The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. The Wangaloa coal mine closed in 1989, and an attempt to grow Pinus radiata on quartz-rich overburden dumps was not successful. The site is currently being rehabilitated with re-profiling and native plant establishment. Plants are being established in a range of substrates that consist of variably disaggregated Tertiary coal measure sediments derived from the mine sequence. This material has low organic matter content (typically <10 %), originating from coal fines or carbonaceous sediment. Substrate samples were collected during December 2003 from a range of sites varying in age, slope, and parent material. Nutrient analysis includes nitrate, ammonia, total N, total P, available P and readily exchangeable base cations. Total nitrogen and phosphorus are low on areas of recently disturbed, quartz-rich overburden, with total N =1200 mg/kg, and total P =200 mg/kg. Background forested areas have total N ranging between 2800 - 3300 mg/kg and total P of 420 - 500 mg/kg. Quartz-rich overburden sites contain available nitrogen levels of less than 6 mg/kg, while background forested areas are generally >20 mg/kg. The soils and water runoff are generally acid, with pH down to three. Water samples have been collected from both ground and surface resources on a monthly basis since December 2003. The main lake on the site had pH of 4.6 in 1999, and this remained relatively unchanged when 850 tonnes of lime were added in 2002. However, the lake pH changed to 6.4 within a one month period in 2004, and has fluctuated since that time.

The effect of multiple tunnels /cavities on the stress and deformation field of the soil media was investigated by using a two dimen- sional plane strain boundary element model. The soil was considered as an elastic, isot- ropic and homogenous media. The interaction of two circular and parallel tunnels/cavities was investigated. Depth of burial, tunnel spacing and surface load width were the system variables considered. The results of this study indicated that the vertical displacements of the soil media increases by decreasing the distance between the adjacent openings, the interaction between the two tunnels/cavities can be neglected for K/D > 5, while the load width has a minor effect except in the dis- tance of D from the center line of the load and for a depth of 2D.

The paper describes the design of the dilute medium and medium recovery circuits installed at the coal preparation plants at the Cornwall Coal Company's Fingal Mine, and the BP Coal Australia's Howick Mine. These circuits maximize the use of clarified water for rinsing to improve the mass transfer of adhering medium from the coal surface into the carrying liquid, and have been combined with the use of a two stage magnetic separator. The separator utilizes a conventional concurrent first stage and a counter-rotation second stage. This combination results in high medium recoveries during both normal operation, and start up and shut down phases when large quantities of medium can be lost from a conventional circuit. Overall losses using this circuit have been estimated to be, 200g/t, over a twelve month period. Further advantages in plant operation are also obtained, especially steady operating conditions in the centre-tube pump tank, lower slimes contamination of the product, and lower quantities of non magnetics trapped in the separator concentrates. The techniques are particularly suited to incorporation in circuits treating coals containing high percentages of sticky and difficult clays, as are found in the Walloon coal measures.

The smelter building at Sarcheshmeh Copper Complex, Iran, houses two reverberatory furnaces and five Pierce-Smith converters. Under normal operating conditions SO2 emissions fill the building, posing a major health problem for all workers in the building, and reducing their ability to maintain the plant. The converter fume extraction system was analysed using plant measurements, engineering modelling of the entire system and CFD modelling of the extraction hoods. By applying fundamental engineering concepts, a user-interactive computer program was developed that enabled plant engineers and operators to gain a detailed understanding of the system. In conjunction with plant measurements, the model quantified the amount of inleakage throughout the system, identifying it as a significant contributor to the poor extraction performance. Furthermore, it enabled investigation of the effects of hood gates, converters on line, hood dampers, flue insulation, electrostatic precipitator (ESP) operation, and inclusion of an acid plant. The model gave unprecedented insight into the operation of a counterintuitive buoyancy-driven extraction system.

Highwall failures in surface coal mines in Queensland occur as circular slips through weak and weathered material, or as bilinear slides on sub-horizontal surfaces and steeply dipping joints. Weak horizontal planes occur in the Permian-Tertiary unconformity or on bedding surfaces within the Permian Coal Measures. Sub-vertical movements occur along rock joints and tension cracks induced by stress relaxation after excavation. Blasting also introduces new fractures and causes movement along existing rock discontinuities. Critical factors for stability include the dip direction of potential failure surfaces, shear strength of the rocks, damage due to blasting prior to highwall excavation, groundwater conditions, the type and performance of clays on shear surfaces, and pit geometry.

After extensive testing and a period of plant trials to establish the benefits of Caro's acid (H2S05) as an alternative oxidant, Queensland Mines Limited (QML) decided to replace pyrolusite with Caro's acid in its acid leach uranium treatment plant at Nabarlek. The decision was based on the reagent savings and environmental gains associated with the removal of manganese from the process liquors, as well as the labour savings and improved oxidation reduction potential control possible in leaching using the Caro's acid system. The permanent Caro's acid generating plant was designed by Interox Chemicals Pty Ltd of Australia (IC) to suit QML's require- ments and differed from the unit used during the plant trials. Commissioning of the plant was completed in April 1983 and it has been continuously used since that date.

