The Earth Moving Equipment Safety Round Table (EMESRT) was established by mining companies in 2006 to influence manufacturer's equipment design through a process of engagement. 2010 EMESRT member companies include Anglo American, Barrick, BHP Billiton, Centennial Coal, Collahausi, Newcrest, Newmont, Rio Tinto, Vale and Xstrata.Driven by a persistent need for retrofits to new equipment, such as haul trucks, EMESRT initially engaged with Surface Equipment Manufacturers including Caterpillar, Komatsu, Leibherr, Hitachi, Le Tourneau and Terex. These OEMs responded positively to the EMESRT initiative, welcoming the opportunity for dialogue with an aligned industry regarding human factors issues related to equipment design, rather than needing to respond to the disparate range of demands for design modifications previously received from individual customers. This engagement process is about making global sustained changes within the OEM organisations and within the mining companies. It is a very international exercise. For example, over two weeks in September 2010, a total of 21 different miners from ten different companies travelled from Australia, South Africa, Canada, Brazil, Singapore and the United States to engage with OEM counterparts who assembled from the United States, Japan, France, Sweden, Finland and Germany. EMESRT Surface Group representatives completed a whirlwind tour of the major North American manufacturers of mining equipment. Starting in Dallas (Atlas Copco, LeTourneau), this tour passed through Gainesville (Sandvik), Newport News (Liebherr), Guelph - Ontario (Hitachi) and Milwaukee (P&H Mining/Joy Global; Bucyrus), before winding up in Peoria, Illinois (Komatsu, Caterpillar). Over nine meetings, this group engaged with 129 individuals from nine OEMs. The EMESRT group welcomed miners from four non-member companies to come along for the meetings. These companies are Syncrude Canada Ltd, the Kearl Oil Sands Project - Imperial Oil (ESSO), Suncor Energy Ltd and Teck Resources Ltd.Other mining industry sectors have now expanded the EMESRT scope from surface mining to include exploration and underground mining equipment. In 2009, EMESRT was organised into four Technical Groups, consisting of EMESRT member company representatives, to focus on engagement with OEMs of surface, underground coal and soft rock, underground hard rock, and exploration drilling equipment. An advisory group has been formed to coordinate activities between all workgroups and provide strategic direction and cohesion between all activities. The Minerals Industry Safety and Health Centre (UQ-SMI) facilitates and coordinates all EMESRT activities on behalf of member companies. Building on successes with individual Surface Mining OEMs, EMESRT now aims to help OEMs in their transition to a sustainable design process that will incorporate and address specific design philosophies at the concept phase of design, so that significant improvements can be made up front for little cost within the overall budget. EMESRT members plan to educate all stakeholders, internally, within their own companies, and externally, by addressing industry associations, regulators and other end users about new ways of evaluating equipment design based on EMESRT purchasing specifications. This presentation will outline the EMESRT approach and report on progress in 2010.

"The index A*b, determined from the Julius Kruttschnitt Mineral Research Centre (JKMRC) drop weight tester (DWT) results, has become well-known in the mining industry as a reliable measure of ore hardness in impact or crushing, having the inferred units of t/kWh. This index evolved from a long history of comminution studies at the JKMRC, including the development of the now superseded JKTech twin-pendulum, the industry standard JK Drop Weight Tester (JKDWT) and the faster alterative JKMRC rotary breakage tester (JKRBT). A reduced version of the DWT, the semi-autogenous grinding mill comminution test (SMC test®), also provides estimates of the A*b though the testing of only one particle size at five specific energies. Experimental determination of A*b using the above devices/tests requires samples, with sufficient mass, to be sent to designated laboratories, registered to conduct such tests. This protocol is fine for bankable and commercial testing, where material characterisation data is used in conjunction with machine specific data in modelling and simulation, and power based calculations. However, for comparative testing, where results are required at the time of sampling (eg for plant troubleshooting or