in advance from underground workings. The index is more or less independent of the time elapsed between the extraction of a sample and the conduct of the test. The test for "L" can be conducted'on site or in the laboratory. The test is simple, easy to carry out and the "L" value for a sample can be calculated in less than 20 minutes. It could be adapted as a routine test for monitoring outburst conditions in mines.

Rational design of layouts for longwall operations is greatly facilitated by use of an accurate and economical method for predicting stresses and displacements. The displacement discontinuity method (a form of boundary element method) is based on replacing actual excavation geometries by thin slits of the same plan area. This approach allows three-dimensional stress- analysis at a fraction of the cost of alternative methods. The analyses can be readily performed on economical microcomputers, putting the analysis capability within the reach of mine-site personnel. This paper describes investigations associated with the German Creek Central Colliery, the first longwall operation in Queensland's Bowen Basin. The material properties used in the model, in particular the rock mass and goaf properties, have been 'tuned' to fit stress measurements obtained during extraction of the first and second longwall panels at the mine. The study shows that model predictions based on suitably scaled anisotropic rock strata properties are in good agreement with the stress measurements made to date. This model predicts average chain pillar loads significantly higher than predicted by models based on United Kingdom conditions. A working chain pillar design method is proposed using average pillar loads predicted by the numerical model and ultimate strength characteristics given by Bieniawski's formula.

As part of a long-term acid rock drainage (ARD) mitigation study, PT Freeport Indonesia has completed the construction of a highly instrumented, full-scale, experimental, overburden stockpile to further evaluate the behaviour of the waste rock system at Grasberg mine. A total of 24 lysimeters, 30 sets of thermistor strings and 48 oxygen-sampling ports were installed at select locations during stockpile construction. ARD flow rates and chemistry have been recorded since the start of overburden rock placement in April 2000. Measurements of in situ temperatures and oxygen concentrations quantify reaction rates and the oxygen pathways that control oxidation kinetics deep within the waste rock profile. Direct field observations show the significance of advective oxygen flow with respect to the onset of oxidation kinetics. Oxygen measurements show that the rubble zone that forms at the base of a waste rock bench provides a critical pathway for oxygen entry to the waste rock profile. Furthermore, rapid oxidation as evidenced by measured temperature increases deep within the panels of waste rock is observed to occur. The observations presented in this paper provide critical insight for understanding the mechanisms and behaviour of full-scale waste rock stockpiles with respect to ARD generation. The results of this program will assist in the future selection, testing and evaluation of appropriate mitigation measures with respect to surface and face treatments to reduce long-term ARD generation. This project is a work in progress, and at least another two-years will be required to fully understand site-specific ARD generation and ARD mitigation mechanisms. This paper will discuss various design and construction considerations, provide an overview of results achieved to date, and some preliminary interpretation of what is happening within the overburden stockpiles.

This investigation involves laboratory testing and stability analysis of paste fill at the Golden Giant Mine. Site-cast samples are tested in unconfined, confined, and consolidated-undrained triaxial compression. Pore pressures during shear and consolidation characteristics are measured to determine both drained and undrained shear strength parameters and assess the potential for undrained loading. Liquefaction potential is also considered. A limit equilibrium solution is used to obtain factors of safety against failure of the fill during mining of adjacent stopes.