La Colosa, Colombia is a large gold-porphyry deposit currently undergoing feasibility studies by AngloGold Ashanti. This period of development allows the opportunity to apply innovative and emerging testing and modelling methods to provide a predictive geometallurgical recovery model for the deposit. By partnering with the AMIRA P843A Geometallurgical Mapping and Mine Modelling (GeMIII) research project, the geological and mineralogical data are analysed with respect to liberation and recovery methods. This will allow the variability in the geology and mineralogy of the deposit and key relationships recognised in the data to be included in the development of a model to help predict recoveries of the gold. Many aspects of the gold mineralisation such as gold paragenesis, associations, grain size and texture are determined and analysed using optical microscopy, Mineral Liberation Analysis (MLA), and laser ablation (LA-ICP-MS). At La Colosa the gold has been located in sulfides (eg pyrite, pyrrhotite, and chalcopyrite), silicates, along silicate phase boundaries, and among the pyrite-rich intermediate argillic alteration. Further testing and analysis will also determine if ‘invisible’ gold is present in the pyrite, pyrrhotite, and chalcopyrite. Recovery methods can also be determined and tested after combining the results of mineralogy tests with other data (eg results of comminution tests). Indices for the mineralisation and recovery are developed using image analysis and analytical testing. These indices are correlated with recovery data from the company to develop a predictive block model for recovery. The goal is to develop cost-effective, efficient methods to analyse the mineralogy and geology of the deposit; understand the variability in the mineralogy, geology, and recovery; and construct a predictive geometallurgical recovery model.

The advances in the study of control alternatives for flotation columns are reviewed. An integral solution to the control problem has to deal with problems associated with instrumentation, process modelling, control strategies and control algorithms. The term hierarchical control is used here to mean the intelligent integration of available knowledge, control algorithms and logic rules of decision. The selection of information, algorithms and rules is based on the experimental and theoretical knowledge of the column flotation process. The software support was designed and implemented in object oriented computer programs. This technique allowed the implementation of a combination of control techniques, algorithmics and heuristics, in the form of a control strategy. This strategy has shown to fit well with processes exhibiting complex dynamic characteristics. The hierarchical control was implemented in a pilot column and included the following general aspects: co-ordination of distributed conventional control loops, use of sets of control parameters for the froth depth control loop according to the froth depth state, verification and diagnosis of sensors, on-line predictive estimation of gas hold-up, diagnosis of common operating problems and the use of predictive control to account for feed flowrate changes.

The recent development of rare earth permanent magnets has revolutionised the field of magnetic separation. The advent of rare earth permanent magnets in the 1980s provided a magnetic energy product an order of magnitude greater than that of conventional ferrite magnets. This has allowed the design of high-intensity magnetic circuits operating energy free and surpassing the strength and effectiveness of electromagnets. New applications and design concepts focusing on the mineral and metal processing industries have evolved. This technology also led to the development of various magnetic separators specifically designed for mineral processing applications. Applications which were not previously considered are now being applied to primary mineral upgrading and recycling and secondary recovery.

There exist many formulae for designing coal pillars. However, when applied to a given set of mining parameters, they lead to different pillar sizes and factors of safety. From the subsidence point of view, the pillars designed as protection pillars not only have to be stable, but also have to limit subsidence over them to a level acceptable to the structure being protected. The subsidence over a pillar of given width to height ratio depends upon the mining depth. A pillar may be stable, but the subsidence over it may be quite large and unacceptable for the structure. In many cases even though pillars may yield, they support the undermined strata and reduce surface subsidence. In addition, the yielding pillars eliminate peaks and troughs in the surface subsidence profile and reduce ground strains. In a given situation, whether a pillar yields or not depends primarily upon its width in relation to mining depth.