spot-surveys), or for rapid ranking of geometallurgical samples, these existing tests simply do not provide a timely, viable and cost-effective solution. In order to address this critical void in the realm of comparative testing, a new device has been developed, exploiting a central feature of single particle impact testing – that the A*b can be reliably estimated using one precise low energy test. This device, for which a patent is currently pending, called the HIT (Hardness Index Tester), has been precision engineered to allow users to break narrowly sized fragments at a set specific energy, in a safe and easy manner. The manufacturing materials have been chosen carefully to ensure compatibility with the intended use and portability to any site, whilst minimising cost. The device is supplied with a novel quality assurance / quality control (QA/QC) feature, to ensure that the targeted potential energy is consistently delivered. The product from the HIT breakage test can be quickly sized using a single screen to determine the mass per cent undersize, from which the A*b index is calculated directly at site – eliminating the need to send the raw data off-site for analysis. On presized fragments, a single test using 20 fragments takes less than five minutes to complete, and the results are immediately available. The HIT is currently being tested at a major mining laboratory in the US and the results to date have proved it can deliver on all fronts. This paper describes the new prototype device, which offers users a low cost in-house mechanism for estimating the A*b at any mine site, with potential applications on fragments up to 25 mm from drill core, blast chip rejects or the grinding circuit feed. Melbourne Water Corporation, through the Pipelines Alliance, has commenced construction of a new drainage pipeline to provide additional flood protection within the Sandgate Avenue Main Drain catchment, in order to mitigate against the risk of flooding of Frankston’s central activity district (CAD).The project involves the construction of a 1550 m long, 2.5 m internal diameter tunnel, commencing upstream at the Monash University Peninsula Campus and traversing approximately west to the outlet located at Kananook Creek. The tunnel was excavated by a dual slurry-earth pressure balance tunnel boring machine (TBM), with the depth to tunnel crown ranging from 0.7 m to 14 m below the natural surface level. The TBM navigated 500 m radius curves, with a maximum drive length of 608 m. The tunnel lining consists of 2.5 m internal diameter, 250 mm thick reinforced concrete jacking pipe.The geotechnical conditions along the tunnel alignment consisted of mixed face ground conditions, predominately clay, with clayey sand and sandy clay and some sand deposits near Kananook Creek.This paper presents the challenges associated with the operation of the slurry separation plant during tunnel construction. In particular, the paper focuses the impact of slurry separation on tunnel advance rates, the lessons learnt during construction with regards to slurry separation and on the decision to adopt a dual slurry-earth pressure balance shield TBM. In addition this paper highlights the importance of having a thorough understanding of the slurry separation requirements on a slurry TBM project prior to selecting the necessary plant.

Indian iron ores with less than 62 per cent Fe are currently unexploited, except for a few sectors which export them to foreign countries. It is anticipated that by 2012 the countryÆs domestic steel production is likely to rise to the tune of 60 million tonnes per annum. To meet this requirement, it is necessary to utilise not only the existing high-grade deposits but it is also necessary to look into exploiting the leftover iron ores of lower grades. Hence, reserves with Fe content 62 per cent and below (particularly the ores with In the present paper, an attempt has been made to beneficiate three different types of low-grade iron ores selected from three different parts (states) of the country. In the paper, alternative routes for beneficiation and effective utilisation have been tested using different techniques in the laboratory in an attempt to match their (Al2O3/SiO2) ratio after thorough characterisation and liberation studies. The paper also encompasses the geological formations, occurrences and distribution of Indian iron ores as well as highlighting the problems associated with the fines, possible metallurgical routes, and their market segregation from the perspective of end users.

Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.

