I he Electrolytic Refining and Smelting Company (ER&S) has oper- ated a copper smelter at Port Kembla, NSW since 1908. The feasibility of modernising the smelter was recently studied and external influences were shown to have a substantial impact on the project economics. Profita- bility is determined by the relative magnitudes of treatment charge income earned from processing raw materials and the operating costs incurred. Treatment charges are usually denominated in U.S. dollars and are deter- mined by market forces in the world copper industry. ER&S is no different from other Australian manufacturing industries in that it must maintain its competitive position by controlling costs. The modernisation project seeks to achieve this through new technology and improved labour Productivity.

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

Digital computers, by virtue of their capacity for high speed repetitive calculation at low cost, are finding increasing application to routine calcula- tions in the mining industry. In this paper techniques are shown whereby the use of computers can be extended to more complex tasks. The regular calculation of grades and tonnages of material to be extracted from specified areas of an operating open pit is a necessary part of production planning. In this paper it is shown how these calculations can be carried out by computer. thereby freeing planning staff from manual calculation. An operating open-pit mine can be described in terms of drill logs, geological ore boundaries and pit perimeters at various levels. These form the data base which must be suitable for frequent updating to incorporate new information. A suite of computer programmes is described which operates on this data base to calculate tonnages and grades of ore within extensions to the perimeters as indicated to the system by planning staff. Possible future extensions are discussed.

In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.

The theoretical and experimental studies have been done to clarify the hearth flow of iron and slag. The results of dissections show that the hearth can be treated as a packed bed of coke hav- ing good permeability with a coke-free layer at the bottom of the hearth. 3-dimensional numerical calculations of hearth flow with and without a coke-free layer are carried out, and the results are assured by a water model simulation. The influences of a coke-free layer on the iron flow and the discharge route of iron and slag are examined. The 3-dimensional flow pattern can be represented simply by the travelling time, which depends on characteristically the profile of coke-free layer and the quantity of iron in the hearth. Those flow parameters could be obtained by the results of radioisotope tracer test ( Co for iron flow, and Sc for slag flow) at several furnaces. As a result, it is found that the coke-free layer repeats the cycle of appearance and disappearance at several-month intervals. This cycle corres- ponds to large temperature fluctuation at the bottom of hearth. The relation between iron flow and skull (solidified iron, coke and deposited graphite mixed layer) on the hearth brick was studied by the model experiment and the thermal analysis based on the indications of thermocouples installed in the bottom of the hearth. If a thin coke-free layer is formed on the skull, a fast iron flow is generated in the layer, and melts away the skull. The growth and melting of skull produces the fluctuation of thermal load on a bottom brick, causing brick Damage.

VV Mineral (VVM) group of companies is the largest and the first private producer and exporter of beach sand mineral products in India. During 2010, the company produced and marketed around 750 000 tons of saleable products. Their operations are mainly in the state of Tamil Nadu and Andhra Pradesh, India. Almost all the wet pre-concentration plants use sea water as the concentration medium, since there is no fresh water source available near the deposits. The mines are located along the south-east coast of India in the states of Tamilnadu and Andhra Pradesh. The orebody varies in terms of mineral assemblage, slime content, grain size, and surface coating resulting in different behaviour of the minerals. Three different deposits containing ilmenite of different TiO2 content were studied. The study shows that there is no significant impact of using sea water for wet concentration prior to high tension separation of ilmenite. There is no significant variation in recovery and purity of ilmenite produced from these deposits when wet concentration of the deposits were carried out with sea water as the concentration medium and whether the concentrates were washed with fresh water or not before dry separation using High Tension Roll Separators (HTRS).

The C.S.A. copper lead zinc mine, located seven miles north of Cobar in Central Western New South Wales, is the largest known mineral occurrence in the Cobar Mining Field. Hosted by the steeply west dipping, west facing sediments of the Cobar Group, the generally discordant orebodies occur within a strike width of 600 ft and an overall strike length of 1200 ft. They comprise lenticular steeply north pitching and east dipping zones of sulphide mineralisation which range in composition from massive pyrite-sphalerite-pyrrhotite--galena to less massive pyrite- pyrrhotite-chalcopyrite varieties. The thinly bedded siltstones, shales and graywackes hosting the mineralisation appear to have derived many of their constituents from volcanic sourcesä They have been metamorphosed to the greenschist facies of regional metamorphism. At least two stages of deformation and folding have occurred. The first stage folded the rocks on a south pitching fold axis into their present configuration, and super- imposed a strong axial plane cleavage which subsequently guided the emplacement of the mineralisation. The second stage of deformation is considered to have controlled the zonal distrib- ution of the orebodies and the appropriate fold axis appears to coincide with the long axis of the orebodies.