Traditionally occupational health and safety (OH&S) has been managed for the direct benefits of reducing injury and illness to workers on mine sites. In the current skill shortage climate it is important to recognise the value that OH&S management can have in assisting mines in minimising their exposure to this issue. In times of skills shortage turnover is high as mines poach personnel from each other. This leads to loss of corporate knowledge and loss in productivity through the need to train new personnel in mine-specific operating procedures. In addition absenteeism can significantly disrupt production as there may be no ready replacements available for key jobs. Pressure will be placed upon workers to remain at work even though they are not completely fit for work, leading to presenteeism and consequently loss in productivity. In addition to the threats to routine operation, the loss of management and professional staff can significantly increase catastrophic risk through loss of experience and corporate knowledge. There is increased pressure to focus on events that occur regularly in the here and the now and underestimate the rare, or unlikely, events.The theme of this paper is that by properly addressing OH&S management at mine sites, companies can minimise their exposure to these problems. Put simplistically, a safe and healthy mine is a sustainable and productive mine. Case studies and relevant literature will be used to support this premise.CITATION:Cliff, D and Bailey, K, 2012. The Meekatharra mining district lies in the northern pan of the Murchison Province of the Archaean Ynlgam block of Western Australia. Since dis- covery of the Paddy's Flat belt in the district in 1897 total gold production has been 67 tonnes and a further 33 tonnes in resources have been defined by drilling. The Paddy's Flat gold deposits occur within the Gabanintha Formation, a basal formation of the Murchison greenstone sequence containing komatiitic basalts, ultramafics and minor banded iron formations. The regional control on the distribution of deposits is an anastomosing shear belt which extends over 350 km and incorporates the Mt Magnet, Reedys and Meekatharra deposits. The following gold deposit styles may be recognized based on lithological association and alteration: Albite porphyry hosted, Carbonate-fuchsite- quartz alteration hosted deposits, Banded Iron Formation hosted sulphide replacement gold deposits and quartz vein deposits. With the exception of the banded iron formation hosted deposits, the Paddy's Flat alteration zone shows strong similarities to the alteration styles at Kerr-Addison (Ontario).

A number of standard tests are conventionally carried out to characterise strength properties of rock. The values of the parameters obtained are often affected by planes of weakness or defects in rock structure. For the purpose of mine design, the range in values or the class of the strength (obtained from a number of tests) is generally more important than a precise value (obtained from a single or limited number of tests). Research has been conducted to establish a relationship between an indentation index and the strength of the intact rock material from the Eastern Goldfields of Western Australia. The Tamrock Raise Boring Index (RB-i) test, which is quick and easy to perform, was selected as the indentation test. The results show that, for heterogeneous, strong to very strong rock, there is a good correlation between the indentation index and the uniaxial compressive strength and tensile strength.

The Monty Copper Gold Deposit is an ultra-high grade mine in Sandfire Resource’s Doolgunna region which was completely drilled out and developed within two years of commencing mine development. During this period, a total of 986 grade control diamond drill holes were completed, assayed, and validated, 15 levels developed, and 3136 faces mapped. The aggressive schedule meant a high flow of geological data was produced, validated, and incorporated into regular geological model updates. To process this data at a rate which allowed for timely use, more robust data processing methodologies needed to be generated. A new validation system was implemented which required two levels of validation being applied to any diamond drilling update. Step one was the validation of initial physical data including survey pick-ups and logging. This was done prior to new drill data being added to the geological model. Step two was the validation of assay data which was required prior to resource estimation. The implementation of Seequent’s Leapfrog Geo modelling software also allowed for a more seamless and efficient modelling workflow. The use of the Leapfrog Geo vein systems allowed for more rapid generation of geological models which then afforded more time for stringent assessment of the mineralisation system. An example of this was the introduction of cross-shift peer reviews in which opposing rosters of geologists would rigorously evaluate the previous rosters work prior to reporting. This additional level of validation resulted in more robust geological models and the identification of new ore trends. This presentation will detail the evolution of the Monty Geological model from a simple tabular indicated resource into a complex highly refined measured resource. Themes will include how the model was produced using workflows developed and optimised to meet key deliverables.

Strategies and achievements in the Asian steel industry to construct industrial ecological chain are reviewed largely in the case of Japan, Korea and China. Emphasis is placed on the development of resource circulatory system for the minimisation of various wastes and emissions of green house gases (GHG), toxic gases and polluting particulates. The minimisation includes:Rationalisation of iron and steelmaking processes; Implementation of available relevant measures/technologies; Life cycle assessment in designing steel from semis to assembled products; Reduction, reuse and recycling of materials and energies; and Utilisation of core competence technologies to process domestic and industrial wastes. In view of global nature of the above wastes- and emission-issues, inter-industrial linkage and international cooperation across the borders in the Asian countries have become more important. Inter-industrial linkage definitely serves to cut back the wastes and emissions. Examples of such linkage and factors influencing the sustainability of the linkage are described with expectation for further development of the linkage. Importance of international cooperation cannot be overstressed under the circumstances where steel production in China exceeded 220 Mt and world production exceeded 945 Mt in 2003 and is still increasing. Practical measures are discussed to enhance the linkage and cooperation for effectively promoting the reduction, reuse and recycling, including implications for the nonferrous industry.