Northparkes is located 27 km north of the township of Parkes in central New South Wales, Australia. The operations consist of underground block cave mines and an ore processing plant, which produces high-grade copper and gold concentrate. Production is currently sourced from the E48 Lift 1 block cave mine and open cut stockpiles. Mining commenced at Northparkes in 1994 as an open cut operation. Underground block cave mining began in 1997. Northparkes was the first mine in Australia to use the highly efficient block cave mining method, which relies on gravity and natural rock stresses to fragment and recover the ore.The E48 extraction level is located approximately 581 m below surface and consists of ten extraction drives and 214 drawpoints. Several stress measurements carried out at various levels in both E26 and E48 indicated a low underground regional stress environment and a low to moderate stress state in the E48 orebody. The E48 block used a post undercut strategy that was initiated in 2009, with production commencing in September 2010 and cave-through to the surface occurring approximately four months later in January 2011. Changes to the cut-off grade and fixed prices meant that Northparkes was able to develop an additional two drives to the north of the existing cave and one additional drive to the south. Modelling of the cavability of the additional drives indicated that the cave would not readily propagate to sufficient height of draw to mobilise the ore and tended to arch over to the existing cave shape. Based on modelling and a desire to reduce the risk of the project, preconditioning was adopted. Along with the requirement of safely hydrofracturing an active cave, a measure of the success of the preconditioning was desired. PT Freeport Indonesia operates a large copper and gold mining operation near Tembagapura, Papua (formerly, Irian Jaya), Indonesia. This is a remote location with its own set of unique operational characteristics. The mining and concentrating operations typically produce a concentrate containing 2500 tpd of copper and 6000 oz of gold per day from the combined mining of a 45 000 tpd (ore) block cave operation (DOZ Mine) and a 190 000 tpd (ore) open pit mining operation (Grasberg Open Pit). The Grasberg Open Pit mine will be exhausted in 2015 at which time FreeportÆs operations will entirely underground mining methods. The Common Infrastructure Project (CIP) incorporates the elements required for the shift to underground mining at a production rate approaching 200 000 tpd. The AB Adit portion of the CIP will provide deep level access to the Grasberg Block Cave (below the Open Pit), Kucing Liar, Big Gossan, and the Mill Level Zone orebodies. Commencement of the project was September 2003. The Grasberg Block Cave is planned to start production in 2014. This paper provides details on the project scope, innovative contractual framework, advancement of mining methods throughout the life of the operation, equipment selection, manpower selection, training, geological, and socio-political conditions related to the project.

The Merlin project is situated 130 km south of Cloncurry in North West Queensland, Australia. It is located within the Pre-Cambrian Mt Isa Inlier and is grouped within the Eastern Fold Belt. The host rocks are metasedimentary rocks of the Proterozoic Kuridala and Staveley Formations adjacent to the Mount Dore Granite.Merlin zone represents part of the Mount Dore polymetallic deposit containing copper, zinc, silver, gold, lead, cobalt and most recently has been found to host molybdenum mineralisation. This is intimately associated with economic grades of rhenium, a naturally occurring metal that is an important component of high temperature aircraft engines. The host rock sequence is a 200 m thick zone of metasediments sandwiched between competent granite in the hanging wall and brittle quartzite in the foot wall. A distinct shear marks the contact between the granite and metasediments. The host rocks are comprised of three main rock types: black shale, phyllite and altered banded calc-silicate.Mineralisation dips to the east at approximately 45° in a package of fine grained pelites and banded calc-silicates. The top 150 m of the sequence is typified by black shale and phyllite. The lower 50 m is typified by pink banded calc-silicate. The main molybdenite zone is located at and parallel to the pelite-calc-silicate contact. Down dip, the zone splits into two or three veins hosted by the calc-silicate rock suite and haloed by thin, steep dipping, stylolitic molybdenite veinlets.The deposit was discovered in 2008 by routine infill reverse circulation sampling conducted for the Mount Dore copper deposit. One hole penetrated below the main target Cu horizon and intersected visible molybdenite. During 2009 and 2010 a 50 × 50 m diamond drill pattern delineated a total mineral resource of 6.7 Mt @ 1.3 per cent Mo, 23g/t Re, 0.3 per cent Cu (mostly Indicated Mineral Resource with minor Inferred Mineral Resource). The resource has been estimated using ordinary kriging within grade domains. Access to the deposit has commenced via a decline and production through the nearby Osborne flotation concentrator (70 km south) is expected in 2012. All facilities and resources are fully owned and operated by Ivanhoe Australia Limited, a public listed company on the Australian and Toronto stock exchanges.