The standard charge weight scaling laws imply that only one particular delay (that possessing the maximum instantaneous charge) contributes to the ppv. However, the present analysis clearly demonstrates that a varying number of blastholes contributes to the ppv. This number also increases with distance, x, between the blast source and the detector, and is caused by waveform broadening due to attenuation. Thus the operative charge weight, itself, is also a function of the distance, and so makes the standard charge weight laws difficult to implement. If the delay time scatter is neglected, then, under certain conditions, relatively simple expressions can be derived for the ppv magnification, FN, as a function of the number, N, of blastholes. When the influence of delay scatter and random fluctuations in each blasthole vibration is included using Monte Carlo simulations, then, to a first approximation, the condition FN=KNx applies, where KN is a constant dependent upon N. Unfortunately, however, for any particular blast this condition cannot be distinguished from the standard charge weight scaling law. The dependence of ppv on N would only be apparent if blasts of differing N were to be compared in an otherwise identical environment. Since this situation is very difficult (if not impossible) to realise, then the influence due to N, although significant, goes largely undetected. Another problem associated with standard charge weight scaling laws is the difficulty of accurately assessing the appropriate charge weight, even if attenuation broadening is neglected. For example, if a number of blastholes are very close, then they experience a vibration interaction which is non-linear. However, if the same blastholes were to be widely spaced, then the separate vibration signatures add linearly. The standard charge weight scaling law fails to distinguish between such linear and non-linear regimes. Unfortunately, in many production blasts, both regimes exist throughout various portions of the blast spatial pattern and so makes it difficult to determine the operative charge weight. The solution to the combined influence of waveform broadening and linear/non-linear interactions will obviously require substantial future research. A possible solution may be found in the use of numerical dynamic codes.

The GPM Gold Operation has been employing an Albion Process™ plant at its Sotk (Zod) gold mine in Armenia since 2014. Long term data from the operation is now being published for the first time. The data presented includes concentrate throughput, as feed to the Albion Process™ plant (tonnes per day), sulphur grade in concentrate (% S), total sulphide sulphur oxidation in the Albion Process™ plant (% SOx) and gold recovery from Albion Process™ plant residues (%). The data provides a basis for evaluation of the effectiveness of the commissioning, ramp up and operation of the Albion Process™ plant. Notwithstanding the impact of a slower concentrator commissioning than expected, the plant demonstrates Series 1 behaviour on McNulty ramp up curves, indicating successful commissioning and fast ramp up. Interrogation of the data and operational experience indicates that this successful operation is a result of a process that is flexible, robust and stable, one that was designed well based on solid testwork results and pilot plant trials during the study phase undertaken by Glencore Technology and Core Resources, and where the local operators were provided with appropriate training in operation of the plant. It has long been recognised that knowledge of the conditions existing in a mine after an incident is essential in deciding whether to deploy responders as part of the incident recovery process. Applying this knowledge in a structured manner to the assessment and the acceptability of the risks likely to be faced by those teams during response activities before authorising their deployment is an onerous task incumbent upon the person controlling the incident response. The Mine Event Management System (MEMS) provides structure and coordination in the management of mine events. It assists with the skills and knowledge for incident control teams to effectively manage any emergency or non-emergency event, be it large or small. In cases where multiple organisations are involved, the MEMS promotes effective joint operations through the use of common terminology and structure to provide seamless communication between agencies at all operational levels. The SQL-based software developed by Queensland Mines Rescue Service (QMRS) assists decision-makers to make considered options; it does not make decisions for you. When set-up, it allows the information that already exists within a mine’s Safety Health Management System that is relevant to the incident to be accessed and considered rapidly within the pressured environment of an emergency. Additionally, the incident specific questions contained within MEMS focuses the management team on gathering and assessing information relevant to the incident as it progresses. The software’s event log can be utilised as an auditable document for post incident investigation. The MEMS provides a process to properly consider the adequacy of the information available upon which decisions have to be made, to consider and acknowledge the hazards of the environments within or adjacent to which responders will need to work and to acknowledge and authorise the entry of responders into or to remain within a mine either during or post an incident occurring, once an acceptable level of risk is achieved.

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. Hilton Mine is being developed as an integrated component of the Mount Isa operation, to achieve continuity of silver/lead/zinc production well into the next century. The mine has a chequered history from its discovery in 1947 through several periods of intense development activity, each of which has been curtailed due to the further development of the Isa Mine operation. This era has now passed; to sustain increased production rates at Mount Isa, there is a requirement for Hilton ore in 1989. The decision was made in 1983 to accelerate the programme of Hilton development by installing skip hoisting facilities in the main service shaft (P49), to facilitate the development of the mine to pre-production status. The Hilton development plan provides for the mining of selected orebodies, a broadening of the underground exploration drilling programme, and the establishment of significant mine infrastructure. Several technical challenges have been identified as important. The Hilton orebodies, although occurring in the same rock type as Isa Mine, are more faulted, jointed and intersected by intrusive dykes. The ore is more variable in terms of ore continuity, boundaries, grade and metal distribution and the mineralogy more complex. As a consequence the development of this project consists of a co-ordinated programme of mine exploration and development, rock mechanics investigations and metallurgical research and development work. Production will commence in 1986 at a rate of 1000 t/day using mechanized cut and fill techniques. It is planned to introduce sublevel open stoping and by 1996/97 the production rate will be 2.5 million t/yr.