Closure options under consideration at some sites include backfilling mined-out pits with waste rock. Backfill may include mineralised and non-mineralised waste rock. Following groundwater rebound, flow-through conditions may develop in the pit post-closure. The backfill located in the saturated zone below the water table may release solutes under such conditions. It is therefore important to understand the potential impacts that backfilled pits could have on postclosure groundwater quality.Geochemical characterisation programs are the foundation for assessing the potential chemistry of water that has contacted mined wastes. Such programs must be designed to obtain data relevant to the closure options under consideration. To complement standard testing techniques, SRK utilises saturated column testing designed to generate data on leaching rates under anoxic conditions that could be encountered within submerged backfill.This paper presents the findings of saturated column test work carried out on waste rock samples from an iron ore mine in the Pilbara.CITATION:Watson, A, Linklater, C and Chapman, J, 2016. Elastoplastic parameter is a parameter that describe how much materials behave elastically up to certain stress states and plastically thereafter (Hudson and Harrison, 1997). In the continuum analysis, two main parameters of the elastoplastic parameter are modulus elasticity and Poisson’s ratio. In the slope, elastoplastic parameter holds the main role for stability related to deformation in ductile type of rock. There’s a limitation to determine elastic or plastic deformation at the field for ductile rock type. Field manifestation commonly showed that there was no accumulation zone during and after the sliding failure mechanism, in other hand, at the research area, manifestation of deformation at the toe of slope only indicated by bulging shape. This paper will focus at the sliding failure occurred at Coal mining Pit Y owned by Arutmin Indonesia, which according to failure investigation report similar with the condition described above. This paper also will be based on two hypotheses, first hypothesis is claystone rock mass has not been reached plastic deformation yet and the second hypothesis is there is a chance that elastoplastic parameter of the rock mass has been changed during the deformation/sliding failure process. Research method of this paper are back analysis using probabilistic analysis in Finite Element Method (FEM), which conducted before and after failure. Then, the result of the displacement or deformation of the analysis will be checked with the actual deformation shape. Meanwhile, the change of the elastoplastic parameter will be analysed and interpreted. This paper hopefully able to be developed to study about elastoplastic behaviour of rock mass in actual condition and the influence of another uncertainty factor which determine the slope stability.

The copper ore reserves at the Chuquicamata mine were re-estimated during March to June 1994, as part of a comprehensive audit of the mine's overall short- and long-term planning. The basic principles essential to all ore reserve estimates were implemented viz: 1. A detailed study of the geology, in this case particularly of the orientations of structural features of copper mineralisation and the subdivision of the orebody into geologically homogeneous sections, 2. the use of both drillhole and blasthole data sets, 3. statistical and geostatistical analyses of both data sets to model anisotropic spatial structures for all the geologically homogeneous sections, 4. block kriging using both data sets individually; and 5. a comprehensive validation of the block valuations to confirm the absence of global and conditional biases and to quantify the actual improvement achieved in the overall quality of the estimates compared to those executed on earlier techniques.

Draw control at Premier Mine is considered important to avoid conditions of isolated draw, which results in early waste ingress, compaction of the kimberlite ore and loss of ore reserves. The Premier Mine kimberlite pipe is unique in that the pipe is cut at a depth of 400 metres below surface by a 75 metre thick gabbro sill. All cave mining at Premier is below the sill and failure to exercise good draw control could cause early ingress of gabbro waste. Gabbro causes problems in the diamond recovery plant and the amount of gabbro sent to the plant needs to be closely monitored. Fortunately coarse gabbro fragments are easy to recognise in drawpoints. It was anticipated that only 85 per cent of available ore would be drawn from the blocks immediately overlain by the gabbro sill before excessive gabbro waste forced the closure of drawpoints. Data on tons drawn per drawpoint and loaded per LHD as well as the tons tipped per pass is gathered by the vehicle monitoring and control (VMAC) system and information recorded by the load-haul-dump (LHD) drivers. Draw control staff monitor drawpoints on a shift basis and record the occurrence, type and height of hang-ups. Information pertaining to the status of the drawpoint in terms of support, waste and availability is also recorded. A database has been compiled that has been used to analyse the overall pattern of draw control, the frequency of occurrence of different types of hang-ups, secondary blasting efficiencies and drawpoint and LHD productivity. The gabbro sill has provided a unique marker horizon that has allowed the arrival of rock from a level 100 metres above the production level to be recognised. Data shows that ore migrates extensively towards groups of drawpoints that are heavily drawn with many drawpoints more than 100 per cent drawn before gabbro waste was recognised. This indicates that an accurate mixing algorithm is essential for good draw control. Data on tons drawn, drawpoint availability, productivity and the occurrence of various types of hang-ups has allowed better control of the mining operation and provided data for planning future caves. In the BA5 mining block a drawpoint spacing of 22 metres, horizontally across the major apex, has still allowed drawpoints to be pulled to waste with no loss of ore. In the BB1E mining block the drawpoint spacing has been increased to 23 metres and no problems have been experienced to-date. Future initiatives centre on improving the data gathering integrity of the vehicle monitoring and control system and a linear programme that will optimise draw control and productivity.