Mill operating teams are expected to engage in a perpetual quest for process improvement – pushing the boundaries of practical process limits and testing new technology to achieve the next step-change in plant performance. Often the barrier to improvement lies in gaining management approval for process changes.Getting approval for investment in novel technology carries an added degree of difficulty, particularly in risk-averse operations, when it challenges conventional wisdom. A case in point is a new technology for controlling variability in slurry distribution. There is a widely held view that less-than-specified classification efficiency and spraying and roping of individual units in a hydrocyclone cluster, must be accepted as unavoidable. That these are wholly correctable deficiencies resulting from unequal loading of the individual units seems a bold claim. Wouldn’t the high turbulence of pumped slurries overcome all potential for segregation of solids? This paper discusses how the task of developing confidence in a new technology can be approached by a combination of physical modelling at small scale, and full-scale operating experience. Proving efficacy then leads to the next task: demonstrating value. Again, the particular technology serves as an example that could be of value to others developing relatively low-cost technologies. A high-pay-off as an investment may be achieved with improvements in metallurgical performance that are small in relation to normal process variations. This has led to an exploration of how process simulation modelling could be used, in conjunction with production data, to provide a benchmark for the expected change, which could be expressed in monetary terms.The next goal, which is currently being achieved in operating plants, is to realise the greater value now available through the optimisation of cyclone configuration, which becomes practical when the confounding effects of cluster instability are removed through equal loading.CITATION:Doig, S G, Algie, S H, Lovatt, I A and Knoblauch, E J, 2018. Porgera mine is 95 per cent owned by Barrick Gold Corporation. It is located at an altitude of 2200–2700 m above sea level in the Enga province of Papua New Guinea and produces approximately 460 000 oz per annum with a proven and probable reserve of 6.2 Moz. The refractory ore is ground in a conventional semi-autogenous grinding and ball mill circuit. After the gravity gold is recovered, the slurry is floated, oxidised in the autoclaves and then leached. This paper will focus on the flotation circuit and the recent upgrade of the control system. The five interdependent flotation circuits were challenging for operations to control as they dealt with variable grade, throughput and circulating loads, as well as the physical limitations of the equipment. With the installation of 18 Portage Froth Characterization® (PFC) cameras, the plant’s operation has been converted from a level-control based strategy that was focused on individual cells to one that targets grade and recovery control across the entire circuit. Variability in feed and the corresponding launder issues were addressed with a unique site initiative of deflector plates to indicate filling level. Non-linear closed loop control was implemented directly in the DeltaV Distributed Control System (DCS) using Portage Advantage Regulatory Control (PARC) algorithms and optimised with AwaRE advanced controllers. The most noticeable benefits achieved with the upgrade include improved flotation gold recovery, consistent flotation sulfur grade and autoclave performance. Western Metals Mt Gordon Operation is a copper mine and processing plant situated 120 kilometres north of Mt Isa. The unique Mt Gordon copper process utilises a whole of ore acid/ferric pressure leach to produce copper cathode from the Esperanza massive sulfide copper orebody. Esperanza ore contains chalcocite, covellite and minor chalcopyrite hosted in a massive pyrite matrix. These ore stocks will be depleted in late 2003. Recently the process circuit has been upgraded to allow the treatment of lower grade Mammoth ores. These include the installation of a ball mill to complement the existing SAG mill, a single stage rougher flotation circuit and a tailings thickener. The leach bleed neutralisation plant was also upgraded at this time. Commissioning of these new circuits occurred in March 2003 and involved all the challenges of ensuring current production levels were successfully maintained while new process steps were incorporated into the whole circuit. This paper explains the background flow sheet of the patented Mt Gordon process and the reasoning behind the enhancements required for an already successful copper leaching circuit. Included are discussion of the influences of the new ores on individual process components such as comminution, leach chemistry and solid/liquid separation. Longer term ore processing options are also discussed.