The Mount Charlotte gold mine is located 0.75 km east of the General Post Office in Hannan Street, Kalgoorlie WA and about 3.5 km north of the Fimiston Operations on the famous Golden Mile.Mechanised underground bulk-mining at Mount Charlotte has been in continuous operation since 1963. For the 30-year period ending December 1992, the mine produced 22 million tonnes (Mt) of ore for a recovery of 2.73 million ounces. During 1991/92, the mine produced 1.53 Mt of ore at a head grade of 3.15 gramshonne (g/t) for a recovery of 135 822 ounces.The principal ore source at Mount Charlotte has been the Charlotte Orebody which is now largely mined out. Since 1990, approximately 75 per cent of production has been sourced from the Reward Orebodies. The Charlotte Orebody was a relatively homogeneous quartz stockwork with simple geometry and average bulked grades in the range of 4.0 to 5.5 g/t. This is in contrast to the Reward Orebodies and the more recently defined Charlotte Deeps and Maritana Stockworks, which have complex grade distribution and geometry with lower average bulked grades (2 to 4 g/t). The lower grades are principally due to the decreased density and volume of stockwork venation and related vein halo alteration. Typically, these stockworks comprise a patchy mosaic of quartz veins and vein swarms, with irregular distribution and geometry within the quartz gabbro host rock.

Mineral exploration is the business of finding and defining ore deposits. Ore bodies are developed into mines and mines supply every mineral and metal upon which our society is built. Whether it be steel for our bridges, cement and aggregate for our concrete, coal for our power stations, copper for our wire, phosphate for our fertiliser or gold for our jewellery it first must he found, then mined and processed before we can use it. There is no other way.

A review of ground control procedures in Western Australian underground mines is presented. Geotechnical input into initial mine design and methods of ground control is rare. As a result, the frequency of unexpected rockfalls is comparatively high, with over three quarters of the mines adopting non-specialist ground control designs experiencing unexpected falls-of-ground. In contrast, mines that provide some level of specialist input into initial ground control design experience decreased rockfall frequencies.

A metallurgical evaluation of the Argyle Kimberlite No. 1 (AKl) orebody has been carried out using a 40 tonnes per hour pilot plant. Pilot plant results, together with laboratory investigations provided a basis for the determination of process design criteria for a major treatment plant. Various sampling programmes were carried out to determine specific aspects in the evaluation of diamond liberation. Treatment parameters such as the top crush size, recrush size and the bottom cut-off size were investigated. Polyurethane resin (PUR) is extensively used in almost all coal producing countries. On the local scene, PUR components suitable for underground application were selected and subsequently, trials were carried out at several coal mines. This paper describes the work at Pikes Gully Colliery (B.P.3Coal), where water flow rates of up to 4.5 m (1000 gallons) per minute, were reduced to 1-1.5 m /minute at the tirst stage of application. Subsequent trials were carried out at West Cliff Colliery (Kembla Coal and Coke). A variety of PUR chemical mixtures were tested in coal ribs and in the roof of intersections and roadways. The trial results are presented with all particular details. Using the PUR injection method, the roof, at the most difficult intersection, was stabilised and 'de-bonded' roof bolts were re-sealed. At Pikes Gully and West Cliff Collieries, 2 tonnes and 3 tonnes of PUR chemicals were injected, respectively. The technique, primarily based on German experience (Bergwerksverband), was used by Delta Control Systems Pty. Ltd. ACIRL was closely associated with the trials, which were monitored by installation of the measuring Stations.

Orica Mining Services (Orica) in partnership with Coal and Allied’s Hunter Valley Operations (HVO) has developed a risk management process to maximise mining efficiency whilst controlling vibration and maintaining critical electricity continuity to New South Wales (NSW) electricity grid in the Riverview Pit. The issue is a high tension tower which supplies electricity located within 40 m of mining and blasting activities. The process involved developing an understanding of the relationship between vibration, explosives, geology and the location of the blasting in the geological horizon. From this an optimum methodology for blasting in each region was developed.

The CSIRO Division of Mineral and Process Engineering in Melbourne has been developing on-stream analysis sensors based on neutron and gamma radiation for better control of quality and process operations. This has resulted in the development of Ironscan, an on-stream analyser that measures the iron content of both lump and fine iron ore on conveyor belts. It can be mounted under existing conveyors with minimal modifications to the conveyor structure and can cope with steel cables in the belt. An interface gauge and an on-stream coal ash analyser have also been developed, both based on measurement of natural radioactivity. The interface gauge monitors the interface between liquor and mud in thickeners and washers, provided the natural radioactivity of the mud is sufficiently high to detect it above background. The natural-gamma ash gauge is a valuable addition to the Coalscan range of ash gauges. It is applicable to heavily laden coal conveyors or bins where the coal bed thickness exceeds 30 cm, and also to lightly laden conveyors, provided the coal is profiled on the conveyor.