Mine waste rock is unavoidable in the recovery of ore by open pit mining methods. Effective management of waste rock movement covers the removal and placement of the waste rock, generally in a surface dump in the most cost-effective way while satisfying the long-term environmental expectations. Since the 1960s, there has been significant research carried out into planning of ore movement from open pit mines such that the overall net present value (NPV) of the project can be maximised. Currently, several software packages are available to achieve this task as a common practice within the mining industry. However, planning of mine waste rock movement is still achieved manually, as the available software does not consider optimal waste rock movement and dump design. This paper describes a tool to optimise waste rock placement, which minimises the haulage cost while creating environmentally friendly waste rock dumps through selective placement and encapsulation of the reactive waste rock in the dump. The embedded methodology in this tool has been developed based on the mixed integer programming (MIP) modelling technique to optimise the waste rock movement. The methodology provides an easily-manipulated and fully-automatic tool for professionals to complete waste rock dump scheduling in four main steps: data input, model construction, model computation and solution retrieval. The application of the new tool into a real case project in this paper shows that it can determine economically and environmentally optimised waste rock dump schedules in an acceptable time frame.CITATION:Fu, Z, Li, Y, Topal, E and Williams, D J, 2015. The life cycle of a mining project begins with initial regional exploration and ends with mine closure and rehabilitation. Between resource definition and the commencement of mine construction is the study phase. In this phase technical concepts and processes are defined, evaluated and assessed with the aim of establishing whether the deposit is economically feasible. The study phase usually involves various steps from a concept/scoping study to prefeasibility and ultimately definitive feasibility study. The complete study phase can take several years. Although the costs for studies are low in comparison to actual construction and operating costs of a mining project, they are significant especially for junior exploration and mining companies advancing projects to the point of being funded.The studies aim to determine selected parameters for the project, eg mining and processing methods, operating strategy, etc and provide a roadmap for project development ahead. Although mining studies are of the utmost importance for the mining project and the project owner, they are usually carried out using a conventional engineering approach: the consultant or design engineer works to a defined scope of work. The resulting design might be based on good engineering, but might often also fail to provide the solution for the project owner that delivers the best shareholder value. An alternative to this more traditional approach to project evaluation is what we have termed a value engineering approach. Value engineering is a creative, organised effort, which in the case of a mining study analyses the requirements of the study for the purpose of achieving the essential outcomes with the highest shareholder value. The outcome of a study is a concept that delivers the highest achievable value of the resource project and shows the way ahead to realise this value. Through a group investigation by experienced, multi-disciplinary teams the value of the resource is improved through the study of alternative options, methods and processes. The scope of the study is not limited to a narrowly defined engineering scope, but to the creation of value.The study commences with the identification of key value drivers and risks, based on the available information (drill data, geotechnical data, metallurgical test work, etc). This enables the quantification of key uncertainties, risks and value adding opportunities. Study efforts concentrate on key value drivers and are not unnecessarily spent on side issues. Jabiru Metals completed a feasibility study on the Jaguar Base Metal Project in July 2005. The study was based on conventional truck haulage via a decline. Conveyor haulage was considered but not in sufficient detail to provide a meaningful comparison. The current study investigates the cost and productivity of alternative ore transport systems for the Jaguar project. The options considered are conventional underground truck, conveyor, road train, rigid frame truck, monorail haulage and shaft hoisting. Shaft hoisting was not considered in detail due to the high capital outlay for such a relatively short mine life of less than six years. This study goes beyond the common approach of evaluating haulage systems in isolation; it includes development costs, timing of ore production and costs associated with mine services as well as administration and milling costs. The results of this study indicate that the best haulage option for the Jaguar project is conventional truck using the Hitachi AH400 trucks. The net present value (NPV) for this option is A$8.13 million higher than the next best option namely the Kiruna E635 electric truck. The conveyor option has the lowest operating cost per tonne of ore but the longer development time negatively impacts on its NPV. The monorail option is considered impractical due to the number and length of trains required to achieve production targets.

Control of construction projects is the responsibility of the Project Leaders who have the authority to make decisions. Project Controls cost and scheduling systems provide the Leaders with timely information on which to base their decisions.The Client (Owner) will invest up to three per cent of the project cost on Project Controls. To ensure that this investment is effective, the Owner or Manager must have a clear understanding of the information required from the Project controls systems. If appointing a single Managing Contractor, the Owner or Manager must stipulate what is and what is not required from the Project Controls Systems. There are numerous computer programs available for scheduling and cost control and it is important to select systems which best serve the Owner's needs.

Iron Road Limited is currently studying the feasibility of producing 20 Mt/a of high-grade (67 per cent Fe) magnetite concentrate from a 2.6 Bt resource (JORC) located at Warramboo on the central Eyre Peninsula in South Australia. Bulk concentrate has been tested at a relatively coarse grind size of -106 ¦m. The preliminary flow sheet has been confirmed based on initial mine plans and comprehensive metallurgical testing across the range of mineralisation. Extensive Davis tube testing to predict magnetite recoveries has been conducted over the resource, however this was completed at settings different to the optimised settings developed in the metallurgical test work program.This paper outlines the development of an ore treatment simulation in SysCAD which utilises the mine production plan, the Davis tube test data from the resource, data from metallurgical test work and process design criteria to predict magnetite concentrate deliveries. Mineralogical data, including QEMScan results and metallurgical assessments, were a fundamental basis of the process models which enable predictions of concentrate yield and quality. Power and water requirements are also calculated within the model. SysCAD dynamic simulation has been used to assist with the design of the process plant and downstream infrastructure. "A continuous improvement initiative was identified at Kalgoorlie Consolidated Gold Mine’s (KCGM) Fimiston open pit with the goal of reducing bench turnover time and increasing shovel digability by improving fragmentation around previously mined-out stopes. In the past, a higher number of blasts than normal would be required to get through a single excavation area where stopes were present. This is due to the limited reach capability of the drilling fleet from safe ground into restricted areas requiring the drilling of the shot to be done in a staged manner. In addition, the holes that were able to be drilled in the area did not remain open long enough to be loaded with explosives as a result of the poor ground conditions surrounding the stopes.Over the last 18 months, KCGM has trialled drill additives to improve blasthole stability, as well as introducing a remote drill rig allowing holes to be drilled in areas previously inaccessible by manned drill rigs. This has resulted in improved penetration rates in bad ground conditions, improved drill hole stability, better shovel digability, and an overall reduction in bench turnover of at least ten days on the benchmarked 126 days average per bench. KCGM is now in the final stages of the improvement project with the installation of a drill monitoring system on the fleet to allow live data transfer back to the office for analysis, as well as providing improved accuracy on drill holes in restricted areas.Citation:Michaud, C and Kavanagh, D, 2016. On the occasion of the 14th Mill Operators’ Conference and marking 40 years since the first one was held in Mount Isa in 1978, it is fitting to review the history of the Conference and its development over that time.The first 10 Conferences were irregularly held at three to four year intervals, with 9 of these in regional centres of Australasia. It is only since 2012 that the Mill Operators’ Conference has become a regular biennial event, alternating with the MetPlant Conference.The number of people attending the Conference has more than doubled to 470 delegates at the 13th one in 2016. It has outgrown its regional beginnings.Papers presented to the previous Conferences have been analysed according to commodity, country of origin, technology and theme plus the affiliation of the authors to discern any trends that may assist in planning the future events.Suggestions are made as to how the AusIMM might wish to arrange its mineral processing/metallurgical conferences.Recent changes to the structure of the Conference providing a more meaningful experience for the delegates and increasing their interaction and involvement should be vigorously pursued.CITATION:Munro, P D, 2018. A study has been undertaken into mine ventilation systems currently in use within Australian modern coal longwall (LW) extraction mines. It reviews systems and discusses evolving changes being adopted to address the more complex challenges. There is a strong move to longer panels, wider faces, greater extraction heights, increased production rates, more efficient ventilation and decreased personnel. Each of these changes is motivated by improvement in productivity and generally leads to cost reduction. In addition, mine workings are moving deeper, which results in increased ventilation control issues such as higher total and respirable dust levels, greater seam gas contents in parallel with lower in situ permeabilities, spontaneous combustion and heat management issues. A comprehensive database of Australian LW ventilation practice is analysed. Currently there are a variety of LW panel ventilation circuits used in Australian underground coal mines due to various combinations of seam characteristics, gas emission rates, spontaneous combustion, geological features and surface constraints. The main issues usually addressed in the designing and planning of ventilation circuits for LW panels are airway velocity, gas concentrations, LW cutting methods (eg Bi-di, Uni-di or half web), ventilation of control devices, pressure differentials and leakage paths and understanding gas concentrations across the length and width of the goaf. If the ventilation circuit can manage the applied contaminant load (gases, heat and dust) at an acceptable cost and circuit duty, then supplementary controls, such as gas drainage, refrigeration and dust sprays and scrubbers, may not be required. The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.
